When we can highlight the features of Balinese culture, it will increasingly attract tourists. We cannot equate the de- velopment of tourism in Bali to Sin- gapore, for example. By looking at the current development, we are also concerned about a shift,” he said. DENPASAR - The promotion of Bali tourism is increasingly unfocused. The effort to offer the destinations existing on the island all this time was ineffective and inefficient due to the fragmented interests of some groups. Ironically, the impact is feel by people that are increasingly marginalized.

The decision by AT&T’s U-verse pay-TV service stemmed from a contract dispute over terms to carry the new network, AT&T spokesman Mark Siegel said. Al Jazeera responded by suing AT&T for breach of contract in Delaware Chancery Court.

Globally, Al Jazeera is seen in more than 260 mil-lion homes in 130 countries. But the new U.S. channel funded by the emir of Qatar has so far had difficulty getting distributors, in part because Al Jazeera was perceived by some as being anti-American during the Iraq war.

Before AT&T’s announcement, Al Jazeera Ameri-ca said it would be available in more than 40 million homes, about 40 percent of U.S. pay TV households and roughly half the reach of Time Warner Inc’s CNN. U-verse was launched in 2006 and had 5 million video customers at the end of June in markets such as Texas and California.

“We could not reach an agreement with the owner that we believed provided value for our customers and our business,” AT&T spokesman Siegel said.

Al Jazeera America said in a statement AT&T had “unilaterally” deleted the network and “pre-

sented us with circumstances that were untenable - an affiliate that has willfully and knowingly breached its contractual obligations.”

The network said it had “no choice” but to file a lawsuit over the matter.

Defining the new channel’s mission clearly will be crucial for Al Jazeera to gain a foothold in the United States, according to advertisers, executives and industry experts.

In its first hour at midafternoon, Al Jazeera pledged to cover “issues that matter to America and the world beyond.” Anchors said they would provide in-depth coverage of stories ignored by other media outlets, with bureaus in cities they considered underserved such as Nashville and Detroit.

Al Jazeera America hired ABC news veteran Kate O’Brian to be its president and hired on-air talent like CNN veterans Ali Velshi and Soledad O’Brien.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

come the discourse of Gianyar government for long time to resolve traffic congestion in Ubud re-emerges. Previously, the development plan of central parking has failed because the apparatus of Peliatan customary village rejected the government plan to build the central park-ing in the area of Ambengan hamlet.

Today, the discourse of build-ing central parking in Ubud re-emerges. Even, the petition of establishing the central parking came from Padangtegal custom-ary village. Apparatus of the customary village submitted a proposal some time ago for the making of central parking and has prepared the land for the purpose. The central parking is

an alternative to overcome one of the causes of the traffic conges-tions in the Ubud tourist area.

Based on information col-lected on Tuesday (Aug 20), the Padangtegal customary vil-lage has prepared a land area of 1.7 hectares for the parking lot of vehicles such as buses or other vehicles that cannot park in Ubud. The land available is around the area of Nyuh Kun-ing. It is a vacant land of private property but has been leased by Padangtegal customary village. The customary village apparatus has proposed and met in person with the regent. Even, it has prepared the design of the central parking.

The Head of the Gianyar Transportation, Informatics and Communication Agency, Cokor-da Gde Agusnawa, justified the

existence of the central parking area at Nyuh Kuning, Padan-gtegal, Ubud. Daniar continued grilling with Made Dwi Yoga. In the heating up situation, it was suddenly heard the voice from a policeman’s loudspeak-er asking to take the provocateur.

At that time, Daniar and Dwi Yoga were dragged and put into a car to be transported to the Denpasar Metro Police headquarters. An East Nusa Tenggara (NTT)-faced man was also secured and beaten with police baton. After Daniar and Dwi Yoga were secured, the atmosphere had subsided.

Barrage of the bullets caused the crowds to be topsy-turvy including

the police because the wind was blowing towards the police. Tear gas also spread into the building of the SDN 1 Sesetan primary school. The whole school dwellers were intoxi-cated and screaming hysterically.

After the incident, the Denpasar District Court was urged to suspend the execution against the problem-atic land owned by the defendant Nyoman Handris Prasetya at Sesetan Village, South Denpasar.

DENPASAR - The Bali Mari-time Affairs and Fisheries Agency (DKP) records the fish consumption rate in Bali reaches 29.71 kg per capita per year. It is somewhat lower than the amount recommended by the government, namely 33.14 kg per capita per year. Actually, by consuming fish the efforts of farmers and fishermen will be more excited.

The Head of Bali Maritime Af-fairs and Fisheries Agency, Made Gunaja, said his party had made various efforts to increase the fish consumption in Bali. Some of them were the safari of promoting fish consumption, fish cooking com-petition, drawing competition for primary school children and kin-dergartens, Supplementary Feeding for School Children (PMTAS) and other activities.

“To increase the consumption of fish is required different efforts, aside from an effort to change the

pattern of consumption where most people still like meat. In addition to increasing the purchasing power of people, it is also done by multiplying the option of processed fish products so as to attract people,” said Made Gunaja in Denpasar.

“Fish consumption by the public at home is very important in driving the growth. Some of the efforts are through the provision of fish market and mobile marketing tools, and de-velop the fish-based food,” he said.

He said the consumption of fish-ery commodities, both the cultivated fish and catch fish in Bali during the period of 2013 was expected to reach

34.5 kg per capita per year. In 2011, the fish consumption was 28 kg per capita per year, in 2012 increased to 31 kg per capita per year and in 2013 was expected to reach 34.5 kg per capita per year.

“We are optimistic the target of fish consumption, either cultivated fish or catch fish in 2013 can be achieved because its nutrition and benefits are considerable,” he said.

It was described that fish con-tained omega 3 which was good for brain development and contained low cholesterol and high protein. Therefore, to promote fish con-sumption as previous years, the government would be targeting the children. Consumption of fish since early age would be introduced so that it would become the lifestyle when growing up.

Chief of Kelan customary village, I Made Sugita, revealed on Tuesday (Aug 20) if the reclamation plan was positively canceled, the local com-munity could breathe relievedly. Aside from avoiding the threat of wider en-vironmental damage, the coastal com-munities could also be empowered to develop their social economy.

“From a very early stage, we at Kelan do not want the continuation of the reclamation plan because the negative impact is much larger than the positive benefits. So, if the decree has really been revoked, we ask the relevant stakeholders to be really consistent,” he said.

In essence, said Sugita, the Kelan community firmly rejected the Benoa Bay reclamation. Again, he revealed that people worried about the threat that Kelan and Tuban area would disappear if the reclamation would be actually undertaken.

“If the reclamation is undertaken, we will disappear first. Who can guar-antee that our house will not float off? If there are indeed academic studies, are the studies really appropriate with the reality in the field? AMSTERDAM — A rare 16th-century scientific instrument used by early astronomers that has been missing from a Swed-ish museum for around a decade has been recovered and will be returned this week, the London-based Art Loss Register says.

