Speaking at the budget speech, KwaZulu- Natal Finance MEC Ina Cronje said that this budget, coming from provincial treasury’s own revenue, will help with additional funding for various projects. Among many projects that are to be imple- mented with this budget, R5 million has been set aside to tighten security measures as the country gears up for the elections. Another R5 million has been set aside to assist the Msunduzi Municipality with the elecrification of informal settlements in order to combat illegal connections. Cronje emphasised that the importance of police visibility at policing stations during this year’s elections to ensure peace. Speaking at a media briefing, provincial treasury head Smiso Magagula said: “While this is a good success story for our province, the economic situation globally has not fully recov- ered following the recession period in 2009. “We had to cut down by 7.5% on departmental goods and services. Our deficit has been wiped out since 2010. Having achieved this goal shows elements of good governance.” In addition, the department is set to imple- ment an electronic procurement tool by next month, inabidtomodernisethesupplychainand to eliminate the human component. This electronic tool will enable those interested in tenders from all the municipalities in the prov- ince to bid live online. “The procedure will be transparent, and there will be no instances where officials change figures so that their friends win bids. This tool will also allow us to know how much we spend, on what and who we buy it from”, said Magagula. Cronje raised concerns that although the province has turned around its finances, there is still a problem of bad debt, with the country being among big spenders. “Poor personal financial planning and unhealthy spending habits add an additional burden to government, with an increasing number of grant dependants who cannot retire without help from the state,” she said. on parties r KZN HOD of Provincial Treasury Smiso Magagula (L) and MEC for Finance Ina Cronje read a tabled budget report following the budget speech on Tuesday. IDO not know whether to be sad or expect anotherinstalment of fantastic entertainment from MzansiMagic’s treat that is the Isibaya drama series.
When I heard that Isibaya was grinding to halt thismonth, I quietly bemoaned the end of real, qualityentertainment. But then I did not know whether tobe happy or lukewarm when a Sunday newspaperreported that in fact, Isibaya is coming back and thestory will continue.
I am always not sure of part twos, but part onedid strike the right chord with its local actors andactresses who are not only handsome and beautifulpeople who are appealing to watch on screen, but alsoexude sexuality.
It is very difficult for me to say which character
impresses me the most in that wonderful cast ofIsibaya. I find it easy to excuse those characters whospeak like they are reading because even thatbecomes a kind of trait of who they are. Besides, theircharisma undermines their flows in ways that are notfamiliar, (or have I become more tolerant with age?).
Mkabayi and her brother, Mpiyakhe Zungu, the richtaxi owners, (the latter of which is bewitched andturned into a mkhovu, that is, a person who servesthe interests of those that have bewitched him), carrythe story so well. I do not have words to describe theamount of hard work that went into achieving whatI see – what a treat! To use an old friend’s favouritephrase, ‘they are so good, they are good.’
Taxi violence and the use of muti to manipulateand dominate others are pertinent themes that area part of our everyday lives.
Although taxi feuds have gone down nowadays,
thanks to the hard work of the democratic government engaging continuously with the taxi industryleadership, it is not unfamiliar to hear of familiesturned into fatherless or brotherless units justbecause of contests for business and control of routesin the taxi industry.
The character of Samson Ndlovu, who is the rivalrich taxi owner whose priority in life is to bewitch anddominate the Zungu family, is one of the best characters in that cast of Isibaya.
Obviously, everyone knows someone who hasbeen allegedly turned into a mkhovu like Mpiyakheor who turns others into a mkhovu (or a Mgijimi – anew name given to Mpiyakhe as Samson’s umkhovu, which means the one who runs errands).
This subtheme of the story reminds me how muchthe modern world has deplored and actually foughtagainst slavery and human trafficking.
But through muti (i.e. something that is hard toprove in a court of law unless there is hard evidencelike a murder scene, weapons and witnesses), thehuman race still sees people using other people forfree labour, let alone those who are killed for bodyparts to be used for muti. We speak in our little cornersabout such disgusting and inhuman acts. Yet thereis little or nothing we can do about them. The perpetrators are known untouchables who live amongst uslike there is nothing wrong with their gross and satanicconduct.
Indeed, I will miss a lot of characters in Isibaya partone, if they go. The characters of Iris, Jackson andJabulani were the epitome of opulence, sophistication, insensitivity, greed and arrogance of the presentday elite. Needless to say, corruption, mutual abuse, deceit and the ultimate betrayal are the order of theday in Isibaya, as they are in the real world of today.
