1.0 PREAMBLE
1.1 Introduction
Sunflag Iron & Steel Co. Ltd. (Sunflag Steel) has established state-of the-art special Integrated Steel Plant inBhandara District of Maharashtra State (India) in the year 1989 in technical collaboration with MannesmannDemag and Krupp, West Germany. This factory is one of the most modern deploying state-of-the-arttechnologies which won acclaim in the International Exhibition of Steel Plant Equipment & Technology atDusseldorf (West Germany). Pollution control systems installed for the various sources at the factory are alsostate-of-the-art. For the last several years, the factory is certified to ISO9001:2008U S A .ISO / TS16949:2009 for quality management Global automobile application duly certified by UL-DQS and the factory are alsocertified to ISO 14001 & OHSAS: 18001:2007 in Feb’2013 for Environmental, Occupational, Health& Safetymanagement systems. In addition to above our factory is also certified by AD 2000/ PED /WD for supplying topressure equipment’s duly certified by TUV-Nord, Germany.
Sunflag Steel caters to the demands of various core sector industries like Automobiles, Railways, Defense,Agriculture, Engineering Industry etc.
Sunflag Steel is located at 21o14’5’’ North latitude and 79o37‘50’’ East longitude. The mean height of theplant site is 273 meters above MSL. The Sunflag Iron & Steel Co. Ltd. is located near Bhandara Roadrailway station at a distance of 53 km to the E-NE direction of Nagpur. More specifically it is located at about7.5 km as crow flies from Bhandara in S-SE direction. In the year 2006, MoEF has granted for the expansionof the existing integrated steel plant from existing 0.20 million TPA to 0.50 Million TPA. In the year 2017 ,MoEF has granted for the expansion of the existing integrated steel plant from existing 0.5 million TPA to 1.0Million TPA
At present, this Integrated Steel Plant has a capacity to manufacture 1.0 Million TPA of high quality specialsteel in the form of rolled steel products using iron ore, coal & coke as basic inputs. The plant has a DirectReduction Plant (DRP) to produce sponge iron & Mini Blast Furnace (MBF) to produce hot metal for captiveconsumption in the Steel Melting Shop (SMS). Further liquid metal is converted to steel billets at ContinuousCasting Machine (CCM). The steel billets are taken to Bar & Section Mill (BSM), Alloy Steel Mill (ASM) andBlooming Mill to produce rolled steel products. The 30 MW Captive Power Plant (CPP) is existing along withother ancillary/utility plants in the factory.

(A) SPECIFIC CONDITIONS:

i) The gaseous emissions from various processunits shall conform to the load / mass based
standards notified by this Ministry on 19th
May, 1993 and standards prescribed fromtime to time. At no time the emission levelshall go beyond the prescribed standards. Online continuous monitoring system shall beinstalled in stacks to monitor SPM andInterlocking facilities shall be provided so thatprocess can be automatically stopped incase emission level exceeds the limit. Cokeoven (non-recovery type) shall be used forpower generation. Emissions from the Cokeoven plant shall be within permissible limits ofCPCB.
Adequate pollution control systems are provided at theexisting sources which are in regular operation andmodernization of the same is carried out from time to time.The gaseous emissions from various existing process unitsconfirm the load/mass based standards notified by theMinistry from time to time. The emissions from the stacksmeet the prescribed standards.
Air pollution control system for the rotary kilns producingdirect reduced iron comprises of waste heat recovery boilersand electrostatic precipitators. The cleaned gases after ESPare released to atmosphere through a 55 m & 60 m highforced draft chimney.
Two separate fume/dust extraction and control system (i.e.The Primary and Secondary Fume Extraction System forSMS was installed & commissioned on July 2012 for furtherimproving the Dust & Fume extraction) comprising ofreverse air bag house, pulse jet bag house & commonchimney of height 43 m are provided for 50 T capacityelectric arc furnace (EAF) and ladle heating furnace (LHF).
At CPP, air pollution control system comprising of devicesi.e. economizer, air preheater, and electrostatic precipitatorare designed for the full production capacity of FBC Boiler.The discharge of the electrostatic precipitator is through astack of height 55 m with tops diameter 1.6 m. Thedischarge meets the norms. The waste heat recovered atWHRBs provided at DRI plant is also used for powergeneration at CPP.
At coal washery, crushed coal is conveyed throughconveyor belt for washing. Once the coal is mixed waterthere is no air pollution at the section. However theconveyor belts carrying crushed coal to coal washerysection completely covered from top and both sides.

