INTRODUCTION Flagship project of the Grenelle Environment Round Table, the heavy goods vehicle eco-tax is an ecological tax that aims to reduce the environmental impact of road haulage and in the medium term rationalise road transport over medium and short distances, and finance new infrastructures. The heavy goods vehicle eco-tax will have to be paid in the course of 2013 by all goods vehicles weighing over 3.5 tonnes – registered in France or elsewhere – travelling on the 15,000 km of the taxable French road network, as defined by the Minister for Ecology, Sustainable Development and Energy (MEDDE). Given the technological complexity, and constraints to comply with the European directives, in particular with regard to the interoperability of electronic toll systems, the French State has chosen to develop a public-private partnership for the financing, design, realisation, operation, repair and maintenance of the system. Ecomouv’, a 70% owned subsidiary of Autostrade per l’Italia, the remaining ownership being shared between its French partners (Thales, SNCF, SFR and Steria), has been specially created for this project. This Public-Private Partnership between the French state and Ecomouv’ is one of the largest implemented by the French state in 2011. To ensure its realisation, Ecomouv’ has designed an electronic toll system that is entirely new in the road transport sector in Europe. It is based on an On-Board Unit (OBU) installed on the vehicle, which, thanks to an advanced satellite system, allows very precise geolocalisation and identification of the vehicle and ensures that the tax is applied only to the distance effectively travelled. This on-board unit will be technically interoperable with other toll systems, both in France and abroad. The response to this technological challenge was made possible thanks to the expertise of the best French and European actors in the management and integration of complex systems, brought together within Ecomouv’.

1.1. The Ecomouv’ project: an innovative Public-Private Partnership The heavy goods vehicle eco-tax responds to the French state's desire to introduce the "polluter payer" principle in the road transport sector in France and promote multimodal approaches. The heavy goods vehicle eco-tax will be applied to all heavy goods vehicle of over 3.5 tonnes, regardless of their nationality, travelling on the taxable French network (available on www.ecomouv.com). After a call for tender, the Ministry for Ecology, Sustainable Development and Energy signed a Public-Private Partnership agreement with Ecomouv’ on 20 October 2011, entrusting it with the financing, design, realisation, operation, repair and maintenance of the system.   

Through this agreement, Ecomouv’ becomes the State's service provider for the overall implementation of the project, with the mission of facilitating the compliance of entities liable to pay the heavy goods vehicle eco-tax. This partnership agreement, one of the largest to be set up by the French State in 2011, foresees an initial Design & Build phase of 21 months, which is currently underway and will be completed in April 2013, when the system will be tested on the Alsatian road network (Alsace Experimental Heavy Goods Vehicle Tax - TPLA), up to its nationwide deployment in July 2013 (National Experimental Heavy Goods Vehicle Tax - TPLN) over a total of 10,500 km of publicly-managed national road network, currently free of charge, and on 5,400 km of department roads or local roads, that could potentially receive a significant amount of transfer traffic. The second phase of the project foresees the operation and maintenance of the system for 11.5 years, until January 2025, after which the system will be transferred to the French State.

Furthermore, within the frame of a commission issued by the Minister responsible for customs, Ecomouv’, under strict supervision of the French State, will perform toll collection, enforcement verification and information to the liable entities.

The expected revenues from the heavy goods vehicle eco-tax are estimated to be €1.2 billion per annum. The revenues collected on the national network will be attributed to the French Agency for Financing Transport Infrastructure (AFITF) to be invested, in particular, in the development of transport infrastructures, decided at the Grenelle Environment Round Table and supporting the environment and sustainable development. The revenues collected on the local networks, after deduction of the management costs, will be attributed to the local authorities that manage the public roads operators.

1.2. The decisive advantages of the Ecomouv’ project Five major advantages allowed Ecomouv’ to win this call for tender: The technical mastery of a fully modular satellite solution, guaranteed by the reliability

of its supplier partners.

The capacity to propose complex and reliable financing: the five financial institutions involved (Banca IMI, Unicredit, Mediobanca, Crédit Agricole and Deutsche Bank, with the participation of the Caisse des Dépôts et Consignations) have provided the entire financial coverage.

The responsibility given to the system integrator, Autostrade per l’Italia (ASPI), which ensures a clear distribution of the project's responsibilities and risks, is a key element in the financing of a project of this size.

