2017 In Review

Introduction

While 2017 provincial Gross Domestic Product (GDP) at market prices is not yet available, a related measure, GDP at basic prices, indicates real economic activity in Saskatchewan grew by 2.9 per cent, ending the two-year-long recession brought about by the collapse of oil prices in 2014. Saskatchewan’s return to growth was led by the resource extraction industries, manufacturing and wholesale trade. Saskatchewan continues to remain a trade dependent province whose fortunes are greatly influenced by the state of our trading partners, and more broadly by the ebbs and flows of the global economy. Global Economic Growth

In 2017, the global economy, at market prices, grew by 3.8 per cent, above its 10-year average of 3.4 per cent.

Canada’s economy grew by 3.0 per cent in 2017, significantly above its 10-year average of 1.7 per cent. Growth was broad based, occurring in most sectors and in all provinces.

The United States, Saskatchewan’s largest trading partner, grew by 2.3 per cent in 2017, above its 10-year average of 1.4 per cent.

The European Union, the world’s largest common market, expanded by 2.7 per cent in 2017, well above its 10-year average of 0.9 per cent. In 2016, Canada and the European Union signed the Comprehensive Economic and Trade Agreement (CETA). In 2017, CETA came into force beginning its program of incremental trade barrier reduction.

China, the world’s largest contributor to global growth, grew by 6.9 per cent in 2017. China’s growth rate remains relatively high, but is lower than its 10-year average of 8.2 per cent as it continued its transition from an industrial to a service-based economy.

Oil & Natural Gas

In July 2017, Saskatchewan’s lifetime oil production passed the one billion cubic metre milestone. To put this in perspective, that would be a cube of oil one kilometer tall. Oil production began in Saskatchewan in 1945 and in the first 15 years of operation produced 28.1 million cubic metres, the same amount of oil as was produced in 2017 alone.

In 2017, a total of 2,529 oil and natural gas wells were drilled. This is up significantly from the 1,625 wells drilled in 2016, and 1,817 drilled in 2015; but remains far below the record 4,195 wells drilled in 2003. However, in 2003, an average well was drilled a total distance of 832 meters, compared to 1,987 meters in 2017. The increase in average distance drilled is due to

a combination of drilling into deeper pools and the increased use of horizontal drilling.

Potash

In 2017, the average price of a tonne of potash (K20) increased by $10.75/tonne to $394.54/tonne. Additionally, in 2017, potash production increased 13.0 per cent to 12.2 million tonnes.

The total value of potash exports increased $380 million or 8.2 per cent between 2016 and 2017. The United States accounts for a little over half of Saskatchewan’s potash exports with Brazil, China, India, and Indonesia making up the bulk of the remainder.

Agriculture

Saskatchewan is synonymous with wheat, which graces the flag and dominates the iconography. Since 1908, when agricultural records were first compiled in Saskatchewan, wheat has dominated the fields. However, in 2017, canola with 5.15 million hectares sown surpassed wheat with 4.59 to become Saskatchewan’s most widely planted crop.

The agriculture sector in 2017 performed, broadly speaking, above average, but far from record setting. Total cash income was $14.1 billion, operating costs reached a record high of $9.3 billion, resulting in a net income of $4.8 billion. After factoring in non-cash transactions, in 2017, total net farm income was $3.3 billion, $0.9 billion less than in 2016.

Canola yields averaged 2,200kg/hectare, the second highest ever recorded and well above the 10-year average of 1,930kg/hectare. Wheat yields across the province averaged 2,800kg/hectare, the third-highest yield ever, and above the 10-year average of 2,680kg/hectare.

Total production across all crop types was 34.0 million tonnes, the third highest on record, behind only 2013 and 2016.

A total of 16,478,400 hectares of land was seeded in 2017. The use of summerfallow continued its downward

trend reaching 481,600 hectares, the lowest level on record.

Employment & Income

Saskatchewan employment declined by 900 jobs in 2017, but the unemployment rate remained unchanged at 6.3 per cent because Saskatchewan’s labour force also decreased. The labour force decreased by 1,200 to 605,600 people.

Average weekly earnings increased 2.2 per cent in 2017 to $1,010 per week, surpassing $1,000 per week for the first time.

The mining, oil and gas sector continued to offer the highest average wages in the province at $1,961 per week.

Investment

New capital investment in 2017 was $14.7 billion, down $0.4 billion from 2016 and down $5.3 billion from the peak in 2014. However, new capital investment in the mining, oil and gas sector increased by $77 million after falling $4.7 billion in the two previous years.

In 2017, housing starts increased by 129 to 4,904 marking the end of a four year downward trend in housing starts. Housing starts peaked in 2012 at 9,968.

Population

In 2017, there were 15,840 births, the highest since 1990, and 9,807 deaths, the highest ever recorded,

resulting in a natural population increase of 6,033. Additionally, there were 7,377 more people that moved to Saskatchewan than left. Combined, the natural increase and net migration resulted in a total population increase of 13,410 over the year. At the end of 2017, the population of Saskatchewan reached a record high of 1,169,752.

Retail Trade

Retail trade increased in 2017 to $19.9 billion, an increase of $0.8 billion over 2016. On a per capita basis, retail trade increased by $440 per person to $17,099.

Motor vehicles and parts, which represent the largest share of retail trade at 27.1 per cent grew 9.2 per cent, in 2017.

Vehicles

In 2001, 40 per cent of all vehicles registered in Saskatchewan were classified as cars. By 2017, that share had fallen to 22 per cent. The relative decline of cars has primarily been caused by an increase in the number of light trucks, which increased from 44 per cent of the vehicle fleet in 2001, to 54 per cent in 2017.

Utilities

In 2017, electricity use increased to 25,068 GWh, up 899 MWh from 2016. Coal, while still Saskatchewan’s largest source of electricity, continues to shrink in importance falling

from 57 per cent of total electricity supplied in 2007 to 43 per cent in 2017. Conclusion

Following two years of declines, the Saskatchewan economy experienced a return to growth in real GDP during 2017. While the construction and agriculture sectors were mildly negative, strong increases in other sectors – notably mining, oil and gas, manufacturing and wholesale trade – served to produce an overall increase of 2.9 per cent increase in real economic activity.

The overall increase was accompanied by signs of both strength and continued change in the Saskatchewan economy. The province’s population reached a record high of 1.17 million as a result of both a natural increase and positive net migration. While employment was essentially flat, average weekly earnings saw an increase. The agriculture sector continued to move from wheat to canola, making it the province’s most widely planted crop. In addition to contributing significantly to 2017 economic growth, the oil industry’s lifetime production topped 1 billion cubic metres. Overall, the return to growth in 2017, combined with evidence of strength and change, bodes well for the continuation of Saskatchewan’s historical pattern of adaptive diversification.