The Mini Blast Furnace (MBF) (350 M3) is provided withadequate APC system. From MBF, the dust-laden gas afterthe dust catcher is cleaned in the GCP. There is two-stageventuri system, first stage provides the pre-cleaning of thegas and the second stage provides the final cleaning of thegas. The Blast Furnace gas after the venturi enters themoisture separator, where the finest water droplets areflung against the scrubber shell and run down into thesump and gas free particle leaves the GCP, the cleanedMBF gas is used at Sinter plant, Reheating furnaces ofrolling mills and Hardening furnace.
There is an effective air pollution control systems at sinterplant. The system comprises of Suction Ducting, DustSettling Chamber, Electrostatic Precipitator, ID Fan andStack. The cleaned gases after ESP are released toatmosphere through forced draft chimney.
Online continuous ambient air quality monitoring systemhasbeen installedat three locations.
On line continuous monitoring system has been installed instacks to monitor SPM & SO2.
The emissions from the stacks and various units meetthe prescribed standards results. Please refer Annexure -1(A)
ii) In plant control measures for checking fugitiveemission from all the vulnerable sources likespillage/raw materials/coal handling etc. shall beprovided. Further, specific measures likeprovision of dust suppression systemconsisting of water sprinkling, suction hoods,fans and bag filters etc. shall be installed atmaterial transfer points, blast furnace stockhouse and other enclosed rawmaterial handlingareas.
Centralized DE-dusting system i.e. collectionof fugitive emission through suction hood andsubsequent treatment through bag filter or anyother device and finally emitted through astack of appropriately designed heightconforming to the standards for inductionfurnaces existing in the industry and proposedinduction and are furnaces. Fugitive emissionsshall be regularly monitored and recordsmaintained.
At the vulnerable fugitive emission sources likespillage/raw materials/coal handlings etc., in plantcentralized de-dusting facility provided. The plant hasprovided dust suppression system consisting of watersprinklers, suction hood, Covered shed and conveyer, bagfilters at various points such as material transfer points,and other enclosed raw material handling areas in theexisting plant.
Fugitive emissions are being regularly monitored andmaintained the records as per guidelines.

