The Agreement, worth 10 million dinars, includes NIS support in realisation of projects significant for the City Niš, but unlike before, a completely new principle has been introduced to allocate funds: 50 per cent is allocated independently by the municipality/city, and the remaining 50 per cent is intended for projects selected via public competition. individually apply for NIS support in projects regarding sports, culture, environment, science and humanitarian activities. More precise requirements and propositions for public competitions in local communities shall be published in May on the NIS corporate website, on the official City of Niš website and in the media. NIS CEO, Kirill Kravchenko and the Nis City Mayor, Miloš Simonović have also signed Memorandum of Understanding in the energy industry. Memorandum is based on common interest regarding optimum exploitation of natural resources in order to improve energy efficiency and stability. “Partnership with the City

of Niš has been showing very good results. We are building on our cooperation on these foundations in two directions. Project realisation via public competition will contribute to a more open and diverse atmosphere, thus introducing new quality standards. Cooperation in the energy industry has the goal of a more complete implementation of sustainable development and new investments in exploitation of traditional and renewable energy sources, which is the future of the industry. We believe that this common direction will quickly bring positive effects not only to our Company, but also to all the citizens of Niš” - Kirill Kravchenko, NIS CEO said.

The project design and the project documentation were prepared by Nis Faculty of Civil Engineering and Architecture. The future Science and Technology Park will spread over 11000 m2. The beginning of the construction is planned for October this year. The estimated value of the funds needed for the construction is 10 million Euros and it will be secured from European Investment Bank. Nis STP should become the regional center of the dynamic and innovative scientifically based entrepreneurship. It will be the home for technology based companies. The STP will have necessary infrastructure to support individuals and enterprises working in the high-tech fields. Nis STP will differ from typical high-technology

business districts in that it would be better organized, planned and managed. Future businesses and organizations in this park would focus on product advancement and innovation as opposed to industrial parks that focus on manufacturing and business parks that focus on administration. Nis City Mayor Milos Simonovic said that science and technology parks were encouraged by local governments in order to attract new companies and to expand employment opportunities to citizens. Mayor Simonovic announced that the Company Telekom would build the Data Center with Research Laboratory immediately next to the Nis Science and Technology Park.

BEP used this opportunity to showcase their support to the National Commission for PPPs and for the preparation of by-laws that guide local authorities in determining ‘value-for-money’ with regard to PPPs. Participants expressed interest for support to identify potential PPP opportunities.

Within the same project Art Carnuntum Cities of Tolerance, the monument dedicated to the Constantine the Great will erected in Nis. The monument was conceptually designed by Piero Bordin, the manager and the founder of the Art Carnuntum.

At the conference, SLDP presented three PPP manuals on infrastructure financing, parking services and energy efficiency. These manuals will assist local governments to establish new PPPs under the 2011 Law on PPPs and Concessions. This new law expands opportunities for PPPs in the areas of municipal services and financing

The celebration in Izmit was final event within the project Art Carnuntum Cities of Tolerance Project. CITIES OF NIS AND IZMIT – CITIES OF WORLD HISTORY

USAID Sustainable Local Development Project (SLDP) and Business Enabling Project (BEP) organized a regional conference in Nis on the New Legal Framework for Public Private Partnerships (PPPs) and Implementation Challenges for the representatives of the local self governments and public utility companies in the project partner cities and municipalities.

The cooperation initiated in 2009 with the City of Izmit from Turkey was continued by the visit of Nis City delegation and Nis University Choir to this year city’s festivities called Days of Tolerance.
