【China Side】
YAN Anlin Vice President of SIIS
He obtained Bachelor’s degree in History from Nanjing University in 1984. Then he taught at the Central
School of Communist Youth League of China (now the China Youth University of Political Studies) for
three years. He acquired his Master’s and Doctoral degrees in History from Nanjing University in 1989
and 1992 respectively, the first ever Ph.D. in Taiwan studies on China’s mainland. He was appointed
director of the Research Department of the Shanghai Association of Taiwan Studies in July 1992 and
became associate senior fellow in 1994. Beginning in April 1999, he worked at the Shanghai Institute of
Taiwan Studies as vice president and later as executive vice president and concurrently secretary-general
of the Shanghai Association of Taiwan Studies. In December 2003 he became a senior fellow. In January
2008, he was appointed director of the Department of Cross-Strait, Hong Kong, and Macao Studies at the
Shanghai Institute of International Studies. And in 2009 he was appointed executive director of the
Institute for Taiwan, Hong Kong, and Macao Studies at SIIS. In January 2015, he was appointed vice
chairman of the Academic Council at SIIS, and in September appointed vice president, SIIS. He is now
concurrently board member and senior fellow at a number of influential academic associations on Taiwan,
Hong Kong, and Macao studies, such as the Chinese Association of Taiwan Studies, the Law Association
for Relations Across the Taiwan Straits, the Chinese Association of Hong Kong and Macao Studies, the
Chinese Association of Strategic Studies, and the Center for the Study of Cross-Strait Relations. He has
long studied Taiwan politics, social issues, and cross-strait relations and was involved in the
decision-making process of mainland’s Taiwan policy. He has written, edited, and compiled a large
number of books, journals, dictionaries on Taiwan politics and cross-strait relations, including A Study of
Taiwan Elections, A Study of the DPP’s Foreign Relations, The Taiwan Issue in a Global Context
(coauthor), A History of the DPP (coauthor), the Big Evolution of Taiwan’s Foreign Relations, On the
Institutionalization of Peaceful Development of Cross-Strait Relations, A Study on Cross-Strait Political
Negotiations, Taiwan Studies, A Survey on Taiwan Politics and Cross-Strait Relations, A Contemporary
Dictionary of Taiwan Economics, A Contemporary Dictionary of Who’s Who is Taiwan. He also chaired a
number of national research programs like “The Taiwan Issue and the Prospects for Cross-Strait
Reunification at the Dawn of the New Century,” “A Study of the New Generation in Taiwan,” “A Study on
the DPP’s Transformation,” and “On Taiwan’s Mainstream Public Opinion.” He also translated a book on
local politics in rural Taiwan.
SHAO Yuqun Director of the Institute for Taiwan,
Hong Kong & Macao Studies and Senior Fellow of the Center for America Studies, SIIS
She used to work as the Deputy Director of the Department of American Studies and the Director of the
Department of Research Management & International Exchange, SIIS. Born in 1975, in Shanghai, she
earned her B.A. in Chinese language and literature and M.A. in International Chinese Studies at East
China Normal University and her Ph.D. in International Relations at the Fudan University.