iii) The company shall install Waste Heat recoveryBoilers (WHRB) to recover the waste heatand generate power from the steam producedby the WHRB. Char shall be used in thepower plant. The particulate emissions fromthe WHRB and Direct Reduction Iron (DRI)plant shall be controlled by installation of ESP asper the CPCB specifications and particulate
emissions shall not exceed 50 mg/Nm3.Further, the company shall install bag filters tocontrol gaseous emissions form the coke oven,wet scrubbers, suction hoods, dust extractiondevices and fume extraction system atappropriate places to control gaseousemissions.
At DRP 1 & DRP 2, Waste Heat Recovery Boilers(WHRSG) provided to recover the waste heat from rotarykilns for generation of power from the steam produced byWHRSG at the existing CPP. The exhaust gases from thekiln containing dust, hydrocarbons etc. are burnt in thewaste heat recovery Boiler and heat of the gases isrecovered in Boiler for steam generation. The gases stillcontaining very fine particulate matter enter theelectrostatic precipitator where most of the particulatessettle on the electrodes and gases almost free of the dustparticles are released to atmosphere at a height of 55 m &60 m through a chimney.
The emissions from various units are within prescribedstandard.
iv) Total requirement of water shall not exceed
12,000 m3/d as per agreement signed with
the Govt. of Maharashtra. Out of 3,000 m3/dwaste water generated. 2,400 m3/d treatedwaste water shall be recycled and reused in theprocess and excess shall be used for gardeningand irrigation purpose. The domestic wastewater after treatment in STP shall be used forgreen belt development.
The plant meets its water requirement from WaingangaRiver. The river flows at a distance of 7.0 Km from theplant. Maximum water requirement for the existing steelplant is 12,000 m3/day. SISCO has been grantedpermission to draw water from Wainganga River @13,200 m3/day.
Industrial effluent generation from the existing plant at ratedcapacity is 2414 m3/day. Existing practice of Boiler blowdown recycle, dilution of neutralized DM Plant effluent,cooling tower blow down effluent, disposal for
100 % reuse / recycled in the process; green beltdevelopment is continued for the additionally generatedeffluent as well.
Domestic effluent from the plant is conveyed throughdrains to septic tanks followed by soak pits and sewagetreatment plant. Treated domestic effluent is 100 %recycled for firefighting, used for gardening and greenbelt development.

v) The solid waste generated shall be in the form ofash, slag, mill scale, dust, sludge and iron scrap,Mill scale, coke breeze, iron ore fines, dust andsludge from Mini blast furnace (MBF), Gascleaning plant (GCP) shall be reused in the Sinterplant. Iron sponge, iron scrap and grinderwaste shall be recycled to SMS section formelting and reuse. DRP ash and dust collectedfrom ESP of gas cleaning system of DRP shallbe used in the Boiler of CPP whereas bedash and MBF slag shall be either used forland filling or sold to cement plants. The entirequantity of fly ash, mill scale and DRP sludgefrom the scrubber shall be utilized for makingbrick in company’s own brick manufacturingplant. Non-granulated slag shall be used for roadmaking. Dust from dust extraction system shallbe recycled to the Sinter plant for reuse. Dustcollected from DRI plant shall be reused insinter plant. Used / spent oil generated shall beused as anti-resting agent and excess sold toauthorized re processors.
The generated solid mill scale, dust, sludge and iron scrap,Mill scale, coke breeze, iron ore fines, dust and sludge fromMini blast furnace (MBF), Gas cleaning plant (GCP) is beingreused in the Sinter plant. Sponge iron, iron scrap andgrinder waste is being recycled to SMS section for meltingand reuse DRP ash and dust collected from ESP of gascleaning system being used in the FBC Boiler of CPP,whereas bed ash is being used for land filling and MBF slagis being sold to cement plants.
The fly ash is being utilized for making brick /Paver blocks atbrick manufacturing plant and if balance is used for filling lowlying area. Non-granulated slag shall be used for roadmaking and paver block manufacturing at brick plant. Dustfrom dust extraction system being recycled to the Sinterplant for reuse. Dust collected from DRI plant being reusedin sinter plant. Used / spent oil generated being used asanti-rusting agent and excess sold to authorize reprocessors.

vi) The solid waste shall be generated in the formof char, kiln accretions, fly ash from ESP andbottom ash etc. Char generated shall beused in FBC Boiler having sufficient capacityto utilize the char expected to be generatedafter the expansion. Kiln accretions generatedpresently and the quality further enhancedduring expansion project, shall be utilized forfilling low lying areas. ETPsludgeshall beusedinSinterPlant.

