CHAPTER:1
THE PARTICULARS OF ITS ORGANISATION, FUNCTIONS AND DUTIES:
I. INTRODUCTION:
The Shipping Service is playing a crucial role in the transportation sector of Andaman and Nicobar Islands. Since the geographic location of Andaman & Nicobar Islands is around 1200 KM away from Mainland, and due to the scattered location of the islands in the archipelago, the maritime transportation forms the lifeline for the islanders. The Directorate of Shipping Services under Andaman and Nicobar Administration is the main stakeholder and responsible for major shipping service in between Mainland Island and also in between scattered islands of Andaman and Nicobar. At present the Directorate of Shipping Services is providing shipping services to 29 of the 37 inhabited Island. The Directorate of Shipping Service owns a fleet strength of around 83 vessels of various types and capacity for movement of cargo and passengers. The fleet includes passenger vessels, cargo vessels, vehicle ferry vessels, harbor ferry vessels, utility launches, oil tankers, and water barges, touring vessels, tug vessels, mooring vessels and landing rafts.
II. MISSION OF OUR DEPARTMENT
• To provide safe, reliable and uninterrupted network of shipping service in between Foreshore, Inter Island and Mainland Island sector.
• To provide notified standard of service wherever possible.
• Ensure adequate passenger amenities in the ships.
• To provide courteous and efficient ticketing system.
• Set up a responsive and effective grievance rederssal machinery and time bound resolution of various complaints.
III. OUR DEPARTMENT PROVIDES FOLLOWING SERVICES TO ISLANDERS
1. Mainland Island Shipping Service- Provide necessary Shipping connectivity between Port Blair and Mainland (Kolkata/ Chennai/Vizag).
2. Inter-Island Shipping Connectivity - Provide shipping service in between Port Blair and the distant southern group of Islands. The above service not only provide the essential connectivity between the distant island but also plays a key role in transportation of essential commodities from Port Blair to these remote Island .
3. Foreshore Shipping Connectivity- Foreshore services operated in nine routes connecting from Port Blair to various nearby North and Middle Andaman including Neil and Havelock. The above service is being provided by f 75/100 pox capacity speed vessels of this Directorate. Apart from passenger transshipment, the above foreshore vessels also transship essential cargo to the near foreshore islands.
4. Harbor ferry Connectivity- This route connecting the nearest island in and around Port Blair and creeks in Andaman Trunk Road and caters service to daily commuter commuting for daily need like education, job etc., is one of the critical area, which is maintained with various passenger ferries and passenger cum vehicle ferry.
5. Transshipment of essential cargo - Apart from above passenger cum cargo vessel , designated cargo vessel of this Directorate are providing its essential services to various scattered southern group of Island and plays a major role in the transshipment of cargo.
6. Marine Dockyard – Marine Dockyard Established in the YEAR 1893. The Dockyard consist of 16 workshops, 2 Dry-docks, 7 slipways, Job Section, Stores and bunkering. All the repair and maintenance of the vessels managed by the department are being carried out in the above Dockyard. The above dockyard also provides various infrastructural supports, such as dry-dock, workshop facilities to the vessel managed by the SCI, NAVY, Coast Guard and other private vessels as and when required.

