LOS ANGELES — George Lucas has apologized for criticizing Disney’s handling of “Star Wars” and saying he had sold his characters to “white slavers” in a recent interview with Charlie Rose.

In a statement issued Thursday, Lu-cas says he misspoke and used a “very inappropriate analogy.” It was not clear what the “Star Wars” creator meant by the “white slavers” comment, and Rose did not ask a follow-up question on his PBS show that aired Dec. 24. The charged words nonetheless sparked ire when the interview was posted online Wednesday.

“I rarely go out with statements to clarify my feelings but I feel it is impor-tant to make it clear that I am thrilled that Disney has the franchise and is moving it in such exciting directions,” said Lucas

in his statement.He sold his company, Lucasfilm, to the

Walt Disney Co. in 2012 for $4.06 billion, and the studio charged ahead in develop-ing “Star Wars: The Force Awakens” with director J.J. Abrams and Lucasfilm presi-dent Kathleen Kennedy. Disney has laid plans for two more “Star Wars” films and three anthology films set in the Star Wars universe over the next few years.

Lucas discussed his decision to stay out of the new installments in the hour-long interview with Rose and had criti-cized Disney’s retro, fan-centric approach to “The Force Awakens.” The interview was conducted prior to the Dec. 14 pre-miere of the film, where Disney chairman and CEO Bob Iger thanked Lucas, who was in attendance, for his “sheer genius” in creating “Star Wars.” (ap)

While Cole was a Grammy winner in her own right, she had her greatest success in 1991 when she re-recorded her father’s classic hits — with him on the track — for the album “Unforget-

table ... With Love.” It became a multiplatinum smash and

garnered her multiple Grammy Awards, in-cluding album of the year.

“I had to hold back the tears. I know how hard she fought,” said Aretha Franklin in a statement. “She fought for so long. She was one of the greatest singers of our time.”

Other celebrities honored Cole on social media. In a tweet, actress Marlee Matlin called Cole a lovely

songbird and a great actress, writing “she is now singing in heaven.” Patti LaBelle tweeted, “She will be truly missed but her

light will shine forever!”Natalie Cole had battled

drug problems and hepatitis that forced her to undergo a kidney transplant in May 2009. Cole’s older sister,

Carol “Cookie” Cole, died the day she received the transplant.

Their brother, Nat Kelly Cole, died in 1995.

Natalie Cole was inspired by her dad at an early age and auditioned to sing with him when she was just 11 years old. She was 15 when he died of lung cancer, in 1965.

She began as an R&B singer but later gravitated toward the smooth pop and jazz standards that her father loved. Cole’s greatest success came with her 1991 album, “Unforgettable ... With Love,” which paid tribute to her father with reworked versions of some of his best-known songs, in-cluding “That Sunday That Summer,” ‘’Too Young” and “Mona Lisa.”

Her voice was spliced with her dad’s in the title cut, offering a deli-cate duet a quarter-century after his death.

The album sold some 14 mil-lion copies and won six Grammys, including album of the year as well record and song of the year for the title track duet.

She was also nominated for an Emmy award in 1992 for a televised performance of her father’s songs.

“That was really my thank you,”

she told People magazine in 2006. “I owed that to him.”

Another father-daughter duet, “When I Fall in Love,” won a 1996 Grammy for best pop collaboration with vocals, and a follow-up album, “Still Unforgettable,” won for best traditional pop vocal album of 2008.

Cole made her recording debut in 1975 with “Inseparable.” The music industry welcomed her with two Grammy awards in 1976 — one for best new artist and one for best female R&B vocal performance for her buoyant hit “This Will Be (An Everlasting Love).”

She also worked as an actress, with appearances on TV’s “Touched by an Angel” and “Grey’s Anatomy.”

Natalie Cole grew up in Los An-geles’ posh Hancock Park neighbor-hood, where her parents had settled in 1948 despite animosity from some white residents about having the black singer as a neighbor. When told by residents who said they didn’t want “undesirable people” in the area, the singer said, “Neither do I, and if I see (any), I’ll be the first to complain.” (ap)

EAST HAMPTON, N.Y. — Actor Alec Bald-win and director Richard Linklater have braved the chilly waters off New York’s Long Island at separate polar bear plunges on New Year’s Day.

Newsday reports that Baldwin dived into the Atlantic Ocean on Friday to benefit an East Hampton rehabilitation facility. Linklater took part in a nearby plunge benefiting the East Hamp-ton Food Pantry.

Baldwin is a Long Island native and a regu-lar at glitzy charity events on the island’s East End.

The Texas-based Linklater was vacationing in the area and decided to join the plunge. He said it was “really cool, so many people coming out for a good reason.”

Baldwin has starred in numerous films as well as the NBC show “30 Rock.”

Linklater’s films include “Dazed and Con-fused,” ‘’School of Rock” and “Boyhood.” (ap)

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

He also explained that putting restrictions on privately owned vehicles runs counter to the Bali provincial government’s efforts to increase the regionally generated revenue through motor vehicle taxes and charges for vehicle own-ership transfers. Bali, however needs to find a way to maintain the number of vehicles according to the carrying capacity of the island.

Inviting the public to use public transportation is one solution to the problem of road congestion. “Of course, public transport needs to be comfortable and punctual, and infrastructure such as bus shelters, also need to be appealing,” stated Artika.

Currently the Trans Sabagita bus service, that was designed to facilitate inter-regional connec-tions, only serves 4 of the 17 major corridors that it plans to cover. As a result many people prefer to use private vehicles, especially if they want to stop at a few places on their trip. “We are still working on the project, and are focused on areas that have no feeders such as Gianyar and Tabanan, that need to be connected. At Pesiapan terminal (Tabanan), for example, there is a bus to Kuta and the airport, but North Tabanan needs to be con-nected to Pesiapan Terminal by feeder buses. Many people in Lebih (Gianyar) want to be connected to Klungkung but we are no ready. If there were feeder buses to Lebih from Gianyar, perhaps there would be more passengers,” said Artika.

Existing feeder buses, said Ar-tika, are encouraged to actively look for passengers by running their route every ten minutes instead of stopping in random locations and waiting for passengers, which can

in fact result in a pay cut for driv-ers who commit such violations. Unfortunately punctuality is still an issue because of existing traffic conditions.

“We’re also thinking about creat-ing non-land based means of trans-portation such as rail in conjunction

with marine modes for cross Bali transport,” he said.

Head of the Bali Development Planning Board (Bappeda), I Putu Astawa, said that plans for the development of rail-based trans-portation will enter the assessment phase in 2016.

Previously, there had been a study done that stated that Mengwi (Badung)-Buleleng cor-ridor is the most viable route for train service given the volume of people that move between these two areas.

“After the assessment phase,

there needs to be a feasibility study and then a detailed engi-neering design (DED) and the cost of a Mengwi-Badung train route would be somewhere around IDR 100 trillion and would take about 5 years to realise,” said Astawa. (kmb32)

According to the Bali’s Po-lice’s data there were 1, 227 traffic accidents between January and October of 2015. There were 414 deaths, and 205 severe inju-ries and 1, 557 people suffered minor injuries. Material losses amounted to IDR 3.22 billion.

The numbers for 2014 showed far more deaths, with a total of 598 and 382 severe injuries, 2,150 minor injuries and material losses of IDR 4 billion. In 2013 there were 2,166 traffic accidents that resulted in 578 fatalities, 651 severe injuries and 2,726 minor

injuries with material losses of just over IDR 4 billion.

Despite the decreasing figures, the Bali Police still recorded a to-tal of 88,405 traffic violations for 2015, most of which were from the private sector. A tool of 3, 647 of these violations were related to driver’s license violations (class A Public had 96 violators, class B 1 had 912 violators, class B1 Public had 1,203 violators and B2 had 151 violators.

Spokesman for Bali Police, Herry Wiyanto, said that they will continue to work on decreasing the number of traffic accidents through education, enforcement and though traffic engineering. One engineer-ing measure has being applied on Jalan Teuku Umar, Denpasar that often experiences traffic conges-tion, with the construction of a road median.

Wiyanto went on to say that the Bali Police still need to look into

which roads require traffic lights and road signs and mirror on sharp bends.

The Bali Police also intends to focus on ensuring that driver’s li-censes are only issued to applicants who are eligle to receive such a license. “A great breakthrough has been made by Gianyar Police. They have created a program involving the customary village whirring ap-plicants have to take a driver’S test in Gianyar square,” he said. (jay)

“Resorts want to differentiate themselves from one another,” says Jennifer Rudolph, spokes-woman for Colorado Ski Country USA. “It’s a stand-out perk that guests both want to try — and ap-preciate — at the same time.”

