PARASAKTI CEMENT INDUSTRIES LIMITED

Ministry of Environment & Forests Clearance for the period of October ’2019 to March’2020

Cement plant is commissioned and in Operation. Captive Power plant project work not yet taken up.

Compliance Statement for establishment of 900 TPD cement plant and 10 MW captive power plant.

MOEF Environmental clearance letter No.J-11011/38/2001-A II, dated 23.08.2002 for establishment of cement plant 900 TPD and 10 MW captive power plant

A. SPECIFIC CONDITIONS COMPLIANCE i. Construction and implementation of the project shall be

taken after final disposal of W.P (Nos 25073 & 21014 of 2001) in the Hon’ble High Court of A.P

W.P Nos 25073 & 21014 of 2001 dismissed in favour of the company.

ii. The gaseous and particulate matter emissions from various units should conform to the standards prescribed by the state pollution control board. At no time the particulate emission should exceed 30 mg/Nm3. Further the company may also take appropriate additional measures to improve the design and operating practices of the pollution control equipments to achieve a load based norm of 227 gms /T of feed. Interlocking facility should be provided in the pollution control equipment so that in the event of pollution control equipment not working, the respective unit(s) is shut down automatically.

The gaseous and particulate matter emissions are being monitored regularly and conforming to the standards prescribed by APPCB. (Data sheet annexure-1) Load based emission is 126.82 gms /T. Interlocking facility provided for shut down of the units whenever pollution control equipment is not working.

iii. Ambient air quality including ambient noise levels must not exceed the standards stipulated under EPQ / State authorities. Monitoring of ambient air quality and stack emissions shall be carried out regularly in consultation with SPCB and report submitted to the Board quarterly and to the ministry (Regional Office at Chennai) half yearly. In the new kiln continuous stack monitoring system should be installed.

Monitoring of AAQ (at 4 locations) and AN L at 4 locations) is being carried out regularly by third party and the values are well with in the limits and the reports are being submitted to all the authorities concerned. (Data Sheet annexure -2) Continuous stack monitoring system is installed in Coal Mill, Kiln Exaust / Raw mill, Cooler, and cement Mill stacks and values are well within the limits and reports are being submitted APPCB. ( Data Sheet annexure -3)

iv. The company should install adequate dust collection and extraction system to control fugitive dust emissions at various transfer points. Closed circuit grinding should be provided in all grinding sections of the plant. Storage of raw material should be in closed roof sheds. Water sprinkling arrangement should be made in the raw material stock yard and cement bag loading areas.

Dust collectors are installed at all transfer points. Grinding operations are closed circuit. Water sprinkling arrangement and closed roof sheds are provided for all raw materials and cement bag loading areas. Plantation raised around the all raw material storage area.

v. The captive power plant(10 MW) must be based on fluid bed technology and the fly ash should be utilised 100% within the plant for PPC production.

N.A as power plant was not installed.

vi. No discharge of treated effluent should be done outside the premises and all the treated effluent (ETP & STP) should be utilised for green belt development and other plant related activities

No generation of effluents in the plant. The STP for the domestic effluents is installed and the treated effluent is being used for green belt development. Quality of the treated water. (Data sheet annexure -4.)

vii. The company should construct rain water structures to harvest the rain water for recharging of aquifers and to minimize ground water withdrawn

We have made 4 rain water harvesting pits within the cement plant and colony.

viii. Company should implement the eco development plan forwarded to the ministry by Principal Chief Conservator of Forests of Andhra Pradesh vide its letter No 36317/2001/F-3 dated 21.11.2001. In addition to 28 ha of plant area for

green belt development, the company will ear mark an amount of Rs. 18.27 lakhs for development of degraded Tumurkota reserve forests in consultation with the state forest department to mitigate the impact of Rajiv Gandhi Wildlife sanctuary.