The brass-and-silver astrolabe, made in 1590 and worth around half a million euros ($750,000), turned up when an Italian collector discovered that the piece was listed as missing and came forward to return it, Register Director Chris Marinello said.

The collector, whose name was not made public, had not been seeking any reward and was “beyond reproach” in the case, Marinello said.

Bengt Kylsberg of Skokloster Castle, north of Stockholm, said Tuesday he is “just happy to get the piece back” and his museum is not planning to press any charges.

He said the astrolabe was stolen in 1999, one of a string of unexplained thefts of books and objects at the castle. Then, in 2004, a scandal rocked the Swedish cultural world when it emerged that dozens of precious manuscripts were missing from the Royal Library.

Anders Burius, then head of the library’s manuscript division, confessed to stealing and selling dozens of valuable manuscripts. He was arrested, but during a temporary release from custody, he committed suicide, slitting his wrists and cutting a gas line to his kitchen stove. That sparked an explosion in his Stockholm neighborhood that resulted in about a dozen injuries.

Kylsberg said Burius had also had access to Skokloster’s collections during the period of the thefts, but stopped short of saying Burius was thought responsible for the astrolabe’s disap-pearance.

“It’s still a mystery how it was taken,” he said, adding “we don’t intend to investigate it further.”

CAPE CANAVERAL, Florida — The Italian astronaut who nearly drowned in his helmet during a spacewalk last month is sharing more details about the terrifying experience, revealing how he felt all alone and frantically tried to come up with a plan to save himself.

Luca Parmitano wrote in his online blog, posted Tuesday, that he could no

longer see as the water sloshed around in his helmet outside the International Space Station.

“But worse than that, the water covers my nose — a really awful sensation that I make worse by my vain attempts to move the water by shaking my head,” the former test pilot wrote. “By now, the upper part of the helmet is full of water and I can’t even be sure that the next time I breathe I will fill my lungs with air and not liquid.”

Parmitano, 36, a major in the Ital-ian Air Force making just his second spacewalk, wasn’t sure which direction to head to reach the station’s hatch. He tried to contact his spacewalking partner, American Christopher Cassidy, and Mis-sion Control. Their voices grew faint, and no one could hear him.

“I’m alone. I frantically think of a plan. It’s vital that I get inside as quickly as possible,” he wrote.

Parmitano realized Cassidy — making his way back to the air lock by a different route — could come get him. “But how much time do I have? It’s impossible to know,” he said. That’s when Parmitano remembered his safety cable. He used the cable recoil mechanism, and its 3 pounds of force, to “pull” him back to the hatch. On the way back, he pondered what he would do if water reached his mouth. The only idea he came up with, he said, was to open the safety valve on his helmet and let out some of the water.

“But making a ‘hole’ in my spacesuit really would be a last resort,” he wrote. Parmitano said it seemed like an eter-nity — not just a few minutes — until he peered through “the curtain of water before my eyes” and spotted the hatch. Cassidy was close behind. The astronauts inside quickly began repressurizing the air lock, to get to the spacewalkers. “The water is now inside my ears and I’m completely cut off,” he said.

The claims came as a 20-member U.N. chemical weapons team was in Syria to investigate three sites where chemical weapons attacks had alleg-edly occurred in the past. The timing raises questions on why would the regime employ chemical agents dur-ing a visit by the U.N. experts.

ISLAMABAD — The Pakistani military accused Indian troops on Wednesday of shelling across the disputed Kashmir border and killing an army captain, the latest in a series of alleged attacks over the past two weeks that have sparked tension between the nuclear-armed rivals.

The violence along the border threatens to derail an expressed desire from the leaders of both countries to improve relations after decades of war and animosity.

A Pakistani military official accused Indian troops of “unprovoked” shelling starting at 11:15 p.m. local time Tuesday night in Shakma sector near the town of Skardu. An army captain was killed and an-other soldier was seriously wounded, said the official, speaking on condition of anonymity in line with military policy.

Pakistani troops responded to the shelling, and the exchange of fire continued for three hours, said the official. There was no immediate response from the Indian army. Kashmir is divided between Pakistan and India but claimed in its entirety by both. The countries have fought two major wars over the disputed territory since they both gained independence from Britain in 1947.

A 2003 cease-fire agreement has largely calmed the Kashmir border relative to earlier bouts of fighting. The two sides occasionally accuse each other of violating it by firing mortars or gunshots, and several soldiers were killed on each side in January in cross-border attacks.

The latest round of violence began about two weeks ago when, ac-cording to the Indian military, 20 heavily armed militants and Pakistani soldiers crossed the Kashmir border and killed five Indian troops.

The Pakistani military has denied that its soldiers killed any Indian troops and accused Indian soldiers of killing a pair of civilians and now an army captain. It has said eight civilians and five soldiers have also been wounded.

Pakistani Prime Minister Nawaz Sharif has expressed his hope that the recent violence wouldn’t derail efforts to improve relations between the two countries. He is especially interested in increasing cross-border trade to jumpstart Pakistan’s economy.

The two teenagers respectively having the initials RR, 17, and YN, 17, were trafficked to a lady-killer at different rates. The culprit trafficking the teenagers was named Kamal Laduni aka Doni, 41, from Selong, East Lombok.

Once proven, the suspect was immediately arrested and immediately taken to the Den-pasar Metro Police for further inves-tigation. “We’re still investigating further the case,” said the Chief of Criminal Detective Unit of the Den-pasar Metro Police, Encep Syamsul Hayat, Tuesday (Aug 20).

He explained the success to reveal the teenager trafficking was based

on the report of the victims. As the information obtained, the victims were trafficked by the suspect through a Facebook account to a lady-killer. “We got the information last July. However, we investigated it a bit carefully so as to capture the suspect. Finally, we managed to catch it,” he said.

Preliminary investigation was conducted by logging in the sus-pect’s Facebook account, namely ‘Dony Dewata.’ Once the account was opened, there were a number of photos of beautiful girls posted. Seeing the data, suspicion of the

police was getting stronger. To that end, an officer pretended to be a customer and made a transaction. “Finally, the agreed rate was de-termined. The officer asked to be prepared two girls,” he explained.

Furthermore, he said that it was the rate of short time. For teenager of junior high school, the suspect charged at IDR 800,000, while that of high school girl was IDR 500,000 for once dating. Well, after the deal, the suspect was also asked to come to Tunjung Bali 2 lodge on Jalan Gunung Andakasa, Denpasar. “The

Director of Traffic Affairs in the Bali Po-lice, Beno Leohennapessy, accompanied by the Division Head of Land Transportation of the Bali Transportation Agency, Stanley Suwandi, revealed in a press conference of the National Road Safety Week of Bali Province 2013 that the traffic accidents occurred were generally caused by several factors, namely human error, road condition and vehicle roadworthy.

However, if the elderly are not treated properly and comprehensively, the long life expectancy of a country will even become a burden, especially when the elderly have the disability and are unproductive and sickly.