Helping this movement is the changing geography of resorts. Base areas have been reshaped in the past decade, with trails and lifts realigned to better suit real estate developers and expand the number of ski-in, ski-out proper-ties. Those new properties are leveraging their location as a perk to their rich clientele who have al-

ready seen and done everything.

“ M a g i c a l m o -ments with friends and families are the goal and destinations are doing it up big,” says Vicki Varela, managing director of the Utah Office of Tourism. “There are only so many hard assets resorts can upgrade within a property, but experi-ences create lifetime memories.”

DENPASAR - Although the Bali Tourism Office is pessimistic about being able to reach its targeted 7 million domestic tourist arrivals this year, they remain confident that the target of 4 million foreign tourists can be reached.

“I think that our foreign tourists target can be reached, but I cannot promise that our domestic tourist target will be reached, due to a number of constraints such as the closing of the airport after the erup-tions of Mount Raung and Mount Barujari and the school holidays that coincided with Ramadan,” said the Head of the Bali Tourism Office, A.A. Gede Yuniartha Putra.

As of October 2015, only 6 mil-lion domestic tourists visited Bali, falling short of the projected figures. The Bali Teouism Office is project-ing only a slight increase next year with a target of 7.5 million domestic visitors.

“We are still waiting for the results for the numbers for the end of 2015, but I am estimating 7.5 million domestic tourists next year and 4.2 million foreign tourists,” said Yuniartha.

A member of Commission II of the Bali House of Representatives, A.A. Ngurah Adhi Ardhana, con-siders that the Bali Tourism Office lacks determination in reaching the domestic target, saying that even though natural disasters cannot be

predicted, that they should nonethe-less try to find innovative ways of drawing more people in -despite such incidents.

“Except in the case of natural disasters that occur at the end of the year, efforts should continue to be made to meet the targeted number of tourists by coordinating with the districts and municipality and encouraging them and directing them about what they should do to attract tourists after disruptions,” he said.

Adhi Ardhana continued that innovations could include things like promoting particular things like conferences instead of school holidays, when the school holidays land on the month of fasting. That way the number of domestic tourists can still reach the targeted number despite the influence of sudden or unpredictable things like natural disasters, said Ardhana.

Saudi Arabia announced the execution of Sheikh Nimr al-Nimr on Saturday along with 46 others, including three other Shiite dis-sidents and a number of al-Qaida militants. It was largest mass execu-tion carried out by the kingdom in three and a half decades.

Al-Nimr was a central figure in protests by Saudi Arabia’s Shiite minority until his arrest in 2012, and his execution drew condem-nation from Shiites across the region.

Iran’s Supreme Leader Ayatol-lah Ali Khamenei condemned the execution Sunday in a statement on his website, saying al-Nimr “neither invited people to take up arms nor hatched covert plots. The only thing he did was public criticism.” Iran’s powerful Revolutionary Guard said Saudi Arabia’s “medieval act of savagery” in executing the cleric would lead to the “downfall” of the country’s monarchy.

Saudi Arabia’s Foreign Minis-try said that by condemning the execution, Iran had “revealed its true face represented in support for terrorism.”

The statement, carried by the of-ficial Saudi Press Agency, accused Tehran of “blind sectarianism” and said that “by its defense of terror-ist acts” Iran is a “partner in their

crimes in the entire region.” Al-Nimr was convicted of terrorism charges but denied ever advocating violence.

Sunni Saudi Arabia and Shiite Iran are locked in a bitter rivalry, and support opposite sides in the wars in Syria and Yemen. Iran ac-cuses Saudi Arabia of supporting “terrorism” in part because it backs Syrian rebel groups, while Riyadh points to Iran’s support for the Leb-anese Hezbollah and other Shiite militant groups in the region.

The Iranian Foreign Ministry has summoned the Saudi envoy in Tehran to protest, while the Saudi Foreign Ministry later said it had summoned Iran’s envoy to the kingdom to pro-test Iran’s criticism of the execution, saying it represented “blatant interfer-ence” in its internal affairs.

In Tehran, the crowd gathered outside the Saudi Embassy early Sunday and chanted anti-Saudi slogans. Some protesters threw stones and Molotov cocktails at the embassy, setting off a fire in part of the building, said the country’s top police official, Gen. Hossein Saje-dinia, according to the semiofficial Tasnim news agency. He later said police had removed the protesters from the building and arrested some of them, adding that the situation had been “defused.”

Hours later, Tehran prosecutor Abbas Jafari Dowlatabadi said 40 people had been arrested on suspi-cion of taking part in the embassy attack and investigators were pursu-ing other suspects, according to the semi-official ISNA news agency.

Iranian President Hassan Rou-hani, while condemning Saudi Arabia’s execution of al-Nimr, also branded those who attacked the Saudi Embassy as “extremists.”

“It is unjustifiable,” he said in a statement.

The cleric’s execution could also complicate Saudi Arabia’s relation-ship with the Shiite-led government in Iraq. The Saudi Embassy in Baghdad is preparing to formally reopen for the first time in nearly 25 years. Already on Saturday there were public calls for Prime Minister Haider al-Abadi to shut the embassy down again.

Al-Abadi tweeted Saturday night that he was “shocked and saddened” by al-Nimr’s execution, adding that “peaceful opposition is a fundamental right. Repression does not last.”

On Sunday, Iraq’s top Shiite cleric, Grand Ayatollah Ali al-Sistani, called al-Nimr a martyr and said his blood and that of other Shiite protesters “was unjustly and aggressively shed.” (ap)

BEIJING — China rejected a protest from Vietnam over a flight test it has conducted on a new airstrip on a man-made island in the South China Sea, saying it is part of China’s territory.

Vietnam Foreign Ministry spokesman Le Hai Binh said that the test flight violated Vietnam’s sovereignty, breached mutual understanding and hurt the bilateral relations.

“Vietnam resolutely protests Chinese above-said action and demand that China immediately stop, not repeat similar actions,” he said in a statement.

In a response Saturday, Chinese Foreign Min-istry spokeswoman Hua Chunying said the test flight on the newly built airstrip on Fiery Cross Reef in the Spratly Islands was carried out to find out if the new airfield met the standards for civil aviation.

“Relevant activity falls completely within China’s sovereignty,” Hua said in a statement. “The Chinese side will not accept the unfounded accusations from the Vietnamese side.”

China has become more assertive in press-ing its claims to the South China Sea islands, an archipelago rich in natural resources that is the focal point of rival claims by neighboring governments.

China has recently piled sand on coral reefs atop of which it built airfields, radar installa-tions and docking facilities. As with most of its policy in the South China Sea, Beijing has remained opaque about its plans for the island airstrips.

Beijing insists its island building works are justified and don’t constitute a threat to stabil-ity and freedom of navigation. The U.S. and its regional allies have expressed concern that China’s robust assertion of its claims has ag-gravated tensions.

Although Vietnam already has an airstrip in the Spratlys, it is just long enough to accom-modate slow-moving cargo and surveillance planes. China’s airstrip on Fiery Cross Reef is long enough for bombers capable of launching cruise missiles.(ap)

Unfortunately in the matter of law enforcement, Bali is still under public enquiry, particularly regard-ing the handling of corruption and inexpensive justice.

Legal practitioner Gede Erlangga Gautama said on Wednesday (Dec. 30), that in terms of corruption cases, law enforcement officials (both police and prosecutors) have not been able to have active officials prosecuted for corruption.

Although the role of such of-ficials in corruption cases is often revealed through criminal investi-gations and probing in trials, they have somehow escaped being tar-geted by authorities. Many people assess that the handling of corrup-tion cases is still too selective, and that only individual officials who have already retired or left office are dragged into such cases.

Chief of the Denpasar District Court, Prim Haryadi, accompanied by Deputy Registrar of Legal Affairs, Ida Putu Sudika, said last Tuesday, that in Denpasar and Badung there thousands of cases went to trial last year. A total of 2,806 crimes passed thought the the Denpasar District Court in 2015, with 1,162 general crimes, 52 corruption cases, and in the civil sector there were 902 lawsuits and 610 petitions.