And of course Iris plays the role of a step motherfalling in love with her step son, Jabulani, in ways thatdefy conventional thinking and would upset anyconservative viewer in this age of ‘Ben 10.’ As a story,I actually enjoyed the character of Iris, the lonely, naughty, dramatic and explosive beautiful one.
In the story, her presence is recognised openly byher husband, the somewhat unconscious and sickMpiyakhe who is lying in his hospital bed after escaping from his mkhovu ordeal. Curiously, Mpiyakhe is lessresponsive to his other two pius and typical traditionalwomen who share Mpiyakhe with Iris in a polygamousmarriage situation when they come to see him inhospital on a separate encounter.
IknowthatwehavenothadanicestorylikeIsibayain a long time on national television, but the presenceof Mzansi Magic, an MNet channel, promises to feedus with offerings that are not only South African, buttruly entertaining. Like etv’s ekasi stories, MzansiMagic is continually flooding our television screenswith short stories which we truly identify with and like, and many of them are made by people we actuallybrush shoulders with.
My partner and I enjoyed the creative shooting andexotic scenes of Msinga. We recognised and identifiedwith the context which glorifies our province of KwaZuluNatal as a tourism destination.
HereistotheendofIsibayapartoneanditsintriguing celebration of rich blacks who rose through the taxiindustry in which modern values collide with traditional values in a superb story that mirrors the life weknow and experience in ways that we cannot deny. Here is to the end of the first part of a wonderfulartistic experience.
I have great respect for the character of Mpiyakhe, his traditional singing and extraordinary talent as anactor. I actually wish to take this opportunity to saythat I take my hat off to Mzansi Magic, the Isibayaproducers, writers, and the entire cast for really entertaining us poor South African viewers who are foreverhungry for good stories and good acting.

TALKINGFOOTBALL
For footballto grow,mindsetsmust change
THE negative effects of apartheid on the mindsof Black people will be felt for many years tocome. The laws of the country may have
changed, but the minds are still chained by the past.Fear is dominating the lives of the majority of our
people. Fear to change and fear to be different isholding the country hostage. Football cannot continue doing things the same way and expect differentresults.
We live in a society that is stuck in the past. Independent and selfreliant individuals become enemies of people. We are a nation that hates progress.
The second and third divisions are not youthleagues. It is wrong to put restrictions on the agesof players in these leagues. A club like CentralBrothers, for instance, would love to be promoted tothe PSL in future. How is it possible with rules thatdo not apply to every club in the country? Please, letus not confuse amateur football with youth development. It is also not fair on older players who are stillkeen on playing competitive football. It is thesecosmetic changes that are delaying progress.
We need to learn that nothing is free in this world.Progress in any field is not dependant on money. Onedoes not need to be rich to excel in football. You needa ball and a bit of space to improve your technicalskills. Poorer countries will be fighting to win theWorld Cup in Brazil in June. Knowledge and high workethic is more important than money. Anyone canhave lots of money but very few can have wisdom. It is easy to steal money for instance while it is impossible to steal wisdom.
Football is not going to grow and improve if themind sets do not change. How many coaches havebeen trained by Safa over the past twenty years? Itis sad that the majority are still waiting for someoneto employ them. We have too many certificatedpeople who do not train or coach anyone. We are anation that enjoys collecting certificates.
People find it very difficult to volunteer their services. We are failing to understand that South Africais a third world country. The majority of people liveunderdespicableconditions.Weplayfootballonverybad fields. It is not true that we have better footballfacilities. I see this every weekend in SAB matches. If the elite district league plays under such conditions,it is difficult to imagine the conditions at lower levels.
A lot of opinions have been made about lastweek’s trashing by Brazil. The reality is that goodfootballers do not grow on trees. A country thatneglectsitsyouthwillneverdominateworldfootball. We must stop being good in suggestions and startdoing the work. We need to equip ourselves withknowledge and start giving our children good football education. It is also important that football putsqualified people in positions of authority. This business of putting the wrong candidates or friends inkey football positions is killing the sport.
Lastly, it is worth repeating that the first teacherof football is a mother and father. Too many SouthAfricans are abdicating their responsibilities. Youeven see this in education where a child travels manykilometres while the father is a principal in the localschool.
Safa has come up with a Level D course whichis suitable for parent coaches. I would recommendthat young fathers and mothers attend this coursein order to help your children. People must start talking responsibilities otherwise fifty years from nowBrazil will be beating us 100.