It was presented by the Head of Geriatric Installation of Sanglah Hospital, Dr. R.A. Tuty Kuswardhani Suas-tika. She continued the current elderly population in Bali in particular and Indonesia in general had reached 11 percent in 2013. This figure increased from the previous percentage, namely 9.8 percent of the total population.

The increasing number of elderly people in Indonesia could mean the progress of development in the health sector had increased where the life expectancy was get-ting longer. The average life expectancy for women in Indonesia had reached the age of 73 years and 70 years for men.

Tuty further described that with the increasing elderly population the treatment should be integrated. If the qual-ity of life of the elderly was not addressed, they would become a burden of the state because they could not do any activities independently.

It could be seen from the case on the neglected el-derly some time ago, where an 80-year-old grandmother named Nanik Ruminingsih was forced to sleep in the PJT lounge of Sanglah Hospital. Since she had no fam-ily, the grandmother was loitering aimlessly. She could not be placed directly in the Nursing Home because the government-funded residence was fully occupied. Then, the Social Affairs authority needed a week to handle the case of Nanik. After staying for a week in the PJT lounge of Sanglah Hospital, she could finally be evacuated from Sanglah Hospital to be placed at Nursing Home.

In Bali, the neglect case should not happen consider-ing that Balinese people stayed to take care of parents up to the third generation. “In Bali, parents are treated by the children, then by the grandsons. So, until the third generation, the neglect of the elderly should not happen in Bali,” said Tuty.

NEW YORK CITY - US photogra-phy giant Kodak announced Tuesday that a bankruptcy court had approved its plan of reorganization, enabling it to emerge from bankruptcy as soon as September 3.

The plan permitted the iconic com-pany to reduce its debt and divest its film and printing business, among other steps to reemerge as a player in the commercial printing business. Kodak also plans to continue to sell film for movie productions.

“Today, the Cour t conf i rmed Kodak’s Plan of Reorganization. This critically important milestone marks the final step in the Court process,” said Kodak chairman and chief execu-tive Antonio Perez.

“Next, we move on to emergence as a technology leader serving large and growing commercial imaging markets - such as commercial printing, pack-aging, functional printing and profes-sional services - with a leaner structure and a stronger balance sheet.”

Kodak still has some final steps to take, such as completing an agreement over the pensions of retirees and ex-employees. The company expects to clear these hurdles in time to emerge on September 3.

A majority of Kodak’s creditors voted in favor of the restructuring plan last week.

Kodak filed for bankruptcy pro-tection from its creditors in January 2012, after 131 years in business, as the company fell behind rivals in digital photography. The Rochester, New York-based company, started in 1892, led the way in popularizing the cameras, film, slide projectors and home videos that preserved the memo-ries of generations of Americans and others around the world. Kodak was among the early developers of digital imaging, but lost ground to rivals as the company failed to adapt its busi-ness lines.

Asian share markets were mixed as investors awaited the release later in the day of minutes from the Fed’s July policy meeting.

The U.N.’s International Atomic Energy Agency (IAEA) said on Wednesday it viewed the situation at Fukushima “seriously” and was ready to help if called upon, while nearby China said it was “shocked” to hear contaminated water was still leaking from the plant, and urged Japan to provide information “in a timely, thorough and accurate way”.

“We hope the Japanese side can earnestly take effective steps to put an end to the negative impact of the after-effects of the Fukushima nuclear accident,” China’s Foreign Ministry said in a statement faxed to Reuters in Beijing.

Japan’s Chief Cabinet Secretary Yoshihide Suga called the situa-tion “deplorable”, and the Nuclear Regulation Authority (NRA) said it feared the disaster - the worst nuclear accident since Chernobyl a quarter of a century earlier - was “in some respects” beyond the plant operator’s ability to cope.

The plant’s operator, Tokyo Electric Power Co, or Tepco, has been criticised for its failure to prepare for the disaster and has since been accused of covering up the extent of the problems at the plant. After months of denial, Tepco recently admitted the plant was leaking contaminated water into the Pacific Ocean from trenches between the reactor buildings and the shoreline.

It said on Tuesday that contami-nated water with dangerously high levels of radiation was leaking from a storage tank - the most serious problem in a series of recent mishaps, including power outages, contaminated workers and other leaks.

The NRA said it was worried about leakage from other similar tanks that were built hastily to store water washed over melted reactors at the station to keep them cool. Water in the latest leak is so contaminated that a person standing close to it for an hour would receive five times the annual recommended limit for nuclear workers.

A spokesman for the NRA said the agency plans to upgrade the severity of the crisis from a Level 1 “anomaly” to a Level 3 “seri-ous incident” on an international scale for radiological releases. An upgrade would be the first time Japan has issued a warning on the International Nuclear Event Scale (INES) since the three reactor meltdowns at Fukushima in March 2011. Explosions then led to a loss of power and cooling, triggering a maximum INES Level 7 at the plant.

“HAUNTED HOUSE”NRA Chairman Shunichi Tana-

ka likened the stricken nuclear plant to a house of horrors at an amusement park. “I don’t know if describing it this way is appropri-ate, but it’s like a haunted house and, as I’ve said, mishaps keep happening one after the other,” he told reporters. “We have to look into how we can reduce the risks and how to prevent it from becom-ing a fatal or serious incident.”

He said the NRA would consult with the IAEA about whether it was appropriate to assign a rating to the leakage at the plant.

“Japanese authorities continue to provide the Agency with infor-mation on the situation at the plant,

and Agency experts are following the issue closely,” Gill Tudor, spokesperson at the Vienna-based IAEA, said in an e-mailed state-ment. “The IAEA views this mat-ter seriously and remains ready to provide assistance on request.”

Each one-step INES increase represents a 10-fold increase in severity, according to a factsheet on the IAEA website. (www.iaea.org/) A Level 3 rating is assigned when there is exposure of more than 10 times the limit for workers, according to the factsheet.

In an emailed comment, An-drew Sherry, director of the Dalton Nuclear Institute at the University of Manchester, said: “Though seri-ous, this leak is a long way from the Level 7 incident we were fac-ing in 2011. The approach taken by Tepco to drain the tank, pump leaked water to temporary storage, and protect the drainage of con-taminated water to ground water, is entirely sensible.”

“This incident highlights the need for an inspection programme for these many hundreds of storage tanks, and the need to consider replacing bolted or sealed storage tanks, which were relatively quick to build, with a more robust welded design.”

South Korea’s Asiana Airlines Inc said it would cancel charter flights between Seoul and Fuku-shima city in October due to pub-lic concerns over the radioactive water leaks.

The city, around 60 kms (37 miles) from the nuclear facility and with a population of some 284,000, is a popular destination for golfers and tourists visiting nearby local hot springs and lakes.

MEXICO CITY - Purported drug cartel operator Sandra Avila Beltran, known as the “Queen of the Pacific,” was returned to Mexico from the U.S. on Tuesday and quickly taken to prison to face money-laundering charges.

