In recognition of the tremendous advantages to be gained by the world growing and eating more pulses, the United Nations General Assembly has declared 2016 as the International Year of Pulses. Positioning pulses as a primary source of protein and other essential nutrients, is the aim of IYP 2016. Major focus in this regard in India is to enhance productivity of pulses from the current 800kg/ ha up to 1 t/ha as directed by DG, ICAR. International Year of Pulses Pradhan Mantri Fasal Beema Yojana ICAR-ATARI, Bangalore has impleme- nted a project entitled cluster FLDs on rabi pulses under NFSM 2015 wherein a total of 1680 demonstrations on Chickpea, Blackgram and Greengram were laid out by 52 KVKs in an area of 672 ha.Keepiing in view of 2016 as the International Year of Pulses, a proposal on cluster FLDs on pulses has already been submitted for 2016-17 so as to harness the productivity and production of major pulse crops viz., pigeonpea, chick-pea, blackgram and greengram. There are 81 KVKs across these States and Union Territories which are engaged in frontline extension intended for technology assessment and demonstration for its application and capacity development of stakeholders. I am happy to know that the institute is publishing e- Newsletter on a quarterly basis. Through this e-Newsletter the activities of the institute, especially technology adaptation, innovative models, successes etc. can be brought into public domain for enhanced interface with the clientele. Shri M. B. Ravi of Anagodu inDavanagere district, Karnataka is afarmer educated upto pre-universitylevel. He cultivates crops likepomegranate, arecanut, vegetables,maize and red gram. Recently hisstory was telecast as public hero ina Kannada news channel fordeveloping a bird scaring device. Thedevice helps to drive away birdswhich otherwise feed on crops likepomegranates, tomato, sunflower,jowar etc. It is an ecofriendly device,which does not harm the birds butscares them away from the crop fieldby making sound. Such 3-4 unitsof bird scaring device would besufficient to drive away birds froman agricultural land of one acre.

Farmer InnovationMaterials required for constructingthe bird scaring device are, twopoles of 4 feet length and 3 inchesthickness (preferably bamboo), twoiron rods with 4 bolts and 4 nuts,one table fan wing, one dafli(percussion instrument) and one oldcycle tube and one old micro tube.Once the device is constructed thewhole thing can be tied at anysuitable height looking at the winddirection. Even a speed of 5-7 kmper hour is sufficient to operate thedevice. With the breezing wind, thefan starts rotating and the microtube starts to beat the daflicontinuously. This sound in tandemwill keep any bird or animal at bay.Cost of the whole unit is about

ICAR -ATARI Bengaluru and Directorate of Extension,University of Agricultural Sciences, Dharwad jointlyorganized the First KVK Symposium zone VIII(KVKSYMZONEVIII ) on 21st January, 2016 at UAS,Dharwad. The Symposium was organized to provide aplatform for the scientists/ Subject Matter Specialistsof KVKs to present and analyze the data generated asa part of their work. The two day symposium consistedsix technical sessions viz., socio economic aspects oftechnology dissemination, pest and diseasemanagement, production management, innovativetechnology delivery mechanisms, varietal evaluationand resource conservation technologies. About 100Subject Matter Specialists from KVKs of Zone VIIIparticipated in the symposium and a total of 34 oraland 96 posters were presented. The Symposium acteda platform for cross learning for the participants.

ARYA Convention MeetARYA Convention meet was held on 27th January 2016 atNASC New Delhi. It was jointly organizd by ICAR and AllIndia Agricultural Student’s Association, New Delhi. Officialsfrom ICAR-ATARI-Bengaluru, Programme Coordinators andfarmers from KVK Bengaluru Rural and KVK Kanyakumariparticipated along with a few young farmers. KVK BengaluruRural displayed major value added products made of ragiand other minor millets in the registration venue. Shri RadhaMohan Singh, Honourable Union Minister for Agriculture andFarmers Welfare participated in the convention andaddressed the audience. He stressed the need for attractingyouth towards agriculture as the country has the largestyoung human resource. About 400 participants includingscientists, farmers and rural youth attended the convention.

Workshop-cum-Training on Pulses under NFSMTwo workshops-cum-trainings were conductedon pulses under NFSM by ICAR-ATARI, Bengaluru.Details are as under:(a) KVK, Kalburagi: A two day workshop cumtraining programme on pulses under NFSM washeld during 21-22 December, 2015at KVK,Kalaburagi under the Chairmanship of Dr. J.R.Patil, Campus Head & Dean (Agri.), UAS(R),Kalaburagi. The workshop was inaugurated by Dr.D.P. Mallik, Additional Commissioner (crops),DAFW, Government of India. The workshop wasattended by 55 participants from KVKsimplementing cluster FLDs on Rabi pulses inKarnataka, officials from Dept. of Agriculture inthe districts of respective KVKs, Scientists fromARS, Kalaburagi and ICAR-ATARI, Bangalore.Technical sessions covered in detail about the