The Marine Dockyard also provide workshop training for post Diploma Marine Engineering students of BRAIT and student of ITI, Port Blair.
7. Vessels are provided on charter – The vessels under the fleet strength of Directorate of Shipping Services are also provided on charter basis to the required agencies,/ individual , subject to availability of sufficient vessel to maintain the planned sailing schedules.
IV. OUR SERVICE STANDARDS
For efficient delivery of service we have set the following arrangements:-
1. Advance shipping schedules for Mainland Island Sector –Advance shipping schedules for the following/ subsequent months are being prepared and promulgated in respect of Mainland Island sector
2. Advance shipping schedules for Inter Island- Fifteen days advance shipping schedule are prepared and promulgated in respect of Inter Island sector.
3. Advance shipping scheduled for Foreshore Sector: - One week advance shipping scheduled in respect of foreshore sector are being prepared and promulgated.
4. Purchase of ship ticket :- The Directorate of Shipping Service has extended the facility of Single Window System for the purchase of tickets of the Passenger Vessels plying in Mainland –Island Sector, Inter-Island Sector and Foreshore Sector i.e. STARS Ticketing Counter . With the introduction of Single Window System, any class of tickets for any sector can be purchased from any counter throughout the STARS network. This arrangement benefits the passengers to plan their journey and reserve the ticket from the nearest counter instead of approaching the counter of the source location of the planned journey. Presently, STAR’s ticketing counter is available at Port Blair, Havelock, Rangat, Diglipur, Mayabunder, Hut Bay, Car Nicobar, Nan cowry and Campbell Bay. Apart from above, STAR’s Ticketing counter is also installed at Chennai and Kolkata.
5. Dissemination of information - All the shipping schedules and other related information’s are disseminated time to time through Print Media, Radio, Doordarshand and Internet. For any shipping related information, kindly log on to the A& N Administration web site www.and.nic.in. Further for any shipping related queries, the general public may also call 03192-245555 and 03192-232528.
6. Issuance of passes and concessional tickets - Monthly pass system is extended to daily commuters of Harbors ferry service at Port Blair. Free passes / tickets are provided to physically challenged person. Concessional passes/ tickets are provided to Students and Senior citizens.
7. Catering – On board catering facilities in all Mainland Island and Inter Island vessel is being provided at very reasonable fixed rates.
8. Feedback of passenger- To ensure high standard of service on board vessel, feedback forms are supplied to passengers and their view and complaints are reviewed and redressed after each voyage.
V. PROGRAMMES / SCHEMES
The Directorate of Shipping Services is implementing 06 Nos. Scheme under Plan which is as under:-
1. Improvement of Mainland – Island Transportation.
2. Improvement to Inter –Island Transportation and sheltered water communication.
3. Augmentation and modernization of ship repair and maintenance facilities and human resource development.
4. Strengthening of Directorate of Shipping Services – infrastructure and functions.
5. Formation of Shipping Corporation of Andaman & Nicobar Islands.

Services
There are two types of services categorized by this directorate:
1. Passenger transport 2. Cargo transport
These services are categorized in four sectors:
1. Mainland- island sector: the operation between islands and mainland wiz Kolkata, Chennai Vizag.
2. Inter- Island sector: The operation between Port Blair and Nicobar group of Islands. 3. Foreshore Sector: The operation in Andaman group of Islands and other nearby
islands. 4. Harbor Sector: The operation in sheltered water with in harbor limits.
Marine Dockyard:The marine dockyard was established in the year 1893. It caters the repair and maintenance support to vessels of the administration and other agencies.

13. Machine Turner • Attending all jobs in the machine shop as allocated for the vessels and shops.
• He has to attend all the machines in machines shops, marine dockyard under DSS.
• He has to adhere all safety precautions and ule while attending machines jobs.
• He has to adhere proper disciplenes and work cultures. • Responsible for delay of the assigned jobs. • Responsible for damage and upkeep of machine life. • He has to plan project the materials reqirementrs before
supervisors. • Report for the progress of the work to the supervisors. • Responsible for suvey return of scrap materials.
14. Mechanic (T & D) • Responsible/maintenance of main engine, DG engine, ompressors, Pipe lines, valves, under water fittings, propeller shafts, ruder shaft, zinc anode, pneumatic systems, hydraulic systems on board, the entire fleet of DSS.
• Has to report the progress of work to foreman/ chargeman. • Has reported the required spares to foreman/ chargeman. • Responsible for timely repair and maintenance of allotted

work. • Responsible to return spares/unserviceable materials to in-
charges. • To perform all skilled as well as unskilled nature of works
related to the shop. • Responsible for maintain records pertaining to repairs,
maintenance, spare parts etc.wherever is necessary. 15. Fitter • Responsible/maintenance of main engine, DG engine,
compressors, Pipe lines, valves, under water fittings, propeller shafts, ruder shaft, zinc anode, pneumatic systems, hydraulic systems on board, the entire fleet of DSS vessels as team leader allocated by foreman/chargeman.
• Responsible for progress of work at site. • To collect spares from the foreman/chargeman. • Accountability of scraps/ unserviceable materials. • And all other works assigned by superior.
16. Boat Builder/Patern Maker
• Responsible to make/ construct/ renovate the jobs in docking section related to wood working as assign by assistant chargeman/ foreman of docking section.
• Responsible to understand to drawings, measurements, scales related to his jobs in the docking section.
• Responsible to upkeep the machineries, tools and equipment’s of docking section.
• Responsible or maintaining safe & clean working environment for the job allocated.
• Responsible for any delay in the assign job. • Responsible to report to superiors for accidents. • Responsible for any other jobs as and when assign by the
superiors. 17. Welder • In-charge of welding shop.
• Responsible to arise demand for materials, safety gears, consumables and other requirements pertains to the shop.
• Responsible for supervision and control of welding jobs in house and off loaded.
• Responsible to upkeep the various equipment’s and machineries of the shops.
• Responsible to carry out works as per drawing and procedure. • Responsible for attending safety and other guidelines. • Responsible for making jig and fixture for the jobs. • Responsible for maintenance of inventories and stores. • Responsible for survey of scraps.
18. Plater • In- charge of the platter shop. • Responsible for proper arrangements for materials, safety
gears. • Responsible to upkeep the various equipment’s and
machineries of the shop. • Responsible for reading and interpreting the various plating
jobs. • Responsible for measurements off-loading plating jobs.
19. Electrical • In-charge of the electrical shop in the absence of foreman. • Responsible for supervision of site works. • Responsible for proper distribution of works amongst the
workman. • Responsible for arrangements of stores and materials for
smooth functioning of works. • Responsible for maintaining records (Maps) plan, access, in
order in the shop and timely completion off assigned works. 20. Chargeman (machine) • In-charge machine shop, marine dockyard in absence of
foreman / chargeman. • Responsible to arise demands for materials, safety gears,
consumables and other requirements pertains to the section. • Responsible to upkeep the various equipment’s ad
machinery’s of the section. • Responsible for attending safety and other guidelines.

