The 7.8 magnitude earthquake struck off Ecuador’s Pacific coast and was felt hundreds of miles (km) away in the capital of Quito as well as in the large commercial city of Guayaquil, where rubble lay strewn in the streets and some buildings were cracked or partially collapsed. A bridge in the city collapsed on top of car, crushing it. The earthquake was Ecuador’s worst in decades and officials said the death toll was likely to rise even higher as rescue teams headed into the hardest-hit areas. “It was terrifying, we were all scared and we’re still out in the streets because we’re worried about aftershocks,” said Guayaquil secu- rity guard Fernando Garcia. “Every- thing is damaged.” A state of emergency was de- clared in six provinces. The areas worst affected include Pedernales, which draws tourists with beaches lined with palm-trees and tropical thatch-hut restaurants, as well as nearby Cojimies. “There are villages that are to- tally devastated,” Pedernales’ mayor, Gabriel Alcivar, said in a radio interview. “What happened here in Pedernales is catastrophic.” Ramon Solorzano, 46, a car parts merchant in the city of Manta, said he was getting ready to leave the city with his family. “Most people are out in the streets with backpacks on, heading for higher ground,” he said, speaking in a trembling voice via a WhatsApp phone call. “The streets are cracked. The power is out and phones are down.” The quake struck at a depth of 20 km (12.4 miles), and was followed by 55 aftershocks. President Rafael Correa declared a national emergency and cut short a trip to the Vatican to coordinate the rescue efforts. “Everything can be rebuilt, but lost lives cannot be recovered, and that’s what hurts the most,” he told Ecuador’s state television channel from Rome. “The material part is the least important, what is fundamental is guaranteeing human life.” Parts of the capital were with- out power or telephone service for several hours, though the city government said that services were quickly restored and that there were no reports of casualties in the city. The government described it as the worst quake in the country since 1979, when 600 people were killed and 20,000 injured, according to the United States Geological Survey. WASHINGTON - Musicians Alicia Keys, Nicki Minaj, Busta Rhymes, Common, Janelle Monae and others met Friday with Presi-dent Barack Obama to discuss ways to continue the administration’s “My Brother’s Keeper” initiative and spur criminal justice reform in the United States.

The musicians who met with Obama have been working on ef-forts to help younger generations of blacks and other minorities stay on the right path. The roster also included Ludacris, Chance the Rapper, J. Cole, Wale and DJ Khaled.

Keys in February pushed for House Speaker Paul Ryan to have the House move on criminal justice overhaul through a flirty Valentine video. Monae has pushed for voter registration; Common has publicly supported the private-sector ef-forts of My Brother’s Keeper; and Ludacris has started a foundation to foster economic development and teach leadership and education skills to young people.

Under the My Brother’s Keeper initiative, businesses, foundations and community groups coordinate investments to come up with or support programs that help keep young people out of the criminal justice system and improve their access to higher education. The president initiated the program in February 2014 to try to help reverse some of the challenges facing black, Hispanic and Native American boys and young men.

So far, private investors includ-ing foundations and businesses have committed more than $500 million in grants and in-kind resources and $1 billion in financing through community banks, including in-vestments in schools, mentoring programs, juvenile justice reforms and school redesign. (ap)

No one in the audience Thursday night knew quite what to expect from Taylor. This was only his fourth public performance in the past four years, the last a brief solo at the June 2015 funeral of Ornette Coleman, who along with Taylor revolution-ized jazz by launching the free-jazz movement in the late ‘50s.

But though frail in body, Taylor was strong in spirit. Once his hands touched the keyboard, he again displayed his orchestral approach and commanding virtuosity, with percussive flurries, sudden changes in loud-soft dynamics and dancer-like leaps across the octaves.

After the performance, Jason Moran, a leading contemporary jazz pianist who was in the audience, said he was impressed with just how much ferocity, integrity, pacing and care Taylor showed.

“With Cecil, it’s like all of a sud-den the years peel away,” said Mo-ran, who considers Taylor one of his main influences. “That’s the elixir of the music. .. When musicians get really excited about an idea, it gives them that much energy.”

The performance opened an exhibition titled “Open Plan: Cecil Taylor,” running until April 24.

Taylor performed with two long-time collaborators, Britain’s Tony Oxley on electronics rather than his usual drum kit and Japanese modern dancer Min Tanaka. The energy from Taylor’s piano flowed to Tanaka who moved around the room, shifting from graceful slow-motion movements to frenetic gestures in response to the music. As the music subsided, he waved his arms around Taylor before settling into repose.

It was an appropriate opening for an exhibition celebrating not only Taylor’s music, but also his deep connection to dance, poetry and other art forms.

“I want people to understand why this person who is truly a maverick is an utterly important 20th-century artist,” said the Whitney’s Jay Sand-ers, who co-curated the exhibit with Lawrence Kumpf, artistic director of the Brooklyn-based Issue Project Room. “We want to bring his past forward in the present.”

Though Taylor eschews revisit-

ing his past, the exhibition includes audio and video listening stations, offering music dating back to his 1956 debut album “Jazz Advance.”

On display are album covers and concert posters, scores with his personalized notation system, and hand-written pages from journals of unpublished poems.

The scheduled events include performances by past Taylor col-laborators and film screenings.

The curators hope the Whitney experience will encourage Taylor to perform. The pianist went through a rough patch when his one-time friend and contractor was sentenced to prison for stealing most of the $500,000 he received by winning the prestigious Kyoto Prize in 2013.

Taylor, who has a long association with the Whitney, has been com-ing to the museum’s new building several times a month to practice on a baby grand piano in the private trustee room.

It’s not known whether Taylor will play again during the exhibition, but he did give an unannounced per-formance Thursday night after the trio’s set with an octet he called The New Unit, including spoken word artist Jane Grenier Balgochian and saxophonists Harri Sjostrom, Elliott Levin and Bobby Zankel. Convening of the bull race tradi-tion in Buleleng resembles to the tradition of using cattle or buffaloes in Madura and Jembrana. The bull race previously organized at the Kaliasem public square poses a tradition having a high value. A pair of bulls driven at the race track is supplied with vitamin or a special diet. “The bull race show is very unique treasures owned by Bule-leng,” he said.

