讨论夏尔·布莱·古德先生的第 2本书“Et pourtand c’était le chemin”据
称已签约之事。会晤期间,总干事对专家组指出,布莱·古德先生向该公司提供

专家组的结论是,布莱·古德先生与科特迪瓦新闻出版新公司已经签约,准备出
版第 2 本书(见 S/2008/598,第 173 段)。
121. 总干事也对布莱·古德先生所受制裁表示反对,声称此类措施威胁了此人
生存权和言论自由。专家组解释说,制裁是根据安全理事会第 1572(2004)号决议
实施的,总干事如果反对制裁,就应当通知制裁委员会,制裁委员会将按照第
1572(2004)号决议第 12 段(其中概述了豁免资产冻结的程序)审议此事。
C. 欧仁·恩戈兰·夸迪奥·朱埃
122. 专家组继续调查有可能违反对欧仁·恩戈兰·夸迪奥·朱埃实施的个人制
裁的情形;这些违反情形可能在上一任专家组任期结束后发生过。
十二. 建议
123. 除了下文所列建议外,专家组认为,前任专家组的 后报告(S/2008/598)
所载建议仍然有效。
124. 专家组吁请尚未对其索要资料的要求作出回应的会员国和公共及私人机
构尽量及时送交答复,以协助专家组完成其任务。

125. 由于邻国缺乏海关能力,对有关各国执行科特迪瓦制裁制度的能力产生了
消极影响,因此,专家组建议世界海关组织考虑向会员国提供技术援助,尤其是
在 终目的地控制和便利国际合作的措施方面。
126. 另外,世界海关组织不妨考虑向其成员国分发关于监测对科特迪瓦制裁所
需海关行政程序的准则。
127. 专家组建议联科行动禁运股向科特迪瓦海关当局转达同禁运货物有关的
协调制度海关编码清单(附件九),并考虑如何向科特迪瓦有关当局提供更全面的
禁运物品清单。
128. 鉴于科特迪瓦北部没有海关官员,专家组建议布基纳法索和马里的海关当
局向科特迪瓦政府有关海关当局,尤其设在提埃比苏(公路商务)和丁伯克罗(铁
路商务)的海关当局,提供运往科特迪瓦的过境货物每月清单。
B. 军火和军事援助
129. 专家组建议考虑在联科行动禁运股内设立长期军事专家职位,此人应当具
有识别武器方面的专门经验以及一般军火贸易方面的经验。
130. 专家组重申各国必须遵照第 1572(2004)号决议第 7 段,采取适当措施,提
请其有关政府机构注意,防止直接(特别是间接)向科特迪瓦供应、出售、转让军
火或任何有关军用物资。在这方面,专家组建议所有国家对以下的可能性保持警
惕:从一国合法转运至另一国的武器、弹药和有关军用物资可能被人违反军火禁
运再次转运。专家组敦请出口国在向该地区某国转运武器(包括过剩武器)之前,
认真考虑接受国是否愿意和有能力采取一切必要措施,防止非法再次转运,包括
认真审查其终端用户证书的真实性。
131. 专家组请委员会向会员国重申,按照第 1572(2004)号决议第 7 段,依然禁
止提供同军事活动有关的任何援助、咨询和训练。
C. 账务
132. 专家组敦请科特迪瓦当局、所有金融和银行机构,以及居住在科特迪瓦或
在科特迪瓦运作的个人同专家组通力合作,允许专家组不受任何限制地查阅与有
效执行专家组任务有关的一切资料。
133. 科特迪瓦金融和银行机构,包括“新生力量”的此种机构(中央关税局),
应当采取步骤,增强账户和收入方面的透明度和问责制。专家组鼓励这些机构在
专家组任期的后半期,提供各自的 2009 年预算副本。
134. 专家组敦请国际和科特迪瓦的金融和银行机构进行合作、交流信息并建设
联合的能力,以便更好地监测和强制执行被制裁个人的资产冻结,打击洗钱行为。

D. 钻石
135. 专家组建议促进毛坏钻石原产地确认方法国际标准化。专家组认为由金伯利进
程钻石专家工作组来统筹这项任务 适宜,然后由会员国监测这项任务的实施情况。
136. 专家组敦请金伯利进程考虑把在加纳所用的“形态照相技术分析”列为金伯
利进程检证制度的常设程序,尤其是在科特迪瓦钻石容易非法渗透的那些出口点。
137. 专家组鼓励联科行动恢复对联合国警察和军事观察员进行钻石禁运上岗
培训。
138. 专家组鼓励联科行动把卫星分析加入其监测科特迪瓦钻石采矿业的现有
方法之中,并考虑采用可能出现的其他适当技术。
139. 专家组认为,务必要对科特迪瓦钻石采矿业的能力进行一项地质普查。专
家组建议金伯利进程考虑为开展此项普查提供便利。
E. 个人制裁
140. 专家组建议委员会采取步骤,确保所有会员国,尤其是同科特迪瓦交界的
国家及其相关机构充分知情、理解并实施为执行第 1572(2004)号决议第 9 和 11
段所述措施而必须采取的步骤。
141. 专家组重申所有会员国,尤其是其境内发生违反行为并在以往报告中被点
名的那些国家,必须毫不拖延地向委员会通报调查被列入制裁名单的个人财务活
动的进展情况。
142. 专家组鼓励委员会吁请科特迪瓦及其邻国政府遵照第 1572(2004)号决议
第 11 段,立即冻结名单所列 3 名个人直接或间接拥有或控制的资金,并向委员
会报告这方面的进展情况。

A bulldozer and structural systems were spotted at Tortiya, signifying a change in diamond-mining methodology. In the light of the ongoing embargo on Ivorian diamonds, the investment in industrial equipment raises questions regarding the market size for those diamonds.