• Interaction & coordination with purchase section. • Shall ensure codal formalities which taking stock and issue of
stores. • Shall issue the required items from stores to the other circle/
branches as per the requirements with prvs invoices. • Shall extend assistance in physical verification of stores at
regular interval. • Shall prepare duty chart in respect of watch and ward staff
and supervision. 23. Heavy vehicle driver • Should drive the vehicle in safe way as per traffic rules.
• Maintain accounts of the journeys of vehicle in the log book properly.
• Should get the log book verified and signed by the designated authority on monthly basis.
• Should keep the vehicle neat, and clean by water and brake every day.
• Should check the oil, lubricant, water and brakeevery day. • Must be able to change and correctly inflate tyre. • Should maintain tool kits. • Should keep the spare wheel/ parts in the vehicle in safe
custody. • Damaged /replaced parts of vehicle after repair shall be made
available to vehicle in-charge of the officer. • Responsible for timely reporting of break down/accidents to
the authorities. • Should take action to get the vehicle serviced.
24. Light vehicle driver • Should drive the vehicle in safe way as per traffic rules. • Maintain accounts of the journeys of vehicle in the log book
properly. • Should get the log book verified and signed by the designated
authority on monthly basis. • Should keep the vehicle neat, and clean by water and brake
every day. • Should check the oil, lubricant, water and brakeevery day. • Must be able to change and correctly inflate tyre. • Should maintain tool kits. • Should keep the spare wheel/ parts in the vehicle in safe

25. Chowkidar • Responsible to watch and ward of office premises. • Should close the office building doors, windows and switch
off the lights, fan after the office hours. • Responsible to fill the water tank installed in the office
premises if the water supply is after office hours. • Must remain on duty till relieved. • Should be courteous and polite in the public and alert in his
duties and the officials.

• Must attend to any other works, which may be assigned to him by higher authorities.
26. Daftrie • To be responsible for proper maintenance of records in the section.
• To trace out the old records as may be required by any member or staff in the section.
• To verify the records once in 6 months and report to the section.
• To switch/mend files/records/vouchers. • To collect & distribute stationery to the members of the staff
in section. • To see that all files/ other items on the table in the section
kept in the place properly. • To ensure cleanliness in the section with the help of peons. • To attend office half an hour earlier that the hour prescribed
for the office. • To attend to any other work this may be assigned to him by
the section officer. 27. Sweeper • Responsible to clean/sweep the office premises, keep the
surrounding of the building as well as the drainage provided the office building.
• He should clean the oil daily and as when required and ensure hygiene.
• Should attend the office 2 hours before office hours for completing the cleaning work of laboratory blocks.
• Responsible to maintain accounts of cleaning materials supplied to him.
• Must attend to any works may be assigned to him by his in-charge.
28. Mazdoor • Attending materials collection from stores. • Shifting/lifting the heavy items for job. • Helpers to the tradesman’s. • To attend scrap materials disposal. • To attend for preparation of surface area implication of jobs. • All other jobs as and assigned by the superiors.
29. Table boy • Supply of drinking water to works and to serve breakfast, lunch a evening refreshment to workers at canteen.
30. Tea Maker • To prepare Tea & Coffee as per demands of the workers and to help cook and sweet maker from time to time.
31. Counter Boy • To collect the prepared food items from kitchen and survey to the workers for breakfast. Lunch & evening tea.
• To collect the coupons from the workers before issue of food items.
• To keep the canteen neat and clean and assist sweet maker. 32. Driver • Responsible for safe docking & undocking of vessels at the
dry-dock of this directorate. • To drive on the sea for safe docking/undocking the vessels. • To put required support wherever necessary at sea for safe
docking of vessels. • To be dry-dock while docking the vessels. • To keep watching on track of dry-dock. • Any other duties assigned by the officer in charge of dry dock
superiors. 33. Sweet Maker • To prepare tea & coffee as per demands of the worker and the
workers and to the help cook and sweet maker from time to time.
• Maintain cleanness of the kitchen and utensils. • He will take safety measures to prevent fire and injuries in the
kitchen. • Maintain proper sanitation and hygiene in and around the
kitchen &dinning hall. 34. Cleaner • To clean the utensils & cookery items.
• Clean the dishes & plates and other items used with the canteen.

