Maximising benefits

The Department is Sponsor at Euston which includes the setting and agreeing of strategic requirements, the development of

the business case/s and the provision of the funding to the delivery organisations, HS2 Ltd, Network Rail and Lendlease.

Euston is complex programme of significant strategic value, locally, regionally and nationally. The construction of the HS2

station forms the foundation of the transport super-hub that will unlock the transformation of the Euston area, generating

local and national economic benefits.

The programme comprises three projects:

• Construction of the new High-Speed (HS2) railway station,

• Development of the existing Network Rail station and enhancements to the London Underground station, and

• Provision to enable over-site development.

More cost-effective and better integrated design

Affordability

Progress has been made on the development of a more cost-effective and better integrated design. Work undertaken has

confirmed arrangements for the underground tunnelled approaches to Euston and the relative elevation of HS2 and

conventional rail platforms at Euston.

The current focus is on developing an optimised design and delivery strategy for the HS2 station, including consideration of:

• Opportunities,

• Efficiencies, and

• Scope reductions to address identified cost pressures.

DeliveryWith the Euston Partners, the Department and HS2 Ltd have been investigating if

a single phase would speed up delivery and reduce the overall cost. HS2 Ltd and

its contractors are now reviewing the opportunities from this alternative approach.

The Euston Partnership -

improving integration

The Euston Partnership was established to improve

integration across the three projects, with a dedicated

Partnership Board and new executive leadership to

scrutinise the work and integration at Euston. This

followed the advice from Doug Oakervee review.

The Board, established in July, is chaired by Sir Peter

Hendy, Chairman of Network Rail, and includes senior

representatives from London Borough of Camden, HS2

Ltd, Network Rail, TfL, GLA, Lendlease (the appointed

Mast Development Partner), and the DfT.

• 30 Network Rail and SCS supply chain

volunteers came together to pack and

distribute winter essentials to the homeless

via local shelters, Euston Foodbank, Buses 4

Homeless soup kitchen and directly to

people on the streets. 300 were homeless

people assisted.

Giving, New Horizons, Somers Town

Community Association, Euston Food Bank.

Power Signal Box Demolition• Containers installation: 22nd March to 4th April, includes 1

weekend night shift, weather permitting and NR possession time tbc.

• Demolition – 5th April to 14th May.• Shipping container screen will be installed on the NE corner of

the building due to close proximity to NR railway• In comparison to a scaffold wrap, the container method

reduced the programme by 6 weeks. • A demolition curtain will also be placed around the back of the

building.

Auger piling

• 24/7 works scheduled for 5th April to 16th May

• Trackside piling works in Camden Cutting south of Mornington Street bridge

• This piling method is no different to that currently ongoing on site

Sheet piling (vibration method)

• To be installed along the length of the track from Mornington Street bridge to

Parkway tunnels, 5th to 30th Apr (Monday to Friday 8am – 6pm)

• Designed to stabilise the ground and prevent any horizontal ground

movement, protecting the railway

• We will use a vibration sheet-piling method for this work

Information Paper C3 requires pre-condition (or defect) surveys to be carried out on all properties

assessed to experience 10mm or more of

settlement in the (Phase 3) ground movement

assessment to “capture the condition of the

properties immediately prior to tunnel

construction commencing in an area”.

Settlement Deeds stipulate that access for these

surveys must be provided. We aim to undertake

these surveys up to 3 months ahead of the

tunnelling works starting.

SCS are also contractually required where possible to carry out surveys to record the condition of buildings in the vicinity of our works, and not just those that may be affected by settlement from tunnelling works or headhouse excavations. This includes listed buildings.

However, these surveys are not mandatory (such as the surveys required for a Settlement Deed) and we will not seek to use HS2 powers under Schedule 2 to gain access. These surveys are therefore optional, but we believe it is in the best interest of all parties to have a clear record ahead of our works, and this could also facilitate the progress of any claims for property damage that may arise.

Depending on our programme of works, it may be that some properties are therefore offered two surveys some time apart.

We are continually reviewing the works of our surveying team in line with Government and Public Health England

(PHE) advice on dealing with COVID-19.

The Government’s current Covid-19 strategy makes clear that construction activity can continue as long as it complies with

this guidance and those working in construction have been actively encouraged to go to work.