Avila Beltran, known for her good looks and saucy attitude when she was arrested in 2007, looked haggard and had gray streaks in her once-black hair in a photograph published by local media when she was taken off a plane at the Mexico City airport.

She wasn’t seen again, and the Attorney General’s Office later said in a statement that she had been quickly whisked off to a prison in the Pacific coast state of Nayarit to await trial on the money-laundering charge.

She was given a quick medical checkup at the airport, where she arrived on a chartered flight that flew in migrants being repatriated to Mexico from El Paso, Texas.

Avila, 52, has been in custody since 2007 when she was charged with conspiracy to traffic drugs and organized crime. A Mexican judge acquitted her of those charges in December 2010, but she remained in custody and was extradited to the U.S. a year ago.

She pleaded guilty in April to being an accessory after the fact in a criminal organization that included Juan Diego Espinosa Ramirez, her boyfriend at the time. Espinosa pleaded guilty in 2009 to cocaine trafficking charges.

A statement signed by Avila said she provided money to Espinosa for travel and lodging so he could evade arrest by authorities between 2002 and 2004. Avila was sentenced to 70 months in prison in U.S. District Court in Miami last month and released almost immediately for time served in Mexico.

Mexico had used a little-known bilateral agreement that allows pros-ecutors to suspend local charges, extradite a suspect to the United States for trial, and then reactivate the charges once the suspect returns.

Her lawyer, Jorge Alfonso Espino, said Avila Beltran no longer faces organized crime charges.

The final installment of secretly recorded phone calls and meetings from President Richard Nixon’s White House will be released Wednesday, marking a final chapter in a campaign for public access that continues as memories of Watergate fade.

The recordings cap the chronological release of 3,000 hours of tapes Nixon recorded between February 1971 and July 1973 that have been released by the National Archives and Records Administration. The final installment covers the tumultuous three months when Watergate was closing in on the 37th president. Still, he forged ahead with Soviet peace talks, worked to cement Chinese relations and welcomed home Vietnam prisoners of war.

“This is a really big release in volume and importance, because of the time period it covers,” said Luke Nichter of Texas A&M University-Central Texas in Killeen, who runs a website cataloging Nixon’s secret recordings. “This is the end of taping and this is Watergate really begin-ning.”

The recordings released Wednesday from the Nixon Presidential Library and Museum in Yorba Linda, Calif., cover April 9, 1973, to July 12, 1973, the day before the existence of the covert recording system was revealed to a Senate committee probing Watergate.

Also unveiled will be 140,000 pages of documents, including more than 30,000 recently declassified items such as an intelligence analysis of Vietnam. Another 700 hours of Nixon tapes remain classified or restricted and haven’t been released because of national security and privacy concerns.

Nixon’s second term was quickly overrun by the Watergate scandal, which began in 1972 when burglars tied to his re-election committee broke into the Democratic headquarters to get dirt on his political adversaries. Previous tape releases show the president as a paranoid man who wasn’t afraid to use bare-knuckle tactics to crush the enemies he saw all around him.

PRABUMULIH - The education chief of a city sparked outrage Wednesday after proposing that teenage schoolgirls should undergo virginity tests to enter senior high school.

Activists accused Muhammad Rasyid of promoting “sexual violence against women” after he suggested the plan following the arrest of six high-school students for alleged prostitution.

“If it is possible, the virginity tests will be carried out next year,” said Rasyid, education head of Prabumulih city on Sumatra island.

The tests would affect students seeking to enter senior high school. In Muslim-majority Indonesia, senior high-school students are aged between 16 and 19.

“We will try to include the plan in our 2014 budget,” he said of the proposal, adding it still needed approval from the city mayor and local parliament. “We will carry it out every year.”

However, Rasyid conceded that there could be “some human rights concerns” over subjecting female students to intrusive virginity tests.

His proposal triggered immediate anger, with Education Minister Mohammad Nuh leading the condemnation: “If you want to protect your children from negative influence, there are others ways. This is not wise.”

“A virginity test is a form of sexual violence against women,” added Masruchah, the deputy head of the national commission on violence against woman, who like many Indonesians goes by one name.

“It is degrading and discriminatory against women.”The proposal looked unlikely to be adopted, however, as the city’s

deputy mayor, Ardiansyah Fikri, said that local authorities did not sup-port it. However he said religious and moral education programmes were being planned to discourage people from public displays of affection in the city.

“Young boys and girls are not shy about behaving intimately in pub-lic,” he said. “Their morality is already out of control.”

In 2010, lawmakers in Sumatra’s Jambi province also proposed forc-ing teenage girls to undergo virginity tests to get into high school but the plan was dropped after opposition from central government.

Indonesia, a nation of more than 240 million people, is struggling to balance the country’s rapid modernisation with traditional, mainly Muslim values.

TAIPEI - Nine Indonesian fish-ing boat crewmen suspected of murdering their Taiwanese captain and chief engineer faced an angry attack from relatives when they were brought back to the island Tuesday to stand trial.

The coastguard said in a state-ment that the Indonesians are sus-pected of murdering Chen Te-sheng, skipper of the Te Hung Hsing No. 368 fishing boat, and chief engineer Ho Chang-lin, and of throwing the bodies overboard.

The crime allegedly followed a dispute with the skipper while the ship was operating in the Pacific.

The owner of the Taiwanese fishing boat reported to authorities on July 18 that for three days the skipper had not responded to his satellite calls.

The report prompted the Tai-wanese coastguard to send a frig-ate to intercept the fishing boat nearly 4,500 nautical miles (8,300 kilometres) from the island’s south-ernmost tip.

SAO PAULO — It was a fren-zied start to FIFA’s attempt to fill the stands for next year’s World Cup in Brazil as fans applied Tuesday for more than 1 million tickets in just seven hours.

But it will be some time before they know whether they’ll be among those lucky enough to get seats to football’s signature event. Appli-cants won’t hear back until October, after FIFA holds a random selection draw on all the requests. More than 163,000 people requested the tickets online in the first seven hours.

At the end of the first day of sales, the website of football’s governing body FIFA showed that there were more ticket applications than the number of seats available in all four price categories for 12 of the 64 matches, including the opener in Sao Paulo and the final at Rio de Janeiro’s Maracana Stadium.

Demand was also high in all price categories for the semifinals, and 44 matches had too many requests at least for the cheaper category tickets which are only available for Brazilians.

FIFA said the highest amount of applications so far has come from Brazil, Argentina, the U.S., Chile and

England. “The respective ticket prod-uct is already heavily oversubscribed and therefore, at that point in time, the success of the application appears very unlikely,” FIFA said of the high demand categories. “There are vastly more ticket applicants seeking tickets than there are tickets presently avail-able for the general public.”

Prices for the final will go from $440-$990, although Brazilian fans will pay $165 in the cheaper category. A bitter war of words ensued between the two sides, raising concerns over his commitment to Dortmund in his final year of his contract.

“The situation is now that I will stay in Dortmund for one more year,” Lewandowski told sport bild magazine. “We have put aside all disagreements and have cleared the air. There were mistakes made but the case is closed.”