The beauty of their appear-ance when running fast is embel-lished with ornament resembling a

ploughshare in the space between both bulls. It is used to control the bulls so that they will not run carelessly or ran out of the arena. “Ploughshare is generally used to plow paddy fields and then used as a recreational tool in competitions. Normally farmers use it to loosen their soil,” said Sutrisna, the former Head of the Buleleng Fisheries and Maritime Affairs.

He explained that cow’s head is usually decorated with ornaments and small flags of various sizes. Then, the crown-like head orna-ment is painted with golden color to increase the appeal. Besides, it is also equipped with cow bell so as to generate melodious sound

when running in combination with the sound of baleganjur gamelan music presented by the art troupe at the square side. “When running, the head and tail of both bulls are stand-ing upright where it is rated high by the jury. The four pairs of bulls’ legs go hand in hand neatly and then they are whipped to make run faster. After the race, many travelers try to ride and pamper their curiosity,” he said. (kmb34)

The pecalang (customary security guard) fashion contest involved the cooperation of the DenPost daily newspaper, customary village

middle assembly (MMDP), Radio Singaraja 92.0 FM, Public Relations and Protocol of Buleleng District, Buleleng Police along with the 1609 /

Buleleng Military District. All the participants of the pecalang fashion contest looked so enthusi-astic and vibrant in following the race.

Chairman of the contest committee, Gede Bob Suardika, said that it is meant to build synergy with the government as well as to enliven the 412th anniversary of Singaraja. He considered that it supports the role of pecalang and is capable of uniting perception among the

pecalang personnel in Buleleng. At the same time, it enables them to combine and integrate the appropriate attributes contained in rules of the MMDP Bali. The entire personnel of pecalang can be more organized and solid in carrying out their customary tasks in the future. “The presence of pecalang becomes the frontline of customary security in their territory. Identity is showed while remaining to maintain security and order. They simultaneously promote the norms of courtesy and hospitality,” he said, Saturday (Apr. 16).

Deputy Regent of Buleleng, I Nyoman Sutjidra, appreciated to the pecalang fashion contest becoming the first one to be held in Bali. The criteria of jury panel can certainly be used as guidance of pecalang fashion in Buleleng for the uniformity. “Under the direction of the regent of Buleleng, later the whole pecalang personnel in Buleleng will receive training from police institution in order that they know very well about security tasks,” he said.

Agus Astapa, a member of jury panel from the element of MUDP Bali, assessed that the criteria used for the assessment in the contest is in accordance the ethical rules of pecalang having been decided by MUDP Bali. It determines that standard costumes of pecalang include white shirt, black vest, red headdress, checkered sarong and black lower sarong. “That is the basis of clothing. Most importantly, pecalang is carrying a kris dag-ger as a characteristic of Balinese culture,” he concluded. (kmb)

It is a cultural preservation showed by 53 couples in the Gde Manik Cultural Hall of Singaraja. Adult men competed creatively in the Buleleng-wide Pecalang Fashion Contest in a series of the 412th anniversary of Singaraja.

MANGUPURA — The Na-tional Narcotics Agency (BNNP) Bali and National Narcotics Agency (BNNK) Badung performed urine tests for all the officials of Badung, Friday (Apr. 15). Other than civil servants, the regent, deputy regent and regional secretary also under-went the similar test.

The Head of the BNNP Bali, Putu Suastawa, said that the urine test was followed by hundreds of of-ficials in the Badung district. “From the data we have, the officials par-ticipating in the urine tests amount to 333 people,” he said.

According to him, the activities coupled with the dissemination about the hazards of drugs did not find any officials consuming drugs. “Entire results of the urine tests are negative to the elements of drugs,” he said.

Regent of Badung, I Nyoman Giri Prasta, ordered all the officials of echelon 2, echelon 3 and echelon 4 to participate in the test. “A leader must become an example and does not give an example,” he said.

This poses a commitment of the government of Badung in support-ing the drug eradication movement and supporting the tasks of the BNNP Bali and BNNK Badung.

Moreover, Giri Prasta also signed an integrity pact that if there are gov-ernment officials getting involved in drugs they will be given sanction of dismissal.

“We welcome this dissemination activity undertaken directly by the BNNP Bali in front of the civil servants in the government of the Badung district,” he said.

The activity, said this regent from Petang, is a concrete effort of the BNNP Bali to build synergy and connectivity with the local govern-ment and yield a generating cadre being free from drugs. “We are very much concerned that Indonesia is declared to be in drug emergency as directed by President Joko Widodo so that we need to take concrete measures,” he said.

CASPER - Republican U.S. presidential hopeful Ted Cruz won all 14 delegates at stake on Saturday in Wyoming, besting rival Donald Trump, who made little effort to win the rural state, and further nar-rowing the gap in the race for the party’s nomination.

Cruz is trying to prevent Trump from obtaining the 1,237 delegates needed to secure the Republican nomination at the July convention in Cleveland. By continuing to rack up small wins, Cruz is gaining ground on the New York real estate mogul, who has thus far failed to shift his focus on the local-level campaigning necessary to win delegates.

Trump has been critical of the process, again on Saturday calling it “rigged” while speaking at a rally in Syracuse, New York. He has repeatedly complained about Colorado, which awarded all 34 of its delegates to Cruz despite not holding a popular vote.

Trump said his supporters are becoming increasingly angry with states such as Wyoming and Colorado.

“They’re going nuts out there; they’re angry,” Trump said in Syra-cuse. “The bosses took away their vote, and I wasn’t going to send big teams of people three, four months ago, have them out there.”

While Trump has won 21 state nominating contests to Cruz’s 10, the billionaire leads the Texas senator by only 196 delegates (755-559). That means he must win nearly 60 percent of those remaining before the party’s political convention in July.

Wyoming does not hold a primary vote. Instead, 475 party activists convened in Casper on Saturday to hold a state convention and award 14 delegates.

Previously, 12 other delegates had been designated at county-level conventions. Cruz won 10 of those, with one going to Trump and another being elected as “unbound.”

