Leading edge policy makers, urban planners and developers across the world are starting to build such “eco districts.” Background Portland’s reputation as a livable and sustainable community has been largely built upon a foundation of consistent leadership and investment in growth management, multi modal transportation infrastructure, energy efficiency, and low impact development practices. In total, such investment in livability has resulted in a set of best practices for urban development that has significant environmental, social and economic benefits. Whatifyourneighborhoodneedednooutsideenergyforheating&cooling,producedasignificantshareofitselectricity&freshwater,managedallofitsorganicwasteandsewage,producedsignificantamountsoffreshfoods,washometoadiversityofspeciesthatthriveinurbanhabitat?Leadingedgepolicymakers,urbanplannersanddevelopersacrosstheworldarestartingtobuildsuch“ecodistricts.”BackgroundPortland’sreputationasalivableandsustainablecommunityhasbeenlargelybuiltuponafoundationofconsistentleadershipandinvestmentingrowthmanagement,multimodaltransportationinfrastructure,energyefficiency,andlowimpactdevelopmentpractices.Intotal,suchinvestmentinlivabilityhasresultedinasetofbestpracticesforurbandevelopmentthathassignificantenvironmental,socialandeconomicbenefits.WhilePortland’slivabilityhasbeenwelldocumentedandsignificantinvestmentsinurban

redevelopment,transitridership,bicyclecommuting,stormwatermanagementandopenspaceprotectionhasresultedinfavorablesustainabilityrankings1,lessattentionhasbeengiventotheeconomicbenefitsthatsuchinvestmentscanbringtotheregion.ThisischangingaseconomistsJoeCortrightandbusinessleaderslikeGerdingEdlenprovethatinvestmentsinsustainabilitycreateasignificantcompetitiveadvantageagainstcompetitorcities.2Indeed,theregion’seffortstogrowacleantechandsustainableindustries(CTSI)clusterarenowjustbeginningtobearfruit.3Portland’sabilitytomaintainitsdistinctivenessandeconomicgrowthinthesesectorswilldependinlargepartonhownewsustainabilitystrategiescanbeacceleratedandscaleduptomeettheneedsofcitizenswhilesignificantlyreducingtheregion’scollectiveenvironmentalfootprintinkeyareassuchasenergy,water,andcarbondioxide.Inaddition,newstrategiesneedtobeaddedtotheregion’ssustainabilitytoolboxincludingcongestionpricingforsingleoccupancyvehicles,highefficiencydistrictenergy,transportationelectrification,largescalebuildingretrofits,andsocialmarketingandcivicengagementeffortsthatsimultaneouslyenhancelivability,createwealth,andreducenegativeenvironmentalimpacts.Suchstrategiesneedtobeintroducedintoincrementalpublicandprivatecapitalinvestmentandembeddedintolongrangeplanningactivitiesguidedbyperformancemetricsandgoalsinthefollowingareas:

– Greenjobandlocalbusinessgrowth– Greenhousegasemissionsreductions– Greenbuildingmarketpenetration– Watershedandurbanecosystemhealth– Distributedstormwaterandpotablewatermanagement– Multi‐modaltransportationthatprioritizestransit,cycling,andwalking– Airtoxicandcriteriapollutantsreductions– Affordablefamilyandworkforcehousingpreservation– Livableandresilientneighborhoodswithdiverseandrobustlocalservices

WhatisEcoDISTRICTS?EcoDISTRICTSare“triplebottomline”neighborhoodswiththelowestpossibleenvironmentalimpactandhighestlong‐termeconomicandcommunityreturns.EcoDISTRICTSfocusesonfourcoreareas1)carbonneutralbuildings,2)zerocarbontransportationand3)greeninfrastructureand4)compact,completeneighborhoods(alsoknownas“20minuteneighborhoods”).Itstartswiththefundamentaltenantthat“whatcanbemeasuredcanbemanaged”thusintroducingsocial,environmentalandeconomicperformancemetricstoneighborhooddevelopment.Theobjective–totestandeventuallycodifythenextgenerationofbestpracticesandcommercializationopportunitiesingreendevelopmentandinfrastructurethatcanbescaledtocreateneighborhoodswiththelowestenvironmentalimpactandhighesteconomicandsocialresiliencyintheUnitedStates.

