Upfrontby Emmanuel Legrand, Music & Media editor -in -chief

The 1998 world market figures unveiled last week by theIFPI give a mixed message.

First, the music industry is evidently still a robustinternational business, selling more than $38 billion (euro35.8 billion)- worth of physical pre-recorded goods in 1998.And a 3 percent growth rate is quite a pleasant surprise. So much for the Cassandras!

A significant revelation from these figures, highlightedby the comments of Universal's Jorgen Larsen in thisissue, is that electronic piracy has not-at least for themoment-made an impact on music sales. So much for themerchants of doom!

Otherwise, the clearest feature is that music saleshave been following macroeconomic trends very closely.

Overall sales were boosted by a strong performancefrom the US market, where the music business, like the

rest of the economy, is on an upward trend. On the otherhand, Europe's mixed results match the economic circum-stances of its various components-on track in the U.K.,moody in Germany, so-so in France, bullish in Spain andSweden.

In the developing economies of eastern Europe, LatinAmerica and Asia, the music business dipped drasticallyfollowing the economic crises of the past year. In thesecountries, consumers have reacted immediately to eco-nomic turmoil by cutting down their leisure budget infavour of more basic necessities.

A solid US market, a revivedeconomy in Germany and animprovement of the situation inemerging markets could mean sig-nificant growth for the music indus-try. Slower expansion in the US andcontinuing recession in emergingmarkets will cause music sales tosuffer.

Let's hope that the former ratherthan the latter scenario prevails.

UN diplomat to replace Tournier at Sacemby Remi Bouton

PAIUS - French authors' rights soci-ety Sacem has chosen a diplomat toreplace president Jean -Loup Tournier, who has been at the helm of the organ-isation for the past 50 years.

Tournier tells Music & Media thatafter a three-year search, he is inadvanced discussions with civil ser-vant Bernard Miyet, 53, currentlyUnited Nations under-secretary gen-eral for peacekeeping operations, tosucceed him in February 2001.

"We have not yet signed an agree-ment, but we have agreed in princi-ple," says Tournier. Miyet will benamed vice president of Sacem's

board of directors at theend of his UN term inApril 2000 and will suc-ceed Tournier onFebruary 1, 2001. Theappointment will be offi-cially announced at thenext annual Sacem gen-eral assembly on June 8.

According to Tour-nier, Miyet will "easilyget into Sacem's mould"and will work "to continue what hasbeen done so far."

"Miyet is the closest to the profile Iwas looking for," he says. Tournieradmits that his successor might not beas well versed as he is in intellectual

property rights, but "heknows international insti-tutions very well, he hasexperience of runningbroadcasting companiesand, as a diplomat, he hasa great talent as a nego-tiator."

Head-hunters havecontributed to the searchbut Tournier says hefinally identified and

selected Miyet himself."This was my last task, and now

it's done," he says. "I think that Ihave been lucky to find Miyet andabove all that he has acceptedthe job."

RTE launches 'accessible' classical stationby Jon Heasman

LIMERICK - Public broadcaster RTEis launching the Irish Republic's firstever station dedicated to classicalmusic and the arts.

From May 1, LyricFM will broadcast 24hours a day from brandnew studios inLimerick, airing pop-ulist classical musicprogramming duringpeak times, and more"difficult" works in theevenings and earlyafternoons. Like otherRTE services, it will bepartly financed by on -air advertising.

Previously, the only classicalmusic programming available to Irishlisteners had been in the evenings onRTE's Irish national music channel,Radio Na Gaeltachta, under thebranding FM3. There are also a fewclassical and arts programmes onRTE's full -service flagship Radio 1.The advent of Lyric FM will enableNa Gaeltachta to focus full-time onits national music format.

Head of Lyric FM SeamusCrimmins, previously in charge ofFM3, is being aided in the launch ofLyric FM by Chris Vezey, who until

last year was head of programmes atnational U.K. commercial stationClassic FM, which he helped to suc-cessfully launch in 1992.

