FAA warns of ‘a million drones under people’s Christmas
trees’small unmanned aerial A top FAA official said as many as one million
(UAVs) could be sold during the upcoming US holiday season.vehicles
people‟s underdrones“The talking point is that there will be a million
Christmas trees this year,” FAA assistant administrator-policy, international
affairs and environment Rich Swayze said, adding that he has heard the
one-million figure “from several sources.”
Speaking at the Airlines for America (A4A) Commercial Aviation Industry
Summit in Washington DC, Swayze said FAA is trying to get in front of the
sales surge to inform the public about safety issues associated with small
UAVs. “We‟re trying to get out and educate people about potential dangers,”
he said.
Swayze explained that FAA plans to send a representative to a pre-
Christmas staff meeting at US retail giant Walmart to educate sales people
selling small UAVs on how to inform consumers about operating UAVs
safely. Walmart advertises 19 different “drones” online, ranging in price from
$19.99 to $274.95. “A lot of people who don‟t have a pilot background are
operating these things in the airspace,” Swayze said.
Hawaiian Airlines president and CEO Mark Dunkerley, also speaking at the
A4A conference, added, “From an operating perspective, [small UAVs are] a
very serious issue and there‟s considerable concern that it‟s going to end in
tears … It‟s not just in and around airports where drones present a danger to
the traveling public. There are many areas outside of five miles of an airport
where a drone conflict could occur.”
US Rep. Peter DeFazio (D-Oregon), the ranking member on the House of
Representatives Transportation and Infrastructure Committee, said, “A lot of
is irresponsible use of toys. The toys, in my opinion, pilots are seeingwhat
should be set up so they can‟t be sold unless they‟re geo-fenced for altitude
and perimeters.”
Swayze said one of the difficult aspects of developing regulations for UAVs
is that there are so many different interests that need to be addressed. “I‟ve
been in DC for 15 years now working on policy and I‟ve never seen so many
divergent interests driving one topic,” he explained. “One day it‟s safety
concerns, the next day it‟s „we‟ve got to get these incorporated into the
airspace as soon as possible,‟ the next day it‟s privacy concerns and then
the next day it‟s security—are these things going to be armed? So it‟s really
up and down.”

Thailand Takes Steps to Overhaul Aviation Sector
As part of a broader overhaul to correct shortcomings in regulatory
oversight, Thailand has decided to split its Department of Civil
Aviation (DCA) into two separate agencies.
Last week the Thai cabinet approved four proposed draft laws that
will replace the DCA with two new authorities. Under the new
arrangement, the Office of Civil Aviation will serve as a regulator
while the other unit, the Airport Department, will operate DCA‟s 28
provincial airports.
The move comes after the International Civil Aviation Organization
(ICAO) raised concerns in a January audit over the conflict in
allowing the DCA to license airlines while operating airports. Plans
call for the proposed legislation, drafted with the help of an ICAO-
appointed panel, to take effect in the “coming months.”
Meanwhile, the deadline to address regulatory shortcomings
identified by the U.S. Federal Aviation Administration (FAA) is
coming to a close. In July, the FAA conducted an audit and gave
the DCA until mid-October to rectify weaknesses.
With the Association of Southeast Asian Nations (Asean) open-skies
agreement set for implementation by year-end, Thailand continues
efforts to upgrade its airport infrastructure to tackle congestion and
meet future growth. It has earmarked both Suvarnabhumi
International Airport and Don Mueang, the capital‟s second air hub,
for expansion. It also has begun executing a master plan to upgrade
facilities at four regional airports and build an aircraft maintenance
center at Chaing Rai International Airport.
Apart from Thailand‟s struggles, regulatory shortcomings and
infrastructure woes continue to plague much of Southeast Asia.
Governments across the region have felt pressure to invest in hard
infrastructure such as terminals, runways and air traffic control.

systems, and soft infrastructure such as qualified staff
and institutions.
In the Philippines, the International Air Transport Association (IATA)
has urged authorities to take immediate action to rectify safety and
operational issues at both Ninoy Aquino International Airport and
Clark International Airport. IATA also called on Indonesia to develop
an aviation master plan based on global standards.
In Myanmar, Yangon International Airport meets international
standards and is undergoing an upgrade. However, all of Myanmar‟s
25 domestic airports lack even the most basic infrastructure.
Furthermore, authorities have suspended plans to develop and
privatize many of the country‟s domestic airports. Meanwhile,
Vietnam continues to search for private sector participation to
develop its airport infrastructure.
Given the proliferation of low-cost carriers (LCCs) in Southeast Asia,
Air Asia Group chief executive Tony Fernades wants terminals
exclusively dedicated to LCCs and is actively looking for joint venture
partners to invest in airport developments across the region.
Fernades has also spoken out about establishing a common regional
regulator for civil aviation ahead of implementing the ASEAN Open
Skies agreement.

excerciseairspace closed for military Cario
Cairo's international airport closed its airspace on Monday between
11:00 and 12:30 CLT (09:00 - 10:30 GMT) because of military
exercises, airport sources told Al-Ahram Arabic news website.
The sources said the operators at Cairo airport coordinated to
schedule takeoffs and landings to avoid congestion in departure
halls, while arranging for some flights to land at alternative airports
while the airspace was closed.
Military exercises are common in Egypt, and the airspace above
Cairo has been closed on several occasions before. On Wednesday,
Cairo's airspace was closed for the same reason.
Airports nationwide are expecting the arrival of tens of thousands of
Egyptian pilgrims, with the hajj season having ended on Saturday.