Cruz spoke at the convention, capping off a months-long effort to organize support in the state. Trump had originally planned to send former Alaska Governor Sarah Palin, who remains popular among conservatives, as a surrogate, but she canceled at the last minute.

Cruz spoke about local issues in Wyoming, the largest coal-pro-ducing state. He discussed the Democratic “attack” on the fossil fuel, saying President Barack Obama has tried to put the coal industry out of business through government regulations targeting air pollution. (rtr)

WASHINGTON — Global finance officials are vowing to try to rein-vigorate a lackluster global economy and urging governments to embrace free trade and do more to fight tax evasion.

Concluding biannual meetings by the world finance leaders, the 189-nation International Monetary Fund said in a statement that it would work toward “strong, sustainable, inclusive, job-rich and more balanced global growth.”

“The global recovery is continuing, but the expansion is modest,” Agustin Carstens, the head of Mexico’s central bank and chair of the IMF policy panel, told reporters Saturday. “We must implement mutually reinforcing policies to boost global growth and strengthen financial stability.”

Markets have stabilized after a chaotic start to the year, when fears were growing about a possible new global recession. But the IMF cited a long list of threats, from extremist attacks and the Syrian refugee crisis to the shock to global confidence from a potential exit by Britain from the European Union. The IMF foresees global growth of 3.2 percent this year, down from the 3.4 percent it predicted in January.

New threats may imperil efforts to promote greater trade and capital flows between countries.

Many nations buffeted by the forces of globalization have lost jobs and workers’ wages have stagnated. In the United States, this anger has propelled the presidential candidacy of Republican front-runner Donald Trump. In Britain, voters will decide in June whether to leave the European Union. Carstens urged nations “to refrain from all forms of protectionism” as it hampers global growth. The IMF policy group and the G-20 leaders also worked on a stronger response to international tax evasion, stepping up ef-forts to penalize countries that do not share tax information.

IMF Managing Director Christine Lagarde called tax evasion and the use of shell companies a crucial new challenge that must be addressed collectively. “All of us are going to have to think outside the box,” she told reporters. This issue came under renewed scrutiny after the leak this month of 11.5 million confidential documents from a Panamanian law firm. The Panama Papers show how some of the world’s richest people hide assets in shell companies to avoid paying taxes.

Iceland’s prime minister resigned after it was revealed that he and his wife set up a company in the British Virgin Islands, a tax haven. British Prime Minister David Cameron was forced to release his tax returns for the first time after the papers raised questions about his family’s affairs.

“The Panama revelations show that the G-20 must carry on its action against tax evasion and promote larger transparency,” French Finance Min-ister Michel Sapin said in a statement. “It is a matter of justice and economic efficiency and it is very important for our societies’ cohesion.” (ap)

Prices dropped briefly under $30 a barrel, a 12-year low, in January, but have climbed to the mid-$40s this week, boosted in part by market speculation about the Qatar meet-ing. Western markets were closed Sunday and not immediately af-fected by the discussions.

Iran decided to stay home late Saturday after saying the day before it would send an emissary to the meeting.

“We reached the conclusion that the Doha meeting is for those who want to sign the oil freeze plans, and if we wanted to have a representa-tive at the meeting, it was to show our support of this project,” Oil Minister Bijan Namdar Zangeneh said, according to a report by the ministry’s SHANA news agency.

“But since Iran is not going to sign this, there is no need for the presence of Iran’s representative at the meeting.”

With many international sanc-tions lifted under its nuclear deal with world powers, Iran began ex-porting oil into the European market

again and is eager to claw back a market share. It produces 3.2 mil-lion barrels of oil a day now, with hopes of increasing to 4 million by April 2017. On Friday, the Iranian Oil Ministry reiterated it would not join a freeze “before it brings its oil exports to the pre-sanctions levels.”

Sunni-ruled Saudi Arabia has said it won’t back any freeze if Iran, its Shiite rival, doesn’t agree to it, throwing into question whether any deal will be reached. The kingdom seems determined to ride out the low prices that could squeeze Tehran.

That dispute underscores the level of discord inside OPEC as it faces arguably its biggest challenge since the oil glut of the 1980s. Even if officials reach a deal, Iran’s pro-duction and oil from other sources, like the U.S., could keep prices down.

The meeting broke up just before 11 a.m. as attendees planned to meet with Qatar’s emir, Sheikh Tamim bin Hamad Al Thani, said Kabalan Abisaab, Ecuador’s ambassador to Qatar, who was on hand for the meeting. Abisaab said participants would return to the meeting in the afternoon and continue their delib-erations. (ap)

The arrest of the two suspected terrorists coincided with the arrival in Poso of police chief Badrodin Haiti, chief of the National Counter-Terrorism Agency (BNPT), Com. Gen. Tito Karnavian, and chief of the police Mobile Brigade Insp. Gen. Murad Ismail.

The three held a meeting with Brig. Gen. Rudy Sufahriadi and district military commander Col. Muhammad Saleh Mustafa and district police chief, Adj. Sen. Comr. Ronny to discuss the security situation in the region.

The Tinombala operation involving 2,500 military and police personnel was formed in January 2016, after strict orders of President Joko Widodo to wipe out the terrorist group, which had made Poso a security threat for years. (ant)

Minister Husin noted that during the meeting, the president was accompanied by Coordinating Minister for Economic Affairs Darmin Nasution, Trade Minister Thomas Lembong, Minister/State Secretary Pratikno, and Chairman of the Investment Coordinating Board Franky Sibarani.

KEIN Chairman Sutrisno Bachir affirmed that his committee will continue to offer strategic inputs related to economic and industrial fields to the government.

Indonesia is now experiencing sluggish industrial growth. There-fore, the government needs to boost the production of goods having added value, Bachir remarked.

“We are now aware of the global economic slowdown. Without industrialization and merely selling raw materials, we will be left behind,” he pointed out.

Bachir urged the Indonesian people to use domestic products to help boost local industrial growth.

“We should take a cue from the citizens of other countries, such as Japan, Korea, and India, who harbor a high sense of nationalism and always love their domestic products,” he added. (ant)

A 7.3 magnitude tremor struck early on Saturday morning, killing at least 32 people, injuring about a thousand more and causing wide-spread damage to houses, roads and bridges.

