GOVERNMENT departments in Umzim-khuluwerevisitedbytheofficeofthePresi-dencyonTuesday.ThevisitbyDeputyMin-

ister Obed Bapela. Deputy Minister in the Presi-dency: Performance,Monitoring andEvaluationwas aimed at seeing the progress of infrastruc-ture development and overall functionality andstate of affairs in government departments.

Among departments visited were Home af-fairs, Sassa, justice and the municipality.

At theHomeAffairs officesat thenewUmzim-khuluMall,BapelawasbriefedbyManagerFikile

Lurhwengu who outlined the key services ren-deredbytheoffice, thisbeing issuingbirthcertifi-cates, IDs, passports and marriage certificates.

“Wework toensure thatpeoplegeteverythingthey require the first time they come toHomeAf-fairsso that theysave transportmoney,”shesaid.During its peak time, the office services about 70to 90 people a day.

Bapela said the office is amajor improvementfrom the previous offices where people had towait for hours outside in all types of weather.

“Thingsaremucheasiernow,waitingtimehasbeenreducedandwehavefastonlineverificationof documents,” Lurhwengu said.

es are inside a mall andtheyare far fromotherdepartments thatworkto-gether with the people who have been referredthere.

Umzimkhulu Local Municipality mayorMphuthumiMpabangaexplained that a lease forgovernmentdepartmentshadnotbeen finalised,but theywere in discussionwith the owner of themall to have government departments as sidetenants.

“Thegovernmentjustneedstomakeanagree-mentwith the leaser for office space, then hewillconstruct the offices and it will be convenient forpeople as they won’t have to walk from one endof town to another place just for a signature—alldepartments will be at one place,” Mpabangasaid.

Thevisit turnedtoa lighter tonewhenthedep-uty minister, mayors and officials sang weddingsongs for a couple who had just signed for theirmarriage at the Home Affairs office.

Bapelasaidhewasconfident that theproblemof service delivery in Umzimkhulu would be athing of the past.

THREE robbers escaped with cash from a tavern inKokstad on Sunday evening. A forth suspect wasshot to death at the scene. The Kokstad police areappealing to anyone who has information about theperpetrators to come forward.

Kokstad Police Spokesperson Lieutenant Du-misani Ncongo said that the four armed men arrivedat the tavern and allegedly pointed a firearm at thesecurity guard demanding cash. He said three ofthem allegedly took about R15 000 and fled, whilethe forth suspect was shot. Ncongo said the robbersare still at large and the SAPS is still investigatingthe matter. — Supplied.

RESIDENTS of Extension 7, Kokstadlive in fear as criminals are breakinginto their houses in broad daylight.House robberies there are so com-

mon that residents have built wallsaround their yard for protection.

Luleka Mbanjwa, an Extension 7resident,saidherhousehasbeenbro-ken into twice this year.

“They first broke intomy house inMay. I was at work and my childrenwere at school, but nothing was tak-en. The personwas probably lookingfor money because the furniture had

been moved around,” she said.Mbanjwa said they broke in

through the back door again in Au-gust while the family was on holiday.

“Theystoleahometheatresystem,cylinderkettle.Thatdaymydaughtercame home from school early andwhen she entered the house she sawsomeone inside and saw that therewerethingsmissing.Thentherobber

ran out another door,” she said.Mbanjwa said a neighbour had a

“We live in fear because we havedaughters. What if the criminals tocome in and rape us and our chil-

dren,” she asked.“Thisproblemissoseriousthatwe

have fenced off our yard with bricksandmany people are doing the samething even though it is costly.”

She said even though police re-sponse is good, criminals still breakin. She suspects that these may bedrug addicts who will do anything toget a fix.

COMMUNITIES living on the Lesothoand South African border issued awarning to the government that a“border battlefield” may break out be-tween them and Lesotho stockthieves.

Nomsa Mathangana from Ronwenirural village lost 20 cattle on Tuesday.“I don’t knowwhat I amgoing to dobe-cause I have searched for them, but invain,” said Mathangana.