"In Ireland at the moment, if youdon't like guitars, there isn'ta station for you," notesVezey. "When Classic FMlaunched in the U.K, it was[targeting] more of a nichemarket. Over here it's morelike a huge great gulf."

But, adds Vezey, "a lot ofthings we did at Classic weneed to do here...not talk-ing over people's heads;giving [the audience] a rea-son to stay listening; andnever, ever putting themusic on a pedestal. This is

the rock n'roll music of the last 300years-so why should it be presentedin any different way other than total-ly naturally?"

Like Classic FM, Lyric FM is usinga number of presenters better knownfor hosting pop music shows to helpincrease its accessibility. LorcanMurray and Michael McNamara, pre-viously DJs at RTE's national CHRservice 2FM, will both present showson the station, while Lyric's breakfasthost Michael Comyn previously had astint at Dublin commercial CHR sta-tion FM104.

The displayshows the artist and song title as each track plays and includes a mutebutton-an excellent idea which other netcasters could emulate. There'salso an ongoing poll to rate each musical selection, which RSR says willinfluence programming. Well integrated links connect the visitor to news, artist information or to purchasing via Amazon. Pop on top in first figures of the 'new era'LONDON - In the first meaningfulquarterly results since the seismicshift of the Universal/PolyGrammerger, pop music as purveyed bysuch artists as Cher, Madonna,Celine Dion, Britney Spears, theCorrs and Robbie Williams is thegenre which has had most impact.

If 1998 was the year of SonyMusic -which swept to the top ofboth singles and albums chartshares on the crest of the Celine

Dion/Titanic phenomenon -it wasalready being calculated then thatthe combined shares of PolyGramand Universal could put the newUniversal in pole position in 1999.But it hasn't quite happened yet.Universal's 25.4 percent is enoughto take the enlarged companyahead of Sony in singles marketshare in this first quarter, but thenew Universal management struc-ture will need time to bed in, it

Texas head for Lifetime achievementby Sally Stratton

The return of Texashas been greeted withenthusiasm acrossEurope. The single InOur Lifetime (Mer-cury) has scored astring of airplay dis-tinctions since it burstinto the M&M Euro-pean Radio Top 50chart as highest newentry at 24, six weeksago. In subsequentweeks it's been great-est chart points gainertwice, and the most added track onEuropean radio.

In our Lifetime was released to the publicon April 19, and it's given the campaign forTexas' new album, The Hush, due out on May10, a strong start. "I've never seen somethingmove so quickly [as In Our Lifetime]," saysSian Thomas, the recently appointed directorof international marketing at Mercury UKwho has worked with the band since their1989 debut album Southside.

"With this song Texas have moved on, butnot too far," says Bobby Hain, programmedirector at U.K national rock station VirginRadio. "It's a progression from the last albumbut it's very familiar, it's very obviously Texasand as time goes on [Sharleen Spiteri's] voicematures and just gets better and better."

Clive Dickens, group head of programmesat the U.K's Capital Radio group adds:"Sharleen's voice has matured together withher and her group's songwriting skills. In OurLifetime is a classic radio song written by oneof the UK's most talented groups."

The band's new material has a lot to liveup to, following the success of 1997's WhiteOn Blonde with its run of five U.K hitsincluding Say What You Want and BlackEyed Boy. The album marked their resur-

gence after a two -album drop inpopularity, selling four millionworldwide and spending threemonths atop the U.K album chart.

"When we went into White OnBlonde we were coming off a realcareer dip," remembers Thomas."By the end of the life of White OnBlonde everybody in Europe wasback up to speed again and Texaswere back in the frame."

Throughout Texas' career, evenwhen sales were slow in the U.K,they have had consistent supportfrom France and strong encour-agement from Spain, Switz-erland, Denmark and Sweden.

"They can cross the border of any demo-graphic because they have great songs,"says Thomas. "They're not a British fad andthey can translate internationally becauseof that."

