Key Achievements • The system ensures real-time availability of account information, reduces
the beneficiary travel time, cost and ensures delivery of the services at its doorstep without any middle men
• The Beneficiary can access the India Post banking services anywhere and anytime within Jharkhand circle without any difficulty
• All the transactions are based on Aadhaar biometric authentication, mobile OTP authentication and operator based exception handling mechanism creating an inclusive benefit system for all the scheme related beneficiaries, thus transactions of all account holders can be done.
• the entire hardware solution is a highly cost effective one and costs much less that Rs. 12 thousand per device solution whereas normal POS based devices are costing around Rs. 20 thousand.
• The system ensures that the fraudulent transactions are eliminated, also due to this system the India Post internal database has been cleansed of various errors be it multiple account names or wrong error names etc.
• The solution has given IndiaPost Senior Management handle over the transactions happening in their highly dispersed system through a graphical dashboard, electronic maintenance of logs of operations and alerts built therein
• The solution does not require additional manpower as the existing IndiaPost Sub Post Masters & Branch Post Masters operate the devices hence there is no cost associated with it

Issues with Existing System • Person fills up three copy Challan form, visits Treasury for
a Treasury Receipt no.
• Visits SBI Bank and deposits the challan form and money. Bank keeps one copy of challan & returns other two copies with stamp of receipt.
• Visits department and deposits the second copy of challan with application form or any required form for a particular service.
Wastage of Time & Money. Harassment.
Case Study – To pay a Rs 200 .00 government traffic challan for illegal parking, a
person has to spare one day office time for going to treasury, Bank and Thana
for a Rs. two hundred challan. Similar is the case when a rural resident has to
come to district hq for depositing a small amount of govt fee.

6. Payonline portal will provide E-challan receipt.

Road Map Ahead
• Direction to be laid out all departments to adopt e-Challans via Payonline Portal.
• From 1st April 2015 -Single e-Receipt portal for all types of government receipts- guidelines to be laid out.
• More than one Payment GW and Offline Bank Counter payment integration.
• Real Time Integration with State budget and treasury system of IFMS – Creating a Cyber Treasury to handle Receipts via e-challan only.
• Portal to connect with back office system of departmental portal on real-time .
