EDITORIALAmid different challenges, reaching goals and
recognition ofsuccess, Bandhu Social Welfare Society has passed
anotheryear. Bandhu believes that challenges will appear in
thestruggle of the ignored population of the society for
upholdingtheir humane qualities and that needs a concerted
effort.Bandhu has crossed numbers of such challenges in its
pastdays with support from every quarter and reached to the peakof
success. Earlier, the activities of Bandhu had played the roleto
reach the millennium development goals of the governmentespecially
goal 1, 3 and 6. Bandhu also believes that theexisting strategies
and other programmes will help to contributein achieving some other
goals as well including goal 1, 3, 5, 10,16 and 17. And it needs
continuous activities and effort fromeveryone.
Some of the national and international activities of Bandhu
arepointed out in this first edition of the year and they
demonstratethe direct participation of gender diverse population
and Hijrasand their advancement and attempts of increasing their
skillsthrough participation. Bandhu believes that chances should
begiven to a certain group of people if you want to expose
theircapacities. And at the same time, there should be endeavorsfor
self-development and change. We firmly believe that all
thegovernment and private organizations will be with us like
thepast and in 2018 Bandhu will be able to play role in
improvingthe living standard of the targeted population.
Dear readers, we are highly glad to deliver this copy
of'Spandan' in due time. Everyone related with Spandan hasplayed

Added 'Hijra' as gendercode to voter listThe Election Commission
has added 'Hijra' tothe 'gender identity' section of the voter list
toamend the Voter List Act 2009 and the VoterList Regulations 2012
accordingly.
Voters will be able to pick the 'Hijra' genderidentity alongside
the 'male' and 'female'options from now. Members of the
Hijracommunity were previously able to register, but would be
classified as'male' or 'female' on the list. The EC then attempted
toadd the proposed Hijraoption to the 2014 voterregistration forms
but wereunable to do so becausethere had been noamendment of the
VoterList Act and the Voter ListRegulations.
The matter was raisedduring a meeting onamending the regulations
atthe EC Secretariat on Dec27, 2017.
It was stated at the meeting that a Hijracandidate had run
unsuccessfully for theposition of councilor in the Rangpur
CityCorporation by-polls on Dec 21, 2017 and thatthere was no
barrier to the inclusion of Hijrason the voter list. Finally the
commissiondecided Voters can register as Hijras from theupcoming
round of voter informationgathering.
On Nov, 2013 a cabinet meeting officiallyrecognized the gender
identity of Hijras andapproved a policy on the matter.