SAO PAULO — It was a fren-zied start to FIFA’s attempt to fill the stands for next year’s World Cup in Brazil as fans applied Tuesday for more than 1 million tickets in just seven hours.

But it will be some time before they know whether they’ll be among those lucky enough to get seats to football’s signature event. Appli-cants won’t hear back until October, after FIFA holds a random selection draw on all the requests. More than 163,000 people requested the tickets online in the first seven hours.

At the end of the first day of sales, the website of football’s governing body FIFA showed that there were more ticket applications than the number of seats available in all four price categories for 12 of the 64 matches, including the opener in Sao Paulo and the final at Rio de Janeiro’s Maracana Stadium.

Demand was also high in all price categories for the semifinals, and 44 matches had too many requests at least for the cheaper category tickets which are only available for Brazilians.

FIFA said the highest amount of applications so far has come from Brazil, Argentina, the U.S., Chile and

PARIS - Lewis Hamilton must keep the pressure on Sebastian Vettel at the Belgian Grand Prix to maintain his slim title chances when the Formula One season resumes following its midsea-son break.

While Ferrari has slipped behind the pace in recent races, Mercedes is finally adding consistency to its undoubted speed to give Hamilton an outside shot at closing the gap on championship leader Vettel.

Hamilton, the 2008 champion, has nine races left and 48 points to make

up on the three-time defending cham-pion.

But Mercedes has won three of the past five races and Hamilton has clinched three consecutive pole posi-tions - the last three weeks ago when he drove superbly from the front to win the Hungarian GP in Budapest.

MotoGP has announced that it will return to Brazil in 2014 with a new event at the Brasilia circuit. The series last raced in Brazil in 2004, when it held its last race at Rio (pic-tured) after a 10-year stint.

A handful of premier class events had previously taken place at Goiania in the late 1980s, before a one-off at Interlagos in 1992.

MotoGP officials held a press conference in Brazil on Monday to announce the planned return of the race.

The U.N.’s International Atomic Energy Agency (IAEA) said on Wednesday it viewed the situation at Fukushima “seriously” and was ready to help if called upon, while nearby China said it was “shocked” to hear contaminated water was still leaking from the plant, and urged Japan to provide information “in a timely, thorough and accurate way”.

“We hope the Japanese side can earnestly take effective steps to put an end to the negative impact of the after-effects of the Fukushima nuclear accident,” China’s Foreign Ministry said in a statement faxed to Reuters in Beijing.

Japan’s Chief Cabinet Secretary Yoshihide Suga called the situa-tion “deplorable”, and the Nuclear Regulation Authority (NRA) said it feared the disaster - the worst nuclear accident since Chernobyl a quarter of a century earlier - was “in some respects” beyond the plant operator’s ability to cope.

The plant’s operator, Tokyo Electric Power Co, or Tepco, has been criticised for its failure to prepare for the disaster and has since been accused of covering up the extent of the problems at the plant. After months of denial, Tepco recently admitted the plant was leaking contaminated water into the Pacific Ocean from trenches between the reactor buildings and the shoreline.

It said on Tuesday that contami-nated water with dangerously high levels of radiation was leaking from a storage tank - the most serious problem in a series of recent mishaps, including power outages, contaminated workers and other leaks.

The NRA said it was worried about leakage from other similar tanks that were built hastily to store water washed over melted reactors at the station to keep them cool. Water in the latest leak is so contaminated that a person standing close to it for an hour would receive five times the annual recommended limit for nuclear workers.

A spokesman for the NRA said the agency plans to upgrade the severity of the crisis from a Level 1 “anomaly” to a Level 3 “seri-ous incident” on an international scale for radiological releases. An upgrade would be the first time Japan has issued a warning on the International Nuclear Event Scale (INES) since the three reactor meltdowns at Fukushima in March 2011. Explosions then led to a loss of power and cooling, triggering a maximum INES Level 7 at the plant.

“HAUNTED HOUSE”NRA Chairman Shunichi Tana-

ka likened the stricken nuclear plant to a house of horrors at an amusement park. “I don’t know if describing it this way is appropri-ate, but it’s like a haunted house and, as I’ve said, mishaps keep happening one after the other,” he told reporters. “We have to look into how we can reduce the risks and how to prevent it from becom-ing a fatal or serious incident.”

He said the NRA would consult with the IAEA about whether it was appropriate to assign a rating to the leakage at the plant.

“Japanese authorities continue to provide the Agency with infor-mation on the situation at the plant,

and Agency experts are following the issue closely,” Gill Tudor, spokesperson at the Vienna-based IAEA, said in an e-mailed state-ment. “The IAEA views this mat-ter seriously and remains ready to provide assistance on request.”

Each one-step INES increase represents a 10-fold increase in severity, according to a factsheet on the IAEA website. (www.iaea.org/) A Level 3 rating is assigned when there is exposure of more than 10 times the limit for workers, according to the factsheet.

In an emailed comment, An-drew Sherry, director of the Dalton Nuclear Institute at the University of Manchester, said: “Though seri-ous, this leak is a long way from the Level 7 incident we were fac-ing in 2011. The approach taken by Tepco to drain the tank, pump leaked water to temporary storage, and protect the drainage of con-taminated water to ground water, is entirely sensible.”

“This incident highlights the need for an inspection programme for these many hundreds of storage tanks, and the need to consider replacing bolted or sealed storage tanks, which were relatively quick to build, with a more robust welded design.”

South Korea’s Asiana Airlines Inc said it would cancel charter flights between Seoul and Fuku-shima city in October due to pub-lic concerns over the radioactive water leaks.

The city, around 60 kms (37 miles) from the nuclear facility and with a population of some 284,000, is a popular destination for golfers and tourists visiting nearby local hot springs and lakes.

MEXICO CITY - Purported drug cartel operator Sandra Avila Beltran, known as the “Queen of the Pacific,” was returned to Mexico from the U.S. on Tuesday and quickly taken to prison to face money-laundering charges.

She wasn’t seen again, and the Attorney General’s Office later said in a statement that she had been quickly whisked off to a prison in the Pacific coast state of Nayarit to await trial on the money-laundering charge.

She was given a quick medical checkup at the airport, where she arrived on a chartered flight that flew in migrants being repatriated to Mexico from El Paso, Texas.

Avila, 52, has been in custody since 2007 when she was charged with conspiracy to traffic drugs and organized crime. A Mexican judge acquitted her of those charges in December 2010, but she remained in custody and was extradited to the U.S. a year ago.

She pleaded guilty in April to being an accessory after the fact in a criminal organization that included Juan Diego Espinosa Ramirez, her boyfriend at the time. Espinosa pleaded guilty in 2009 to cocaine trafficking charges.

A statement signed by Avila said she provided money to Espinosa for travel and lodging so he could evade arrest by authorities between 2002 and 2004. Avila was sentenced to 70 months in prison in U.S. District Court in Miami last month and released almost immediately for time served in Mexico.