It was the second major quake to hit Kumamoto province on the island of Kyushu in just over 24 hours. The first, late on Thursday, killed nine people. More than 440 tremors have rocked the area since Thursday, said broadcaster NHK.

Three nuclear plants in the region were unaffected by the quake, but the Nuclear Regulation Authority said it will hold an extraordinary meeting on Monday to discuss the situation.

A massive 9 magnitude quake and tsunami in northern Japan in 2011 caused the worst nuclear crisis since Chernobyl in 1986, shutting down the nuclear industry for safety checks. The first reactor to restart was Kyushu Electric’s Sendai No. 1, which is at one of the plants in

the region hit on Saturday.The Kumamoto region is an

important manufacturing hub.Toyota Motor Corp said it would

suspend production at plants across Japan after the quakes disrupted its supply chain. Electronics gi-ant Sony Corp said its Kumamoto plant, which makes image sensors for Apple and others, would remain suspended.

All commercial flights to the damaged Kumamoto airport were cancelled and Japan’s bullet train to the region suspended. Expressways are closed in wide areas because of landslides and cracks in the road surface, hindering supplies of water and food reaching survivors. (rtr)

HAVANA - President Raul Castro warned Cubans on Sat-urday that the United States was determined to end Cuba’s socialist revolution despite restoring rela-tions and a visit by U.S. President Barack Obama, saying one-party Communism was essential to de-fend the system.

“We must be alert, today more than ever,” Castro said, speaking in front of a giant portrait of his brother Fidel Castro at the inau-guration of the Communist Party’s first congress in five years.

Speaking for over two hours, Castro used a defiant tone that belied the breakthrough between the Cold War enemies. He said Obama’s desire to end U.S. sanc-tions was welcome but just a change of “method”, in reference to efforts by Washington to bring political change to Cuba ever since the Cas-tro brothers toppled a pro-American government in 1959.

Obama and Castro announced in December 2014 they would end decades of hostility and normalize relations. But on a historic trip to the island last month, Obama an-gered the government with a speech broadcast directly into Cubans’ homes calling for more political

freedom and democracy in the one-party state.

Castro and his lieutenants, many of them in their 70s and 80s, faced some discontent ahead of the con-gress among younger members who are critical of their slow delivery on promised economic reforms in the past five years and a lack of trans-parency on discussions.

“The key function of the con-gress is a message that the Obama visit has not changed anything. To reduce expectations,” said Bert Hoffman, a Latin American expert at the German Institute of Global and Area Studies.

Castro reiterated the party’s commitment to the reforms which he said should be implemented faster. But he said Cuba was not moving towards capitalism, citing China and Vietnam as models, while emphasizing that social ownership and cooperatives were mostly pref-erable to private property.

He celebrated Cuba’s growing number of self-employed people but cautioned that the United States was seeking to turn them into a op-position force. Obama spent hours talking to small business people and entrepreneurs during his Havana visit. (rtr)

TEXAS - Lin Jarvis says with each day Jorge Lorenzo doesn’t confirm his plans for 2017 the chances of him re-signing for Yamaha reduce.

The Yamaha racing managing director believes the longer Lorenzo takes to make a decision on staying with the Japanese manufacturer or moving to Ducati only adds weight to the theory he will leave for the Italian brand at the end of the season.

On the eve of the season opener in Qatar, Yamaha confirmed both Valentino Rossi and Lorenzo received a new two-year contract offer at the same time. Rossi signed imme-diately, but the reigning MotoGP is yet to make up his mind.

It is understood Ducati, who have seen several attempts to attract Lorenzo from Yamaha in the past fail, have tabled an offer which the Spanish rider is giving seriously contemplation alongside the Yamaha deal.

Speaking to Speedweek.com, Jarvis has confirmed negotiations haven’t been delayed by Lorenzo asking for more money and feels with each day passing since the offer was tabled the chances of him re-signing fall.

“I would say every day that passes since we offered Jorge the new contract reduces our prospects,” Jarvis told Speedweek. “With each additional day of the bidding which he does not decide to accept our offer it reduces our chances with Jorge to stay. And there have already been many days gone.”

Jarvis confirmed in Qatar Lorenzo has a deadline to accept the Yamaha offer, but did not outline when it is - although a decision could come before the next round in Jerez.

Maverick Vinales is favourite to replace Lorenzo, but has an ‘option’ in his contract to continue at Suzuki. It is unclear at pres-ent whether Vinales controls this option or Suzuki. (ap)

Messi’s earnings in 2015 rose by nine million euros compared to the previous figures, keeping the five-time Ballon d’Or winner ahead of Cristiano Ronaldo (67.4m euros) and Neymar (43.5m eu-ros) as the top three stayed unchanged for the third year running.

France Football’s estimates were based on players’ pre-tax salaries, spon-sorship revenues and various bonuses, it added.

Angel Di Maria was the top-earning player in France with 24 million euros following his off-season move from Manchester United, with the Argentine narrowly ahead of Paris Saint-Germain team-mates Thiago Silva and Zlatan Ibrahimovic.

TEXAS - Lin Jarvis says with each day Jorge Lorenzo doesn’t confirm his plans for 2017 the chances of him re-signing for Yamaha reduce.

The Yamaha racing managing director believes the longer Lorenzo takes to make a decision on staying with the Japanese manufacturer or moving to Ducati only adds weight to the theory he will leave for the Italian brand at the end of the season.

On the eve of the season opener in Qatar, Yamaha confirmed both Valentino Rossi and Lorenzo received a new two-year contract offer at the same time. Rossi signed imme-diately, but the reigning MotoGP is yet to make up his mind.

It is understood Ducati, who have seen several attempts to attract Lorenzo from Yamaha in the past fail, have tabled an offer which the Spanish rider is giving seriously contemplation alongside the Yamaha deal.

Speaking to Speedweek.com, Jarvis has confirmed negotiations haven’t been delayed by Lorenzo asking for more money and feels with each day passing since the offer was tabled the chances of him re-signing fall.