35. Canteen Manager • Over all look after the management and maintenance of dockyard canteen.
• To take care of cleanliness and hygienic food. • To prepare weekly menu. • To purchase the weekly dry provision for canteen use. • Maintain the daily sales & expenditure and maintenance of all
relevant records. • Check the quality and quantity of food materials prepared in
the canteen and submit report to OIC in time. 36. Mechanic GR.I • Carry out and maintenance works of light as well as heavy
motor vehicles. • Carry out periodical maintenance of vehicle of DSS. • Responsible for proper allocation of works amongst the
workmen of the section. • Shall maintain proper records, pertaining to repair,
maintenance, receipt and issue of spares parts. 37. Mechanic GR.II • Carry out and maintenance works of light as well as heavy
motor vehicles. • Carry out periodical maintenance of vehicle of DSS. • Responsible for proper allocation of works amongst the
workmen of the section. • Shall maintain proper records, pertaining to repair,
maintenance, receipt and issue of spares parts. 38. Oil man • To assist engine driver sub board attendant and maintenance
of engine. 39. Coppersmith • Shall carry out the work in the platter shop of the marine
dockyard as per the instruction of shop-in-charge. • Shall sharpen the tools used in sheet metal, forging, cutting
work as per the laid down procedure from time to time and keep the tools in proper and good condition at all times.
• Clean all the tools, equipment’s and machinery free from dust available in the shop every day before closure of the shop.
• Shall keep the premises of the workshop neat and tidy. • Shall assist the maintenance mechanic in repair and
maintenance of machinery and equipment available in the workshop from time to time and keep the machinery and equipment in proper and good working condition at all times.
• Shall assist the maintenance mechanic in repair and maintenance of the machinery and equipment available in the workshop as and when required.
40. Tinsmith • Shall carry out the work in the platter shop of the marine dockyard as per the instruction of shop-in-charge.
• Shall sharpen the tools used in sheet metal, forging, cutting work as per the laid down procedure from time to time and keep the tools in proper and good condition at all times.
• Clean all the tools, equipment’s and machinery free from dust available in the shop every day before closure of the shop.
• Shall keep the premises of the workshop neat and tidy. • Shall assist the maintenance mechanic in repair and
maintenance of machinery and equipment available in the workshop from time to time and keep the machinery and equipment in proper and good working condition at all times.
• Shall assist the maintenance mechanic in repair and maintenance of the machinery and equipment available in the workshop as and when required.
41. Shop Clerk • Maintaining all records entry related to stores, surveys, attendance, overtimes, leaves, revenue etc.

46. Chief Engineer & 2nd Class Engine Driver
• He will be office-In-charge of engine room department and responsible for all machinery including electrical appliance, air conditioning, refrigerator and their fitting within engine room or on deck, in gallies, telegraphs on bridge and such other items is may be detailed to be under chief engine driver/chief engineer.
• He will responsible for maintenance and efficiency of all derricks, winches windlass, mooring winch, cargo winches and electrical hydraulic connection.
• To ensure schedule of maintenance of all engine room machineries, electrical and hydraulicequipment’s.
• Responsible to the master for discipline, welfare and cooperation of his staff.
• He will be responsible for all engine room stores/ spares, tools and instruments.
• He will ensure that all proper records and accounts of all those items are kept as prescribed.