Mexico had used a little-known bilateral agreement that allows pros-ecutors to suspend local charges, extradite a suspect to the United States for trial, and then reactivate the charges once the suspect returns.

Her lawyer, Jorge Alfonso Espino, said Avila Beltran no longer faces organized crime charges.

The final installment of secretly recorded phone calls and meetings from President Richard Nixon’s White House will be released Wednesday, marking a final chapter in a campaign for public access that continues as memories of Watergate fade.

The recordings cap the chronological release of 3,000 hours of tapes Nixon recorded between February 1971 and July 1973 that have been released by the National Archives and Records Administration. The final installment covers the tumultuous three months when Watergate was closing in on the 37th president. Still, he forged ahead with Soviet peace talks, worked to cement Chinese relations and welcomed home Vietnam prisoners of war.

“This is a really big release in volume and importance, because of the time period it covers,” said Luke Nichter of Texas A&M University-Central Texas in Killeen, who runs a website cataloging Nixon’s secret recordings. “This is the end of taping and this is Watergate really begin-ning.”

The recordings released Wednesday from the Nixon Presidential Library and Museum in Yorba Linda, Calif., cover April 9, 1973, to July 12, 1973, the day before the existence of the covert recording system was revealed to a Senate committee probing Watergate.

Also unveiled will be 140,000 pages of documents, including more than 30,000 recently declassified items such as an intelligence analysis of Vietnam. Another 700 hours of Nixon tapes remain classified or restricted and haven’t been released because of national security and privacy concerns.

Nixon’s second term was quickly overrun by the Watergate scandal, which began in 1972 when burglars tied to his re-election committee broke into the Democratic headquarters to get dirt on his political adversaries. Previous tape releases show the president as a paranoid man who wasn’t afraid to use bare-knuckle tactics to crush the enemies he saw all around him.

PRABUMULIH - The education chief of a city sparked outrage Wednesday after proposing that teenage schoolgirls should undergo virginity tests to enter senior high school.

Activists accused Muhammad Rasyid of promoting “sexual violence against women” after he suggested the plan following the arrest of six high-school students for alleged prostitution.

“If it is possible, the virginity tests will be carried out next year,” said Rasyid, education head of Prabumulih city on Sumatra island.

The tests would affect students seeking to enter senior high school. In Muslim-majority Indonesia, senior high-school students are aged between 16 and 19.

“We will try to include the plan in our 2014 budget,” he said of the proposal, adding it still needed approval from the city mayor and local parliament. “We will carry it out every year.”

However, Rasyid conceded that there could be “some human rights concerns” over subjecting female students to intrusive virginity tests.

His proposal triggered immediate anger, with Education Minister Mohammad Nuh leading the condemnation: “If you want to protect your children from negative influence, there are others ways. This is not wise.”

“A virginity test is a form of sexual violence against women,” added Masruchah, the deputy head of the national commission on violence against woman, who like many Indonesians goes by one name.

“It is degrading and discriminatory against women.”The proposal looked unlikely to be adopted, however, as the city’s

deputy mayor, Ardiansyah Fikri, said that local authorities did not sup-port it. However he said religious and moral education programmes were being planned to discourage people from public displays of affection in the city.

“Young boys and girls are not shy about behaving intimately in pub-lic,” he said. “Their morality is already out of control.”

In 2010, lawmakers in Sumatra’s Jambi province also proposed forc-ing teenage girls to undergo virginity tests to get into high school but the plan was dropped after opposition from central government.

Indonesia, a nation of more than 240 million people, is struggling to balance the country’s rapid modernisation with traditional, mainly Muslim values.

The crime allegedly followed a dispute with the skipper while the ship was operating in the Pacific.

The owner of the Taiwanese fishing boat reported to authorities on July 18 that for three days the skipper had not responded to his satellite calls.

The report prompted the Tai-wanese coastguard to send a frig-ate to intercept the fishing boat nearly 4,500 nautical miles (8,300 kilometres) from the island’s south-ernmost tip.

NEW YORK CITY - US photogra-phy giant Kodak announced Tuesday that a bankruptcy court had approved its plan of reorganization, enabling it to emerge from bankruptcy as soon as September 3.

The plan permitted the iconic com-pany to reduce its debt and divest its film and printing business, among other steps to reemerge as a player in the commercial printing business. Kodak also plans to continue to sell film for movie productions.

“Today, the Cour t conf i rmed Kodak’s Plan of Reorganization. This critically important milestone marks the final step in the Court process,” said Kodak chairman and chief execu-tive Antonio Perez.

“Next, we move on to emergence as a technology leader serving large and growing commercial imaging markets - such as commercial printing, pack-aging, functional printing and profes-sional services - with a leaner structure and a stronger balance sheet.”

Kodak still has some final steps to take, such as completing an agreement over the pensions of retirees and ex-employees. The company expects to clear these hurdles in time to emerge on September 3.

A majority of Kodak’s creditors voted in favor of the restructuring plan last week.

Kodak filed for bankruptcy pro-tection from its creditors in January 2012, after 131 years in business, as the company fell behind rivals in digital photography. The Rochester, New York-based company, started in 1892, led the way in popularizing the cameras, film, slide projectors and home videos that preserved the memo-ries of generations of Americans and others around the world. Kodak was among the early developers of digital imaging, but lost ground to rivals as the company failed to adapt its busi-ness lines.

Asian share markets were mixed as investors awaited the release later in the day of minutes from the Fed’s July policy meeting.

ISLAMABAD — The Pakistani military accused Indian troops on Wednesday of shelling across the disputed Kashmir border and killing an army captain, the latest in a series of alleged attacks over the past two weeks that have sparked tension between the nuclear-armed rivals.

The violence along the border threatens to derail an expressed desire from the leaders of both countries to improve relations after decades of war and animosity.

A Pakistani military official accused Indian troops of “unprovoked” shelling starting at 11:15 p.m. local time Tuesday night in Shakma sector near the town of Skardu. An army captain was killed and an-other soldier was seriously wounded, said the official, speaking on condition of anonymity in line with military policy.

Pakistani troops responded to the shelling, and the exchange of fire continued for three hours, said the official. There was no immediate response from the Indian army. Kashmir is divided between Pakistan and India but claimed in its entirety by both. The countries have fought two major wars over the disputed territory since they both gained independence from Britain in 1947.

A 2003 cease-fire agreement has largely calmed the Kashmir border relative to earlier bouts of fighting. The two sides occasionally accuse each other of violating it by firing mortars or gunshots, and several soldiers were killed on each side in January in cross-border attacks.

The latest round of violence began about two weeks ago when, ac-cording to the Indian military, 20 heavily armed militants and Pakistani soldiers crossed the Kashmir border and killed five Indian troops.

The Pakistani military has denied that its soldiers killed any Indian troops and accused Indian soldiers of killing a pair of civilians and now an army captain. It has said eight civilians and five soldiers have also been wounded.