“I would say every day that passes since we offered Jorge the new contract reduces our prospects,” Jarvis told Speedweek. “With each additional day of the bidding which he does not decide to accept our offer it reduces our chances with Jorge to stay. And there have already been many days gone.”

Jarvis confirmed in Qatar Lorenzo has a deadline to accept the Yamaha offer, but did not outline when it is - although a decision could come before the next round in Jerez.

Maverick Vinales is favourite to replace Lorenzo, but has an ‘option’ in his contract to continue at Suzuki. It is unclear at pres-ent whether Vinales controls this option or Suzuki. (ap)

A 7.3 magnitude tremor struck early on Saturday morning, killing at least 32 people, injuring about a thousand more and causing wide-spread damage to houses, roads and bridges.

It was the second major quake to hit Kumamoto province on the island of Kyushu in just over 24 hours. The first, late on Thursday, killed nine people. More than 440 tremors have rocked the area since Thursday, said broadcaster NHK.

Three nuclear plants in the region were unaffected by the quake, but the Nuclear Regulation Authority said it will hold an extraordinary meeting on Monday to discuss the situation.

A massive 9 magnitude quake and tsunami in northern Japan in 2011 caused the worst nuclear crisis since Chernobyl in 1986, shutting down the nuclear industry for safety checks. The first reactor to restart was Kyushu Electric’s Sendai No. 1, which is at one of the plants in

the region hit on Saturday.The Kumamoto region is an

important manufacturing hub.Toyota Motor Corp said it would

suspend production at plants across Japan after the quakes disrupted its supply chain. Electronics gi-ant Sony Corp said its Kumamoto plant, which makes image sensors for Apple and others, would remain suspended.

All commercial flights to the damaged Kumamoto airport were cancelled and Japan’s bullet train to the region suspended. Expressways are closed in wide areas because of landslides and cracks in the road surface, hindering supplies of water and food reaching survivors. (rtr)

HAVANA - President Raul Castro warned Cubans on Sat-urday that the United States was determined to end Cuba’s socialist revolution despite restoring rela-tions and a visit by U.S. President Barack Obama, saying one-party Communism was essential to de-fend the system.

“We must be alert, today more than ever,” Castro said, speaking in front of a giant portrait of his brother Fidel Castro at the inau-guration of the Communist Party’s first congress in five years.

Speaking for over two hours, Castro used a defiant tone that belied the breakthrough between the Cold War enemies. He said Obama’s desire to end U.S. sanc-tions was welcome but just a change of “method”, in reference to efforts by Washington to bring political change to Cuba ever since the Cas-tro brothers toppled a pro-American government in 1959.

Obama and Castro announced in December 2014 they would end decades of hostility and normalize relations. But on a historic trip to the island last month, Obama an-gered the government with a speech broadcast directly into Cubans’ homes calling for more political

freedom and democracy in the one-party state.

Castro and his lieutenants, many of them in their 70s and 80s, faced some discontent ahead of the con-gress among younger members who are critical of their slow delivery on promised economic reforms in the past five years and a lack of trans-parency on discussions.

“The key function of the con-gress is a message that the Obama visit has not changed anything. To reduce expectations,” said Bert Hoffman, a Latin American expert at the German Institute of Global and Area Studies.

Castro reiterated the party’s commitment to the reforms which he said should be implemented faster. But he said Cuba was not moving towards capitalism, citing China and Vietnam as models, while emphasizing that social ownership and cooperatives were mostly pref-erable to private property.

He celebrated Cuba’s growing number of self-employed people but cautioned that the United States was seeking to turn them into a op-position force. Obama spent hours talking to small business people and entrepreneurs during his Havana visit. (rtr)

WASHINGTON — Global finance officials are vowing to try to rein-vigorate a lackluster global economy and urging governments to embrace free trade and do more to fight tax evasion.

Concluding biannual meetings by the world finance leaders, the 189-nation International Monetary Fund said in a statement that it would work toward “strong, sustainable, inclusive, job-rich and more balanced global growth.”

“The global recovery is continuing, but the expansion is modest,” Agustin Carstens, the head of Mexico’s central bank and chair of the IMF policy panel, told reporters Saturday. “We must implement mutually reinforcing policies to boost global growth and strengthen financial stability.”

Markets have stabilized after a chaotic start to the year, when fears were growing about a possible new global recession. But the IMF cited a long list of threats, from extremist attacks and the Syrian refugee crisis to the shock to global confidence from a potential exit by Britain from the European Union. The IMF foresees global growth of 3.2 percent this year, down from the 3.4 percent it predicted in January.

New threats may imperil efforts to promote greater trade and capital flows between countries.

Many nations buffeted by the forces of globalization have lost jobs and workers’ wages have stagnated. In the United States, this anger has propelled the presidential candidacy of Republican front-runner Donald Trump. In Britain, voters will decide in June whether to leave the European Union. Carstens urged nations “to refrain from all forms of protectionism” as it hampers global growth. The IMF policy group and the G-20 leaders also worked on a stronger response to international tax evasion, stepping up ef-forts to penalize countries that do not share tax information.

IMF Managing Director Christine Lagarde called tax evasion and the use of shell companies a crucial new challenge that must be addressed collectively. “All of us are going to have to think outside the box,” she told reporters. This issue came under renewed scrutiny after the leak this month of 11.5 million confidential documents from a Panamanian law firm. The Panama Papers show how some of the world’s richest people hide assets in shell companies to avoid paying taxes.

Iceland’s prime minister resigned after it was revealed that he and his wife set up a company in the British Virgin Islands, a tax haven. British Prime Minister David Cameron was forced to release his tax returns for the first time after the papers raised questions about his family’s affairs.

“The Panama revelations show that the G-20 must carry on its action against tax evasion and promote larger transparency,” French Finance Min-ister Michel Sapin said in a statement. “It is a matter of justice and economic efficiency and it is very important for our societies’ cohesion.” (ap)

The attendees, including Saudi Oil Minister Ali al-Naimi, silently swept past gathered journalists at a luxury hotel in Doha ahead of the meeting. Also on hand was Rus-sia, another of the world’s top oil producers. The U.S., now a major producer because of shale oil, did not attend.

