“…E-Rate’s “priority” system (under which things like paging and Blackberry services for administrators get prioritized over connecting a classroom to the Internet) distorts their spending decisions…”

“By streamlining the rules, we…would free an extra $1 billion for next-generation services in its first year ($600 million of which is currently spent each year on basic telephone service and other outdated technologies)... I do not support increasing the program’s budget at this time, and I am pleased that Chairman Wheeler appears to be on the same page”.

“…Under no circumstances should we increase the size of the E-Rate program without finding corresponding new savings elsewhere in the Universal Service Fund.”

Vision:

• Focus on the problem being addressed for the entire community as opposed to technology need of an applicant.

• Grants don’t fund wireless APs they facilitate digital learning for disadvantaged students. What social problems are addressed and how will the funding make a difference?

• Articulate the vision into a concise and easy to read 1 page “pre-narrative”.

Effective Partnerships:

• Decide on consortia roles and responsibilities well before the application deadline

• Engage community volunteers, donations and in kind services early in the process• Project the image that the funder is joining a well organized team. What are the

qualifications and experience that make your program the right one to take on this work?

Understanding Requirements, Objectives, and Intent of the Grantor:

• Tailor applications to the unique initiatives, priorities and guidelines of the program

• Know the geographical funding preferences and boundaries• Research previous awards to understand fundability of your project

The Large Grants program funds up to $50,000 for program requests or $100,000 for capital requests. The proposed project must serve two or more schools and/or have a significant impact on the local community.

Eligible: • Individual schools located in Polk and Yamhill counties• District-wide groups, associations, affiliates, or organizations, located

within the 11 county service area, having an IRS 501(c) 3