The creation of added value in France, with the transfer of industrial know-how: o The OBU is developed by the Magneti Marelli plant in Châtellerault. o The enforcement system is supplied by Thales. o The central IT system is developed by Steria. o The call centre, located in Metz (north-east France), will result in the creation of 200 jobs.

The vision of a long-term partnership: the partners have signed an agreement that allows them to develop projects of the same type in other countries.

Lastly, the duration of 21 months, guaranteed by Ecomouv’ for the Design & Build phase, was a determining factor. It allows a faster return on investment.

The Ecomouv’ project has received two prestigious European awards:

The Project Finance International 2011 award, given by the Project Finance International magazine, for the category "Europe Public Private Partnership Deal of the Year 2011". 

 The European Transport Technology Deal of the Year award, given by Euromoney plc in the Europe and Africa category, for innovation and excellence in the financing of infrastructure projects.

1.3 Technological innovation at the service of road transport The system designed by Ecomouv’ represents a veritable technological challenge.

Technology infrastructure bringing together distribution, collection and enforcement will be simultaneously deployed across the entire French territory, whilst at the same time guaranteeing a secure and reliable data collection system for all vehicles using the taxed roads, regardless of whether the vehicle is registered in France or elsewhere. The size of the road network covered is a first for this sector in Europe. The technological challenge also resides in the design of an on-board unit that must be interoperable with the other toll systems in Europe. It can also be found in the innovation of the satellite system (geolocalisation by GPS and transmission of data to the central system via GPRS). Lastly, it resides in the system's simplicity of access, a key factor for ensuring the compliance of eco-tax liable entities.

1.4 A simple, reliable and secure system

1. The entities liable for the tax must be equipped with an on-board unit The on-board unit (OBU) is the equivalent of a GPS, which can be easily installed behind the windscreen. Taxable vehicles are vehicles registered in France or elsewhere, severally by the owner, renter, sub-renter, driver or any user of a goods road transport vehicle of more than 3.5 tonnes, driving on the 15,000 km of the national taxable network. The number of taxable vehicles is estimated to be about 800,000.

2. There are two possible choices to get an OBU: Subscription to a Registered Electronic Toll System Company (SHT) Liable entities may choose to subscribe with a Registered Electronic Toll System Company (SHT). Registered electronic toll system company will act as intermediaries between the "subscriber" liable for tax and Ecomouv’: they will manage the registration of all vehicles, the invoicing and the payment of the tax on behalf of the subscriber and will provide the on-board units. To date, Ecomouv’ has signed service contracts with six electronic toll service providers: Axxès, DKV, Eurotoll, Ressa, Telepass and Total. Subscribers to SHT will receive monthly invoices, benefit from the flat-rate abatement defined by the State and will be able to consult itemised invoices. The payment of the tax will, in principle, be made after road network use.

The SHTs may offer additional services, such as the provision of an Intercompanies Electronic Toll System for Heavy Goods Vehicles on French motorways or the geolocalisation of heavy goods vehicles.

Registering directly with Ecomouv’

Liable entities may also choose to register directly with Ecomouv’ (Internet, call centre and network of eco-tax points) to obtain the Ecomouv’ Pass, the OBU made available to "non-subscribers" liable for tax against a guarantee deposit. In this case, users of the Ecomouv’ Pass must get a prepaid credit before using the taxable road network. The due tax amount will be debited from the prepaid credit (amount of tax advance). This prepaid credit can be easily refilled and the payment methods will include cash, cheques, credit cards and the main fuel cards. Users will be able to check their remaining credit on the on-board unit. The Ecomouv’ Pass may be returned to the eco-tax points of the Ecomouv’ distribution network after use. The eco-tax points of the Ecomouv’ distribution network (automatic distribution terminals or distribution points with personnel) will be easily accessible and close to the taxable French network, at borders, on motorways and in areas with dense heavy goods vehicle traffic. ASPI is responsible for the distribution system: from the design and production of the automatic terminals of to the on-board unit, to the deployment of the distribution network. SNCF Geodis ensures the BU delivery and logistics.

3. Collection

Vehicles equipped with the on-board unit may be geolocalised by GPS (Global Positioning System). The data collected will be transmitted in real time to the Ecomouv’ central data system via GPRS (General Packet Radio System). SFR Business Team ensures all fixed and mobile telecommunication services. 4. Enforcement The enforcement system implemented foresees roadside enforcement checks for heavy goods vehicles and company checks. Roadside enforcement checks on heavy goods vehicles will be conducted using two types of equipment: Equipment installed on the taxable road network:

- Fixed automatic enforcement in the form of fixed gates.