A number of measures will be in place to protect residents and members of our surveying team. These will include:

• when making contact we will confirm with you whether you are happy for us to attend and that that there are no health

issues with people that live in your home. We will also confirm that there are no health issues within our team

• we will keep staff numbers to a minimum within your property

• before entering any property, we will sanitise our hands and any equipment and we will wear appropriate personal

protective equipment – this will now include N95 or FFP3 masks rather than just ‘standard’ surgical masks

• where possible, windows will be opened while our surveyors are working for better ventilation

• all surveyors will receive weekly COVID-19 testing

• all surveyors will carry laser thermometers and check their temperature before entering each property

• we will notify residents should any of our surveyors test positive within two weeks of entering their property

What are the guiding principles of Camden’s Routes off the Street?

• All rough sleepers in Camden receive a service offer, tailored to their needs, which means they no longer have to sleep rough and are able to rebuild their lives away from the street.

• We deliver an outreach presence and work with partners to ensure that vulnerable rough sleepers are diverted from harm and supported to access services.

Service: Description:

RTS Outreach The team has a group of up to 30 dedicated outreach workers

who work across the whole borough and support all rough

sleepers. Support that is given is tailored to the needs of each

person. The service offer depends on eligibility and people

that are not eligible in one area will be given support to

reconnect to the area in which they are eligible for services.

Hotspot Team RTS Outreach workers work alongside the Police, Community

Presence Officers and other agencies to make up the

‘Hotspot Teams’. They regularly patrol areas of Camden where

there is a high frequency of rough sleeping and street activity.

By working with enforcement professionals, RTS ensure areas

stay crime free and safe for everyone.

RTS Hub The Outreach Team is supported by the RTS Hub based in

Camden Town which provides a place for rough sleepers to

go to access 1:1 practical help and advice, from employment,

training and mental and physical healthcare services.

Accommodation There are multiple emergency and long-term accommodation

options open to rough sleepers in the borough. RTS refer

clients to appropriate placements where individuals are

supported and encouraged to address any barriers they are

facing and move into long-term independent

accommodation.

The ‘Connect Forward’ reconnections team

• Connect Forward is a team of specialist workers that can offer a comprehensive and bespoke support package to help someone get housed.

• These workers can travel long distances to ensure that rough sleepers are connected safely and quickly to areas they can be housed in.

• The workers sometimes stay overnight in a hotel to ensure the client settles into their new area.

• This team is skilled to navigate the legal challenges of successfully presenting someone to a council as homeless and ensuring that rough sleepers get the support they are entitled to.

The Euston Well-Being Team

• The Euston Well-being Team was created in response to a rise in crime and anti-social behaviour in Euston. This at times includes anti-social behaviour associated with rough sleeping.

• The team are funded by Camden and HS2 Ltd* and began their patrols on the Regent’s Park Estate and Euston area in May 2019.

• The team includes a police officer, community presence officer and an outreach worker.

Outcomes

• Rough Sleeping in Camden peaked in May 2018 when 159 individuals were found sleeping rough in Camden on a single night. This dropped to 42 in November 2020 and is now relatively stable at around 30 - 50.

• Our outreach service engaged with more than 600 individuals in the year 2019/20.

• In the last 12 months, RTS supported 444 rough sleepers into accommodation, up from 144 over the same period last year.

• The Camden Hotspot Team model has driven improved environmental outcomes through the rapid removal of discarded bedding and detritus.

• Download the StreetSafe app by searching ‘Safer Streets’ in your app store – here you can report rough sleeping and other street activity to the RTS team and tag your location.

• However, remember that in emergencies you should always dial ‘999’.

How do we define ‘Concluded’?

There are 4 methods of communication:

• Email

• Phone

• Letter

• Door Knock

▪ We make 2 attempts per method per property before a property can be considered concluded.

▪ Therefore if we obtain all residents details, a minimum of 8 attempts will be made before a property is

concluded.

▪ However, there are circumstances where we might not have a residents email or phone number, therefore, the

minimum number of attempts may drop to 4 attempts (e.g. 2 letters and 2 door knocks due to no known

email and phone number).

▪ The absolute minimum number of attempts is 4 as obviously we know all addresses.

▪ However, the offer remains open to residents should they wish to take it up at a later date.