ThusEcoDISTRICTSrequiretheintegrationofbestpracticesintheareasofurbandesign,communityparticipationandinstitutionalalignment,modelingandvisualizationtools,ratingandevaluationsystems,zoningandbuildingcodes,buildingandinfrastructurefinancingandgreenbuildingandinfrastructuredesignandconstruction.Strategiescaninclude:

– Aggressiveenergyandresourcereductionstrategiestothedesignandengineeringofbuildingsandinfrastructure;

– Newzoningregulationsandgreenbuildingcodes;– Expandedtransportationoptionsandaggressivedemandmanagement

strategies;– Newfinancingtoolsincludingenergyefficiencyutilitydistrictstofundenergy

efficientbuildingretrofits;– Housingoptionsthatemphasishighdensityfamily,seniorandworkforce

EcoDISTRICTSispartofa“nested”regionaldevelopmentagendathatincludes1)Metro’sCentersProgramthatseekstoacceleratethebuildoutofhighqualitytowncentersalongmajortransportationroutes;2)Portland’s“20minuteneighborhood”strategytoconcentratelocallyservicingretailandservicesintocreatemixeduse,vibrantneighborhoods;and3)PDC’sGreenMainStreets,acommercialdistrictrevitalizationstrategy.Inaddition,EcoDISTRICTSbuildsonexistinggreenbuilding,climateprotection,energyefficiency,andgreenjobcreationpolicyinitiativesthattheState,Metro,theCityofPortlandandothermetropolitanjurisdictionshaveadopted.Atthestatelevel,Oregonhasestablishedaggressivegoalsforreducinggreenhousegasemissions(75%below1990levelsby2050).Thestatehascreatedpoliciesandincentivestoachievethem.OregonhasalsocreatedbothastatewideSustainabilityBoardandGlobalWarmingCommissiontosupportregionalandlocalgovernmentsustainabilityefforts.Attheregionallevel,Metroregionalgovernment(onlyelectedregionalgovernmentinthecountry)hasrecentlyreorganizedaroundsustainabilityfunctionsandinitiatedaClimateActionStrategyforits28politicaljurisdictionsthatincludestheRegionalTransportationPlanandlandusestrategies.Locally,theCityofPortlandandMultnomahCountywerethefirstUnitedStatescity/countytosetgreenhousegasgoals(1991)andtocreateaclimateactionplan.TheCityCouncilhassetagoalof80percentreductionsby2050andiscurrentlyupdatingitsgreenhousegas,greenbuilding,andeconomic

developmentstrategies.BEShasadoptedafar‐reachinggreeninfrastructureprogramcalledGraytoGreenandthePortlandBureauofTransportationiscreatingnewBicycleandStreetcarinvestmentstrategies.EcoDISTRICTSisdesignedtomeetthegoalsandacceleratetheinvestmentsembeddedintheseplans.EcoDISTRICTSGoalsI.ReductionofGreenhouseGasEmissionandAirPollution:ThestateofOregonandPortlandhavecreatedaggressivegreenhousegasemissionreductionsthatEcoDISTRICTShelpstoaddressthroughneighborhoodenergysavingsinthefollowingareas:buildingscalepassivedesign,equipmentefficiency,andoccupantbehaviorbestpractices;district‐scaleenergygeneration(highefficiencyandrenewables);reducedvehiclemilestraveled(VMT),andmoreefficientwaterdistributionsystems.II.CleanandSafeWater:Prioritiesincludesdistrict‐scaledwaterefficiencyandreuse,district‐scaledgreywatermanagementandreuse,anddistrict‐scaledstormwatermanagementpracticesthatmeet’stheCityofPortland’sStormwaterManagementManual.Thesetechnologieswilllooktoreducethelifecyclecostsandenvironmentalimpactsofpumpingandtreatment,enhanceurbanwatershedandestuaryhealth,andprovideflexibilityandredundancyintheCity’swaterdistributionsystem.III.LandPreservationandRestoration:Throughsmartgrowthbestpractices,efficientlandutilizationwillbeemphasizedthroughprioritizeddensification(e.g.brownfield,infill,alongtransitcorridors),district‐scaledresourcesharingsystems,transit‐orienteddevelopment,environmentallegibility,andthe20‐minuteneighborhood.Restorationwillemphasizebioremediationforlandrecyclingandhabitatenhancement(urbanandedge).Additionally,advancedtechnologiesandsystemsforwastereduction,reuse,andrecyclingbothintheconstructionofbuildingsandinfrastructureandintheirongoingmanagementandoperation.IV.HealthyCommunitiesandEcosystems:Prioritiesincludestrategiestoenhanceandprotecthumanandecosystemhealththroughavarietyofbestpracticeintheareasof1)improvedairquality,daylightingaccess,andreductionofharmfulchemicalsinbuildings;2)prioritizationofwalkingandcyclingastheprimarymodeoftransportationforresidentsandvisitors;3)mixedincomeandgenerationalhousing,schools,daycare,andcommunitycenters;4)brownfieldremediation,and5)watershedandecosystemenhancementincludingon‐sitegreywater,wastewaterandstormwatermanagementtoreducethemeanconcentrationofcertaincontaminantsofconcernfoundinwaterandfishtissueintheColumbiaRiverbasin.V.GreenJobCreation:EcoDISTRICTScreatesafertileprovinggroundtocreateanappliedeconomicdevelopmentstrategythatwillhelpgrowgreenandcleantechjobs;createcommercializationopportunitiesforcorporateentitieslookingtodeploynext
