NEW DELHI: Rebutting theAAP charge that MukeshAmbani runs UPA govern-ment, finance minister PChidambaram on Tuesdaysaid huge penalties have beenimposed on Reliance Indus-tries for producing less thancommitted gas and bankguarantees will be taken be-fore allowing any price hike.

Chidambaram, whowas part of the decision toallow all domestic natural gasproducers including RIL toalmost double the natural gasprices from April, called theFIR registerd by the AAPgovernment against oil min-ister M Veerappa Moily andothers for raising gas pricesas "laughable".

"These are throw-away lines which do not de-serve to be replied to," he saidwhen asked about charge lev-ied by Kejriwal and his partythat Ambani ran the govern-ment.

"The petroleum min-istry has imposed a huge pen-alty on RIL. The petroleumministry has required them tofurnish a bank guarantee forthe undelivered quanity of gaspending the issue of pricerise. So how can anyone saythat this government is run bya business man," he said.

EDITORIAL.....Books on fire

Now, this won't go down wellwith my liberal friends or my fun-damentalist buddies, but the truthof the matter is that i like burn-ing books.

Obviously i'm not goingto tell you what books i haveconsigned to the flames over theyears. But to watch a printedpage turn orangey-dark, thensuddenly catch fire usually fromthe middle, and then let itself beeaten by fire while it curls, curls,curls taking the bending blackletters and lines with them, is aquiet act of beauty. (Burningphotographs comes a close sec-ond, but at my age it is a bit op-eratic.)

Since last week, goodpeople have been leaving twoquotations on the non-fibrouswalls of Facebook and Twitterto show their solidarity withbooks in general and one bookin particular. One is Americanscience fiction writer RayBradbury's opening line fromFahrenheit 451, his 1951 novelabout a world where books arebanned and burned if found: ''Itwas a pleasure to burn.''

The other quote is fromGerman poet-essayist HeinrichHeine's 1821 play Almansor:''That was but a prelude; wherethey burn books, they will ulti-mately burn people as well.''Heine's line here refers to theburning of the Quran by Catho-lic zealots of the Spanish Inqui-sition.

Both quotes use the actof book-burning as a metaphorfor the banning of books. Books,to be sure, have been burned bycustodians of social order sinceat least 7th century BC when theking of Judah burned a part ofthe prophet Jeremiah's scroll.Bakhtiyar Khilji didn't bother toarrange bonfires to destroy 'badbooks' in 1193.

He just set the whole li-brary of Nalanda University onfire. And, most memorably forHistory Channel enthusiasts,there was the Nazi regime whichcreated a genre of books underthe tag of 'un-German literature'and then had fun chucking themin community bonfires.

These acts of libricide

are thuggish vandalism. Such ac-tivities were, and are, acts of pun-ishment - they punish books, theirauthors, their publishers and theirowners from whose homes and li-braries these books were confis-cated. My kind of book-burning,on the other hand, is a quiet, pri-vate affair.

The book, for all its secu-lar sacredness, is so burnable. Any-one who has lit a fireplace has usedcrumpled newspaper without feel-ing guilty. This is partly becausecompared to books, this form ofpaper is cheap and imbued with atragic (but understandable) shelf-life. Also, journalists are not quiteconsidered to be writers even whenthey write books.

But books have been,since at least the printing press wasinvented, not individual objects withonly a few 'originals' lying aroundlike Rembrandts. If a copy of, say,Anthony Bourdain's Medium Rawis put to the roast, there will beother copies to procure accordingto the laws of supply-demand.

Most of the books i'veburned have been ones i have foundworthless. But i experienced a spe-cial pleasure in tearing out pagesof books i like, even adore, to seehow the pages first burn, then climbinto air pushed up by warm con-vection currents, and then descendas scattered bits when the heatgoes out. These remnants of pages,now incredibly fragile, still bearprinted words. The charcoaled tat-ters of the ex-page are literally asblack as soot while the words haveturned a phantom grey. This is thebook's dismembered ghost.