Sudika explained that 853 of the general crimes cases and 39 of the corruption cases for 2015 have been resolved. In the civil sector, a total of 890 lawsuits and 550 peti-tions have been settled this year. “We reveal this information for the sake of public transparency -to show that we are working seriously in the courts to follow up on all the incoming complaints filed by the

public,” said Sudika.He added however that in re-

gards to corruption cases in Bali, application of the law is not yet proportional to the number of actual cases. “In other words, many cases are associated with politics. Is there some reason that law enforcement officials do not dare to target of-ficials that hold active positions of power? We must not allow law enforcement officers to wait for officials to retire or leave the government before taking action,” challenged Sudika.

He added that law enforcement needs to ignore political nuances. “For example, in a legal case of corruption between a private party and a government official, it is not logical for law enforcement officers to have only one suspect because there is alway at least one person offering money and another taking it,” he pointed out.

Indeed political interest is very prominent, especially given that law enforcement officers have a hard time verifying the facts because they do not necessary understand

everything that is at stake.“For example, in a bribery case,

there is a briber and bribed party, so there needs to be at least two suspect, but seldom do we see a crack down on on the people in-volved, seldom are officials who have shown indications of commit-ting corruption being summoned. If there were more courage on the part of law enforcement officials, I am confident that state losses could be prevented. Enforcement officials need to be prepared to face the consequences of calling people out, if they really intend to eradicate corruption,” explained Sudika.

When asked about the ‘mental revolution’ within law enforcement in Bali, Sudika admitted that law enforcement has been improving and taking steps in the right direc-tion by having more transparency in court administrators. “There have been improvements in court perfor-mance, although some individuals remain laughable,” he said.

Justice in Denpasar has seen some reforms, especially regarding the distribution of cases, so that

there are no longer huge backlogs of cases. “Now, there is more transpar-ency so people are more confident about seeking justice, unlike in the past when it was assumed that there could be no justice achieved,” he said.

There is now a running schedule system, division of court rooms, formation of judges and a separa-tion between civil and criminal cases.

“The lack of accumulation of cases is part of the reform that we are seeing. With increased transpar-ency, seekers of justice fee less and less that seeking justice is costly, complicated and other such nega-tive stigmas are also decreasing,” he praised.

In conclusion, reform to law enforcement are still needed so that those seeking justice do not feel overly burdened and assumptions about the law will not be made a priori. The nawacita program is clear about the need to conduct legal reform in order to improve the authority of the government. (kmb37)

SINGARAJA - Buleleng, like the other districts of Bali, received the circular from the governor of Bali stating that all billboards, banners and other media from mass organizations (gangs) must be taken down. Buleleng district’s police, military and customary villages all play a vital role in maintaining security. Pecalang (customary village security), have significantly contributed to ensur-ing the security of customary and cultural activities in rural areas.

Chief of Buleleng customary village, Jro Nyoman Sutrisna, said that maintaining security has been very effective, chiefly because of the role of pecalang. Sutrisna even held a pasraman pecalang meeting recently, that involved police officers and the Indonesian military (TNI). The existence of pecalang needs to be prioritized in accordance with the order of the customs and culture of Bali. Pecalang are expected to be able to maintain security in the terri-tory of Buleleng’s customary vil-lages. “Pecalang must be able to supervise the territory, especially during the implementation of cus-tomary activities,” he said.

Sutrisna added that there is no justification for anyone who

serves as a pecalang to also be a member of a mass organization, as this runs contrary to Balinese customs and culture. Furthermore, the central function of pecalang should be strengthened by swiftly conducting joint coordination with police and military officers. “Each have different primary tasks and functions but they have mutual synergy in maintain-ing the security of their respec-tive customary villages,” added Sutrisna.

Pecalang are expected to im-prove their faith and devotion in according with the customs and culture in Bali. During his experience of coaching pecalang, Sutrisna said that pecalang in the region have never experienced any problems with the two major mass organizations in Bali. Cus-tomary villages certainly have an obligation to take action and look into any allegations of someone committing violations of customs. “Our pecalang have been given guidance and maintain an attitude of security in society,” he said.

To muffle the emotions lower level members of mass organiza-tions members, Buleleng Police Chief, Harry Haryadi, has de-ployed his personnel at subdistrict

police station. He considers it necessary to have the presence of the government in subdistrict, cus-tomary villages, military regions and other locations. They must all work together to maintain security

in every customary village. “All parties must be consistent in seek-ing common ground from the top down. Government and customary villagess in the region should be involved. Now, I will take action

and immediately process any mass organization or individual daring to act anarchically, with-out regards for the background of the people involved,” he said. (kmb34)

three years. A similar index for service industries continued an expansion, coming in at 54.4 for December, up from 53.6 in November. (ap)

“A low point could be in the first quarter,” Dudley told BBC radio.

Oil prices fell by 34 percent in 2015, battered by prolonged global oversupply and a slowdown in energy-hungry China’s economy.

Dudley predicted that prices could stabilise towards the end of the year, but would remain low for the forseeable future.

“Prices are going to stay lower for longer, we have said it and I think we are in this for a couple of

years. For sure, there is a boom-and-bust cycle here,” Dudley said.

Prices have particularly slumped since December 4 when the Orga-nization of the Petroleum Export-ing Countries decided against

Analysts, mutual-fund managers and other forecasters are telling investors to expect lower returns from stocks and bonds in 2016 than in past years. They’re also predicting more severe swings in prices. Remember that 10 percent drop for stocks that freaked investors out in August? It likely won’t take another four years for the next one.

The good news is that few economists are predicting a recession in 2016. That means stocks and other investments can avoid a sustained slide and keep grinding higher, analysts say. Next year is expected to look more like this year, with gyrating stock prices on track to end close to where they started, than the bull market’s euphoric earlier years like 2013 and its 32 percent surge in the Standard & Poor’s 500 index.

“You have to be realistic and think the outsized runs we’ve had — in 2013, for instance — are pretty unlikely,” said Mike Barclay, portfolio manager at the Columbia Dividend Income mutual fund. “Trees don’t grow to the sky.”

The list of reasons for muted expecta-tions is long. Economic growth around the world remains frustratingly weak, and earnings growth for big U.S. companies has stalled. Stock prices aren’t cheap when measured against corporate earnings, un-like the early years of this bull market. He asked the land to be taken advantage for a park so that it can beautify the space and appearance of the Ban-jar village. Previously, there was a desire to use the former market area into the new office building of local headman. Responding to this proposal, the regent still looks the design first. “Hopefully, the land can be maximized so that it can provide benefit for the public in general,” he said.

To note, the government of Buleleng initially planned to renovate the Banjar village market but it was canceled due to land availability problem. On this condition, the district government with village leaders agreed to use the temple property belonging to two customary villages namely the Banjar and Tegeha. JAKARTA - The Indonesian government will appeal a court’s rejection of a $565 million lawsuit against a pulp and paper company accused of failing to prevent fires that blanketed Southeast Asia in toxic haze, an official said Thurs-day.

The court on Sumatra island Wednesday dismissed the civil suit brought by authorities against Bumi Mekar Hijau, a supplier to global giant Asia Pulp and Paper, over fires on plantation land in 2014, saying there was insufficient evidence.

The haze-belching fires occur every year as land is cleared using slash-and-burn methods to make way for palm oil and pulp and paper plantations on Sumatra and the In-donesian part of Borneo island.

The damages would have been the biggest ever levied against a firm over such burning activities in Indonesia, and environmental-ists said the rejection was a major setback in efforts to take on those behind the annual haze outbreaks.

Environment ministry spokes-man Eka Widodo Sugiri said the government would file an appeal against the court’s decision within two weeks.

“Our nation’s dignity was dis-turbed, we received complaints from neighbouring countries,” Sugiri told AFP.

Plantation companies are respon-sible for ensuring fires do not break out on their land, but blazes still occur frequently.

Major firms have “zero-burn” policies and typically insist fires in-side their concessions start outside before spreading in, and are started by people not working for them.

Authorities accused Bumi Me-kar Hijau of failing to prevent widespread fires in a concession in South Sumatra province last year, according to state-run Antara news agency.

The company is also being inves-tigated over this year’s fires, with its operations frozen in December.

The 2015 blazes, which occurred mainly in September and October, were the worst for years, prompting thousands to fall ill, and leading to flight cancellations and school closures across the region.

Bumi Mekar Hijau was one of 20 firms who were punished in an unprecedented move over the blazes.

Activist Riko Kurniawan, from The Indonesian Forum for the Envi-ronment, said the lawsuit rejection set a “bad precedent”.

“We really regret the decision of the judges who rejected the lawsuit, it is another failed attempt to seek justice for victims of the haze,” he said.

