Translating Federal Policies to State Actions:A closer look at how federal policy and work at key federal agencies is impacting state discussions and the role of DD Councils in shaping state action. Today we will focus on DD Council involvement with ACL, CDC, and HRSA.

Where is the authority for DD Councils to interact with policymakers? Sec. 125(c)(5)(J) of the DD Act Informing Policymakers:

The what: The Council may support and conduct activities to provide information to policymakers by supporting and conducting studies and analyses, gathering information, and developing and disseminating model policies and procedures, information, approaches, strategies, findings, conclusions, and recommendations in order to increase the ability of such policymakers to offer opportunities and enhance or adapt generic services to meet the needs of, or provide specialized services to individuals with I/DD and their families.

The who: Federal, State, local policymakers, Congress, the Federal Executive branch, Governors, State legislatures, State Agencies

The Administration for Community Living was created in 2012 to bridge the Federal government’s shared efforts and priorities of the aging and disability communities on community living. MissionMaximize the independence, well-being, and health of older adults, people with disabilities across the lifespan, and their families and caregivers.VisionAll people, regardless of age and disability, live with dignity, make their own choices, and participate fully in society.

Administrator Kathy Greenlee spoke at the NACDD Annual Conference in July on the priorities of the agency as they relate to aging and disability communities.

The mission of CDC’s National Center on Birth Defects and Developmental Disabilities (NCBDDD) is to promote the health of babies, children and adults and to enhance the potential for full, productive living. It became part of CDC in 2001.To achieve its mission, the Center works to:

Identify the causes of birth defects and developmental disabilities;

Help children to develop and reach their full potential; and

Promote health and well-being among people of all ages with disabilities, including blood disorders.

Dr. Coleen Boyle, who leads NCBDDD, spoke at the NACDD Annual Conference in July and met with NACDD in August and the Georgia DD Council in September.

The Health Resources and Services Administration (HRSA) is the primary federal agency for improving healthcare by strengthening the workforce, building healthy communities and achieving health equity.

HRSA’s Maternal & Child Health Bureau (MCHB) includes programs for prenatal/postnatal care, and provides special programs for children with special health care needs. Examples: Title V Block Grant, Healthy Start, LEND programs

NACDD met with Dr. Lu, who leads HRSA’s Maternal & Child Health Bureau, and his staff at the end of September.

Title V representatives are required to work collaboratively with other organizations in the State to conduct a State-wide, comprehensive Needs Assessment every 5 years. How close is Title V working with the DD Councils? Are Title V reps included on your DD Council?

Are there any DD Councils working with the home visiting program? Do any DD Councils have relationships with the Administration for Children and Families?

HRSA feels it is important to do education outreach of how the ACA can change children’s lives. What stories can you share about recent changes due to this law? Have you seen any issues with deregionalization?

Do any DD Councils in addition to Florida work on transition from pediatric to adult healthcare?