Rs. 18.27 lacs towards Afforestation Scheme, Rs.0.96 lakhs towards Fodder development, and Rs.4.77 lakhs towards SMC Works). An amount of Rs 15 lakhs deposited towards conservation measures of flora & fauna, the break-up of which is as under: Rs.4.1763 lakhs towards Preferential treatment, Rs.5.8380 lakhs towards Aided Natural Regeneration, Rs.2.0986 lakhs towards Pasture Plots, Rs.1.6030 lakhs towards SMC Works, Rs.0.8890 lakhs towards Fire Protection Rs.0.4000 lakhs towards Saucer Pits (Letter annexure -5)

ix. Existing approach road is not in good condition. It should be maintained and black topped by the company to prevent dust generation.

B. GENERAL CONDITIONS COMPLIANCE

i. The project authority must adhere to the stipulations made by the Andhra Pradesh State Pollution Control Board and State Government

ii. No further expansion or modification of the plant should be carried out without prior approval of this ministry

iii. At least four ambient air quality monitoring stations should be established in the downward direction as well as where maximum ground level concentration of SPM, SO2 and Nox are anticipated in consultation with the Andhra Pradesh State Pollution Control Board. Data on ambient air quality and stack emission should be regularly submitted to this ministry including its Regional office at Chennai and the state Pollution Control Board/Central control Board once in six months.

iv. Industrial wastewater should be properly collected, treated so as to conform to the standards prescribed under GST 422(E), dated 19th May 1993 and 31st December 1993 or as amended from time to time. The treated waste water should be utilised for plantation purpose.

No industrial wastewater is generated. Domestic effluent, Canteen waste water is going to the STP and the treated effluent from STP is used for plantation. Quality of the treated water. (Data sheet annexure -4).

v. The Overall noise level in and around the plant should be kept well within the standards (85 dBA) by providing noise control measures including acoustic hoods, silencers, enclosures etc on all sources of noise generation. The ambient noise levels should conform to the standards prescribed under Environmental (Protection) Act 1986 rules, 1989 viz 75 dBA (daytime) and 70 dBA (Nighttime).

Noise levels are being maintained within the norms. Personal protective equipment are provided to the persons working the noise zones. (Data sheet annexure -6.)

vi. Proper housekeeping and adequate occupational health programmes must be taken up. Occupational health programme should be done on a regular basis and records maintained. The programme must include lung function and sputum analysis test once in six months

vii. The project proponent shall also comply with all the environmental protection measures and safeguards recommended in the Environmental impact

assessment/Environmental management plan. viii. A separate environmental management cell with full fledged

laboratory facilities to carryout various management and monitoring functions should be setup under the control of senior executive.

ix. The project authorities will provide adequate funds both recurring and non recurring to implement the conditions stipulated by the Ministry of Environment and forests as well as the State Government along with the implementation schedule for all the conditions stipulated herein. The funds so provided should not be diverted for any other purposes.

x. The Regional office of this ministry at Chennai/Central Pollution Control Board / State Pollution Control Board will monitor the stipulated conditions. A six monthly compliance report and the monitored data along with statistical interpretation should be submitted to them regularly.

Data being furnished to the regional office of MOEF at Chennai/ Central Pollution Control Board once in six months and monthly to APPCB (Data sheet annexure -8)

xi. The project Authorities should inform the regional office as well as the Ministry, the date of financial closure and final approval of the project by the concerned authorities and the date of commencing the land development works.

xii. The Project Proponent should inform the public that the project has been accorded environmental clearance by the Ministry and copies of the clearance letter are available with the State Pollution Control Board/Committee and may also be seen at Website of the Ministry of Environment and Forests at http://envfor.nic.in. This should be advertised within seven days from the date of issue of the clearance letter at least in two local news papers that are widely circulated in the region of which one shall be in the vernacular language of the locality concerned and a copy of the same should be forwarded to the regional office.

