For one thing, the costs ofoperating a rental property are higher than youmight expect if you have not been a landlordbefore, and between these and your bond
repayment there maybe no profit in renting.“Secondly, if your tenant defaults or absconds,it could put you under severe financial strain ifyou have to cover the bond instalment on yourold home as well as paying rent or another bondinstallment in your new home town.” Gray saysthat if you do decide to rent out your property,you must be sure to appoint a reputablemanaging agent – “someone who knows thearea well and can advise knowledgeably on arealistic rental level, who has a good trackrecord as regards the selection of creditworthyand reliable tenants, and who will see to it thatthe property is properly maintained in order toprotect its value”. These include:
Install ing exterior sensor l ights thatautomatically switch on when it gets dark andswitch off at sunrise;
Leaving the windows curtained;
Asking a neighbour or friend to clear themailbox regularly;
Leaving your security system in place until thehouse is transferred – although you will need togive your agent the entrance code as well askeys and remotes.
Arranging for someone to mow the lawn, rakeup leaves, water the garden and clean the poolregularly. Your agent should be able to help withthis.
Ensuring before you leave that all the finishes inthe house, especially the paintwork, areimpeccable, and that everything is spotlesslyclean. Prospective buyers will understand a bitof dust in an empty home, but they won’toverlook a dirty oven or a stained carpet.
And finally, says Gray, you should review theprovisions of your homeowners’ insurance(HOC). “Many HOC policies offer limited coverif a property is vacant for more than a monthand you may find that it is worth your while tohire a guard or a house-sitter until your home issold.”

The Port Elizabeth residential rental market,after experiencing several years of almost nogrowth, has in the last two to three years swungover to being very much in the landlord’sfavour.
Discussing this recently, , who hasthe largest of the Rawson Property Group’srental franchises in and whoseterritory covers most of Port Elizabeth exceptthe northern suburbs and includes such highdemand areas as Lorraine, Kamma Park,Beverley Grove, Summerstand, Southend andWalmer, said that the stage had now beenreached where waiting lists for rental propertycan be long. She has, in fact, at the momentover 600 names on her waiting list and rentalagents are in a position to be particular aboutthe tenants they sign on. Rentals in her area, shesaid, are now rising at ± 6% per annum, butmost rentals in are still veryaffordable, especially in relation to those of

“Most of the enquiries we receive,” saidDyer, “are for homes where the rents arebetween R3,500 and R5,000 per monthirrespective of whether they are sectional titleor freehold. However, we do have upmarketfour and five bedroom houses renting at overR15,000 per month and single bachelor unitsin less affluent areas renting as low as R2,500per month.”
Her team, said , signs up three to fivenew landlords each month and in most casestenants for these are found within a few days.They also manage 140 properties – aremarkable achievement considering that Dyerbought and established the franchise asrecently as 2011.
“The big challenge now is no longer to findtenants but to find stock,” said Dyer. “Weadvertise regularly, but we are fortunate in that

we recieve large numbers of referrals fromlandlords we already serve who are satisfiedwith our service. It is these referrals above allwhich makes the difference between a goodand a bad rental agency.”
The landlords’ satisfaction, she said, iscertainly in part due to the fact that seriouslybad payers among the tenants are few and farbetween – right now she has only two againstwhom legal action has to be taken - and thedefaulting rate on payments is under 1,5%.
“This satisfactory state of affairs,” said Dyer,“comes about through very careful screeningof tenants. We use a number of researchorganisations, but particularly the TPNnetwork, which in turn is in touch with a greatmany credit bureaux.”
The rental agency market in Port Elizabeth,added Dyer, is highly competitive: there are asmany as 50 plus agencies active here and
many tenants list with as many as five or sixwhen looking for a new home.
One of the remarkable aspects of the RawsonProperty Group’s reception in Port Elizabeth,said Dyer, is that, although they became activehere a few years ago, the brand is now knownand respected and this, she said, has made asignificant difference to the acceptability of heroperation.