The haze crisis also caused huge damage to the Indonesian economy, with the World Bank estimating the cost at $16 billion -- more than double the sum spent on rebuilding Aceh province after the devastating 2004 tsunami. (afp)

The attack on the Pathankot air force base, which started before dawn Saturday, left seven Indian troops and four gunmen dead, and is seen as an attempt to undo recent improvements in the relationship between archrivals India and Pakistan.

Combing operations were con-tinuing at the base Sunday, air force spokeswoman Rochelle D’Silva said. Officials gave no other details about the situation at the base, but by late Sunday afternoon there was no word that it had been secured.

At least one grenade blast was heard from inside the compound Sunday morning and several tele-vision channels reported that there was fresh gunfire later in the day. At least seven trucks with soldiers and several armored vehicles were seen entering the base, but officials declined to comment.

Since Saturday morning, the base has been swarming with air

force commandos, troops from In-dia’s elite National Security Guard and local police.

The number of troops killed in the attack rose to seven on Sunday, after four soldiers succumbed to their injuries overnight and another died after being wounded in an explosion, officials said.

D’Silva gave no details about the death of an elite commando Sunday morning, except to say that he was seriously wounded in a blast. News reports said the commando was killed while de-fusing explosives. More details are expected from a press briefing by India’s home secretary later Sunday.

The attack at one of India’s major air force bases started a few hours before dawn Saturday when a group of militants entered the area of the base where the living quarters are located, the Defense Ministry

said. The gunbattle — which lasted about 14 hours — came just a week after Indian Prime Minister Nar-endra Modi made a surprise visit to archrival Pakistan and met with his Pakistani counterpart, Nawaz Sharif.

It was the first visit to Pakistan in 12 years by an Indian prime minister and marked a significant thaw in the mostly tense rela-tions between the nuclear-armed neighbors. The two leaders also held an unscheduled meeting at the Paris climate change talks last month.

The sprawling Pathankot air force base is spread over several kilometers (miles), including some forested sections. It houses a fleet of India’s Russian-origin MiG-21 fighters and Mi-25 and Mi-35 at-tack helicopters, along with other military hardware. The Defense Ministry said no aircraft or military equipment was damaged in the fighting.

The base is on the highway that connects India’s insurgency-plagued Jammu and Kashmir state with the rest of the country. It’s also

very close to India’s border with Pakistan.

The Himalayan region of Kash-mir is divided between India and Pakistan, but is claimed in its entirety by both. Rebels in India’s portion of Kashmir have been fight-ing since 1989 for independence or

ISTANBUL — The Turkish coast guard has rescued 57 people who were stranded on a tiny island in the Aegean Sea after attempting to reach Greece.

The state-run Anadolu news agency says helicop-ters evacuated 12 people including three sick children from the islet near the Turkish coastal town of Dikili in Izmir province. Small fishing boats helped rescue the others, as coast guard vessels were unable to navigate the rocky area. There was no mention of fatalities or the nationalities of those rescued.

More than a million people reached Europe in 2015 in the continent’s largest influx of refugees since the end of World War II. Nearly 3,800 migrants didn’t make it, losing their lives in the Mediterranean after their overcrowded boats sunk. The Greek islands were a major entry point. (ap)

BERLIN — German police say an 11-year-old girl who was killed on New Year’s Day appears to have been a random shooting victim.

The unidentified girl was struck

in the head Friday by a bullet while she was out on the street with adults and other children in the town Oberaurach, north of Nuremberg.

While fireworks are commonly

used in Germany during New Year’s celebrations, live bullets aren’t usually fired.

A spokeswoman for police in the Lower Franconia region says the

bullet was fired from a small-caliber firearm that would have required a permit. Police are appealing for information to help find the weapon and identify the shooter.

Police spokeswoman Kathrin Thamm said in an email Sunday that “according to current informa-tion the girl who was killed was a random victim.” (ap)

Rooney tucked away a brilliant flicked finish mid second half to earn United a 2-1 victory over Swansea in the Premier League on Saturday, ending an eight-match winless run that left Van Gaal in a fragile position at England’s big-gest club.

Rooney tucked away a brilliant flicked finish mid second half to earn United a 2-1 victory over Swansea in the Premier League on Saturday, ending an eight-match winless run that left Van Gaal in a fragile position at England’s big-gest club.

Anthony Martial, who put Unit-ed ahead just after halftime, drifted past his marker on the left wing and crossed low for Rooney to produce a deft finish with his left heel from the edge of the six-yard box. It was the kind of inspirational act that has been in short supply at Old Trafford for weeks. “It was his left foot behind his right foot,” Van Gaal said. “You cannot imagine what goal that is.”

“It’s not been the luckiest of places, Manchester, in the last few weeks,” said caretaker Swansea coach Alan Curtis, whose team lost 2-1 at Man City last month after conceding in injury time.

Van Gaal deployed a three-man defense to give the team more at-tacking options after its recent scor-ing woes but United looked danger-ous only in the second half. The atmosphere was funereal at times, save for chants from the away end about Van Gaal’s position.

At the halftime whistle, United had failed to score a first-half goal again. The last one was in Sep-tember — and that was a penalty. But Van Gaal retained his bold ap-proach, and it came off in the end.

“It’s amazing that you can per-form the game plan like we have done, in a risky style, under this pressure,” Van Gaal said. “That is a positive sign.”

There was still only a smattering of boos for United at halftime, de-spite the team’s below-par showing, and the crowd finally came alive when Martial came in off his left-wing position and met a cross from the impressive Ashley Young with a downward header into the net.

The goal sparked United into life, with the team’s passing be-coming sharper and Ander Her-rera shooting over, but Swansea almost equalized when Andre Ayew headed Sigurdsson’s cross against the post.

Swansea was causing problems down United’s left, where halftime substitute Matteo Darmian was being overrun, and the goal came from that flank. Substitute Modou Barrow worked some space, cut back and then floated a short cross over for Sigurdsson, who looped a header over goalkeeper David de Gea.

BARCELONA, Spain — Bar-celona was held to 0-0 at Espanyol to cede the provisional lead of the Spanish league to Atletico Madrid on Saturday, after Diego Simeone’s side got some late heroics from substitute Thomas Partey for the second time in four days.

Partey went on in the 73rd minute with Atletico struggling to find the net at home against Levante after hitting the woodwork three times. Eight min-utes later, he executed a superb dribble to slalom past three defenders before goalkeeper Diego Marino spilled his shot over the goalline to snatch a 1-0 win over the last-place visitors.

“Once again, the changes gave us the boost we needed, above all Thomas with his decisive run,” Simeone said. The victory lifted Atletico two points ahead of Barcelona, which still has a game to play.

Barcelona’s Lionel Messi and Luis Suarez were also denied by the goal-frame as the defending champions drew for a third time in four rounds after being kept in check by crosstown rival Espanyol.

Atletico was again plagued by the same lack of finishing touch that its strong defending has compensated for to keep it in the title chase.

Ranked second is the Na-tional Mark of Komodo in East Nusa Tenggara. The Galapagos islands in Ecuador was ranked third followed by Coral Triangles in Asia Pacific, the Philippines, Silver Bank of the Republic of

Dominica, Palau in Micronesia, Greet Barrier Reef in Australia, the Solomon island, Isla Holbox in Mexico, and Kealakekua Bay in Big Island, Hawaii.

The minister attributed the finding and promotion of poten-tial tourist destinations in the country to hard work of all related agencies. “Intensive promotional campaigns have begun to bear fruit,” he said.

JAKARTA - The Indonesian government will appeal a court’s rejection of a $565 million lawsuit against a pulp and paper company accused of failing to prevent fires that blanketed Southeast Asia in toxic haze, an official said Thurs-day.

The court on Sumatra island Wednesday dismissed the civil suit brought by authorities against Bumi Mekar Hijau, a supplier to global giant Asia Pulp and Paper, over fires on plantation land in 2014, saying there was insufficient evidence.

The haze-belching fires occur every year as land is cleared using slash-and-burn methods to make way for palm oil and pulp and paper plantations on Sumatra and the In-donesian part of Borneo island.

The damages would have been the biggest ever levied against a firm over such burning activities in Indonesia, and environmental-ists said the rejection was a major setback in efforts to take on those behind the annual haze outbreaks.

Environment ministry spokes-man Eka Widodo Sugiri said the government would file an appeal against the court’s decision within two weeks.

“Our nation’s dignity was dis-turbed, we received complaints from neighbouring countries,” Sugiri told AFP.

Plantation companies are respon-sible for ensuring fires do not break out on their land, but blazes still occur frequently.