At least 15 oil-producing nations representing about 73 percent of world output were expected at the Doha meeting, Qatar’s energy and industry minister, Mohammed bin Saleh al-Sada, has said.

The gathering follows a surprise Doha meeting in February between Qatar, Russia, Saudi Arabia and Venezuela, in which they pledged to cap their crude output at Janu-ary levels if other producers do the same.

They hope the cap will help global oil prices rebound from their dramatic fall since the summer of 2014, when prices were above $100 a barrel, though no one is talking seriously about the more dramatic step of cutting production.

Prices dropped briefly under $30 a barrel, a 12-year low, in January, but have climbed to the mid-$40s this week, boosted in part by market speculation about the Qatar meet-ing. Western markets were closed Sunday and not immediately af-fected by the discussions.

Iran decided to stay home late Saturday after saying the day before it would send an emissary to the meeting.

“We reached the conclusion that the Doha meeting is for those who want to sign the oil freeze plans, and if we wanted to have a representa-tive at the meeting, it was to show our support of this project,” Oil Minister Bijan Namdar Zangeneh said, according to a report by the ministry’s SHANA news agency.

“But since Iran is not going to sign this, there is no need for the presence of Iran’s representative at the meeting.”

With many international sanc-tions lifted under its nuclear deal with world powers, Iran began ex-porting oil into the European market

again and is eager to claw back a market share. It produces 3.2 mil-lion barrels of oil a day now, with hopes of increasing to 4 million by April 2017. On Friday, the Iranian Oil Ministry reiterated it would not join a freeze “before it brings its oil exports to the pre-sanctions levels.”

Sunni-ruled Saudi Arabia has said it won’t back any freeze if Iran, its Shiite rival, doesn’t agree to it, throwing into question whether any deal will be reached. The kingdom seems determined to ride out the low prices that could squeeze Tehran.

That dispute underscores the level of discord inside OPEC as it faces arguably its biggest challenge since the oil glut of the 1980s. Even if officials reach a deal, Iran’s pro-duction and oil from other sources, like the U.S., could keep prices down.

The meeting broke up just before 11 a.m. as attendees planned to meet with Qatar’s emir, Sheikh Tamim bin Hamad Al Thani, said Kabalan Abisaab, Ecuador’s ambassador to Qatar, who was on hand for the meeting. Abisaab said participants would return to the meeting in the afternoon and continue their delib-erations. (ap)

Harry acknowledged having a company in Hong Kong in 2010 but he said he already sold it in December, 2015.

“It is nothing to do with BPK reports of Sumber Waras Hopi-tal,” he said referring to acquisi-tion of the hospital by the Jakarta

governor at a price allegedly much higher than the market price causing a loss of Rp191 billion to the state.

BPK report lead to the Cor-ruption Eradication Commission (KPK) summoning Jakarta Gover-nor Basuki Tjahaja Purnama alias Ahok to make clarification.

The Indonesian National Police will also provide a bonus to its person-nel who are able to arrest Santoso, he said. Quoting Police Chief Badrodin Haitis statement, Tito added that the

bonus would be given in the form of extraordinary rank promotion or scholarship.

“The bonus will be provided to arouse the spirit of personnel assigned there,” he said.

In order to arrest members of the Santoso group in Poso, the govern-ment has launched an operation with a special task force called the Tanom-bala task force. The Tinombala task force team arrested two more alleged members of the Eastern Indonesia Mu-jahidin terrorist group under Santoso or Abu Wardah in Central Sulawesi, police said.

The two men, identified as IB alias AM alias ID (21), who joined the group in 2013, and SH alias Faqih (19), who joined it in 2015, were ar-rested near Poso Friday, police spokes-man Brig. Gen. Agus Rianto said here Saturday.

The two arrests brought the number of the group members to 16 killed and arrested under the Tinombala opera-

tions by the police and the military.Ten members of the eastern Indone-

sia Mujahiddin Group had been killed and four others were arrested by the security forces in Central Sulawesi, police said earlier.

“Four of them were caught alive while 10 others died,” the chief of the Central Sulawesi Police Brig. Gen, Rudy Sufahriadi said in Poso Friday.

The arrest of the two suspected terrorists coincided with the arrival in Poso of police chief Badrodin Haiti, chief of the National Counter-Terrorism Agency (BNPT), Com. Gen. Tito Karnavian, and chief of the police Mobile Brigade Insp. Gen. Murad Ismail.

The three held a meeting with Brig. Gen. Rudy Sufahriadi and district military commander Col. Muhammad Saleh Mustafa and district police chief, Adj. Sen. Comr. Ronny to discuss the security situation in the region.

Minister Husin noted that during the meeting, the president was accompanied by Coordinating Minister for Economic Affairs Darmin Nasution, Trade Minister Thomas Lembong, Minister/State Secretary Pratikno, and Chairman of the Investment Coordinating Board Franky Sibarani.

KEIN Chairman Sutrisno Bachir affirmed that his committee will continue to offer strategic inputs related to economic and industrial fields to the government.

Indonesia is now experiencing sluggish industrial growth. There-fore, the government needs to boost the production of goods having added value, Bachir remarked.

“We are now aware of the global economic slowdown. Without industrialization and merely selling raw materials, we will be left behind,” he pointed out.

Bachir urged the Indonesian people to use domestic products to help boost local industrial growth.

CASPER - Republican U.S. presidential hopeful Ted Cruz won all 14 delegates at stake on Saturday in Wyoming, besting rival Donald Trump, who made little effort to win the rural state, and further nar-rowing the gap in the race for the party’s nomination.

Cruz is trying to prevent Trump from obtaining the 1,237 delegates needed to secure the Republican nomination at the July convention in Cleveland. By continuing to rack up small wins, Cruz is gaining ground on the New York real estate mogul, who has thus far failed to shift his focus on the local-level campaigning necessary to win delegates.

Trump has been critical of the process, again on Saturday calling it “rigged” while speaking at a rally in Syracuse, New York. He has repeatedly complained about Colorado, which awarded all 34 of its delegates to Cruz despite not holding a popular vote.

Trump said his supporters are becoming increasingly angry with states such as Wyoming and Colorado.