Wu Jinan Senior Fellow of the Institute for Taiwan, Hong Kong & Macao Studies, SIIS
Wu Jinan used to work as Director of the Department of Japanese Studies at SIIS. He is also the
President of Shanghai Association of Japanese Studies. Prof Wu published widely on Japan’s domestic
politics, Japan’s foreign relations with other countries. His most recent publications include Japan:
Domestic and Foreign Policies of the Democratic Party of Japan (Beijing: Current Affairs Press, 2014);
Research on Japan’s Foreign Strategy in the New Century (Beijing: Current Affairs Press, 2010);
Japan-Taiwan Relations after the Cold War (Shanghai: Shanghai People’s Press, 2009); “Bottlenecks” in
Sino-Japanese Relations (Co-author, Beijing: Current Affairs Press, 2004); New-Generation Statesmen
and Stateswomen of Japan (Editor, Beijing: Current Affairs Press, 2004);New-Generation Statesmen and
Stateswomen of Japan (Beijing: Current Affairs Press, 2002);at the Gate of New Century (Editor,
Shanghai Education Publisher, 1998); Perception of Japan from Asia( Japan Kawade Syobo Publisher,
1994); “Japan’s Politicians of A New Generation: Their Emergence and Implication” ( Journal of
Japanese Studies, No.5, 1996). Prof. Wu was a visiting fellow at Japan’s National Institute for Research
Advancement from 1989 to 1990. From 1994-1995, he was a visiting scholar at Department of
International Affairs, University of Tokyo.
Chen Youjun Senior research fellow, SIIS
Chen You Jun holds a Ph.D. in Economics from the Osaka City University in Japan. His research fields
include international political economics, regional political and economic cooperation, Sino-U.S.-Japan
political and economic relations, and China’s economic diplomacy. He was a visiting scholar at the
German Development Institute (DIE) in 2011 where he researched China-EU economic cooperation in the
21st century. He has published more than 40 papers in domestic and foreign academic journals, including
Contemporary International Relations (China), Asia-Pacific Economic Review (China), Japanese Studies
(China), Global Review (China), Pacific Journal (China), Southeast Asian Studies (China), Shanghai
Journal of Economics (China), International Review (China), Contemporary Economy of Japan (China),
World Economic Review (Japan), AZIYA KENKYU (Japan), FPRC Journal (India), and etc. He has
written more than 200 review articles for China’s People’s Daily, The China Review and other such
publications. His recent works include China-US Economic Frictions (Koyosyobo Publishing House, April
2011), Japan’s New Political and Economic Values (Current Affairs Press, April 2013), Studies on Japan's
Economic Policies (World Affairs Press, May 2016), and Focusing on Asia-Pacific Region (World Affairs
Press, November 2016).
GONG Keyu Deputy Director of the Center for Asian-Pacific Studies
and Senior Fellow of the Institute for international Strategy Studies, SIIS
Gong Keyu is also a vice president of Shanghai Institute of Korean Studies, China. Dr. Gong graduated
from Department of International Politics, Renmin University of China in 1995, and received M.A.,
International Relations, Shanghai Institutes for International Studies in 2004, and Ph.D., World
Economic, Shanghai Academy of Social Science in 2007. Dr. Gong’s research fields including Economic
Cooperation of East Asia, the North Korea Nuclear Issue, Sino-DPRK & Sino-ROK Relationship and the
Strategy of Major Powers in the Region, etc. Dr. Gong has been a deputy director of Shanghai Luwan
Development and Reform Commission in 2008, and a visiting fellow in Freeman Chair in China Studies,

CSIS, USA in 2010, and also a visiting fellow of International Scholar Exchange Fellowship (ISEF)
program of Korea Foundation for Advanced Studies (KFAS) in 2015. Her most recent publications include
Korean Peninsula situation and China, Xinxing Press, 2018, “North Korea’s Nuclear Tests and Sino-U.S.
Cooperation”, North Korea Review, 2017, Spring.
Ji Yixin Research Fellow at Institute for Taiwan, Hong Kong & Macau Studies, SIIS
Her research focus: studies about the political, economic and social development in China's Taiwan, Hong
Kong and Macau, along with two lines of research programs. One focuses on the practical and theoretical
issues in the process of political and economic interactions both across the Straits and among the
Mainland, Taiwan, Hong Kong and Macau, with a particular eye to the new features and contents of "one
country, two systems" under new circumstances. The other focus area analyzes the major international
actors' policies and relations vis-.-vis Taiwan, Hong Kong and Macau.
【Japanese Side】 WATANABE Mayu President, JFIR / President, GFJ
Graduated from Chiba University. Received M.A. in Education from the Graduate School of the University of
Tokyo in 1997. Joined the Japan Forum on International Relations (JFIR) in 2000 and appointed Senior
research fellow in 2007, during which period she specialized in global human resource development and
public diplomacy. Appointed Executive Director in 2011 and assumed Senior Executive Director in 2017. She
has served as President since 2018. Concurrently serving as President of the Council on East Asian
Community (CEAC).
KAMO Tomoki Distinguished Research Fellow, JFIR / Professor, Keio University
Graduated from Faculty of Policy Management, and received Ph.D. in Media and Governance from Keio
University. Assumed the current position in 2008 after having served as Research Fellow at
Consulate-General of Japan in Hong Kong, and Associate Professor at Faculty of Law and Political Science,
Keio University. He also has served in the positions , among others, such as Visiting Scholar, Center for
Chinese Studies, University of California, Berkeley (2011-2012), Visiting Associate Professor, School of
International Affairs, National Chengchi University (2013), and Consul, Consulate-General of Japan in Hong
Kong (2016-2018).
MORI Satoru Professor, Hosei University
He is also a senior fellow at the Nakasone Yasuhiro Peace Institute. He is a graduate of Kyoto University
Faculty of Law and received his LL.M. degrees from Kyoto University Graduate School of Law and the
Columbia University Law School. After serving as a career diplomat at the Japanese Foreign Ministry
(1996-2001), he obtained his Ph.D. from the University of Tokyo and was a research fellow at the Center for
Comparative Law and Politics, University of Tokyo (2006-08). He joined the Faculty of Law at Hosei
University as a tenured associate professor in 2008 and assumed professorship in 2010. During his sabbatical
leave, he was a Visiting Fellow at the Sigur Center for Asian Studies, George Washington University (2013-15)
and Visiting Researcher at the Woodrow Wilson School of Public and International Affairs, Princeton