Pakistani Prime Minister Nawaz Sharif has expressed his hope that the recent violence wouldn’t derail efforts to improve relations between the two countries. He is especially interested in increasing cross-border trade to jumpstart Pakistan’s economy.

Director of Traffic Affairs in the Bali Po-lice, Beno Leohennapessy, accompanied by the Division Head of Land Transportation of the Bali Transportation Agency, Stanley Suwandi, revealed in a press conference of the National Road Safety Week of Bali Province 2013 that the traffic accidents occurred were generally caused by several factors, namely human error, road condition and vehicle roadworthy.

“Among some factors, the human negligence is the main factor causing the

large number of traffic accidents. To that end, the government and security authori-ties, especially police, launch the National Road Safety Week of Bali Province 2013 as the efforts to suppress the occurrence of traffic accidents,” said Beno Leohen-napessy in Denpasar, Tuesday (Aug 20).

With the increasing number of the elderly population in a country, it can mean if the life expectancy has increased that reflects the country’s good health status. However, if the elderly are not treated properly and comprehensively, the long life expectancy of a country will even become a burden, especially when the elderly have the disability and are unproductive and sickly.

It was presented by the Head of Geriatric Installation of Sanglah Hospital, Dr. R.A. Tuty Kuswardhani Suas-tika. She continued the current elderly population in Bali in particular and Indonesia in general had reached 11 percent in 2013. This figure increased from the previous percentage, namely 9.8 percent of the total population.

The increasing number of elderly people in Indonesia could mean the progress of development in the health sector had increased where the life expectancy was get-ting longer. The average life expectancy for women in Indonesia had reached the age of 73 years and 70 years for men.

Tuty further described that with the increasing elderly population the treatment should be integrated. If the qual-ity of life of the elderly was not addressed, they would become a burden of the state because they could not do any activities independently.

It could be seen from the case on the neglected el-derly some time ago, where an 80-year-old grandmother named Nanik Ruminingsih was forced to sleep in the PJT lounge of Sanglah Hospital. Since she had no fam-ily, the grandmother was loitering aimlessly. She could not be placed directly in the Nursing Home because the government-funded residence was fully occupied. Then, the Social Affairs authority needed a week to handle the case of Nanik. After staying for a week in the PJT lounge of Sanglah Hospital, she could finally be evacuated from Sanglah Hospital to be placed at Nursing Home.

In Bali, the neglect case should not happen consider-ing that Balinese people stayed to take care of parents up to the third generation. “In Bali, parents are treated by the children, then by the grandsons. So, until the third generation, the neglect of the elderly should not happen in Bali,” said Tuty.

DENPASAR - The Bali Mari-time Affairs and Fisheries Agency (DKP) records the fish consumption rate in Bali reaches 29.71 kg per capita per year. It is somewhat lower than the amount recommended by the government, namely 33.14 kg per capita per year. Actually, by consuming fish the efforts of farmers and fishermen will be more excited.

The Head of Bali Maritime Af-fairs and Fisheries Agency, Made Gunaja, said his party had made various efforts to increase the fish consumption in Bali. Some of them were the safari of promoting fish consumption, fish cooking com-petition, drawing competition for primary school children and kin-dergartens, Supplementary Feeding for School Children (PMTAS) and other activities.

“To increase the consumption of fish is required different efforts, aside from an effort to change the

pattern of consumption where most people still like meat. In addition to increasing the purchasing power of people, it is also done by multiplying the option of processed fish products so as to attract people,” said Made Gunaja in Denpasar.

According to him, the role of en-trepreneurs in the fishery sector was also very important in supporting the movement to popularize the fish consumption. Besides, the growth of food stall, restaurant and hotel would be able to assist in the movement of the fish consumption campaign. Moreover, Bali was a popular tourist destination visited by many domes-tic and foreign travelers.

“Fish consumption by the public at home is very important in driving the growth. Some of the efforts are through the provision of fish market and mobile marketing tools, and de-velop the fish-based food,” he said.

He said the consumption of fish-ery commodities, both the cultivated fish and catch fish in Bali during the period of 2013 was expected to reach

34.5 kg per capita per year. In 2011, the fish consumption was 28 kg per capita per year, in 2012 increased to 31 kg per capita per year and in 2013 was expected to reach 34.5 kg per capita per year.

“We are optimistic the target of fish consumption, either cultivated fish or catch fish in 2013 can be achieved because its nutrition and benefits are considerable,” he said.

It was described that fish con-tained omega 3 which was good for brain development and contained low cholesterol and high protein. Therefore, to promote fish con-sumption as previous years, the government would be targeting the children. Consumption of fish since early age would be introduced so that it would become the lifestyle when growing up.

“The activities of fish cultivation and fish catch in the ocean are not only limited to grow the economic sector, but also to participate in the movement of popularizing the fish consumption,” he said. (kmb27)

Chief of Kelan customary village, I Made Sugita, revealed on Tuesday (Aug 20) if the reclamation plan was positively canceled, the local com-munity could breathe relievedly. Aside from avoiding the threat of wider en-vironmental damage, the coastal com-munities could also be empowered to develop their social economy.

“If the reclamation is undertaken, we will disappear first. Who can guar-antee that our house will not float off? If there are indeed academic studies, are the studies really appropriate with the reality in the field? AMSTERDAM — A rare 16th-century scientific instrument used by early astronomers that has been missing from a Swed-ish museum for around a decade has been recovered and will be returned this week, the London-based Art Loss Register says.

The brass-and-silver astrolabe, made in 1590 and worth around half a million euros ($750,000), turned up when an Italian collector discovered that the piece was listed as missing and came forward to return it, Register Director Chris Marinello said.

The collector, whose name was not made public, had not been seeking any reward and was “beyond reproach” in the case, Marinello said.

Bengt Kylsberg of Skokloster Castle, north of Stockholm, said Tuesday he is “just happy to get the piece back” and his museum is not planning to press any charges.

He said the astrolabe was stolen in 1999, one of a string of unexplained thefts of books and objects at the castle. Then, in 2004, a scandal rocked the Swedish cultural world when it emerged that dozens of precious manuscripts were missing from the Royal Library.

Anders Burius, then head of the library’s manuscript division, confessed to stealing and selling dozens of valuable manuscripts. He was arrested, but during a temporary release from custody, he committed suicide, slitting his wrists and cutting a gas line to his kitchen stove. That sparked an explosion in his Stockholm neighborhood that resulted in about a dozen injuries.

Kylsberg said Burius had also had access to Skokloster’s collections during the period of the thefts, but stopped short of saying Burius was thought responsible for the astrolabe’s disap-pearance.

“It’s still a mystery how it was taken,” he said, adding “we don’t intend to investigate it further.”

CAPE CANAVERAL, Florida — The Italian astronaut who nearly drowned in his helmet during a spacewalk last month is sharing more details about the terrifying experience, revealing how he felt all alone and frantically tried to come up with a plan to save himself.

Luca Parmitano wrote in his online blog, posted Tuesday, that he could no

longer see as the water sloshed around in his helmet outside the International Space Station.