Major firms have “zero-burn” policies and typically insist fires in-side their concessions start outside before spreading in, and are started by people not working for them.

Authorities accused Bumi Me-kar Hijau of failing to prevent widespread fires in a concession in South Sumatra province last year, according to state-run Antara news agency.

The company is also being inves-tigated over this year’s fires, with its operations frozen in December.

The 2015 blazes, which occurred mainly in September and October, were the worst for years, prompting thousands to fall ill, and leading to flight cancellations and school closures across the region.

Bumi Mekar Hijau was one of 20 firms who were punished in an unprecedented move over the blazes.

Activist Riko Kurniawan, from The Indonesian Forum for the Envi-ronment, said the lawsuit rejection set a “bad precedent”.

“We really regret the decision of the judges who rejected the lawsuit, it is another failed attempt to seek justice for victims of the haze,” he said.

The haze crisis also caused huge damage to the Indonesian economy, with the World Bank estimating the cost at $16 billion -- more than double the sum spent on rebuilding Aceh province after the devastating 2004 tsunami. (afp)

The attack on the Pathankot air force base, which started before dawn Saturday, left seven Indian troops and four gunmen dead, and is seen as an attempt to undo recent improvements in the relationship between archrivals India and Pakistan.

Combing operations were con-tinuing at the base Sunday, air force spokeswoman Rochelle D’Silva said. Officials gave no other details about the situation at the base, but by late Sunday afternoon there was no word that it had been secured.

At least one grenade blast was heard from inside the compound Sunday morning and several tele-vision channels reported that there was fresh gunfire later in the day. At least seven trucks with soldiers and several armored vehicles were seen entering the base, but officials declined to comment.

Since Saturday morning, the base has been swarming with air

force commandos, troops from In-dia’s elite National Security Guard and local police.

The number of troops killed in the attack rose to seven on Sunday, after four soldiers succumbed to their injuries overnight and another died after being wounded in an explosion, officials said.

D’Silva gave no details about the death of an elite commando Sunday morning, except to say that he was seriously wounded in a blast. News reports said the commando was killed while de-fusing explosives. More details are expected from a press briefing by India’s home secretary later Sunday.

The attack at one of India’s major air force bases started a few hours before dawn Saturday when a group of militants entered the area of the base where the living quarters are located, the Defense Ministry

said. The gunbattle — which lasted about 14 hours — came just a week after Indian Prime Minister Nar-endra Modi made a surprise visit to archrival Pakistan and met with his Pakistani counterpart, Nawaz Sharif.

It was the first visit to Pakistan in 12 years by an Indian prime minister and marked a significant thaw in the mostly tense rela-tions between the nuclear-armed neighbors. The two leaders also held an unscheduled meeting at the Paris climate change talks last month.

The sprawling Pathankot air force base is spread over several kilometers (miles), including some forested sections. It houses a fleet of India’s Russian-origin MiG-21 fighters and Mi-25 and Mi-35 at-tack helicopters, along with other military hardware. The Defense Ministry said no aircraft or military equipment was damaged in the fighting.

The base is on the highway that connects India’s insurgency-plagued Jammu and Kashmir state with the rest of the country. It’s also

very close to India’s border with Pakistan.

The Himalayan region of Kash-mir is divided between India and Pakistan, but is claimed in its entirety by both. Rebels in India’s portion of Kashmir have been fight-ing since 1989 for independence or

ISTANBUL — The Turkish coast guard has rescued 57 people who were stranded on a tiny island in the Aegean Sea after attempting to reach Greece.

The state-run Anadolu news agency says helicop-ters evacuated 12 people including three sick children from the islet near the Turkish coastal town of Dikili in Izmir province. Small fishing boats helped rescue the others, as coast guard vessels were unable to navigate the rocky area. There was no mention of fatalities or the nationalities of those rescued.

More than a million people reached Europe in 2015 in the continent’s largest influx of refugees since the end of World War II. Nearly 3,800 migrants didn’t make it, losing their lives in the Mediterranean after their overcrowded boats sunk. The Greek islands were a major entry point. (ap)

BERLIN — German police say an 11-year-old girl who was killed on New Year’s Day appears to have been a random shooting victim.

The unidentified girl was struck

in the head Friday by a bullet while she was out on the street with adults and other children in the town Oberaurach, north of Nuremberg.

While fireworks are commonly

used in Germany during New Year’s celebrations, live bullets aren’t usually fired.

A spokeswoman for police in the Lower Franconia region says the

bullet was fired from a small-caliber firearm that would have required a permit. Police are appealing for information to help find the weapon and identify the shooter.

Police spokeswoman Kathrin Thamm said in an email Sunday that “according to current informa-tion the girl who was killed was a random victim.” (ap)

BEIJING — A monthly survey shows that a contraction in Chinese manufacturing eased slightly in December, while service industries continued to expand.

The numbers were a potential sign of recovery among export-ers in the world’s No. 2 economy, while reflecting the government’s efforts to shift the economy’s

focus from manufacturing and exports to services and domestic consumption.

The purchasing managers’ index for manufacturers, com-

piled by the Chinese Federation for Logistics and Purchasing, came in at 49.7 in December, up from 49.6 in November — which was its weakest point in

three years. A similar index for service industries continued an expansion, coming in at 54.4 for December, up from 53.6 in November. (ap)

“A low point could be in the first quarter,” Dudley told BBC radio.

Oil prices fell by 34 percent in 2015, battered by prolonged global oversupply and a slowdown in energy-hungry China’s economy.

Dudley predicted that prices could stabilise towards the end of the year, but would remain low for the forseeable future.

“Prices are going to stay lower for longer, we have said it and I think we are in this for a couple of

years. For sure, there is a boom-and-bust cycle here,” Dudley said.

Prices have particularly slumped since December 4 when the Orga-nization of the Petroleum Export-ing Countries decided against

limiting production as members fight to keep market share.

NEW YORK — Investing is becom-ing more of a grind. Expect it to stay that way. Analysts, mutual-fund managers and other forecasters are telling investors to expect lower returns from stocks and bonds in 2016 than in past years. They’re also predicting more severe swings in prices. Remember that 10 percent drop for stocks that freaked investors out in August? It likely won’t take another four years for the next one.

The good news is that few economists are predicting a recession in 2016. That means stocks and other investments can avoid a sustained slide and keep grinding higher, analysts say. Next year is expected to look more like this year, with gyrating stock prices on track to end close to where they started, than the bull market’s euphoric earlier years like 2013 and its 32 percent surge in the Standard & Poor’s 500 index.

“You have to be realistic and think the outsized runs we’ve had — in 2013, for instance — are pretty unlikely,” said Mike Barclay, portfolio manager at the Columbia Dividend Income mutual fund. “Trees don’t grow to the sky.”

The list of reasons for muted expecta-tions is long. Economic growth around the world remains frustratingly weak, and earnings growth for big U.S. companies has stalled. Stock prices aren’t cheap when measured against corporate earnings, un-like the early years of this bull market. The Federal Reserve also just lifted short-term interest rates for the first time in nearly a de-cade. Besides making all kinds of markets more volatile, higher rates could also hurt prices of bonds in investors’ and mutual funds’ portfolios.

The investment-bank Barclays gave this succinct title on its 100-page outlook report for 2016: “Curb your expectations.”

While it’s worth knowing the general sentiment on Wall Street, it’s also worth remembering financial forecasters have a

spotty record for accuracy.Analysts cite a long list of risks that

could upend their forecasts. Investments could tank if an unexpected spike in infla-tion rips through the global economy, for example, or if the slowdown in the world’s second-largest economy, China, ends up

even more severe than feared.But there is some comfort in the subdued

“We think investors will be rewarded

Saudi Arabia announced the execution of Sheikh Nimr al-Nimr on Saturday along with 46 others, including three other Shiite dis-sidents and a number of al-Qaida militants. It was largest mass execu-tion carried out by the kingdom in three and a half decades.

Al-Nimr was a central figure in protests by Saudi Arabia’s Shiite minority until his arrest in 2012, and his execution drew condem-nation from Shiites across the region.

Iran’s Supreme Leader Ayatol-lah Ali Khamenei condemned the execution Sunday in a statement on his website, saying al-Nimr “neither invited people to take up arms nor hatched covert plots. The only thing he did was public criticism.” Iran’s powerful Revolutionary Guard said Saudi Arabia’s “medieval act of savagery” in executing the cleric would lead to the “downfall” of the country’s monarchy.