Christoph Alispach, music coordinator atZurich -based Swiss CHR station DRS 3, seesthe band's long-term appeal rooted in theirsongwriting. "Texas consistently come upwith unusual songs that are well presented,"he says. "[In Our Lifetime] is a move ahead inthat it is more contemporary, less of a 'classi-cal' rock track. Thanks to Sharleen's voice it isstill very much Texas, though."

Texas' manager Rab Andrew sees TheHush as the album to bring the big interna-tional breakthrough for Texas. "I think ourtiming is right, Sharleen looks good, she'ssounding great and together they've made afantastic record."

The radio date for The Hush is May 3, aweek ahead of its commercial release.Mercury has already decided on the first foursingles from it which will take Texas well into2000. The follow-up to In Our Lifetime isscheduled for a mid- to late July release. "Youcan expect classic Texas radio records,"promises Thomas.

Farmer's cream of the cropby Cecile Thsseyre

French singer MyleneFarmer looks set tobecome the country'sbiggest mainstreampop export this yearwith her fifth album,Innamoramento, which was releasedinternationally onUniversal's Polydorlabel on April 24.

In France, Innamoramento went straightin at number two after its domestic releaseon April 5, selling 256,000 units in the firstweek alone, according to Universal MusicFrance. "It's been a long time since we'veseen so much enthusiasm for an album,"comments Diane Attali, the communicationdirector at Virgin Megastore's flagship outleton the Champs Elysees in Paris. "We've hadfans waiting for 48 hours prior to the release. We opened the shop half an hour earlier thanusual, and within 10 minutes all copies hadbeen snapped up."

Innamoramento benefited from exposurevia an appearance by Farmer on TF1,France's leading TV channel, a cover story inlifestyle magazine Elle and a live interviewthe evening before the album's release on

CHR-formatted radio network NRJ.The album's success mirrors that of its

first single, L'ame Stram Gram, which wasreleased on February 9 and also wentstraight into the French charts at number 2.

Already a strong seller in French speakingterritories, Innamoramento has beenreleased in Germany-Farmer's biggest for-eign market so far-Spain, Italy, Holland,Scandinavia and Russia. Japan is scheduledto follow in June.

It is significant that the album is onlyavailable in its original French version, andFarmer has no plans to re-record any tracksin English "You should never say never,"laughs Farmer, "but my lyrics are importantand would lose meaning once translated."

Even though she has been relatively suc-cessful with Francophone material outsideFrance-her 1995 album Anamorphoseesold 1.1 million units locally and anothermillion abroad-she comments: "I find itvery sad that the French language hits usu-ally face a barrier when it comes to beingplayed abroad."

Since 1986, when she was "discovered"through her very provocative singleLibertine, on which she stridently announcedshe was a "catain" (hooker), Mylene Farmerhas developed a successful career built on aconsiderable base of die-hard fans.

LOOP DA LOOPThe current trend for including a vocal loop on otherwisereally quite thumping tunes has led to some surprisingbreakthroughs-see Stardust and Southside Spinners, toname but two. Next contender for crossover tune of themonth is Feelin' Lonely by Sound Design (World OfDance/Holland). A track which combines a soft technogroove with a lilting, easygoing chord progression and asoul vocal, it could click with programmers. There is noradio edit available as yet, but this one feels like a winner.

ITALIAN STALLIONAfter a string of hits in 1997/8, DJ Dado and occasional col-laborator Michelle Weeks are back together on Forever(Time/Italy). The 12 -inch comes with a sultry, Crusaders -style R&B version where Weeks, for once, gets the chanceto take a breath and get down to some serious soul stirring. The Original Radio Mix is business as usual, with Dado'sever-present tinkling piano and a slowish 126 bpm groove. The song is devilishly catchy.

CATCH THE WAVEAfter being picked up by Ministry Of Sound's new labelData Recordings, Dutch track Endless Wave by KamayaPainters has been given a makeover by man of themoment Ferry Corsten under his Albion nom de plume. Atop notch trancer, the track has all the ingredients tobecome one of the early summer dancefloor smashes. Thegroove is just the right side of relentless. A lovely, screamymelody tops it all off to perfection.