COMPLIANCE STATEMENT For EC CLEARENCE issued by Government of India Ministry of Environment & Forests I.A Division vide their F.No J-11011/351/2006-1A. II (I) dated 17th July 2007, for Expansion of Cement Plant (0.297 To 1.26 MTPA) & Clinker Production (0.280 MTPA to 1.20 MTPA) at Jettipalem, Rentachintala, Guntur, Andhra Pradesh by M/S Parasakti Cement Industries Ltd. A. Specific Conditions: Description Compliance status i The gaseous and particulate matter emissions from

various units shall conform to the standards prescribed by the A.P. Pollution Control Board. At no time, the particulate emissions from the cement plant shall exceed APPCB limit. Interlocking facility shall be provided in the pollution control equipment so that in the event of the pollution control equipment not working, the respective unit(s) is shut down automatically.

Equipment installed to control the gaseous and particulate matter emissions from various units and the emissions from these units conform to the standards prescribed by the A.P. Pollution Control Board. (Data sheet annexed-1)We will ensure that at no time, the particulate emissions from the cement plant shall exceed APPCB limit. Interlocking facility is provided in the pollution control equipment so that in the event of the pollution control equipment not working, the respective unit is shut down automatically.

ii Continuous monitoring system to monitor gaseous emissions shall be provided and limit of SPM shall be controlled within 30 mg/Nm3 by installing adequate air pollution control system On-line monitoring data shall be submitted to the APPCB and CPCB regularly.

Continuous monitoring system to monitor gaseous emissions from Kilns, Coolers, Coal mills & Cement Mills are provided and commissioned. The emission is less than 30 mg/Nm3. (Data sheet annexure-2) On-line monitoring data being provided to the APPCB and CPCB regularly.

iii One ambient air quality monitoring station shall be installed in downwind direction. Ambient air quality including ambient noise levels shall not exceed the standards stipulated under EPA or by the State authorities. Monitoring of ambient air quality and stack emissions shall be carried out regularly in consultation with APPCB and report submitted to the APPCB quarterly and to the Ministry’s Regional Office at Chennai half-yearly.

iv Secondary fugitive emissions shall be controlled within the permissible limits as per the latest CPCB guidelines. The company shall install adequate dust collection and extraction system to control fugitive dust emissions at various transfer points, raw mill handling (unloading, conveying, transporting, stacking), vehicular movement, bagging and packing areas etc. Asphalting / concreting of roads and water spray all around the stockyard and

v Total water requirement from the ground water source shall not exceed 210 m3/day. All the treated wastewater shall be recycled and reused in the process and / or for dust suppression, green belt development and other plant related activities etc. No process wastewater shall be discharged outside the factory premises and ‘zero’ discharge shall be adopted. Domestic effluent treated in Sewage Treatment Plant (STP) shall be used for green belt development within the plant and colony area.

Total water requirement from the ground water source is below 160 m3/day. No waste water is generated in the process. Domestic effluent is treated in Sewage Treatment Plant (STP) and the discharged treated effluent is being utilized for green belt development. Quantity of STP input and out water data annexure -4

vi All the recommendations mentioned in the Ground Water Survey Report of Water Works Department, Govt. of A.P. shall be ensured.

vii Efforts shall be made to use more fly ash and solid waste in the cement manufacturing. All the cement dust collected from pollution control devices shall be recycled and reused in the process. Refractory bricks shall be sold to authorized agencies. Used oil shall be sold to authorized recyclers / re-processors only.

viii Efforts shall be made to use high calorific hazardous waste in the cement kiln; Accordingly, provision shall be made in the kiln.

Efforts are being put to procure the same. Provision is made in the kiln to utilize high calorific hazardous waste.

ix Green belt shall be developed in at least 14 ha. (33%) out of total 42-ha. area as per CPCB guidelines in consultation with local DFO.

So far 14.5 hectares area is brought under green belt.

x The company must harvest the rainwater from the rooftops and storm water drains to recharge the ground water and use the same water for the various activities of the project to conserve fresh water.

We have made 4 rain water harvesting pits within the cement plant and colony.

xi The company shall undertake eco-development measures including community welfare measures in the project area.