- Moveable automatic enforcement in the form of moveable cabinets.

Equipment made available to enforcement authority agents: - Mobile enforcement units. - Portable enforcement units.

Thales will realise the enforcement systems and SNCF Infra will ensure the maintenance of these. 5. The Metz operations centre The system operations centre, responsible for information, support, invoicing, anomaly and non-compliance handling, is located on the reconverted Airbase 128 in Metz. The use of these facilities was made possible thanks to the cooperation between the State and the Metz Metropolitan Area Agglomeration Community. After 100 years of military activity, the Airbase 128 is now undergoing a profound renewal, which will inject dynamism into the local job pool, with the recruitment of 200 bilingual persons in the region. This personnel will provide 24/7 support to truck drivers and liable entities from all around Europe, bringing a human dimension to the system's cutting-edge technology. The Metz operations centre will be operational as of January 2013. 6. Ecomouv’ central IT system

The central IT system ensures account administration and user invoicing, accounting management of taxes and the logistic management of the flow of on-board units through the distribution network. Steria will be responsible for hosting and operating the IT system for the entire Ecomouv’ data system.

2.1. Ecomouv’ SAS

Ecomouv’ SAS is a 70% owned subsidiary of Autostrade per l’Italia, the remaining ownership being shared between the French partners: Thales at 11% (enforcement system), SNCF at 10% (logistics and maintenance), SFR at 6% (fixed and mobile connectivity) and Steria at 3% (central data system). These companies are all leaders in their sector of activity, and capable of addressing the infrastructure and management challenges inherent to the execution of a project of this size. Their complementarity and technological know-how ensure the deployment of a reliable and innovative solution at the service of road transport, in accordance with the specifications of the French state.

2.2 The Ecomouv’ SAS partners

Autostrade per l’Italia (ASPI) The project's system integrator www.autostrade.it The reference operator in Europe for the construction and management of toll motorways Autostrade per l’Italia benefits from 50 years of experience in this area, as well as in mobility-related transport services. Leader for electronic toll collection with over 8 million customers in Italy through its TELEPASS electronic toll system, ASPI is also the first European operator to have successfully deployed an eco-tax type system in Austria in 2004. ASPI's contribution to the Ecomouv’ project: The role of overall system integrator is one of the project's highest added-value assets.

ASPI contributes both through its industrial know-how in the definition and development of electronic toll solutions and its expertise in international project management.

The development of the tax collection system: ASPI is responsible for the design and development of the tax collection system, i.e., the development of the central software and the on-board unit . Developed in collaboration with Magnetti Marelli, the on-board equipment uses the DSRC solution for communication with the terminals on the road network.

The design, development and deployment of the distribution system, based on a local-loop network of about 420 distribution points, of which about 330 close to the taxable road network, 50 on the French motorways and 40 outside France close to the borders.

Management of civil engineering work for the fixed and moveable automatic enforcement systems. ASPI is responsible for the installation of the infrastructures necessary for the enforcement activities over the entire French territory, in collaboration with the main French stakeholders in the sector, such as Signature, Lacroix, Fayat and GDF and the Vinci group.

The training of field agents and communication with liable entities and all project stakeholders.

Autostrade per l'Italia, leader in the construction and management of toll motorways with over 3,000 km of motorways in Italy, is 100% owned by the Atlantia group, listed at the Milan stock exchange. Today, the Atlantia group employs over 15,000 persons worldwide and generated a turnover of over €4 billion in 2011, with an investment plan of over €18 million.

For 35 years, Thales has been designing, developing and supplying equipment, systems and services in the areas of signalling, telecommunications, supervision and ticketing. Thales' contribution to the Ecomouv’ project: Thales will produce one of the key components of the eco-tax project: the heavy goods vehicle enforcement system.

The principle is to check in real time, when the vehicle passes, that: 1. The vehicle is liable for tax. 2. The vehicle is equipped with the on-board unit allowing the registration of its progression

past transaction points using satellite geo-positioning. 3. The equipment is correctly configured with the vehicle's administrative and physical

characteristics.