University (2014-15). He is currently undertaking research on themes such as U.S. strategy in the Indo-Pacific,
the U.S. defense innovation and its implications for U.S. allies, and technology and international relations.
MASUDA Masayuki Senior Fellow, National Institute for Defense Studies (NIDS)
Masayuki Masuda, senior fellow at the National Institute for Defense Studies (NIDS) in Tokyo. He
teaches and writes about issues in Asia-Pacific security, Chinese foreign and security policy, and
Sino-Japanese relations. He is also visiting fellow at the Asia Studies Center, Kanagawa University. In
2015-2016, Masuda was a visiting scholar at the East-West Center and a visiting academic at Daniel K.
Inouye Asia-Pacific Center for Security Studies (DKI APCSS). From 2008 to 2010, Masuda was a lecturer
at Tokyo Woman’s Christian University where he taught courses on international relations, security
studies, Chinese politics and Sino-Japanese relations. In 2001-2002, he was a visiting fellow at Shanghai
University.
HOTTA Yukihiro Visiting Research Fellow, The Aichi University Institute of International Affairs / Senior Research Fellow, The Kazankai Foundation
Received Master's degree from Department of Chinese Studies, Aichi University Graduate School in 2002, and
attended Doctor's program at Graduate School of Humanities and Social Sciences, University of Tsukuba.
Joined The Kazankai Foundation in 2006, currently serving as Senior Researcher.
WATANABE Takeshi Professor, Kyorin University
He was born in Taipei and grew up in both Taiwan and Japan (a quarter Taiwanese). At University Tsukuba,
he received B.A. (Political Science) in 1992, received M.A. (Political Science) in 1994, became a Ph.D. (Political
Science) candidate in 1998. Simultaneously He had received a Research Fellowship for Young Scientists (DC1)
during 1995-1998, Japan Society for the Promotion of Science (JSPS). In 1998, he started his career as a
researcher at Intelligence Bureau (Division of Analysis) in Ministry of Foreign Affairs of Japan, an instructor
at Police Academy for Foreign Affairs and National Chiba University. He joined the Faculty of Social Sciences
at Kyorin University in 2001. He also has taught at University of Tokyo, Hitotsubashi University, Keio
University, University of Tsukuba and so on. His research fields are mainly on Regional studies of Taiwan,
Taiwan-China relations, Japan-Taiwan relations.
KAWAKAMI Momoko Deputy Director-General, Area Studies Center of Institute of Developing Economies (IDE-JETRO)
Momoko Kawakami graduated from The University of Tokyo in 1991 and received a Ph. D in Economics
from The University of Tokyo in 2011. Her research focuses on industrial and corporate development in East
Asia with a special focus on Taiwan. Recently she is working on political economy of Taiwan-China
relationships and Silicon Valley- East Asia linkages. She has published many articles and book chapters on
the Taiwanese high-tech industry, Taiwan’s economic development, and Taiwan-China relationships. She was
a visiting research scholar at Chung-hua Institute for Economic Research (1995-1997), Institute of Sociology,
Academia Sinica (2012-13), and UC Berkeley (2013-2014).

4. Introductions to Co-sponsoring Organizations
(1) The Japan Forum on International Relations (JFIR)
The Japan Forum on International Relations, Inc. (JFIR or The Forum) is a private, non-profit, independent, and non-partisan
organization dedicated to improved understanding of Japanese foreign policy and international relations. The Forum takes no
institutional position on issues of foreign policy, though its members are encouraged not only to analyze but also to propose
alternatives on matters of foreign policy. Though the Forum helps its members to formulate policy recommendations on matters
of public policy, the views expressed in such recommendations represent in no way those of the Forum as an institution and the
responsibility for the contents of the recommendations is that of those members of the Forum who sign them alone.
The Forum was founded on March 12, 1987 in Tokyo on the private initiative of Dr. OKITA Saburo, Mr. HATTORI Ichiro, Prof.
ITO Kenichi, and 60 other independent citizens from business, academic, political, and media circles of Japan, recognizing that a
policy-oriented research institution in the field of international affairs independent from the government was most urgently
needed in Japan. On April 1, 2011, JFIR was reincorporated as a “public interest foundation” with the authorization granted by
the Prime Minister in recognition of its achievements.
JFIR is a membership organization with four categories of membership, namely, (1) corporate, (2) associate corporate, and (3)
individual. As for the organizational structure of JFIR, the “Board of Trustees” is the highest decision making body, which is in
charge of electing the “Directors” and of supervising overall activities of JFIR, while the “Board of Directors” is an executive
body, which is in charge of the management of day-to-day operations of JFIR.