Saudi Arabia’s Foreign Minis-try said that by condemning the execution, Iran had “revealed its true face represented in support for terrorism.”

The statement, carried by the of-ficial Saudi Press Agency, accused Tehran of “blind sectarianism” and said that “by its defense of terror-ist acts” Iran is a “partner in their

crimes in the entire region.” Al-Nimr was convicted of terrorism charges but denied ever advocating violence.

Sunni Saudi Arabia and Shiite Iran are locked in a bitter rivalry, and support opposite sides in the wars in Syria and Yemen. Iran ac-cuses Saudi Arabia of supporting “terrorism” in part because it backs Syrian rebel groups, while Riyadh points to Iran’s support for the Leb-anese Hezbollah and other Shiite militant groups in the region.

The Iranian Foreign Ministry has summoned the Saudi envoy in Tehran to protest, while the Saudi Foreign Ministry later said it had summoned Iran’s envoy to the kingdom to pro-test Iran’s criticism of the execution, saying it represented “blatant interfer-ence” in its internal affairs.

In Tehran, the crowd gathered outside the Saudi Embassy early Sunday and chanted anti-Saudi slogans. Some protesters threw stones and Molotov cocktails at the embassy, setting off a fire in part of the building, said the country’s top police official, Gen. Hossein Saje-dinia, according to the semiofficial Tasnim news agency. He later said police had removed the protesters from the building and arrested some of them, adding that the situation had been “defused.”

Hours later, Tehran prosecutor Abbas Jafari Dowlatabadi said 40 people had been arrested on suspi-cion of taking part in the embassy attack and investigators were pursu-ing other suspects, according to the semi-official ISNA news agency.

Iranian President Hassan Rou-hani, while condemning Saudi Arabia’s execution of al-Nimr, also branded those who attacked the Saudi Embassy as “extremists.”

“It is unjustifiable,” he said in a statement.

The cleric’s execution could also complicate Saudi Arabia’s relation-ship with the Shiite-led government in Iraq. The Saudi Embassy in Baghdad is preparing to formally reopen for the first time in nearly 25 years. Already on Saturday there were public calls for Prime Minister Haider al-Abadi to shut the embassy down again.

Al-Abadi tweeted Saturday night that he was “shocked and saddened” by al-Nimr’s execution, adding that “peaceful opposition is a fundamental right. Repression does not last.”

On Sunday, Iraq’s top Shiite cleric, Grand Ayatollah Ali al-Sistani, called al-Nimr a martyr and said his blood and that of other Shiite protesters “was unjustly and aggressively shed.” (ap)

BEIJING — China rejected a protest from Vietnam over a flight test it has conducted on a new airstrip on a man-made island in the South China Sea, saying it is part of China’s territory.

Vietnam Foreign Ministry spokesman Le Hai Binh said that the test flight violated Vietnam’s sovereignty, breached mutual understanding and hurt the bilateral relations.

“Vietnam resolutely protests Chinese above-said action and demand that China immediately stop, not repeat similar actions,” he said in a statement.

In a response Saturday, Chinese Foreign Min-istry spokeswoman Hua Chunying said the test flight on the newly built airstrip on Fiery Cross Reef in the Spratly Islands was carried out to find out if the new airfield met the standards for civil aviation.

“Relevant activity falls completely within China’s sovereignty,” Hua said in a statement. “The Chinese side will not accept the unfounded accusations from the Vietnamese side.”

China has become more assertive in press-ing its claims to the South China Sea islands, an archipelago rich in natural resources that is the focal point of rival claims by neighboring governments.

China has recently piled sand on coral reefs atop of which it built airfields, radar installa-tions and docking facilities. As with most of its policy in the South China Sea, Beijing has remained opaque about its plans for the island airstrips.

Beijing insists its island building works are justified and don’t constitute a threat to stabil-ity and freedom of navigation. The U.S. and its regional allies have expressed concern that China’s robust assertion of its claims has ag-gravated tensions.

Although Vietnam already has an airstrip in the Spratlys, it is just long enough to accom-modate slow-moving cargo and surveillance planes. China’s airstrip on Fiery Cross Reef is long enough for bombers capable of launching cruise missiles.(ap)

Unfortunately in the matter of law enforcement, Bali is still under public enquiry, particularly regard-ing the handling of corruption and inexpensive justice.

Legal practitioner Gede Erlangga Gautama said on Wednesday (Dec. 30), that in terms of corruption cases, law enforcement officials (both police and prosecutors) have not been able to have active officials prosecuted for corruption.

Although the role of such of-ficials in corruption cases is often revealed through criminal investi-gations and probing in trials, they have somehow escaped being tar-geted by authorities. Many people assess that the handling of corrup-tion cases is still too selective, and that only individual officials who have already retired or left office are dragged into such cases.

Chief of the Denpasar District Court, Prim Haryadi, accompanied by Deputy Registrar of Legal Affairs, Ida Putu Sudika, said last Tuesday, that in Denpasar and Badung there thousands of cases went to trial last year. A total of 2,806 crimes passed thought the the Denpasar District Court in 2015, with 1,162 general crimes, 52 corruption cases, and in the civil sector there were 902 lawsuits and 610 petitions.

Sudika explained that 853 of the general crimes cases and 39 of the corruption cases for 2015 have been resolved. In the civil sector, a total of 890 lawsuits and 550 peti-tions have been settled this year. “We reveal this information for the sake of public transparency -to show that we are working seriously in the courts to follow up on all the incoming complaints filed by the

public,” said Sudika.He added however that in re-

gards to corruption cases in Bali, application of the law is not yet proportional to the number of actual cases. “In other words, many cases are associated with politics. Is there some reason that law enforcement officials do not dare to target of-ficials that hold active positions of power? We must not allow law enforcement officers to wait for officials to retire or leave the government before taking action,” challenged Sudika.

He added that law enforcement needs to ignore political nuances. “For example, in a legal case of corruption between a private party and a government official, it is not logical for law enforcement officers to have only one suspect because there is alway at least one person offering money and another taking it,” he pointed out.

Indeed political interest is very prominent, especially given that law enforcement officers have a hard time verifying the facts because they do not necessary understand

everything that is at stake.“For example, in a bribery case,

there is a briber and bribed party, so there needs to be at least two suspect, but seldom do we see a crack down on on the people in-volved, seldom are officials who have shown indications of commit-ting corruption being summoned. If there were more courage on the part of law enforcement officials, I am confident that state losses could be prevented. Enforcement officials need to be prepared to face the consequences of calling people out, if they really intend to eradicate corruption,” explained Sudika.

When asked about the ‘mental revolution’ within law enforcement in Bali, Sudika admitted that law enforcement has been improving and taking steps in the right direc-tion by having more transparency in court administrators. “There have been improvements in court perfor-mance, although some individuals remain laughable,” he said.

Justice in Denpasar has seen some reforms, especially regarding the distribution of cases, so that

there are no longer huge backlogs of cases. “Now, there is more transpar-ency so people are more confident about seeking justice, unlike in the past when it was assumed that there could be no justice achieved,” he said.

There is now a running schedule system, division of court rooms, formation of judges and a separa-tion between civil and criminal cases.

“The lack of accumulation of cases is part of the reform that we are seeing. With increased transpar-ency, seekers of justice fee less and less that seeking justice is costly, complicated and other such nega-tive stigmas are also decreasing,” he praised.

In conclusion, reform to law enforcement are still needed so that those seeking justice do not feel overly burdened and assumptions about the law will not be made a priori. The nawacita program is clear about the need to conduct legal reform in order to improve the authority of the government. (kmb37)

SINGARAJA - Buleleng, like the other districts of Bali, received the circular from the governor of Bali stating that all billboards, banners and other media from mass organizations (gangs) must be taken down. Buleleng district’s police, military and customary villages all play a vital role in maintaining security. Pecalang (customary village security), have significantly contributed to ensur-ing the security of customary and cultural activities in rural areas.

Chief of Buleleng customary village, Jro Nyoman Sutrisna, said that maintaining security has been very effective, chiefly because of the role of pecalang. Sutrisna even held a pasraman pecalang meeting recently, that involved police officers and the Indonesian military (TNI). The existence of pecalang needs to be prioritized in accordance with the order of the customs and culture of Bali. Pecalang are expected to be able to maintain security in the terri-tory of Buleleng’s customary vil-lages. “Pecalang must be able to supervise the territory, especially during the implementation of cus-tomary activities,” he said.

