    communication network between CRIS server, TMSlocation and the Bank

    The goods clerk will give a command through TMS to the

    bank for collection of freight charges through e-banking The command will include all relevant details including LC

    No.

    The bank will collect funds from customer account andcredit Railway account immediately during business hours

    and at the start of next business day beyond businesshours

    On initiation of such transactions TMS will permit issue ofPaid e-RR as long as e-RR limit is not exceeded

    If e-RR limit is exceeded then To-Pay e-RRs will be issued

    Customers will apply to CCM of originating Railway.

    CCM/FA&CAO will have authority to ADD/DELETEconsignors/consignees for this e-payment scheme.

    e-RRs will be issued under Terminal Management

    System. A Tripartite agreement will be made between by Railways,

    Customers and the Bank

    The customer will open an Irrevocable Inland RevolvingLetter of Credit (LC) in favour of Railways with the bank

    Minimum amount of LC would be equivalent to 5 days ofaverage freight paid during busy season of last Financialyear

    LC amount would be converted to rake equivalent (ERR

    limit) to issue PAID RR without positive confirmation from6 CRIS/Chennai

    After fund transfer, the bank will communicate requisite detailsto the CRIS interface which will be communicated to loadingpoint

    At the loading point the system will display a messageconfirming successful completion of transaction with

    Transaction Id Complete freight details and bank details will be printed in e-

    RR generated.

    The bank will generate a daily list of transactions withcomplete details will be sent to Railway Accounts

    At 0000hrs, each day based on transaction messagesreceived from TMS and Bank the interface will generate atransaction-wise reconciliation statement for both originatingand termination Railways

    E-Payment is a 24x7 facility all through the year. -

    e-Payment During failure of communication between FOIS,CRIS and

    the Bank server either during or before any transactiondetails could be sent, a facility to send system generatedalert message whenever possible, to the concernedauthorities as mentioned in Tripartite agreement.

    During prolonged failures probable restoration time wouldbe intimated through e-mail/telephone whenever possible.

    Prolonged failures may result in the withdrawal of the e-Payment scheme temporarily by the orders of CCM of

    concerned railway. As of now under e-payment scheme diversion/re-booking

    is not permitted till the development of software for suchprocedures.

    Termination of e-Payment scheme can be effected eitherby the Railway or by the Party by giving 14-days notice.17 CRIS/Chennai