On the road, the heavy goods vehicle enforcement checks will be performed in two different ways: automatic enforcement checks (fixed or moveable) on vehicles and manual enforcement checks performed by State agents using equipment supplied by Thales. In addition to the enforcement checks on heavy goods vehicles, the solution supplied by Thales includes the technical supervision of the system as a whole and the anomaly processing data centre. Thales is also contributing to the design of the satellite positioning solution as well as the overall security of the eco-tax system.

Unequalled expertise in security and the implementation of complex solutions The expertise acquired by Thales in cryptography, critical data processing, and securing the revenue of transport operators has proven to be a determining factor. In effect, the heavy goods vehicle enforcement system forms the basis for the collection of taxes. It is therefore essential that the system be perfectly reliable and secure. In this project, which brings together different technologies – access control, laser scanning, cryptology, hyperfrequencies…- Thales' know-how in the efficient and secure integration of complex solutions is a major asset. SNCF Logistics and maintenance www.sncf.com 

 

Covering 120 countries, the SNCF group is now one of the world leaders in mobility, transport and logistics. In parallel to its public passenger transport activity, the SNCF group is developing its rail-oriented management, operation, maintenance and infrastructure engineering activities through SNCF Infra, and its goods transport and logistics activities through SNCF Geodis, now the 4th largest European transport and logistics operator and 6th largest globally. SNCF’s contribution to the Ecomouv’ project Via Geodis, the SNCF group ensures the logistics for the on-board unit distributed by Ecomouv’ in France: reception, storage, order preparation (kitting and personalisation of on-board equipment), management of returns, level-1 refurbishment and delivery. The SNCF Infra branch conducts the field maintenance operations for the fixed enforcement systems (CAF) and moveable enforcement systems (CAD), as well as for the equipment mounted on the gates (cameras, lasers, hyperfrequency readers), IT cabinet. These operations include preventive maintenance, corrective maintenance, which mainly consists of replacing defective detection equipment, and non-maintenance interventions, in particular in the case of vandalism. Logistics excellence in France and Europe The Geodis warehouse in Poitiers (1,000 m²) already performs logistics services for the Magnetti Marelli plant, one of the two manufacturers of on-board units. The delivery of on-board units to the SHTs, subscribers in France and Europe and the distribution points, and the management of returns, will be facilitated thanks to the multiple distribution points of the Geodis courier division networks, located throughout France. Telecom agents deployed locally Field maintenance, ensured by CSC-TI at SNCF Infra, will benefit from the technical know-how of the the company’s telecom and IT service technicians in the agencies. These technicians are also able to handle associated problems such as cabling, connections, power, etc. SNCF is one of the largest mobility and logistics groups in the world, with a presence in 120 countries, a turnover of €32.6 billion, of which 23% outside France, and over 245,000 employees in 2011. A public group with a public service mandate, and building on its foundation of rail activities, SNCF is widening its transport service offering to provide seamless and door-to-door mobility for its customers, passengers, loaders or Organising Authorities.

SFR Business Team Fixed and mobile connectivity www.sfr.com The 2nd largest fixed and mobile telecommunications operator in France on the businesses market SFR Business Team, SFR’s service activity for businesses, has very high bandwidth infrastructures and six data centres distributed across France. The company offers a wide range of innovative telephony, data, Internet, customer relations and Machine-to-Machine solutions. In France, SFR owns almost 2 million Machine-to-Machine lines in operation and has a national market share of over 55%. SFR’s contribution to the Ecomouv’ project Via SFR Business Team, SFR supplies Ecomouv’ with all the telecommunications services necessary for system operation, representing an essential component of the system:

Machine-to-Machine services for on-board units High-speed fixed services for the 420 distribution points High-speed fixed and mobile services for the enforcement systems Very high speed communications for the connection of the central sites and the data

systems Electronic payment solutions for the enforcement authorities and mobile teams.