“They’re going nuts out there; they’re angry,” Trump said in Syra-cuse. “The bosses took away their vote, and I wasn’t going to send big teams of people three, four months ago, have them out there.”

While Trump has won 21 state nominating contests to Cruz’s 10, the billionaire leads the Texas senator by only 196 delegates (755-559). That means he must win nearly 60 percent of those remaining before the party’s political convention in July.

Wyoming does not hold a primary vote. Instead, 475 party activists convened in Casper on Saturday to hold a state convention and award 14 delegates.

Previously, 12 other delegates had been designated at county-level conventions. Cruz won 10 of those, with one going to Trump and another being elected as “unbound.”

Cruz spoke at the convention, capping off a months-long effort to organize support in the state. Trump had originally planned to send former Alaska Governor Sarah Palin, who remains popular among conservatives, as a surrogate, but she canceled at the last minute.

Cruz spoke about local issues in Wyoming, the largest coal-pro-ducing state. He discussed the Democratic “attack” on the fossil fuel, saying President Barack Obama has tried to put the coal industry out of business through government regulations targeting air pollution. (rtr)

The political crisis, which comes amid Brazil’s worst recession since the 1930s, has deeply divided the South American country and sparked an acrimonious fight be-tween Rousseff and her Vice Presi-dent Michel Temer, who would take over if she is dismissed.

pro- and anti-impeachment dem-onstrators were expected to take to the streets.

A 2-metre (6.5-foot) high wall outside Congress, stretching for more than 1 km (0.6 of a mile) on the grassy esplanade between rows of ministries, showed the stark politi-cal divide in what remains one of the world’s most unequal societies.

Polls suggest that more than 60 percent of Brazil’s 200 million people support impeaching Rous-seff, whose inner circle has been tainted by a vast corruption scandal at state oil company Petrobras.

a statement that bottles of water have been withdrawn from retail outlets and scientific samples are being taken from bottling plants and distributors to determine the source of the outbreak. It did not name the company.

ment of Undiksha within the past few years believed to have been able to compete in the national level and has been aligned with na-tional prestigious universities like the University of Indonesia (UI), Gadjah Mada University (UGM), Bandung Institute of Technology (ITB) and University of Airlangga (UNAIR).

Pastika considered the measure of Undiksha to open the Faculty of Medicine positive because the de-mand for doctors in Bali cannot be met. This happens because the Ministry of Education and Culture has changed the rules of the national ex-amination implementation. Although it no longer absolutely determines the graduation, schools are still expected to show their honesty integrity related to the scores obtained by learners. “Since the graduation is set by school authority, do not then commit cheating in any way to get the whole learners pass. This is not true,” said the Head of the Tabanan Education Agency, Putu Santika.

MANGUPURA — The Na-tional Narcotics Agency (BNNP) Bali and National Narcotics Agency (BNNK) Badung performed urine tests for all the officials of Badung, Friday (Apr. 15). Other than civil servants, the regent, deputy regent and regional secretary also under-went the similar test.

The Head of the BNNP Bali, Putu Suastawa, said that the urine test was followed by hundreds of of-ficials in the Badung district. “From the data we have, the officials par-ticipating in the urine tests amount to 333 people,” he said.

According to him, the activities coupled with the dissemination about the hazards of drugs did not find any officials consuming drugs. “Entire results of the urine tests are negative to the elements of drugs,” he said.

Regent of Badung, I Nyoman Giri Prasta, ordered all the officials of echelon 2, echelon 3 and echelon 4 to participate in the test. “A leader must become an example and does not give an example,” he said.

This poses a commitment of the government of Badung in support-ing the drug eradication movement and supporting the tasks of the BNNP Bali and BNNK Badung.

Moreover, Giri Prasta also signed an integrity pact that if there are gov-ernment officials getting involved in drugs they will be given sanction of dismissal.

“We welcome this dissemination activity undertaken directly by the BNNP Bali in front of the civil servants in the government of the Badung district,” he said.

The activity, said this regent from Petang, is a concrete effort of the BNNP Bali to build synergy and connectivity with the local govern-ment and yield a generating cadre being free from drugs. “We are very much concerned that Indonesia is declared to be in drug emergency as directed by President Joko Widodo so that we need to take concrete measures,” he said.

Deputy Regent of Badung, I Ketut Suiasa, also conveyed that the government of Badung wants to become a pioneer in the war against drugs. “We are in the administration of the Badung district must clearly and unequivocally declare a war against drugs,” he said.

Convening of the bull race tradi-tion in Buleleng resembles to the tradition of using cattle or buffaloes in Madura and Jembrana. The bull race previously organized at the Kaliasem public square poses a tradition having a high value. A pair of bulls driven at the race track is supplied with vitamin or a special diet. “The bull race show is very unique treasures owned by Bule-leng,” he said.

The beauty of their appear-ance when running fast is embel-lished with ornament resembling a

ploughshare in the space between both bulls. It is used to control the bulls so that they will not run carelessly or ran out of the arena. “Ploughshare is generally used to plow paddy fields and then used as a recreational tool in competitions. Normally farmers use it to loosen their soil,” said Sutrisna, the former Head of the Buleleng Fisheries and Maritime Affairs.

He explained that cow’s head is usually decorated with ornaments and small flags of various sizes. Then, the crown-like head orna-ment is painted with golden color to increase the appeal. Besides, it is also equipped with cow bell so as to generate melodious sound

when running in combination with the sound of baleganjur gamelan music presented by the art troupe at the square side. “When running, the head and tail of both bulls are stand-ing upright where it is rated high by the jury. Agus Astapa, a member of jury panel from the element of MUDP Bali, assessed that the criteria used for the assessment in the contest is in accordance the ethical rules of pecalang having been decided by MUDP Bali. It determines that standard costumes of pecalang include white shirt, black vest, red headdress, checkered sarong and black lower sarong. “That is the basis of clothing. Most importantly, pecalang is carrying a kris dag-ger as a characteristic of Balinese culture,” he concluded. (kmb)

WASHINGTON - Musicians Alicia Keys, Nicki Minaj, Busta Rhymes, Common, Janelle Monae and others met Friday with Presi-dent Barack Obama to discuss ways to continue the administration’s “My Brother’s Keeper” initiative and spur criminal justice reform in the United States.

