연구 배경 : 캄보디아 등 동남아 개도국의 건설산업 현황

지난 20년간 캄보디아의 GDP는 연평균 13.66% 성장하였으며, 건설업 생산은 연평균 16.32% 성장하였음

90년대 초반부터 2010년까지 경제성장 과정에서 건설업은 중요한 비중을 차지한 것으로 분석 됨

BMI(Business Monitor International)의 전망 자료에 따르면 2012년 현지 건설시장 규모는 약 9억 달러 정도로

추산하고 있음.

NSDP(National Strategic Development Plan, 2009~2013)에서는 전체 개발계획 예산 중 21%인 약 13억 달러를

투자를 계획 함

동남아 등 개도국 건설시장 진출의 시사점

동남아 등 개도국들은 미국이나 유럽의 선진국 모델 보다는 단기간에 비약적인 발전을 이룬

한국의 모델을 선호하는 경향

그러나 단순한 원조/지원을 통한 시장 선점 및 종속, 진출 확대 등은 경계함(일본과 중국 경계)

따라서 공유와 교류/협력 정신에 입각한(내세운) 단계적 시장 융화 및 진출 전략이 필요함

단기적 성과 접근으로는 목적 달성 어려움 : 선진국들은 중장기적 관점으로 진출 모색

현지 조사 결과 및 시사점 종합

캄보디아 건설시장은 매년 꾸준히 성장을 하고 있음. 2013년 상반기의 경우 전년도 대비 47%(공

공과 민간 투자 금액) 성장을 기록함.

현지 건설공사의 경우 대부분이 외국 차관사업이거나 민간자본에 의해서 진행되고 있으며, 현지

정부의 재원으로 수행되는 공사는 거의 전무한 상태

현지 건설 시장 규모는 연간 약 7억 달러 정도이나 정부의 중점 육성 산업 분야 중 건설업이 포함

되어 있어, 향후 건설시장 규모는 지속적 확대 전망

캄보디아 건설부는 캄보디아 내 기존 및 신규 건축물을 체계적으로 관리하기를 원하고 있으며, 이

를 수행하기 위한 효율적 건설 프로세스를 고민하고 있음.

현재 캄보디아 건설 관련 법은 필요한 소수의 조항만을 가지고 있으며, 한국의 건설 제도 및 법체

계에 대한 경험을 환영하며 지원을 요청함.

현재 새로운 건설법 입안을 위해 모두 18개의 장으로 초안을 구성 중임.

현재 건설관련 법률체계가 미비한 상황에서 선진 CM제도의 본격적인 도입은 어려울 수 있으나

현지에서 관심을 많이 가지고 있는 품질과 안전을 중심으로 시작하여, 단계별 CM 제도 도입 및

정립은 가능할 것으로 판단

• For stable operation of construction industry, these should

be enacted immediately.

• Part-3 needs to thoroughly apply Cambodian environment

and situation. Thus, it is valid for Cambodian government to

develop.

• Part-4 can adopt international standard. Korean researchers

can develop/provide detail framework based on experience.

• Since there exist current law regarding registration and

qualification of construction industry participants, we can

use it for a while.

• However, in the near future it must be developed by

applying international practice.

• Articles in supplementary provisions and penalties should

be enacted upon together when each part above is enacted.

• In the future stage where construction law is completed, it

can be separated as different part and can be managed..

설문조사 대상은 캄보디아 공무원과 현지에 진출한 국내외 기업인을 대상으로 하며, 이를 통해 발주자 및 실제 사업 수행 기