ShetoldtheFeverthatifgovernmentauthorities fail to stop stock theft, theborder area between Lesotho andMatatielewill turn into a battlefield be-cause they are sick and tied of losingtheir livestock every day.

Police spokesperson LieutenantRaphael Motloung admitted that al-mosteveryweekstocktheft isreported.Motloung said cases are being openedat the Sondering, Avondale Police Sta-tion almost daily, with more than 10cases being reported.

Theborderareaswhicharemostaf-fected are Ongeluks Nek and Qacha’sNek.

He said the army is doing its job butthey cannot be everywhere on the bor-der. He believes that stock theft is notonly being committed by peoplefrom Lesotho, they also includeSouth Africans who are part of asyndicate.

The mountain areas borderingSouth Africa and Lesotho are some ofthe poorest areas and the majority ofcommunities relyonsubsistence farm-ing.

Stock theft has also become amajorproblemin theruralareasofMatatiele.This is not only hampers subsistencefarmers, but also commercial farmerswhere farming is the largest source ofincome.

THEHarryGwala Regional ANCchairperson and the HarryGwalaDistrictMunicipality ex-

ecutive mayor, Mluleki Ndobe saidthey are unapologetic about the initi-atives to change the Sisonke DistrictMunicipalityname to theHarryGwa-la District Municipality, and the mu-nicipality logo.

He told the Fever this after one ofthe Griqua leaders, Cyril GeorgeGangerdine andDemocraticAllianceProvincial Deputy Leader FrancoisRodgers condemned the renamingsaying that it is a waste of money.

“As the ANCwe are not apologeticabout thenamechangeandweknowthere are people resisting changeeven when it is good, but they are al-ways sceptical because they want toscore politically as we approach the2014 general elections,” said Ndobe.

RespondingtoGangerdine’sstate-ment that they should name the dis-trict municipality the Captain AdamKok 111 Municipality, Ndobe said inthe district there are so many tribesand they are treating them equally.

“We are treating all people resid-ing in our district equally whether

they are Zulu, Xhosa, Bhaca, Ntlang-wini, coloured or white people,” saidNdobe.

He said before the name changetook place they consulted all stake-holders representingcommunities inlocal municipalities including tradi-

“We are glad that the Democratic Alliance(DA) acknowledges that Harry Gwala was astrugglehero,andthathespentallhislifestrug-gling to uplift the lives the poor and the disad-vantaged. It is on this background thatwewel-come the name change aswe believe it will in-spire confidence in the community knowingthat the district municipality has taken up therole of uplifting the poor and the disadvan-taged.

“We however caution Francois Rodgers tostop being selective in response and refrainfrom being sensational when reporting issuesof service delivery. The statement of ‘94% ofsome of the communitieswithout runningwa-ter and sanitation’ is far from the truth, and infact, it isquite theopposite in thisdistrict,asta-tisticweunfortunatelycannotsayabout theDA

We once again welcome thename change to that of stalwart Harry Gwalaand view it as a progressive move towardsbuilding social cohesion in the district.”

Healthy water supply improves lives

CONSTRUCTION of the Chibini Bulk WaterSupply is one of the major projects andachievements of the Harry Gwala DistrictMunicipality, which is in line with govern-mentoutcomenine,aresponsive,account-able, effective and efficient local govern-ment system.

Through this project the district hopes

to reduce water challenges, ensure promo-tion of health and hygiene awareness andsupply a sustainable water supply to theregion.

The project is in the Ubuhlebezwe LocalMunicipality in the vicinity of Ixopo and willserve communities from Chibini, Ofafa,Fairview and Hopewell.

Phase one was completed in Septem-ber and created a number of temporal jobsfor local residents. “Plans for phase two,which will ensure that the targeted com-

munities get running water, are under wayand a tender has been advertised for,” saysThami Makhanya, director of municipalworks.

Alocalworkeremployedonthisproject,K. Mweli, said he is happy with the pace inwhich the project is progressing.