Unique experience as a fixed and mobile telecommunications operator A dedicated team of SFR experts is working in close collaboration with the Ecomouv’ teams and those of its partners, to ensure optimum system design. These services are based on the SFR-operated fixed and mobile networks, thus providing Ecomouv’ with a guarantee of the end-to-end control of system quality. The on-board equipment includes, in particular, a Machine-to-Machine telecommunications solution based on SFR’s know-how in this area. This Machine-to-Machine solution thus benefits from the best state-of-the-art technology in this sector, in particular: Industrial-grade soldered SIM cards for improved ruggedness in a heavy goods vehicle

environment. A fully automated management system. A supervision system for continuous connectivity. SFR is the 2nd largest telecommunications operator in France with a turnover of €12.6 billion in 2010. A global operator, SFR responds to the needs of its consumer, professional, business and operator customers, whether this is for mobile, fixed, Internet or television services. Steria Central data system www.steria.com/fr Leader for IT services to businesses and administrations and a major actor of the transport sector in France. A major partner of the French Ministry of Transport, Steria's transport management solutions are used in 80% of road traffic management systems. Its solution for the Paris region (Ile de France) motorway network, the SIRIUS system, is the largest traffic management system in France. Steria also intervenes in France in the management of the automatic fine enforcement system. In Germany, Steria is working on the development of the heavy goods vehicle toll system, Toll Collect. Steria's contribution to the Ecomouv’ project Steria is responsible for the deployment of the Ecomouv’ central financial and technical management systems and customer-relations system. The financial management system is the veritable heart of the IT architecture and will ensure user account and invoicing management, tax accounting management and the logistical flows of on-board units over the distribution network. The technical management system will ensure the supervision of overall system operation, data archiving and security, the construction of statistics and performance indicators and the management of exchanges with external partners. A solid experience of managing major projects The heavy goods vehicle eco-tax project is amongst Steria's major strategic projects in the transport sector. In particular, Steria capitalises on its experience of managing major inter-ministry projects for the modernisation of State institutions with the Chorus project (financial, budgetary and accounting management data system for the French state); the implementation of a Human Resources Data System (SIRH) for several ministries via the ONP (Opérateur National de Paie), or the development of the unified inter-armies salary-management software for the French Ministry of Defence. Steria's 20,000 employees, spread across 16 countries, manage the systems, services and processes that facilitate the daily lives of millions of persons. 2.3 Ecomouv’ SAS management Chief Executive Officer: Daniele Meini

Daniele Meini graduated with honours from the University of Rome. After completing an MBA in 1996, he worked as a strategy consultant at Accenture. Four years later, he joined Buongiorno, a company specialising in mobile phone services, where he was responsible for the launch of the company. In 2007 he joined the International Development Department of Autostrade per l'Italia and in 2010 joined the heavy goods vehicle eco-tax project.

Vice-President: Michel Cornil Michel Cornil is a graduate of Ecole Centrale de Lille (France) and holds a

doctorate in fluid mechanics. After starting as a research associate with CNRS, he has occupied several positions in the area of transport and logistics, and ensured the general management of the Transport and Passenger Group via GTI up until 2000. He then occupied different positions within the SNCF Group, in particular Chairman and CEO of EFFIA (company specialised in the management of intermodal equipment and systems) from 2004 to 2007, and Chairman of SYSTRA (subsidiary of the SNCF and RATP groups, specialised in international transport system engineering) from 2000 to 2010. Michel Cornil was also President of the French Public Transport Union (professional organisation bringing together French stakeholders in the areas of Urban and Regional, Rail and Rail Transport) from 1995 to 2009. He is a Knight of the National Order of Merit and the Legion of Honour.

Chief Executive Officer Ecomouv’ D&B SAS: Sergio Battiboia

Sergio Battiboia earned a degree in Electronics Engineering at the University of Bologna (Italy), specialising in telecommunications. He joined the Autostrade per l'Italia group in 1995 to participate in the technical development of the TELEPASS electronic toll system and the European standardisation of non-stop tolling applications. Between 2002 and 2005, he was Project and Operations Director for the implementation and operation-maintenance of the first national open-road electronic toll system, the LKW Maut project in Austria, at Europass LKW-Mautsystem GmbH (heavy goods vehicle eco-tax system on motorways, then extended to national roads). Responsible for the development and commercialisation of new tolling technical solutions within ASPI, he heads the project team for the Heavy Goods Vehicle Eco-tax call for tender in France.

1. What is it?

The heavy goods vehicle eco-tax is an ecological tax system based on the French Customs tax scales applicable to all road haulage vehicles of over 3.5 tonnes using the 15,000 km of the French taxed national and local road network, as defined by Decree 2011-910 of 27 July 2011.