Plantation is raised along the approach roads and in the Jettipalem Village. Community welfare measures taken up viz, Sanitary works, medical camps (Human and Animal) are organized periodically in the nearby villages. School children in the surrounding villages are provided with note books and class room furniture every year.

xii A study on impact of cement plant on the health of nearby villagers shall be carried out and report submitted to the Ministry and its Regional Office at Chennai.

xiv All the recommendations of the State Forest Department obtained due to impact of the proposed Cement Plant on Goli RF, Malkacharla RF, Rajawaram RF, Advidevarapalli RF, Puruvemula RF, Virdhpalan RF, Diada RF etc. shall be implemented.

Forest department vide their letter dated 3.10.2007, has informed that there will not be any effect on flora and fauna with the expansion of the industry. (Letter annexure -5)

xv Clearance from the National Board for Wildlife under Wildlife (Protection) Act, 1972 shall be obtained prior to the commencement of construction activity of the cement plant at site since the project is located within 10 km. of the Rajiv Gandhi Wild Life Sanctuary.

B. General Conditions: Description Remarks i The project authority must adhere to the stipulations

made by A.P. State Pollution Control Board (APPCB) and State Government.

ii No further expansion or modification of the plant shall be carried out without prior approval of this Ministry.

iii At least four ambient air quality monitoring stations shall be established and one in the downward direction as well as where maximum ground level concentration of SPM, SO2 and NOx are anticipated in consultation with the APPCB. Data on ambient air quality and stack emissions shall be regularly submitted to this Ministry including its Regional Office at Chennai and APPCB once in six months.

Monitoring of AAQ (at 4 locations), stack emissions is being carried out regularly by third party and the values are well within the limits, are being submitted regularly to regional office , Chennai and APPCB. (Data sheet annexure -7) (Data sheet annexure -1)

iv Industrial wastewater shall be properly collected, treated so as to conform to the standards prescribed under GSR 422 (E) dated 19th May 1993 and 31st December 1993 or as amended from time to time. The treated wastewater shall be utilized for plantation purpose

No Industrial wastewater is generated.

v The overall noise levels in and around the plant area shall be kept well within the standards (85 DBA) by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation. The ambient noise levels shall conform to the standards prescribed under Environmental(Protection) Act, 1986 Rules, 1989 viz. 75 dBA(day time) and 70 dBA(night time).

Noise levels are being maintained within the norms. Personal protective equipment are provided to the persons working the noise zones. (Data sheet annexure -8)

vi Proper housekeeping and adequate occupational health programmes must be taken up. Occupational Health Surveillance programme shall be done on a regular basis and records maintained. The programme must include lung function and sputum analysis tests once in six months.

Good housekeeping is maintained and adequate occupational health programmes are conducted. Occupational Health Surveillance programme is being done on regular basis.

vii The project proponent shall also comply with all the environmental protection measures and safeguards recommended in the EIA/EMP.

The funds so provided shall not be diverted for any other purpose.

As mentioned in the EIA/EMP, spent Rs.10.20 Crores earmarked towards the total cost and Rs.0.54 Crores earmarked for recurring cost/annum for implementing environmental pollution control measures will be judiciously used to implement the conditions stipulated by the Ministry of Environment and Forests as well as the State Government. The funds provided will not be diverted for any other purpose.

x The Regional Office of this Ministry at Chennai / Central Pollution Control Board / A.P. Pollution Control Board shall monitor the stipulated conditions. A six monthly compliance report and the monitored data along with statistical interpretation should be submitted to them regularly.

xi The Project Authorities should inform the Regional Office as well as the Ministry, the date of financial closure and final approval of the project by the concerned authorities and the date to commencing the land development work.

Financial closure and final approval of the project is 03.08.2007 and accordingly informed.

xii The Project Authorities shall inform the public that the project has been accorded environmental clearance by the Ministry and copies of the clearance letter are available with the A.P. Pollution Control Board / Committee and may also be seen at Website of the Ministry of Environment and Forests at http://envfor.nic.in. This shall be advertised within seven days from the date of issue of the clearance letter at least in two local news papers that are widely circulated in the region of which one shall be in the vernacular language of the locality concerned and a copy of the same should be forwarded to the Regional Office.