“It is good to know that we will no long-er be forced to drink dirty water from theriver,” he said.

Community members Zenzele Ngcoboand Thabani Msane also expressed their

appreciation with this project saying theywill now be protected from disease caused

CONSTRUCTION seems to be on thefast track in Umzimkhulu after theDeputyMinister Obed Bapela. Dep-

uty Minister in the Presidency: Perform-ance, Monitoring and Evaluation visitedthe town to check if services are being de-livered to the people and to monitor theprogress of infrastructure developmentthere.

The visit by Bapela comes as a follow-up to President Jacob Zuma’s visit to thetown after he responded to numerouscomplaints from residents that were re-ported through the presidential hotline.

“Complaints from community rangedfrom the lack of infrastructure, damagedroads, dysfunctional sewer systems andwater in the general area, but as we canall see, construction is under way and alltheseproblemswill bedealtwith,”Bapela

said.Hesaidalotofmoneyhasbeeninjected

into the infrastructure development inUmzimkhulu, with R100 million set asidefortheprovincialroadthatpassesthroughthe town’s CBD and R68 million for theroad next to the municipality, also underconstruction.

Bapela’sentouragealsovisitedthenewtraffic offices that are being built.

A construction worker at the site,Mlungiseleli Jama (25) from Sisulu inUmzimkhulu, said he is happy about thisjob even though it is only a three-monthcontract.

“IamhappythatIamgettinganincome— its not permanent, but it is somethingandwill helpa lot inputting foodon the ta-ble,” he said.

The Umzimkhulu Local Municipalitymayor,MphuthumiMpabangasaidBape-la’s visit was very important because itboosted the morale of employees.

WARM greetings to the people ofUmzimkhulu.

Deputy Minister Obed Bapela.Deputy Minister in the Presi-dency:Performance,Monitor-

ing and Evaluation visited the Umz-imkhulu Municipality. This visitcomes after President Jacob Zuma’svisit in July 2012.

Bapela was here to monitor andevaluate the progress in importantprojects thatwere raised by the com-munity. The minister expressed en-thusiasm about the achievements sofar. The Pound Project was one of the

projects the minister asked about.The functionality of the pound is veryimportant in catching stray animalsin town. The minister applauded themunicipality for its commitmentsince the president left and empha-sised on the collaborative effortswhich should be adhered to by allstakeholders.

Theministerwelcomed the reporton the improvement to the storm-water drainage. Many roads are un-der construction which will signifi-cantlyreducethewaterthatisflowinginto town once they are completed.

The minister was impressed by thecontractors who are implementingthe projects and praised them for be-ing effective and efficient. Value formoneyisbeingaddressedbecausehecould see the progress.

The minister then visited the traf-fic department and found that condi-tionshave improvedsincehewas lastat the offices. Before the president’svisitthebuildingwasunaccessiblefordisabled people, so the municipalityerected the ramp to cater for peoplewith disabilities. He looked at the op-eration of the office and was over-

whelmed by the change of attitude inthestaff.Theywereallwearingnametags which is an important issue thatis beingemphasised inpublic institu-tions. If clients are unhappy with theservice they can report theperson in-volved.

The scourge of selling learner’s li-cences is history now because inter-nalcontrolshavebeenenhanced,andare working. Home Affairs was thetarget for a visit to monitor the func-tioning and enforcement of frontlineservices,whichhas improvedasseenby theminister. Clients were there to

bear testimony to findings from theofficeof thePresidency.Theyshowedelationwith the service they got fromHomeAffairsbecausenowtheofficesare decent and they are customer-orientated, andqueueshavebeen re-ducedbecausethereisamarshalwhoassists clients. The Sassa office wasalsooneoftheplacesthatwerevisitedand there significant improvementwas noticed. The office building iswelldesignedtosuit theenvironmentbecause people come in numbers tothese offices.

AMATATIELE man who had been suf-fering for years has finally got a newlease on life.