“But worse than that, the water covers my nose — a really awful sensation that I make worse by my vain attempts to move the water by shaking my head,” the former test pilot wrote. “By now, the upper part of the helmet is full of water and I can’t even be sure that the next time I breathe I will fill my lungs with air and not liquid.”

Parmitano, 36, a major in the Ital-ian Air Force making just his second spacewalk, wasn’t sure which direction to head to reach the station’s hatch. He tried to contact his spacewalking partner, American Christopher Cassidy, and Mis-sion Control. Their voices grew faint, and no one could hear him.

“I’m alone. I frantically think of a plan. It’s vital that I get inside as quickly as possible,” he wrote.

Parmitano realized Cassidy — making his way back to the air lock by a different route — could come get him. “But how much time do I have? It’s impossible to know,” he said. That’s when Parmitano remembered his safety cable. He used the cable recoil mechanism, and its 3 pounds of force, to “pull” him back to the hatch. On the way back, he pondered what he would do if water reached his mouth. The only idea he came up with, he said, was to open the safety valve on his helmet and let out some of the water.

“But making a ‘hole’ in my spacesuit really would be a last resort,” he wrote. Parmitano said it seemed like an eter-nity — not just a few minutes — until he peered through “the curtain of water before my eyes” and spotted the hatch. Cassidy was close behind. The astronauts inside quickly began repressurizing the air lock, to get to the spacewalkers. “The water is now inside my ears and I’m completely cut off,” he said.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

come the discourse of Gianyar government for long time to resolve traffic congestion in Ubud re-emerges. Previously, the development plan of central parking has failed because the apparatus of Peliatan customary village rejected the government plan to build the central park-ing in the area of Ambengan hamlet.

Today, the discourse of build-ing central parking in Ubud re-emerges. Even, the petition of establishing the central parking came from Padangtegal custom-ary village. Apparatus of the customary village submitted a proposal some time ago for the making of central parking and has prepared the land for the purpose. The central parking is

an alternative to overcome one of the causes of the traffic conges-tions in the Ubud tourist area.

Based on information col-lected on Tuesday (Aug 20), the Padangtegal customary vil-lage has prepared a land area of 1.7 hectares for the parking lot of vehicles such as buses or other vehicles that cannot park in Ubud. The land available is around the area of Nyuh Kun-ing. It is a vacant land of private property but has been leased by Padangtegal customary village. The customary village apparatus has proposed and met in person with the regent. Even, it has prepared the design of the central parking.

The Head of the Gianyar Transportation, Informatics and Communication Agency, Cokor-da Gde Agusnawa, justified the

existence of the central parking area at Nyuh Kuning, Padan-gtegal, Ubud. Daniar Sasongko as the at-torney of Handris screamed. “What is the evidence of certificate, where is the certificate? Whose land will be measured?” he asked while holding up his hands.

Daniar continued grilling with Made Dwi Yoga. In the heating up situation, it was suddenly heard the voice from a policeman’s loudspeak-er asking to take the provocateur.

At that time, Daniar and Dwi Yoga were dragged and put into a car to be transported to the Denpasar Metro Police headquarters. An East Nusa Tenggara (NTT)-faced man was also secured and beaten with police baton. After Daniar and Dwi Yoga were secured, the atmosphere had subsided.

But when the execution team was about to enter into the building

of Karya Sari, the family of Handris screamed. Shortly thereafter came up Handris (a retired policeman ranked Lieutenant Colonel). He had an argu-ment with the team and police. The supporters of Handris got angry, and threw mineral water, stones and wood at the police. Police also responded with stones and fired tear gas and pepper bullets.

Barrage of the bullets caused the crowds to be topsy-turvy including

the police because the wind was blowing towards the police. Tear gas also spread into the building of the SDN 1 Sesetan primary school. The whole school dwellers were intoxi-cated and screaming hysterically.

After the incident, the Denpasar District Court was urged to suspend the execution against the problem-atic land owned by the defendant Nyoman Handris Prasetya at Sesetan Village, South Denpasar.

According to him, with the establishment of the BPPD Bali,

the promotional activities would be more on target. Under the ex-isting law, the BPPD Bali would formulate the strategic plan of the Bali Tourism Promotion with a pro-jected cost of IDR 38 billion from the Bali regional budget and IDR 21 billion from the private sector.

“There must be a single vision in developing the Bali tourism namely with the cultural tourism. When we can highlight the features of Balinese culture, it will increasingly attract tourists. We cannot equate the de-velopment of tourism in Bali to Sin-gapore, for example. By looking at the current development, we are also concerned about a shift,” he said.

He explained that in the develop-

ment of coastal and marine tourism in Bali, other than offering the activities like snorkeling and div-ing, it should also be preserved the culture like melasti or purificatory rite to sanctified effigies or objects and other cultural activities related to nature that so far also became the tourist objects.

“There must be something dif-ferent from what Bali highlights and do not even precisely duplicate the tourist attraction of the other region. The uniqueness must be promoted, do not make duplicate tourism. For example, Karangasem wants to duplicate the tourism growing in Badung by building the same facilities,” he explained.

He said the development of tourism duplicating the existing destinations would have a nega-tive impact on the length of stay of tourists and the decline in the purchasing power of tourists be-cause the development of tourism only occurred in one region that ultimately resulted in the income gap of the sector.

“The gap in tourism sector among the counties in Bali is very wide, so the region generating high revenues should be able to provide subsidies. With the formation of the BPPD Bali, the promotional activities are expected to be more on target which can ultimately lead to equity,” he said. (kmb27)

DENPASAR - The promotion of Bali tourism is increasingly unfocused. The effort to offer the destinations existing on the island all this time was ineffective and inefficient due to the fragmented interests of some groups. Ironically, the impact is feel by people that are increasingly marginalized.

The decision by AT&T’s U-verse pay-TV service stemmed from a contract dispute over terms to carry the new network, AT&T spokesman Mark Siegel said. Al Jazeera responded by suing AT&T for breach of contract in Delaware Chancery Court.

U-verse was launched in 2006 and had 5 million video customers at the end of June in markets such as Texas and California.

“We could not reach an agreement with the owner that we believed provided value for our customers and our business,” AT&T spokesman Siegel said.

Al Jazeera America said in a statement AT&T had “unilaterally” deleted the network and “pre-

sented us with circumstances that were untenable - an affiliate that has willfully and knowingly breached its contractual obligations.”

The network said it had “no choice” but to file a lawsuit over the matter.

Defining the new channel’s mission clearly will be crucial for Al Jazeera to gain a foothold in the United States, according to advertisers, executives and industry experts.

In its first hour at midafternoon, Al Jazeera pledged to cover “issues that matter to America and the world beyond.” Anchors said they would provide in-depth coverage of stories ignored by other media outlets, with bureaus in cities they considered underserved such as Nashville and Detroit.

Al Jazeera America hired ABC news veteran Kate O’Brian to be its president and hired on-air talent like CNN veterans Ali Velshi and Soledad O’Brien.