Sutrisna added that there is no justification for anyone who

serves as a pecalang to also be a member of a mass organization, as this runs contrary to Balinese customs and culture. Furthermore, the central function of pecalang should be strengthened by swiftly conducting joint coordination with police and military officers. “Each have different primary tasks and functions but they have mutual synergy in maintain-ing the security of their respec-tive customary villages,” added Sutrisna.

Pecalang are expected to im-prove their faith and devotion in according with the customs and culture in Bali. During his experience of coaching pecalang, Sutrisna said that pecalang in the region have never experienced any problems with the two major mass organizations in Bali. Cus-tomary villages certainly have an obligation to take action and look into any allegations of someone committing violations of customs. “Our pecalang have been given guidance and maintain an attitude of security in society,” he said.

To muffle the emotions lower level members of mass organiza-tions members, Buleleng Police Chief, Harry Haryadi, has de-ployed his personnel at subdistrict

police station. He considers it necessary to have the presence of the government in subdistrict, cus-tomary villages, military regions and other locations. They must all work together to maintain security

in every customary village. “All parties must be consistent in seek-ing common ground from the top down. Government and customary villagess in the region should be involved. Now, I will take action

and immediately process any mass organization or individual daring to act anarchically, with-out regards for the background of the people involved,” he said. (kmb34)

Ski-in, ski-out used to just refer to prime lodgings that didn’t require a shuttle — or even a walk — to get to the trails. Today that coveted des-ignation has been expanded to bars and even spa treatments. It’s the ultimate in luxury — or laziness.

“Resorts want to differentiate themselves from one another,” says Jennifer Rudolph, spokes-woman for Colorado Ski Country USA. “It’s a stand-out perk that guests both want to try — and ap-preciate — at the same time.”

Helping this movement is the changing geography of resorts. Base areas have been reshaped in the past decade, with trails and lifts realigned to better suit real estate developers and expand the number of ski-in, ski-out proper-ties. Those new properties are leveraging their location as a perk to their rich clientele who have al-

ready seen and done everything.

“ M a g i c a l m o -ments with friends and families are the goal and destinations are doing it up big,” says Vicki Varela, managing director of the Utah Office of Tourism. “There are only so many hard assets resorts can upgrade within a property, but experi-ences create lifetime memories.”

Most spas offer a place to unwind, linger and escape the rush of modern life. At the

Viceroy Snowmass, skiers now have another option: two quick treatments designed as a mid-day break from the rigors of skiing.

One treatment focuses on reju-venating skiers’ feet, with a warm bath, exfoliating scrub, cuticle grooming, hot stone massage and ending with a moisturizing cream. The other focuses on warning up hands and feet with coconut oil. Each treatment costs $95 and is 30 minutes long, just quick enough to get you carving through powder in the afternoon.

They were designed “to give guests an opportunity to warm up, relax and give their feet some relief after being in ski boots,” says the Viceroy’s general man-ager Hugh Templeman. “The treatments are perfect for anyone who wants to ski for the entire ski day, but seeks a restorative respite

Forget ending your day on the mountain with a cold beer. This season, apres ski is going upscale at the Waldorf Astoria Park City. The hotel is partnering with Champagne maker Moet to build a $20,000 ski-in, ski-out Arctic Ice Lounge that includes ice sculptures of penguins (Moet’s mascot), igloos and ice seating for guests.

The bar will feature Champagne flights, bottle service and hand-crafted Champagne-based cock-tails, as well as menu items themed around a raw bar concept such as oysters, caviar and sashimi.

Glasses of Moet Ice will be $19, $40 for a flight and $95 for a bottle. Cocktails will be $12. It’s scheduled to open Jan. 15, a few days before the Sundance Film Festival, which starts Jan. 21 this year.

“Park City transforms itself into something very special during Sundance,” says the hotel’s gen-eral manager, Kerry Hing. “People are looking for what is new and creative and where to be seen. This is what we are co-branding with Moet to create.”

SKI resorts are upping the ante, finding new ways this season to pamper guests who barely want to leave the slopes.

“The Kuta tourist area will face a great challenge in the future be-cause from year to year the traffic there continues to get crowded. Therefore, the government and stakeholders in the tourism sector should all move to improve tour-ism in Bali, particularly in Kuta,” Nyoman remarked.

If the iconic tourism of Bali is not properly managed, it is feared that the tourists will be bored of coming to Kuta and find another

destination instead, he noted.“It is because other areas in

Indonesia are also managing their tourist attractions to attract more tourists,” Nyoman said, and added that foreign tourists who come to Bali feel comfortable and safe, and therefore this factor should be the priority while developing tourism.

“Indeed, Bali is famous for art and culture since the ancient times. However, if it is not accompanied

by comfort and security, domestic and foreign tourists will look for the other tourist attractions outside Bali,” he went on.

In addition, the government and stakeholders should pay at-tention to hygiene, because the presence of garbage is in the spotlight in the world of tourism, he noted.

“We have to find the solution to overcome the garbage problem in Bali, and all parties must be concerned about the environment,” he said.

Furthermore, all parties should make every effort to keep the island resort of Bali clean and green, he added. (ant)

DENPASAR - Although the Bali Tourism Office is pessimistic about being able to reach its targeted 7 million domestic tourist arrivals this year, they remain confident that the target of 4 million foreign tourists can be reached.

“I think that our foreign tourists target can be reached, but I cannot promise that our domestic tourist target will be reached, due to a number of constraints such as the closing of the airport after the erup-tions of Mount Raung and Mount Barujari and the school holidays that coincided with Ramadan,” said the Head of the Bali Tourism Office, A.A. Gede Yuniartha Putra.

As of October 2015, only 6 mil-lion domestic tourists visited Bali, falling short of the projected figures. The Bali Teouism Office is project-ing only a slight increase next year with a target of 7.5 million domestic visitors.

“We are still waiting for the results for the numbers for the end of 2015, but I am estimating 7.5 million domestic tourists next year and 4.2 million foreign tourists,” said Yuniartha.

A member of Commission II of the Bali House of Representatives, A.A. Ngurah Adhi Ardhana, con-siders that the Bali Tourism Office lacks determination in reaching the domestic target, saying that even though natural disasters cannot be

predicted, that they should nonethe-less try to find innovative ways of drawing more people in -despite such incidents.

“Except in the case of natural disasters that occur at the end of the year, efforts should continue to be made to meet the targeted number of tourists by coordinating with the districts and municipality and encouraging them and directing them about what they should do to attract tourists after disruptions,” he said.

Adhi Ardhana continued that innovations could include things like promoting particular things like conferences instead of school holidays, when the school holidays land on the month of fasting. That way the number of domestic tourists can still reach the targeted number despite the influence of sudden or unpredictable things like natural disasters, said Ardhana.

This PDI-P politician also criticized the amount of domestic tourist arrivals, saying that is should always be double the tar-geted number of foreign tourists arrivals. “Everywhere the targeted number of domestic travelers should double the targeted number of foreign tourist arrivals. EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

He also explained that putting restrictions on privately owned vehicles runs counter to the Bali provincial government’s efforts to increase the regionally generated revenue through motor vehicle taxes and charges for vehicle own-ership transfers. Bali, however needs to find a way to maintain the number of vehicles according to the carrying capacity of the island.

Inviting the public to use public transportation is one solution to the problem of road congestion. “Of course, public transport needs to be comfortable and punctual, and infrastructure such as bus shelters, also need to be appealing,” stated Artika.

Currently the Trans Sabagita bus service, that was designed to facilitate inter-regional connec-tions, only serves 4 of the 17 major corridors that it plans to cover. As a result many people prefer to use private vehicles, especially if they want to stop at a few places on their trip. “We are still working on the project, and are focused on areas that have no feeders such as Gianyar and Tabanan, that need to be connected. At Pesiapan terminal (Tabanan), for example, there is a bus to Kuta and the airport, but North Tabanan needs to be con-nected to Pesiapan Terminal by feeder buses. Many people in Lebih (Gianyar) want to be connected to Klungkung but we are no ready. If there were feeder buses to Lebih from Gianyar, perhaps there would be more passengers,” said Artika.

Existing feeder buses, said Ar-tika, are encouraged to actively look for passengers by running their route every ten minutes instead of stopping in random locations and waiting for passengers, which can

in fact result in a pay cut for driv-ers who commit such violations. Unfortunately punctuality is still an issue because of existing traffic conditions.

“We’re also thinking about creat-ing non-land based means of trans-portation such as rail in conjunction

with marine modes for cross Bali transport,” he said.