The Forum’s activities are composed of such pillars as “Policy Recommendations,” “e-Forum” “Research Programs,”
“International Dialogues & Exchanges,” “Participation in International Frameworks,” “Information Gathering,” and “PR and
Enlightenment.” Of these pillars of activities, one important pillar is the “e-Forum: Hyakka-Seiho” which means “Hundred
Flowers in Full Bloom” (http://www.jfir.or.jp/cgi/m-bbs/). The “e-Forum,” which started on April 12, 2006, is open to the public,
functioning as an interactive forum for discussions on foreign policy and international affairs. All articles posted on the e-Forum
are sent through the bimonthly e-mail magazine “Meru-maga Nihon Kokusai Foramu” in Japanese to about 10,000 readers in
Japan. Furthermore, articles worth attention for foreigners are translated into English and posted on the English website of JFIR
(http://www.jfir.or.jp/e/index.htm) as “JFIR Commentary.” They are also introduced in the e-mail magazine “JFIR E-Letter” in
English. “JFIR E-Letter” is delivered bimonthly to about 10,000 readers worldwide.

(2) The Global Forum of Japan (GFJ)
Objectives and History
The Global Forum of Japan (GFJ) originates from the Japan Chapter of the Quadrangular Forum (QF), which was established
in 1982 in Washington to serve as an informal promoter of the exchange of policy-oriented views and opinions among Japan,
US, Europe, and Canada. As the Cold War ended and its aftermath faded away, QF ceased its activity in 1996. The Japan
Chapter of QF survived the vicissitudes and developed into the Global Forum of Japan (GFJ) as an independent institution of
Japan for international intellectual exchanges. Since then, GFJ has been active as a hub for international exchanges with the
global intellectual community at large.
Organization
The Global Forum of Japan (GFJ) is a private, non-profit, non-partisan, and independent membership organization in Japan.
Business Member, Political Member, and Academic Member support its activities as Governors and Members. The Secretariat
is housed in The Japan Forum on International Relations. GFJ is currently headed by ITO Kenichi as Chairman, WATANABE
Mayu as President, and TAKAHATA Yohei as Vice President and Executive Secretary. The membership is composed of 10
Business Members including the 4 Governors, TOYODA Shoichiro, MOGI Yuzaburo, ISHIKAWA Hiroshi, and YAGUCHI
Toshikazu; 10 Political Members including the 4 Governors, KAKIZAWA Mito, SUEMATSU Yoshinori, SUZUKI Keisuke, and
FUNADA Hajime; and 56 Academic Members including the 3 Governors, ITO Go, KAMIYA Matake, and TAKAHARA Akio.
Activities
(1) e-forum “Giron-Hyakushutsu (Hundred Views in Full Perspective)” operated on the website of GFJ
(2) Monthly held meetings of “Foreign Policy Luncheon” and “Diplomatic Roundtable”
(3) PR and Enlightenment through publication of “Bulletin,” the website, mail magazine, etc.
(4) “International Dialogues” convened 3 to 4 times a year on policy-oriented issues with counterparts invited from various

(3) Shanghai Institutes for International Studies (SIIS)
Founded in 1960, the Shanghai Institutes for International Studies (SIIS) is a government-affiliated
high-caliber think tank dedicated to informing government decision-making by conducting policy-oriented
studies in world politics, economics, foreign policy, and international security. SIIS maintains intensive and
extensive exchanges and cooperation with research institutions at home and abroad, bolstering China’s
international influence and soft power.
SIIS boasts an authorized size of 106 full-time research fellows and staff, including 60% senior fellows. SIIS
was ranked one of the top ten Chinese think tanks In 2006, and one of the top ten global think tanks
(non-American) in 2008. SIIS comprises seven institutes and six research centers, namely, the institute for
global governance studies, the institute for foreign policy studies, the institute for world economic studies,
the institute for international strategic studies, the institute for comparative politics and public policy, the
institute for Taiwan, Hong Kong& Macao Studies, the institute for data processing and studies, the center for
American studies, the center for Asia-Pacific Studies, the center for Russian and Central Asian Studies, the
center for West Asia and Africa studies, the center for European studies, and the center for maritime and
polar studies. In addition, SIIS is an institutional member of the Shanghai International Strategic Studies
Association and the Shanghai International Relations Association.
Global Review (bimonthly, Chinese) and the China Quarterly of International Strategic Studies are the two
flagship journals of SIIS and have become a prestigious academic platform for domestic and international
scholarship.