vii) Mill scale shall be reused in Sinter plant, ESP flyash shall be made available to the cement pantsand brick making plants whereas bottom ashshall be disposed off in a suitably designedlandfill as per CPCB guidelines to presentleaching to the sub-soil and underground aquifer.Solid waste generated in the form of Iron orefines, blast furnace slag, BF scrap scales fromslab caster and scales from steel mill will be soldto the scrap dealers except for BF slag which willbe sold to the cement manufacturers.
Mill scale is used in the sinter plant. Fly ash is used in brickmaking plants and bottom ash is disposed off at designatedlandfill. BF Slag is disposed off by sale to cementmanufacturers. Iron ore fines, BF Scrap scales from slabcaster and scales from steel mill are used at Sinter plant.
viii) The company shall be developing surface waterharvesting structure to harvest the rain water forutilization in the lean season besides rechargingthe ground water table.
Rain water harvesting ponds are existing in the plant premisesand channels are provided for collection of rain water of theplant into the pond. The collected rain water is utilized forvarious plant activities in lean season. Also it helps in rechargeof ground water table.
ix) Green belt shall be developed in at least 71.5 haarea within and around the plant premises asper the CPCB guidelines in consultation withDFO.
Sunflag Iron & Steel Co. Ltd. has 200 Ha of land coveringfactory, colony and other amenities. Presently, land availablefor green belt is about 72 Ha and green belt has covered themaximum portion of land.
From the last two decade, factory is regularly carrying out treeplantation and green belt development within the factory andcolony premises as per CPCB guidelines. Till date, the factoryhas planted approx 4,25,000 trees covering 22 varieties suchas Neem, Pipal, Casia, Mango, Gulmohor, Eucalyptus, Khair,Chichwa, Shisam, Ashoka, Karanj, Teak, Jamun, Palas,Hiwar, Dhaora, Bamboo, Royal Palm, Coconut, Guahava, etc.and the survival rate is about 96 %. The green belt is spreadin and around the plant area.
x) Occupational health Surveillance of the workersshall be done on a regular basis and recordsmaintained as per the Factories Act.
Medical examinations of workers are carried out regularly. Adispensary with regular medical practitioner and auxiliarynursing facility is available in the plant premises. Additionally,a panel of doctors regularly visits to the factory for checkupthe heath of workers & staff, the records of same is beingmaintained.

xi) The project authorities shall undertake eco-development measures including communitywelfare measures in and around the projectsite. An action plan indicating proposedactivities under this shall be performed andsubmitted to the Maharashtra Pollution ControlBoard (MPCB) within three months from thedate of issuing this letter.
Action plan for undertaking eco-development measuresincluding community welfare measures in & around theplant indicating the activities to be performed andundertaken is submitted to Maharashtra Pollution ControlBoard.
xii) Recommendations made in the corporateResponsibility for Environment Protection(CREP) for the steel plants shall be implementedand report submitted to the Ministry/CPCB/MPCB.
M/s. Sun-flag Iron & Steel Co. Ltd. is one of the leadingCorporate Houses in the country and always emphasizeson its Corporate Responsibility for Environment Protection(CREP) for steel plant. Recommendations made in theCREP for steel plant are implemented by the plant onpriority basis and regularly submit the report toMinistry/CPCB/MPCB. Refer Annexure - 3.
(B) General Conditions
SN Conditions Compliance
i The project authorities must strictly adhere tothe stipulations made by the MaharashtraPollution Control Board (MPCB) and the StateGovernment.
Consent to Operate is obtained from Maharashtra PollutionControl Board for existing set-up and it is valid upto 31-05-2022. Compliance of the stipulations indicated in the MPCBConsent to Operate, are regularly complied.
ii No further expansion or modifications in theplant should be carried out without priorapproval of the Ministry of Environment andForests.
Factory will not carry out further expansion or modificationin the plant without prior approval of Ministry ofEnvironment and Forests.
iii At least four ambient air quality monitoringstations should be established in thedownward direction as well as where maximumground level concentration of SPM, SO2 andNOx are anticipated in consultation with theMPCB. Data on ambient air quality and stackemission should be regularly submitted to thisMinistry including its Regional office at Bhopaland MPCB/CPCB once in six months.
Factory has an established Four Ambient Air QualityMonitoring Stations in consultation with MPCB. Factory isregularly monitoring and analyzing pollution sources. Theprogramme includes stack sampling, ambient air qualitymonitoring, Noise level measurement and fugitive dustmonitoring at various locations. The plant is regularlysubmitting the monitored data to MPCB.Please refer Annexure - 1 (A to D)

