Mr. Alien Coenen of Union, Camp Corp. was Interviewed.^ Mr. George Anderson and Mr. James Boettcher of the Wisconsin Department of Natural Resources (WDNR) also attended the meeting. Union Camp Corp. disposed wastes at the landfill run on property where the Armory now stands. The landfill was owned and operated by the city of Tomah. In the afternoon, FIT met with Mr. Keith Keene, Director of Public Works, in order to obtain additional information. Following is a summary of data gathered at the two meetings. 1955, the "Armory" fill was closed and covered, and the city began alandfill operation near the current fairgrounds. After its closure,the Wisconsin National Guard bought the "Armory" fill and built anarmory on the property.

An on-site inspection was not possible, and the old landfill was notnoticeable from the road. While standing in front of the Armory, FITdiscussed with the WDNR personnel the possibility of putting in soilborings and/or monitoring wells to determine possible soil/ground-water contamination. Mr. Boettcher stated that it would be better towait until groundwater monitoring had been completed at the TomahSanitary Landfil 1 before putting wells in at the "Armory" landfill.This opinion seems prudent, but does not necessarily coincide withFIT's opinion.
Later in the afternoon, FIT personnel met with Mr. Keith Keene,Director of Public Works, Tomah. He confirmed previously-statedinformation and provided a map which located the old landfill site.He stated that to his knowledge, the area had been quite low. A platbook from 1955 showed the area to be partially covered by a smalllake. The wastewater treatment plant now sits on that land. An oldsaw mill occupied the land where the fill was. When the mill ceasedoperation, the land was filled in. Mr. Keene thought that therefuse, solid and liquid, was burned for greater compaction. Afterthe landfill closed, the Armory was built on it. Mr. Keene statedthat the fill had "been removed" and the hole "backfilled with sand"prior to the Armory building being constructed. He did not knowwhere the excavated fill material had been taken.