Ntembiso Kotalana (51) lives in KwaLunda and his life has taken turn for thebetter after he was given a wheelchair bythe Tayler Bequest Hospital in Matatiele.

Kotalana’s health problems beganwhenhestartingexperiencingexcruciatingpain in his left leg. He then developed anulcer in the leg, which had to be amputatedat the Tayler Bequest Hospital.

He later had a mild stroke, affecting theright side of his body and was unable togo about without help. The situation at

home got worse when his wife died, nowKotalana lives with his two children aged19 and 20. According to the AIC, the opposi-tion party in the Matatiele, Kotana, havetriedtogetacouncillortohelpwithhissitu-ation, but were unsuccessful.

“The children had to take care of him,”said Aubrey Mhlongo AIC spokesperson.

“Then things started happening for MrKotalana when we, as the AIC, intervenedthrough our Umntu ngabantu campaign,”Mhlongo said. Mhlongo said they ap-

proached the hospital’s physiotherapy de-partment and asked if it would donate anartificial leg for Kotalana.

He was examined by a physiotherapist,but it was discovered that he would not beable to use an artificial leg because of thestroke. Instead, the hospital donated awheelchair to him.

“Mhlongo helped me a lot because heis the one who got me this wheelchair andthings are easier now, although I wish foran automated wheelchair because I canonly use my left hand to move it and it getstired quickly, but I am very grateful,”Kotalana said.

Ncumata raised the issue of voting tostrengthen democracy in our country.

“Voting is the best way to get your opinionaboutwhobest to representyourviewsandas-pirations is heard.When voting youmust con-sider the achievements andmilestones in edu-cation made by our government over the past19 years,” said Ncumata.

He mentioned initiatives such as No FeesSchools, schoolnutritionprojectsandNationalStudents Financial Aid Scheme. He said thatsincetheANCcametopowerthenumberofpu-pils at universities has risen from 360 000 to740 000.

“However, there are still challenges, but theNational Development Plan predicts an in-crease in higher education enrolment from17,9% in 2012 to 25%by 2030. As the youth ofKokstadwemustrallybehindthistrendandnotbe misguided by detractors who venture intopolitics for personal gain.” He asked pupils toplay apart in fighting for sustainable youthde-velopmentandthecreationofadrug-freeKoks-tad.Hewishedpupilsgoodluckfortheirexams.

LOCAL rider David Odendaal (Pa Ma Racing) wonthe 85cc Junior Class in the penultimate round ofthe South Coast Cadets Junior Harescramble Se-

ries in Matatiele recently.Odendaal took the class spoils ahead of fellow local

rider and teammate, Stefan van Deventer, and Mat-thew Green (Kargo Racing). Pa Ma Racing riders RikusBotha and Shaun Wallis were fifth and ninth respec-tively.

Kokstad’s Damien Scott (Team Criterion Yamaha),who’s won the 2013 Silver Class Challenge title in theSouth African National Enduro Championship, finishedsecond in the 250cc Senior Class behind winner TravisTeasdale (Alfie Cox Racing/Husaberg) first. Kyle Flana-gan (Criterion Yamaha Portable Shade) of Paddockplaced third, Pa Ma Racing’s Henco Botha fourth andhis teammate Lloyd Kirk eighth.

Chayse Orsmond (Husaberg Alfie Cox Racing) tookthe class victory in the 125cc Senior Class ahead of DeanLindsay and David Matthews, who finished second andthird respectively. Dylan Barker (Team Criterion Yama-ha) of Kokstad was fifth.

The 85cc Senior Class saw Daniel van Zyl take tophonours after seeing off Tristan White, Josh Bailey andDean Santoro. Regardt van Niewenhuizen held off JulioMarques to take the win in the Senior Clubman Classand Heindrich Zelhuber beat Michael Jon Hanley in astraight shootout in the Junior Clubman Class.

The final round of the South Coast Cadets JuniorHarescramble Series will be held in New Hanover onSunday where the respective class championships willbe decided.