Head of the Bali Development Planning Board (Bappeda), I Putu Astawa, said that plans for the development of rail-based trans-portation will enter the assessment phase in 2016.

Previously, there had been a study done that stated that Mengwi (Badung)-Buleleng cor-ridor is the most viable route for train service given the volume of people that move between these two areas.

“After the assessment phase,

there needs to be a feasibility study and then a detailed engi-neering design (DED) and the cost of a Mengwi-Badung train route would be somewhere around IDR 100 trillion and would take about 5 years to realise,” said Astawa. (kmb32)

According to the Bali’s Po-lice’s data there were 1, 227 traffic accidents between January and October of 2015. There were 414 deaths, and 205 severe inju-ries and 1, 557 people suffered minor injuries. Material losses amounted to IDR 3.22 billion.

The numbers for 2014 showed far more deaths, with a total of 598 and 382 severe injuries, 2,150 minor injuries and material losses of IDR 4 billion. In 2013 there were 2,166 traffic accidents that resulted in 578 fatalities, 651 severe injuries and 2,726 minor

injuries with material losses of just over IDR 4 billion.

Despite the decreasing figures, the Bali Police still recorded a to-tal of 88,405 traffic violations for 2015, most of which were from the private sector. A tool of 3, 647 of these violations were related to driver’s license violations (class A Public had 96 violators, class B 1 had 912 violators, class B1 Public had 1,203 violators and B2 had 151 violators.

Spokesman for Bali Police, Herry Wiyanto, said that they will continue to work on decreasing the number of traffic accidents through education, enforcement and though traffic engineering. One engineer-ing measure has being applied on Jalan Teuku Umar, Denpasar that often experiences traffic conges-tion, with the construction of a road median.

Wiyanto went on to say that the Bali Police still need to look into

which roads require traffic lights and road signs and mirror on sharp bends.

The Bali Police also intends to focus on ensuring that driver’s li-censes are only issued to applicants who are eligle to receive such a license. “A great breakthrough has been made by Gianyar Police. They have created a program involving the customary village whirring ap-plicants have to take a driver’S test in Gianyar square,” he said. (jay)

come a special note for foreign tour-ists to visit Bali because they did not want their security to be threatened while traveling to Bali, he said.

Because of the incidents, the number of tourists particularly from neighboring Australia, Singapore and Malaysia, who make up the vast majority of tourist arrivals in Bali,

declined in the past three months, he said.

Until November 2015, the number of tourist arrivals in Bali was recorded at 3,633,056, while the number of tourist arrivals in December 2015, seemed to be unable to meet the target of four million tourist arrivals, he said. After all, the local govern-ment and tourism operators in Bali must thank God that the number of tourist arrivals inched closer to the target, he said.

The Bali Tourism Office said in

a report released recently that the number of tourists visiting Bali in the January-November 2015 period reached a total of 3,633,056, up by 6.25 percent as compared to the same period a year earlier.

The number of Australians visiting Bali declined to 94,449 in October from 101,625 in September and further plummeted to 56,719 in No-vember last year.

Likewise, the number of Malaysian tourists fell 15 percent to 168,231 in the January-November 2015 period

from 198,133 in the same period a year earlier and the number of Singaporean tourists declined 19 percent to 125,876 from 156,892. (ant)

Artika added that there is a 13 percent increase in the number of vehicles on the road every year, whereas there is only a 1 percent in-crease in the amount of road space. Ideal transportation density for big cities is between 15 to 20 percent of all space devoted to roads. However

in Denpasar, only 6 percent of the total area of the city is road space.

Bali’s overall VC Ratio (volume capacity for roads) is already at 0.8 percent whereas 1 percent is considered severe. All of this makes for a lot of traffic congestion on the roads of Bali.

Roads need to be widened and new road networks need to be built to accommodate the increased num-

ber of vehicles. “I think that for the region of Sarbagita (Denpasar, Ba-dung, Gianyar and Tabanan—Ed) the cost of increasing the amount of space used for roads is prohibitively expensive,” said Artika recently.

He suggests that instead, road user movement needs to be regu-lated. Parking tariffs could be increase to dissuade people from using private vehicles, taxes on

privately owned vehicles should be increased, and enforcing parking regulations to ensure that existing roads remain fluid, are some ways of improving the situation. “We hope, to at least be able to maintain the current volume and not have it continue to grow,” said Artika.

LOS ANGELES — George Lucas has apologized for criticizing Disney’s handling of “Star Wars” and saying he had sold his characters to “white slavers” in a recent interview with Charlie Rose.

In a statement issued Thursday, Lu-cas says he misspoke and used a “very inappropriate analogy.” It was not clear what the “Star Wars” creator meant by the “white slavers” comment, and Rose did not ask a follow-up question on his PBS show that aired Dec. 24. The charged words nonetheless sparked ire when the interview was posted online Wednesday.

“I rarely go out with statements to clarify my feelings but I feel it is impor-tant to make it clear that I am thrilled that Disney has the franchise and is moving it in such exciting directions,” said Lucas

in his statement.He sold his company, Lucasfilm, to the

Walt Disney Co. in 2012 for $4.06 billion, and the studio charged ahead in develop-ing “Star Wars: The Force Awakens” with director J.J. Abrams and Lucasfilm presi-dent Kathleen Kennedy. Disney has laid plans for two more “Star Wars” films and three anthology films set in the Star Wars universe over the next few years.

Lucas discussed his decision to stay out of the new installments in the hour-long interview with Rose and had criti-cized Disney’s retro, fan-centric approach to “The Force Awakens.” The interview was conducted prior to the Dec. 14 pre-miere of the film, where Disney chairman and CEO Bob Iger thanked Lucas, who was in attendance, for his “sheer genius” in creating “Star Wars.” (ap)

songbird and a great actress, writing “she is now singing in heaven.” Patti LaBelle tweeted, “She will be truly missed but her

drug problems and hepatitis that forced her to undergo a kidney transplant in May 2009. Cole’s older sister,

Carol “Cookie” Cole, died the day she received the transplant.

Their brother, Nat Kelly Cole, died in 1995.

Natalie Cole was inspired by her dad at an early age and auditioned to sing with him when she was just 11 years old. She was 15 when he died of lung cancer, in 1965.

She began as an R&B singer but later gravitated toward the smooth pop and jazz standards that her father loved. Cole’s greatest success came with her 1991 album, “Unforgettable ... With Love,” which paid tribute to her father with reworked versions of some of his best-known songs, in-cluding “That Sunday That Summer,” ‘’Too Young” and “Mona Lisa.”

Her voice was spliced with her dad’s in the title cut, offering a deli-cate duet a quarter-century after his death.

The album sold some 14 mil-lion copies and won six Grammys, including album of the year as well record and song of the year for the title track duet.

She was also nominated for an Emmy award in 1992 for a televised performance of her father’s songs.

“That was really my thank you,”

she told People magazine in 2006. “I owed that to him.”

Another father-daughter duet, “When I Fall in Love,” won a 1996 Grammy for best pop collaboration with vocals, and a follow-up album, “Still Unforgettable,” won for best traditional pop vocal album of 2008.

Cole made her recording debut in 1975 with “Inseparable.” The music industry welcomed her with two Grammy awards in 1976 — one for best new artist and one for best female R&B vocal performance for her buoyant hit “This Will Be (An Everlasting Love).”

She also worked as an actress, with appearances on TV’s “Touched by an Angel” and “Grey’s Anatomy.”

Natalie Cole grew up in Los An-geles’ posh Hancock Park neighbor-hood, where her parents had settled in 1948 despite animosity from some white residents about having the black singer as a neighbor. When told by residents who said they didn’t want “undesirable people” in the area, the singer said, “Neither do I, and if I see (any), I’ll be the first to complain.” (ap)

EAST HAMPTON, N.Y. — Actor Alec Bald-win and director Richard Linklater have braved the chilly waters off New York’s Long Island at separate polar bear plunges on New Year’s Day.

Newsday reports that Baldwin dived into the Atlantic Ocean on Friday to benefit an East Hampton rehabilitation facility. Linklater took part in a nearby plunge benefiting the East Hamp-ton Food Pantry.

Baldwin is a Long Island native and a regu-lar at glitzy charity events on the island’s East End.

The Texas-based Linklater was vacationing in the area and decided to join the plunge. He said it was “really cool, so many people coming out for a good reason.”

Baldwin has starred in numerous films as well as the NBC show “30 Rock.”

Linklater’s films include “Dazed and Con-fused,” ‘’School of Rock” and “Boyhood.” (ap)