A look at the importance of insurancein sectional title schemes
On any sectional title property scheme,one of the body corporate’s mostimportant responsibilities is to ensure thatthe buildings in their development are notonly insured but insured to the right value -giving full coverage of the entire scheme.This, says Tony Clarke, ManagingDirector of the Rawson Property Group, isoften not the case, particularly whensectional title schemes run into financialtrouble. At that stage, he says, this basic
body corporate trustee duty - of ensuringthat the scheme is properly insured - isoften one of the first duties to beneglected.
In an efficient, well run sectional titledevelopment, says Clarke, the bodycorporate’s trustees will, as required bylaw, present to all members well beforethe annual general meeting an insuranceschedule in which the full value of thebuildings (including all improvements tothem) is clearly tabulated. This schedulewill reflect the replacement value of eachunit in line with what is known as theparticipation quota, i.e. the amount ofspace that the unit occupies in relation tothe development as a whole.
Assessments for insurance purposes
have to be done at least once a year, saysClarke, because of the many factorswhich influence them, e.g. building costs,security costs, rates and taxes, arealways subject to inflation and insuranceincreases will therefore be inevitable.However, he says, as these outlays arepaid for by the members’ monthly leviesthey are entitled in law to query them andin fact to reject them, should they deemthem to be inequitable.
Clarke says that one of the most commonmistakes made by body corporatemembers i s t o t h i nk tha t t hecomprehensive nature of the insuranceon the property also covers the contentsof the units – but this is not so. Membersmust take out their own personal
insurance for their own personal items.
Quite frequently, says Clarke, the ownerof a unit will spend quite significant sumson improving his unit and may well thenfeel that the insurance arranged by thebody corporate is insufficient. In thesesituations the owner is entitled to demandincreased insurance cover – but he willhave to pay for it himself.
Some sectional title schemes’ insurancearrangements run badly awry, saysClarke, and when this happens this isusually due to the ignorance of thetrustees or to the inefficiency of theinsurance agent. In these situations theinsurance arrangements may fail to meetthe statutory requirements of sectionaltitle schemes, e.g. access for municipal
fire engines or the fire fighting equipmentin the development itself.
As indicated, a number of sectional titleschemes end up with policies that are infact inadequate because the insurancecover is insufficient. In the worst casescenarios, says Clarke, the trustees,faced with cash shortfalls, may actuallydrop their insurance altogether. This is notonly illegal but of course will havedisastrous consequences should thingsgo wrong in the development, e.g. shouldit be badly damaged by fire.
The fact that some sectional titledevelopments do end up with no orinadequate insurance, says Clarke, canoften be attributed to the poor attendanceby members at the annual generalmeetings. All too often, he says, it ispresumed that the trustees know their joband are diligent when in fact this is far frombeing the case. Attendance at annualgeneral meetings is, therefore, aresponsibility that members should notshirk.

property transactions below R750 000(as opposed to the former R600 000threshold).
“The lending climate and affordabilityof a deposit and bond repayments
play a significant influencing role inthe first-time home buyer segment ofthe market. Also encouraging is whatis generally perceived as a morefavourable lending environment, withmortgage originator Ooba, reportinghigher approval rates (76 percent inApril 2015) and more competitive rateconcessions by financial institutions.These are critical factors in supportinggrowth in this sector of the market.
“Despite a variety of socio-economicand political challenges, confidence inreal estate as a sound investmentremains a prevailing theme across allsectors of the market – with someclear trends evident. These include: a
strong desire to reside in economicnodes and transport corridors whichare within easy access of theworkplace and schools - therebyreducing travel time and costs; agrowing demand for convenientapartment living – both in terms ofsales and rental accommodation; andan increasing shift towards securee s t a t e l i v i n g i n i n t e g r a t e dcommunities where there is a strongemphasis on sustainability and self-sufficiency. The latter undoubtedlyreflects a direct response to risingenergy, water and other municipalcosts as wel l as a growingenvironmental awareness.”