iv Industrial waste water shall be properly collected,treated so as to conform to the standards
prescribed under GSR 422 (E) dated 19th
May, 1993 and 31st December, 1993 or asamended form time to time the treated wastewater shall be utilizedforplantationpurpose.
For the treatment of industrial effluent generated from theexisting plant activities, an ETP is provided with flash mixer,clarifier, pH correction tank, sludge storage tank, sludgetransfer pump, thickener, sludge drying beds, Vacuum filteretc is provided at steel plant.For CPP effluent, a neutralization pit is provided.At Centralized Pickling Plant, separate effluent treatmentplant is provided with units as Collection cum neutralizationTank for Spent Acid, Collection cum Neutralization Tank forRinse Water, Lime Solution Tank, Gravity Sand Filters, Filerpress, Clariflocculator and treated Effluent Tank. Finallytreated effluent is being recycle/reused for cleaning of picklingproduct.
At MBF, water is sprayed in venture scrubbers used forcleaning MBF gases. The water from scrubbers is collected inthickener. The clear overflow from the thickener is recycledback for scrubbing. The thickened sludge from the bottom isdewatered in vacuum drier and the disposed water is sentback to the thickener. Dried Sludge is being use in the sinterplant. Effluent discharge from MBF is nil.
v The project authorities must strictly complywith the provisions made in Manufacture,storage and import of Hazardous chemicalsRules 1989 as amended in 2000 for handingof hazardous chemicals etc. the projectauthorities must also strictly comply with therules and regulations with regards to handingand disposal of hazardous wastes inaccordance with regard to handing anddisposal of hazardous wastes in accordancewith the Hazardous Wastes (Managementand Handing) Rules, 2003. Authorizationfrom the State Pollution Control Board must beobtained for collection/ treatment/ storage /disposal of hazardous wastes.
Hazardous Chemicals handled in the factory are the LiquidNitrogen and Liquid Oxygen. Both the chemicals are listedin the List of Hazardous Chemicals of Manufacture,Storage and Import of Hazardous Chemicals (Amendment)Rules, 2000. Both chemicals are stored in separate isolatedstorage tanks & used through pipeline in the manufacturingprocess. The necessary permissions for storage of thesechemicals from concerned department are taken by thefactory. Safety Audit and On-site Emergency Plan arealready prepared bythefactoryandfollowit regularly.
Oxygen & Nitrogen are stored as per Explosive Rules and allthe conditions will be followed meticulously. As perHazardous Waste (MH &TM) Rules, 2008 of theEnvironment Protection Act, 1986 and Amendmentsthereto, the steel plant complies with all the stipulatednorms. Membership of Common Hazardous WasteTreatment Storage and Disposal Facility (CHWTSDF),Butibori has been taken, reuse & disposal of hazardouswastes generated at factory is carried as per MPCBdirections.

vi The overall noise levels in and around the plantarea shall be kept well within the standards (85dBA) by providing noise control measuresincluding acoustic hoods, silencers, enclosuresetc. on all sources of noise generation. Theambient noise levels should conform to thestandards prescribed under EPA Rules, 1989siz. 75 dBA (daytime) and 70 dBA (night time).
Plant has provided noise control measures includingacoustic hoods, silencers, enclosures etc. on all noisegenerating sources to maintain the noise level within theprescribed standards under EPA Rules, 1989.