NOT SHEEPAfter stirring up 1996 with theirself -titled debut album, Lamb areback with a new single, B -Line(Mercury/U.K.), which finds theduo being different without run-ning off the rails. Singer LouRhodes has now perfected herBillie Holliday -style semi -whis-per, while her partner Andy Barlow's music has developedto the point where he manages to be surprising, mature, risque and conventional all in the space of a few bars. TheHerbaliser Mix is a marriage made in heaven with plentyof clanky piano and scratching galore.

NOT HARDFLOORThe German duo Oliver Bondzio and Ramon Zenker, betterknown as Hardfloor, have made an album of downtempomaterial in recognition of Bondzio's hip hop roots. Workingunder the name Da Damn Phreak Noize Phunk, Bondzioand Zenker's Electric Crate Digger (k7 Records/Germany)has all the elements which made their 1993 debut technorelease, TB Resuscitation, such a classic record.

Based around bold, sweeping melodies which seem tomaterialise from nowhere, and arranged with care andingenuity, the album is undeniably classy. There is, howev-er, a problem in the duo's home market of Germany. "Thereare a lot of big Hardfloor fans here," says k7 A&R managerStefan Struver, "and they don't know how to deal with anon-techno record."

Despite that, the reception in the U.K and U.S. hasbeen excellent. k7 also have a busy couple of months aheadwith albums due later this year from A Guy Called Gerald,Smith & Mighty, Funkstorung, Terranova, Shantal andImpulse.

RICKY MARTINRICKY MARTINC2/ColumbiaInternational release date: May 10This is the first English language album bysuave Puerto Rican singer Ricky Martin. He has already sold some 15 millionalbums worldwide in Spanish. Sony Music

aims to break Martin in the U.S., the U.K, France andGermany with this release. Ricky Martin contains thefirst single, Livin' La Vida Loca, a Salsa -tinged,sweaty party tune which was released internationallyon April 26. On two songs Martin teams up with afemale duet already established in the English lan-guage markets: Madonna and Swedish shooting starMeja. Be Careful (Cuidado Mi Corazon) was co -writtenby Madonna and William Orbit, and is probably thestrongest ballad on the album, giving Martin amplebreathing space to deliver a wider dynamic range thanon the more densely produced, more Latin -orientedtracks. Private Emotion, written by Eric Bazilian andRob Hyman, sees Martin in more familiar waters, butgenerously letting Meja shine on what is essentially acandidate for the next single. With Columbia takingno chances on Martin's first foray into the English-speaking markets, this album also contains two DianeWarren compositions-You Stay With Me and I CountThe Minutes-as well as the John Secada co -pennedBella (She's All I Ever Had).

GOO GOO DOLLSDIZZY UP THE GIRLHollywood/EdelU.K. release date: June 21After rolling across the rest ofEurope at the beginning of theyear, this red hot rock albumis finally getting a full releasein the U.K this summer.Since we are currently seeing a bit of a rock revivalin the English market, the timing might just be per-fect. Blondie, Texas, Catatonia and-most of all-theStereophonics have set the agenda over the last cou-ple of weeks, and now U.S. trio Goo Goo Dolls jumpin head first with their own brand of alternativerock. Theirs is a very American blend of punk andmetal, with glorious pop melodies honed over 11years on the road. You even get Bon Jovi style bal-lads with Acoustic No.3 and the second single, Iris(also featured in the soundtrack of City Of Angels),which is due out on May 31. It's a lifestyle thing-turn up Dizzy Up and smell hot asphalt on a summerevening, feel the skateboard under your trusty oldpair of Vans and look forward to an ice cold beer withyour buddies. A short skip through the top tunes onthe album should always include the hard -edgedBroadway, the '60s harmonies on January Friendand the anthemic Hate This Place. U.K. public CHRnetwork BBC Radio 1 and London -based commercialalternative outlet Xfm were already behind theDolls' first single, Slide, back in March. Great sum-mer music.
