A partnership before the EGTC legal status are accepted? It´s possible.
• French side: 1national authority, 1 regional authority.• Spain: 4 regional authorities, 1 national authority.
• Cerdanya Cross-Border hospital Private Foundation:“The Foundation was constituted on 4 July 2006 with the participation of the French and Catalan public administration. It is the governing body responsible for monitoring the project of Cerdanya Hospital, the cross-border hospital of Cerdanya and Capcir.
The Foundation is a temporary organization until the cross-border cooperation treaty is signed by the French and Spanish governments, at which time the joint inter-administrative body will be created. ”
Study cases: which similarities?• EGTC: a willingness of cooperation between
local/regional actors for answering to common challenges and practical limits.
• EGTCs have always a strategical goal: it is not only for running classical transborder cooperation.
• EGTCs relies often on a common territorial history and linked cultures.
EGTCs added-value and challenges.
• EGTCs are not made for creating a territory into the territory: no new borders!
• EGTCs give visibility to the cooperation and bring the EU to the citizens.• EGTCs answer to practical challenges through joint investements.• EGTC bring adapted, coordinated and integrated answers to territorial
challenges.
• BUT…EGTCs like all cooperation models can fail if:– There is no political support at the local/regional level.– If the share of tasks are not respecting the legal capacities of each level of
actors.– If the information/communication activities are not well-run.