Annexure – 1 C.
vii The project proponent shall also comply with allthe environmental protection measures andsafeguards recommended in the EIA / EMPreport. Further, the company must undertakesocio- economic development activities in thesurrounding villages like communitydevelopment programmes, educationalprogrammes, drinking water supply and heathcare etc.
SISCO comply with the recommendations made by thePublic Hearing Panel for expansion project. Compliance ofthe safeguards recommended in the EIA/EMP report is aregular feature of the plant.
The company is undertaking socio-economic developmentactivities in the surrounding villages like communitydevelopment programmes, educational programmes, Skilldevelopment programme for unemployed youth & women’s,drinking water supply, and heath checkup camps.
viii As committed, Project authorities shall providefunds of Rs. 20.54 Crores recurring and non-recurring to implement the conditions stipulatedby the Ministry of Environment an Forest aswell as the State Government along with theimplementation schedule for all the conditionsstipulated herein. The funds so provided shouldnot be diverted for any other purpose.
In order to implement the conditions stipulated by theMinistry of Environment and Forests, Govt. of India as wellas the Maharashtra Government, factory has carried outcapital expenditure on pollution control facilities andproviding adequate funds for capital & recurring expenditure.

v) For the employees working in high temperaturezones falling in the plant operation areas, thetotal shift duration would be 4 hrs or less perday where the temperature is more than 50°C.Moreover, the jobs of these employees will bealternated in such a way that no employee issubjected to working in high temperature areafor more than 1 hr continuously. vi) Continuous stack monitoring facilities for all thestacks shall be provided and sufficient airpollution control devices viz. Electrostaticprecipitator (ESP), bag house, bag filters etc.shall be provided to keep the emission levelsbelow 50 mg/Nm3 and installing energy efficienttechnology.

vii) Efforts shall further be made to use maximumwater from the rain water harvesting sources. Useof air cooled condensers shall be explored andclosed circuit cooling system shall be provided toreduce water consumption and water requirementshall be modified accordingly. xxii) The proponent shall prepare a detailed CSRPlan for every year for the next 5 years for theexisting-cum-expansion project, which includesvillage-wise, sector-wise (Health, Education,Sanitation, Health, Skill Development andinfrastructure requirements such asstrengthening of village roads, avenueplantation, etc) activities in consultation with thelocal communities and administration. The CSRPlan will include the amount of 2% retain annualprofits as provided for in Clause 135 of theCompanies Act, 2013 which provides for 2% ofthe average net profits of previous 3 yearstowards CSR activities for life of the project. Aseparate budget head shall be created and theannual capital and revenue expenditure onvarious activities of the plan shall be submittedas part of the Compliance Report to RO. Thedetails of the CSR Plan shall also be uploadedon the company website and shall also beprovided in the annual report of the company.
The Budget for spending under CSR activity for the year2017-2018 was approved by the Board of Directors of thecompany at its meeting held on 14th August 2017 of1,49,63,868/- as per the CSR Policy of the Company.
The details of expenditure will be published on the annualreport of the Company in the year 2018.
As per the Section 135 of the Companies Act 2013 , theamount required to be spent on Corporate SocialResponsibility (CSR) activities for the any financial year isderived by formula i. e. it is 2% of the net average profits ofthe Company for immediately three (3) preceding financialyears.
As per this clause no. xxii, Require the CSR budget for future5 years, which at this point of time, i.e. Neither possible norpermitted to be arrived at as this is a future event. However,the same can be furnished on the yearly basis after adoptionof Audited Annual Accounts by the boards of Directors of theCompany, which may kindly be noted.

xi) The project proponent shall upload the status ofcompliance of the stipulated environmentclearance conditions, including results ofmonitored data on their website and shallupdate the same periodically. It shallsimultaneously be sent to the Regional Office ofthe MOEFCC at Nagpur. The respective ZonalOffice of CPCB and the SPCB. The criteriapollutant levels namely; PM10, SO2, NOx(ambient levels as well as stack emissions) orcritical sectoral parameters, indicated for theprojects shall be monitored and displayed at aconvenient location near the main gate of thecompany in the public domain.