I've never stolen books toburn. I have only burned booksthat were bought. In fact, my kindof book-burning, unlike burningmoney that takes a commodity outof circulation, actually feeds a de-mand. Which makes the burning ofbooks so much more civilised thanbanning or forcing them out of cir-culation.

So now with no replace-ment as an option, it becomes im-possible for me to burn my copyof Wendy Doniger's The Hindus,all of its 800-odd dry, woody pagesthat would have kindled at 233°C.Something less precious will haveto do.

Mr. Kuldeep RaiSharma, Vice Chairman of thebank in his key note address pre-sented a brief portfolio of thedifferent schemes of the Bank.He further urged all the youthsand general public of Kadamtalato come forward and avail fi-nancial assistance with the Bank.The Chief Guest distributed Co-operative Cards to Disabled,Widow and Old age pensionerswith pension amount.

At the end of theprogramme, the Bank distributedthe Cooperative Cards to all thepensioners available at the func-tion. The programme endedwith vote of thanks proposed byMr. Pankajakshan, Branch Man-ager, Kadamtala.

In the same evening, arolling cup Volley Tournamentwas also organised by A & NState Coop. Bank at KadamtalaGround. A total of over 7 teamsparticipated in the tournament.Mr. Kuldeep Rai Sharma, ViceChairman of the Bank was theChief Guest of the occasion. TheChief Guest presented the Win-ner Cup to the winning team –Sunny Brothers along with cashprize and medals. The runner upteam was Baratang A.

Meanwhile, theAndaman & Nicobar State Co-operative Bank Ltd. hasorganised a function at ZillaParishad Community Hall,Bakultala for the distribution ofCooperative Cards of Neil Islandbranch for Door Delivery ofPensions to Old Age, Widow &Disabled Persons on 17th Feb-ruary, 2014.

Breakthrough by Indian origin UK doctorbrings 'blindness cure' closer to reality

An Indian origin researcherhas taken a step closer to-wards cure for blindness bydiscovering an ultra-thin layerhidden deep in the eye thatcan help treat glaucoma.

Professor HarminderDua, of Nottingham Univer-sity, has discovered just howthe ultra-thin layer- which is

just 0.001mm thick- works,suggesting that it could nowbe vital for beating glaucoma,the Daily Express reported.The researcher discoveredthat the layer, dubbed Dua'sLayer, plays a vital role in thestructure of the tissue thatcontrols the flow of fluid fromthe eye.

The study shows thatthe new layer, is located at theback of the cornea betweenthe corneal stroma andDescemet's membrane,makes an important contribu-tion to the sieve-like trabecu-lar meshwork in the cornea.The study was published in theJournal of Ophthalmology.

Port Blair, Feb 18: Referringhis letter dt. 21st Oct, 2013and subsequent discussion atRaj Niwas on the issue of ret-rospective restoration of Hospital  Patient  Care Al-lowance (HPCA)/ PatientCare Allowance (PCA) atdouble the exist ing ratew.e.f.01.09.2008 to the eli-gible employees of Director-ate of Health Services, A&NAdministration in accordancewith the Ministry of Health& Family Welfare(HospitalSection), Government of In-dia Office MemorandumZ.28015/ 119/2012-H dated17.12.2012, the PCC chief Kuldeep  Rai  Sharma  haswritten a letter to the Lt Gov-ernor stating that this allow-ances are paid for the healthcare and better diet supple-ments to the less paid Group‘C’ & ‘D’ non-ministerialemployees forming the lowerrung of health employeessuch as Ward Attendants,Ayahs, Safai Karamcharis ,Dressers etc. who are in-volved in continuous and rou-tine contact with patients in-fected with communicable

Governorto issue appropriate directionto the authority concernedfor initiating administrativeformalities to make the eli-gible employees of all healthcare units of Andaman andNicobar Administration suchas PHC, UHC and Dispen-saries etc. admissible forpayment of Patient Care Al-lowance (PCA).
