The concert known as ‘Celebrat- ing 175 years of PMB City of Choice’ is organised by the Msunduzi munici- pality in partnership with Jazz Cultural Feast Events Company. Event organiser, Nkanyezi Cele said: “We are expecting to attract a crowd of more than 5 000 people. People must come in numbers as this will be the first of its kind, with 99% being live music and 90% of musi- cians being KZN artists. “In most jazz festivals, artists from other provinces dominate which will not be the case. The concert has re- ceived a positive response from many local companies”. The concert starts at 10am and performing artists include Zakes Bantwini, Joel Zuma, Mbuso Khoza, Asanda Bam, Xolisa, Nomalanga Hlubi, Soul Sound, Madala Kunene, Mabi Thobejane, Loxion Jamz, Bheki Nqoko and Unplugged and Sthem- bile. The first 1000 people to arrive will receive giveaways. Entrance fee is R150 and R500 for VIPs. Businesses may book tables for 10 at R5000, each inclusive of food, drinks and t-shirts. The Arts and Culture Department should learn to take our artists seriously
WHEN the ANC established its department of arts and culture(DAC) in 1982, it was not just a
mere amorphous and ludicrous gesture,but it was initiated to mobilise South African cultural workers at home and abroad.It was also to engage a broad range of people in the culture of protest and resistance,its goal broadly being the democratictransformation of arts and culture in ourcountry.For decades instruments of division and
subjugation, arts and culture were seen bythe DAC as unifying tools of liberation forall South Africans.In 1993 the Culture and Development Conferences (CDC), convened by former ANCpresident Oliver Tambo, was held in Johannesburg, primarily to draw up an inclusiveand nonsectarian national arts and culture policy for South Africa. The importantthing about CDC is that it was not concerned with questions of liberation, butthat of governance.Some of its objectives were: to bring to
gether creative workers from across thecultural and political spectrum and provide a showcase for their work and creations, and to provide a platform for allstakeholders to make their contribution todeveloping a new culture dispensation.
The call for a ministry of arts and culturewas sounded at this conference, and shortly after the election, the ministry wasformed with Dr. Ben Ngubane at the headand Winnie Mandela as his deputy. All theabove mentioned efforts demanded a lotof seriousness, commitment and dedication on the part of the ANC, and it was nota child’s play.But since the attainment of our freedom
in 1994, it seems as if our department ofarts and culture has forgotten that it wascreated on the premise of transformingSouth Africa’s cultural landscape for thebetter. Our artists are perishing in destitution in the presence of the DAC. Artistic andcultural organisations struggle to get financial assistance from the department.The reason being that it is highly bureaucratic and this bureaucracy being the maincause of its inefficiency and dysfunctionality.These faceless, cynical and jealous offi
cials with their red tape, who perceive andtreat arts and culture with frivolity and insensitivity, are the chief stumbling block tothe development of our artists. Let alonetheirnotbeingpassionateandknowledgeable about the arts, they are there, just likeany other employees, to support their families.Foryears, ItogetherwithlocaljazzguitaristZazi Mncube, bass player Langa Mthalane,Vusi Msomi and Sabelo Mwandla, both theactors, tried to approach the departmentto assist our Take Four Musical Organisation, to no avail. This transpired despite the
fact that we had all the required documentation. When we realized that they wereutterly reluctant to assist us, it became vividly clear to us that pestering them was afutile exercise.
Bhekabona Qwabe, the late freelancedrummer, and Smanga Zibula, the guitarist for the local jazz band, Fate for Africa,are some of our highly talented musicianswho died without having been supportedin their creative endeavours. Even the artists who called themselves, uMgungundlovu Concerned Artists, under the chairmanship of Kwenza Mthembu, in June this year,raised this matter of our artists being takenfor granted by the department, with theMEC for Arts and Culture, NtombikayiseSibhidla Saphetha.These departments of ours are very good
in terms of returning funds allocated tothem back to the National Treasury, butextremely incompetent when it comes tospending them to the benefit of eligiblepeople. South Africa is a land of plenty, soseeing our artists suffering is iniquitous.But then how do we expect our artists in
this part of the world to flourish when ourvery current national minister of arts andculture, Paul Mashatile, regarded his appointment to head the ministry, as a political demotion? Do you think our honourable minister who feels as having been relegated can work diligently to address theplight of our creative workers? Do our municipalities together with their ward councillors comprehend the importance of thearts in their communities?
I received with jubilation the news thatWinston Churchill Theatre had been revamped. But how do we take pride in thephysical structure of the hospital withoutcherishing health practitioners, and isn’t ridiculous to admire a university’s exquisiteness and denigrate its lecturers?South Africa has a high rate of unemployment, and in the ranks of the unemployedwe have artists who only need governmentsupport to do their creative work, whichcould help in the reduction of unemployment. Even the private sector has the social responsibility to assist our artists. Howdo you explain the philanthropy characterized by selectivity, the philanthropist whocan’t operate without the media? Shouldour good Samaritans be selective in termsof rescuing the indigent artists? Should thewhole world know when I have been assisted, and is being generous quietly not beneficial or an anathema? I don’t think knowing why some of our philanthropists can’tbe dissociated from politicians, and viceversa, is a problem.The indispensability of the arts in human
existence is indisputable, and music is aclassic example: weddings, parties, celebrations, churches, funerals, political gatherings, electronic media, schools and othersettings, music plays a pivotal role and isunavoidable. The contribution of our musicians in the political struggle can never bedisdained and trivialised.
Our theatres have always been sacredspaces because our stories, poems, musicand dance have been soldiers that escalat
ed the liberation struggle which ultimatelydismantled oppression. Theatre in SouthAfrica has always been a dynamic forumthat has given us courage to grapple withthe state of our nation. Our writers, standup comedians, satirists and communitybased artists have utilised their immenseand remarkable talents to create and nurture a climate that has allowed us all tobecome active participants in our democracy.
Our artists are our nation’s conscience;they give us a window on our world, butalso give us glimpse of an imaginary world.They have incredible gift of uniting us allin a common celebration of humanitywhen we are able to laugh, cry, feel sorrowand experience hope.Musa Nkuna, a supremely gifted South African opera singer, says: “We are culture, wedefine our own culture, and we are responsible for our culture. Because culture is social glue that keeps societies and communities together, any little crack will causethings to fall apart.We earnestly entreat and appeal to the
department of arts and culture to changetheir attitude towards our artists, thisthing of belittling our artists should cometo an end. Our society, as well, should takearts and culture seriously, for the nationthat doesn’t embrace its cultural aspect isdoomed to deteriorate.

Football is both an art and science. Young people therefore need to be trained to develop their abilities.