2. On which roads?

The taxable road network includes the national network roads, with the exception of toll motorways, as well as low-traffic roads and motorways defined by decree (Decree No. 2009-1588 of 18 December 2009) and certain local roads defined by decree (Decree No. 2011-910 of 27 July 2011), covering a total of 15,000 km. This translates into two-thirds of the publicly-managed national road network, which can currently be used free of charge, and one-third of department roads or local roads that may receive a significant amount of transfer traffic due to existing or future toll roads.

3. Who is concerned?

The users subject to the heavy goods vehicle eco-tax are referred to as the entities liable for tax. All goods transport vehicles, whether registered in France or elsewhere, for which the gross vehicle weight rating, or the gross combination weight rating in the case of an articulated vehicle, is greater than 3.5 tonnes and which use the taxable network, are liable for this tax.

4. Are there non-taxable vehicles?

The following vehicles are not taxable:

- all vehicles with a gross vehicle weight rating equal to or less than 3.5 tons;

- vehicles that transport people (coaches, buses, etc.);

- vehicles of priority public interest;

- agricultural vehicles and equipment determined by the regulatory framework;

- military vehicles.

5. What is the cost?

The tax is calculated according to a per-kilometre rate that varies as a function of vehicle category and which may be subject to a weighting coefficient depending on the vehicle's

emission level (EURO class), on the concerned geographical areas (application of the peripherality principle: an abatement is foreseen for certain regions) and the level of congestion. Vehicle category is defined on the basis of the gross vehicle weight rating and the number of axles in Decree No. 2011-234 of 2 March 2011 with regard to the vehicle categories subject to national taxation on goods transportation vehicles.  

For the EURO class, this defined by: • The EURO class declared on registration if a certificate (certificate of conformity or classification certificate) was submitted on registration or subsequently. • If not, the most unfavourable EURO class. The principle of a 25% reduction for travel conducted in 3 regions (Brittany 40%, Aquitaine, Midi-Pyrenees) has been formalised in decree 2011-233 of 2 March 2011.

In accordance with these provisions, the entities liable for tax must pay an average weighted tax of €0.12/km.

6. What will the generated revenues be used for? The revenues collected on the national road network will be attributed to the French Agency for Financing Transport Infrastructure (AFTIF) for investment in infrastructure development and projects foreseen by the Grenelle Environment Round Table, promoting environmental protection and fostering sustainable development. The revenues collected on the local road networks, after deducting the management costs, will be attributed to the local authorities that managed the roads taxed.

7. How does the heavy goods vehicle eco-tax work? The key component of the heavy goods vehicle eco-tax collection system is the on-board unit. This is mandatory to be able to pay the heavy goods vehicle eco-tax. The on-board unit is configured at the time of registration based on vehicle characteristics (vehicle's registration plate, number of axles, Gross Combination Weight Rating, Gross Vehicle Weight Rating, emissions class and complete contact information of the owner). The on-board unit, installed in the vehicle's cab behind the windscreen, uses GPS satellite technology to accurately determine if the vehicle is travelling on an itinerary that is subject to the eco-tax, and the distance covered.

8. How is the eco-tax paid? Two possibilities: 1) Subscribe with a Registered Electronic Toll System Company (SHT): "Subscribers liable for tax" sign a contract with a registered electronic toll system company

(SHT), which provides the on-board unit and manages invoicing on a monthly basis. 2) Register directly with Ecomouv’: "Non-subscribers liable for tax" may register directly with Ecomouv’ (Internet, call centre and eco-tax network points), to obtain the Ecomouv’ Pass, the on-board unit, against a guarantee deposit. In this case, users must have at their disposal pre-paid credit. The due tax will be debited from the prepaid credit amount. This prepaid credit can be easily reloaded and the payment methods will include cash, cheques, credit cards and the main fuel cards. Users will be able to check their remaining credit using the on-board unit.

9. How can the on-board unit be obtained and from where? 1) For “subscribers” liable for tax, via a registered electronic toll system company. 2) For non-subscribers liable for tax, from automatic distribution terminals or at distribution points with dedicated personnel in eco-tax points on the Ecomouv’ distribution network. The user liable for the tax will be provided with the on-board unit against a guarantee deposit, will sign a contract and will have a prepaid credit in the OBU. The credit can be easily checked using the on-board unit and can be reloaded at the distribution points or via the call centre. 3) Via the call centre, operational 24/7, with bilingual personnel. 4) By registering on the www.ecomouv.com website.

10. How should it be installed? The on-board unit is easy to install behind the windscreen. It is equipped with a 12V power cord.
