BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of
the Superintendent of Schools, approves the permission for the attendance of Althea Gibson
Early Childhood Academy Staff and Students to host the Annual Grandparent’s Day atGibson Academy on April 17, 2014 at a cost not to exceed $619 (funds allocated from Title I
funds).

symposium on Healthy Lifestyles for parents and students on Saturday, May 3, 2014 at a costto the District of $10,000. Funds from the School Improvement Grant will be used.

Recreation and Cultural Affairs and Cicely Tyson Elementary School to host A Night At theMuseum on April 10, 2014 from 5 pm – 8 pm. There will be no cost to the District.
l. Links Art Show – Healthy Habits – (Moss - Hasan)
BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the
Superintendent of Schools, approves a project implemented by administration, the Links, Inc.
and the PTO to display and host an evening of student created art in the Black Box Theater for
the purpose of celebrating our talented students, and selected finalists to entered into the final
round of competition. The event will be held on March 12, 2014 from 5:30 – 7:00 pm. Therewill be cost to the District.

m. NJEA Priority School Implementation Team Guest Speaker – (Coleman)
BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves Mr. Lonnie Allgood, of Dreams for Kids, to conduct a
presentation for the students and parents of Patrick F. Healy Middle School on Thursday,
March 17, 2014. This event is sponsored by the NJEA Priority Implementation Team and
therefore is at no cost to the District.
n. Intramural Volleyball at Truth Middle School – (Cahoon)
BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the
Superintendent of Schools, approves the introduction of intramural volleyball program two
days per week at Truth Middle School from 2:45 – 4:30 pm with the Varsity Volleyball coach
from East Orange Campus High School, Mr. Eric Ansah from March 24, 2014 until June 6,2014. The East Orange Recreation department will assist with co-sponsoring this program.
o. East Orange Collaborating Childcare Agencies Fair to be held at Jersey Explorer’s Children
Museum – (DeFrancesco)
BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the
Superintendent of Schools, approves the East Orange Collaborating Childcare Agencies’ Fair
to be held at the Jersey Explorer’s Children Museum, 192 Dodd Street, East Orange, NJ on
Saturday, April 26, 2014 from 10 am until 1 pm, for use of the facility and services at a cost thatwill not exceed $600.
BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of
the Superintendent of Schools, directs administration to obtain a purchase order and have it
provided to the vendor/consultant prior to receiving any goods or services from saidvendor/consultant.
p. Early Childhood Department Enrollment Campaign/Recruitment – (DeFrancesco)
BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the
Superintendent of Schools, approves the Early Childhood Department’s Enrollment
Campaign, from April 1 through July 2014, to advertise the availability of in-district preschool
and childcare agency/provider’s preschool classes at a cost not to exceed $19,909.

We Care March” on April 10, 2014 (Rain date, April 11th) from 10 am to 11 am. Theparticipants will be the district’s three and four year old preschool children, the preschool
teaching staff, the Early Childhood staff, and the parents. There is no cost to the District.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the
Superintendent of Schools, approves the implementation of the East Orange School DistrictInternship Program for the 2013-2014 school year at no cost to the District.
s. Memorandum of Understanding with East Orange Chamber of Commerce for the Student
Internship Program – (Harvest, Murchison)
BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the
Superintendent of Schools, approves a memorandum of understanding between the East
Orange Chamber of Commerce and the East Orange School District for the purpose of
facilitating local business connections for the East Orange School District Student Internship atno cost to the District.
t. Journey of Hope Care of Caregivers Workshops – (Harvest, Murchison)
BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the
Superintendent of Schools, approves the attendance for Educational Support Staff (COCs, SC,SSW, SAC,ABS) to attend the Journey of Hope Care for Caregivers Workshops provided by
Cooperative Counseling Services, LLC to be held on March 19, 2014 & April 16, 2014 at theEast Orange Board of Education at no cost to the District.
u. Anti-Bullying Prevention Series for Athletes, Coaches and Parents – (Harvest, Murchison)
BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves Anti-Bullying presentations to district ABS, athletes,
parents, and coaches by Randy Nathan, President of Project Next Gen on May 21 & 22, 2014 ata cost not to exceed $2,500.

Administrator/Board Secretary to make payments between board meetings for all claims that
have been duly audited; and
WHEREAS, the School Business Administrator/Board Secretary has reviewed the
documentation supporting the attached list of bills;
NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon therecommendation of the Superintendent of Schools, ratifies the payment of bills on the attached
lists totaling $2,595,611.27 (Attachment 3-a)
b. List of Bills
WHEREAS, N.J.S.A. 18A:19.1 and N.J.S.A. 18:6-31 provides for the Board of Education to
authorize the payment of bills; and
WHEREAS, the School Business Administrator/Board Secretary has reviewed thedocumentation supporting the attached list of bills;
NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the

e. T-1 Request for Taxes from the City of East Orange
WHEREAS, N.J.S.A. Title 40 provides for a board of education in a Type I School District torequisition Tax-Levy monies from the municipality in an amount estimated to represent the
balance of its projected cash flow needs; and
WHEREAS, the Secretary of the Board has determined this amount to be $1,579,170.83 for themonth of March 2014;
NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon therecommendation of the Superintendent of Schools, authorize and direct the Board Secretary to
execute and serve the T-1 Request for Tax-Levy monies from the City of East Orange.

for Transportation Services – School Year 2014-2015

WHEREAS, the East Orange Board of Education is committed to transport its students by safe
and cost efficient method; and

lists established routes to schools East Orange students are assigned to; and

transportation to classified, vocational students assigned to out-of-district schools and other

Division of Essex Regional Educational Services Commission complying with the East Orange
Board of Education’s requirements regarding minority staffing, contracts, and set aside

h. Coastal Learning Center
BE IT RESOLVED: the East Orange Board of Education upon the recommendation of the
Superintendent of Schools approves for the 2014-2015 school year Costal Learning Center-
Monmouth, Inc. does not have to charge the families for the meals provided and does not have to
apply for reimbursement from the Child Nutrition Program.
i. Recommendation to Approve Fund Raising Requests
WHEREAS, in accordance with Policy #2430 - Extracurricular Activities, fund-raisingactivities of extracurricular groups must be approved by the Board upon review by the
Superintendent; and

WHEREAS, based upon a thorough assessment and analysis of the current prescription program
with the incumbent, it is the recommendation that East Orange Board of Education moves to a cost
effective prescription program; and
WHEREAS, five (5) quotes were received by the School Business Administrator with the followinginformation:

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the
recommendation of the Superintendent of Schools, terminate the current prescription program
with PCA and award the contract for prescription services to Benecard effective April 1, 2014with their low quote stipulated below:

4. MAINTENANCE SERVICES
a. Recommendation for the Use of Facility
WHEREAS, N.J.S.A. 18A:20-20; 34 permits the use of school property for various purposes;
and
WHEREAS, District Policy/Regulation #7510 states that all requests for the Use of Facility
need board approval; and
WHEREAS, the following organizations have submitted their requests and have been
supported by administration and the maintenance committee.
NOW THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the
recommendation of the Superintendent of Schools, grant permission for the Use of Facilities tothe organizations on the attached list as long as each organization submit all documents
required in accordance to the District’s Policy and Regulation#7510. (Attachment 4-a)