• Will be personally responsible for supervising bunkering of the ship and ensure the correct quantity and quality of bunkering is received.
• He will keep/maintain records chorological order oil received on board and consumption of bunker in the same order as it is received on board.
• He will be present in the engine room as during entering/leaving harbor and which operating through restricted waters.
• He will pay regular visit to the engine room to inspect the machinery in operation and machinery spaces.
• While the vessels is in port he will ensure that responsible engine room staff is available at all time and in the event of an emergency.
• He will take the round of all machinery spaces at 1730 hrs daily and make the entry to this effect in the log book stating round correct.
• He will maintain a neat and up-to-date of all records like calibration chart, log books, engine room, notes, defect list and indent etc. and responsible for consumption of HSD/lubricant oil.
• He will report any accident, incident or mishap in the engine room and concerning machinery to the master and submit detail report to the office through master. He will ensure the best possible steps are taken to safeguard ships store equipment’s.
• The chief engineer will arrange and assit exclusive on repairs, rectification of any medical defects.
• Chief engineer will maintain on board machinery history register with the following information. Particulars of all machinery eg. Maker, when and were
built and technical data. Hours run, major overhauls, breakdowns, wear downs,
any specific peculiarities and performance curve. Record of alteration, modification and
additional/renewals. • To maintain the register FFA items and the fire drill to be
conducted at least monthly once. The same to be verified by OIC concerned.

62. Checking Inspector • Periodical checking of revenue collection at all ticketing counters and on board of ferry vessels and cargo vessels and report to DDSS about the result of the check.
• Checking inspector are present while loading and unloading of cargo on all the inter-island vessels.
• Ensure checking inspector are present on the vessels half an hour before the schedule embarkation of passengers till completion of embarkation/disembarkation and loading/unloading.
• Ensure verification of counter-foils of tickets issued by the tally clerks/ conductors from time to time and report anomaly observed to the DSS and DDSS for instruction.
• Depute teams to out-station t carry out surprise checks of tickets and cargo to ensure proper revenue collection.
• In case of any discrepancy or foul play, undertake detailed investigation to ensure disciplinary action taken against the erring officials.
• Bring to the notice of the DSS and DDSS any undesirable activities on board vessels.
63. Tally clerk • After departure of the vessel from any port, they should cheek properly whether all thepassenger embarked on the board are in possession of valid tickets. If any passenger/ cargo travels without valid tickets they should be issued ticket with penalty at the rate laid down in current orders.
• The tally clerks posted on each vessel are to sell the tickets at the station if required outside the main gate/ entrance to the jetty and restrict entry to the jetty any for them who are issued valid tickets.
• Passengers/ cargo tickets are to be checked: • At the entrance to the gang way by the tally clerks/
conductors where the sales of tickets are done as hereby the authorized person.
• At sea whilst the ship is on passenger. • At the gang way during disembarkation.
• They are to cooperate with the deputy commissioner,

CHAPTER-13 RECIPIENTS CONSESSIONS,PERMITS OR AUTHORIZATION GRANTED: Implementation of ship ticketing advance reservation system (STARS), the Lieutenant Governor (Administrator) A & N Islands has been pleased to order that the issue of ship tickets in Main-Land islands, Inter-Islands, Foreshore and harbor ferry sectors shall be regulated as per the following guidelines:
Tickets equivalent to 10% of the general quota in mainland- Islands, Inter Islands and Foreshore sectors shall be issued to the passenger showing the status as waitlist which could be later confirmed in case of any cancellation tickets or sector adjustment during charting.
The levy of charges for cancellation of tickets in the mainland-Islands sector shall remain the same. However in the inter islands and foreshore sectors, the following charges shall be levied for cancellation of tickets: S.No Particulars Cancellation

An amount of Rs.10/- per tickets shall be levied for cancellation of waitlist tickets in all sectors.
In case of cancellation of any voyage, the cost of tickets shall be refunded to the passengers in full.
Full refund of the cost of tickets to the passengers, if requested shall also be made in case the sailing of mainland, inter islands and foreshore sectors vessels get delayed in the following manner:
Duplicate tickets in lieu of original one shall be issued after charging a fee of Rs.50/- per ticket in mainland-islands sectors, Rs.30/- per tickets in inter-islands sector and Rs.10/- per tickets in foreshore sector. The authenticity of such passenger shall be verified before issue of duplicate tickets.
The existing practice of pasting of photograph and lamination of tickets shall be discontinued. The passengers shall, however be required to produce documentary proof at the time of embarkation.
Age wise category of passenger for the purpose of issue of ship tickets shall be as under:
a. Child below 3 years shall be treated as infant and allowed free travel.
b. Child aged 3 years and above but below 10 years shall be charged half rate of fare.
c. A person age 60 years and above shall be treated as senior citizen.
Concession to various categories of passengers shall be allowed in terns of existing orders/instructions of the administration.
