2018 Legislative Session Updates
The SSB version of this bill removed the section that amended the definition of eligible child.
DCYF must adopt rules to include children in ECEAP whose family income is greater than 110% of the federal poverty but not to exceed 25% of state wide enrollment.
Specifies children who are over income must be homeless or experiencing other risk factors in order to be enrolled in ECEAP.
Children added to enrollment under this bill are not considered eligible for entitlement.
Children who meet these criteria are able to enroll based on available space.

SSB 6458: Concerning additional enrichment levy
amounts to fund early learning programs.
The substitute version of this bill limits capital expenses to 25% of the total revenues generated by the tax levy.
Before funds are spent by the district, they must consult with early learning regional coalitions.
Additional enrichment levy dollars for high quality early learning must only be used for ECEAP, early learning programs that score a 3.5 in Early Achievers and school districts who have a demonstrated need for classroom space and facilities. However, these expenses cannot exceed 25% of the total revenues generated by the levy.
Clarity: Clear and consistent language increases transparency, eliminates duplication, and creates common ground.
Quality: No matter where our children are in Washington, high quality early learning available.
A clear progression of early learning quality standards connects Licensing, Early Achievers, and ECEAP to help children develop and learn.
Supports Providers: Connected standards help providers grow program quality and meet the needs of diverse families.
Choice: Information about program quality helps families see and choose what’s best for their children.