The musicians who met with Obama have been working on ef-forts to help younger generations of blacks and other minorities stay on the right path. The roster also included Ludacris, Chance the Rapper, J. Cole, Wale and DJ Khaled.

Keys in February pushed for House Speaker Paul Ryan to have the House move on criminal justice overhaul through a flirty Valentine video. Monae has pushed for voter registration; Common has publicly supported the private-sector ef-forts of My Brother’s Keeper; and Ludacris has started a foundation to foster economic development and teach leadership and education skills to young people.

The president initiated the program in February 2014 to try to help reverse some of the challenges facing black, Hispanic and Native American boys and young men.

So far, private investors includ-ing foundations and businesses have committed more than $500 million in grants and in-kind resources and $1 billion in financing through community banks, including in-vestments in schools, mentoring programs, juvenile justice reforms and school redesign. (ap)

No one in the audience Thursday night knew quite what to expect from Taylor. This was only his fourth public performance in the past four years, the last a brief solo at the June 2015 funeral of Ornette Coleman, who along with Taylor revolution-ized jazz by launching the free-jazz movement in the late ‘50s.

But though frail in body, Taylor was strong in spirit. Once his hands touched the keyboard, he again displayed his orchestral approach and commanding virtuosity, with percussive flurries, sudden changes in loud-soft dynamics and dancer-like leaps across the octaves.

After the performance, Jason Moran, a leading contemporary jazz pianist who was in the audience, said he was impressed with just how much ferocity, integrity, pacing and care Taylor showed.

“With Cecil, it’s like all of a sud-den the years peel away,” said Mo-ran, who considers Taylor one of his main influences. “That’s the elixir of the music. .. When musicians get really excited about an idea, it gives them that much energy.”

The performance opened an exhibition titled “Open Plan: Cecil Taylor,” running until April 24.

Taylor performed with two long-time collaborators, Britain’s Tony Oxley on electronics rather than his usual drum kit and Japanese modern dancer Min Tanaka. The energy from Taylor’s piano flowed to Tanaka who moved around the room, shifting from graceful slow-motion movements to frenetic gestures in response to the music. As the music subsided, he waved his arms around Taylor before settling into repose.

It was an appropriate opening for an exhibition celebrating not only Taylor’s music, but also his deep connection to dance, poetry and other art forms.

“I want people to understand why this person who is truly a maverick is an utterly important 20th-century artist,” said the Whitney’s Jay Sand-ers, who co-curated the exhibit with Lawrence Kumpf, artistic director of the Brooklyn-based Issue Project Room. “We want to bring his past forward in the present.”

Though Taylor eschews revisit-

ing his past, the exhibition includes audio and video listening stations, offering music dating back to his 1956 debut album “Jazz Advance.”

On display are album covers and concert posters, scores with his personalized notation system, and hand-written pages from journals of unpublished poems.

The scheduled events include performances by past Taylor col-laborators and film screenings.

The curators hope the Whitney experience will encourage Taylor to perform. The pianist went through a rough patch when his one-time friend and contractor was sentenced to prison for stealing most of the $500,000 he received by winning the prestigious Kyoto Prize in 2013.

Taylor, who has a long association with the Whitney, has been com-ing to the museum’s new building several times a month to practice on a baby grand piano in the private trustee room.

It’s not known whether Taylor will play again during the exhibition, but he did give an unannounced per-formance Thursday night after the trio’s set with an octet he called The New Unit, including spoken word artist Jane Grenier Balgochian and saxophonists Harri Sjostrom, Elliott Levin and Bobby Zankel. The 7.8 magnitude earthquake struck off Ecuador’s Pacific coast and was felt hundreds of miles (km) away in the capital of Quito as well as in the large commercial city of Guayaquil, where rubble lay strewn in the streets and some buildings were cracked or partially collapsed. A bridge in the city collapsed on top of car, crushing it.

The earthquake was Ecuador’s worst in decades and officials said the death toll was likely to rise even higher as rescue teams headed into the hardest-hit areas.

“It was terrifying, we were all scared and we’re still out in the

streets because we’re worried about aftershocks,” said Guayaquil secu-rity guard Fernando Garcia. “Every-thing is damaged.”

A state of emergency was de-clared in six provinces.

The areas worst affected include Pedernales, which draws tourists with beaches lined with palm-trees and tropical thatch-hut restaurants, as well as nearby Cojimies.

“There are villages that are to-tally devastated,” Pedernales’ mayor, Gabriel Alcivar, said in a radio interview. “What happened here in Pedernales is catastrophic.”

Ramon Solorzano, 46, a car parts merchant in the city of Manta, said he was getting ready to leave the city with his family.

“Most people are out in the streets with backpacks on, heading for higher ground,” he said, speaking in a trembling voice via a WhatsApp phone call. “The streets are cracked. The power is out and phones are down.”

The quake struck at a depth of 20 km (12.4 miles), and was followed by 55 aftershocks.

President Rafael Correa declared a national emergency and cut short a trip to the Vatican to coordinate the rescue efforts.

“Everything can be rebuilt, but lost lives cannot be recovered, and that’s what hurts the most,” he told

Ecuador’s state television channel from Rome. “The material part is the least important, what is fundamental is guaranteeing human life.”

Parts of the capital were with-out power or telephone service for several hours, though the city government said that services were quickly restored and that there were no reports of casualties in the city.

The government described it as the worst quake in the country since 1979, when 600 people were killed and 20,000 injured, according to the United States Geological Survey.

A tsunami warning was lifted on Saturday night but coastal residents were encouraged to seek higher ground in case tides rise.

The OPEC nation’s oil produc-tion was not affected by the quake

but that the principal refinery of Es-meraldas, located near the epicenter, had been halted as a precaution.

Across the Pacific in Japan, a 7.3 magnitude tremor struck Kumamoto province early Saturday, killing at least 32 people, injuring about a thousand and causing widespread damage, in the second major quake to hit the island of Kyushu in just over 24 hours.