current pulse production trend and futureprospects of pulses, latest varieties of pulses andtheir salient features, crop improvementtechnologies in pulses.(b) KVK, Madurai: A two day workshop cumtraining programme on pulses under NFSM washeld during 28-29 January, 2016 at AgriculturalCollege and Research Institute (AC & RI) of TNAU,Madurai under the Chairmanship of Dr. H. Philip,Director of Extension Education, TNAU,Coimbatore. The workshop was inaugurated byDr. K. Velayudam, Dean, AC & RI, Madurai. Theworkshop was attended by 60 participants fromKVKs implementing cluster FLDs on Rabi pulsesin Tamil Nadu, officials from Dept. of Agriculturein the Districts of respective KVKs, Scientists fromAC&RI, Madurai and ICAR-ATARI, Bangalore.

SAC MeetingsScientific Advisory Committee is the advisory body which guidesand reviews KVK activities. Head of host organization is theChairman and other members include Director, ATARI, Directorof Extension, officials from all line departments of the district,representatives from SHGs and progressive farmers. KVKslocated in Gadag, Calicut, Kannur, Thrissur, Kollam, Kottayamand Kasaragod conducted their SAC meetings during thisquarter.

Online Reporting System (OLRS) developed in aparticipatory way is helpful for creating a sound onlinedatabase covering the day to day activities of KVKs likeOFT, FLD, Training, Extension Activities, Supply ofTechnological Products etc. User defined reports can begenerated at the click of mouse. A work shop on OLRSwas held at KVK, Mysore to identify the lacunae in theexisting OLRS, with users and developers perspectives.During Workshop, programme assistants (computer)from 12 different KVKs of Karnataka, Tamilnadu andKerala shared their difficulties in using the software andgave suggestions for improving the existing OLRS.

Annual Pre-action and Action Plan Meetings

Institute Management Committee (IMC) meetingof ICAR-ATARI, Bengaluru was held on 6February, 2016 at the Institute. Dr. Chahal V.P,Assistant Director General (AE), AgriculturalExtension Division of ICAR, New Delhi and allother members of the Committee participated inthe meeting. Activities of ATARI were briefedduring the meeting and the committeedeliberated the agenda of the meeting.

Dr. A.K.Singh, DDG (AE) visited ICAR-ATARI on5 January 2016. He reviewed the activities ofATARI and KVKs in this zone. He also reviewedthe programmes like MGMG and NFSM. Hestressed the importance of pulse production inthe context of International Year of Pulses. Theprogress of soil health card distribution was alsoreviewed by him.

IMC Meeting

State-wise annual action plan meetings are aregular feature of the Institute. They are generallyconducted during the last quarter of the financialyear. These meetings enable each KVK to get theirannual action plan reviewed and approved inadvance so that they can implement once themonsoon begins.

ICAR-ATARI, Bengaluru encourages the DEs ofthe SAUs to conduct pre-action plan meeting sothat the plans are subjected to first levelscreening. Accordingly, during this quarter, pre-action plan meetings and action plan meetingswere held as follows:

MIS-FMS

ICAR-ATARI, Bangalore is running MIS-FMSproject successfully. Presently all thefinancial transactions, leave etc. are donethrough MIS-FMS portal.

ICAR is implementing National Innovation onClimate Resilient Agriculture (NICRA) to developimproved technologies through short term andlong term research as well as to demonstrate theexisting technologies on farmers’ fields forenhancing the resilience . NICRA is be ingimplemented in Zone VIII in nine most vulnerabledistricts viz ., Belgaum, Davanagere,Chikkaballapur, Tumkur, Namakkal,Villupuram, Ramanathapuram, Thiruvarur andAlappuzha in four modules namely NaturalResources Management, Crop Production,Livestock and Fisheries, and InstitutionalInterventions. Two more districts viz., Gadag andGulbarga have been added in the project. Themajor activities under NICRA villages during thereporting quarter are given below:

Harvest Festival/Field day of the technologydemonstration on ‘Resource conservationand eco friendly management practices inpaddy’ was ce lebrated by ICAR-KVKAlappuzha in NICRA village. Dr. Ch. SrinivasaRao, Diretor, ICAR-CRIDA, Hyderabad visitedMuttar village on 20.02.2016 where NICRAproject is implemented by KVK Alappuzha.

Eighteen temporary water storage ponds werelined with HDPE 200 GSM UV irradiatedplastic sheets by ICAR-KVK Namakkal.

ICAR-KVK Thiruvarur organized field day atRayapuram, NICRA village on flood tolerantpaddy variety CR 1009 Sub1. KVK alsoprovided good quality climate resistant birdcage model developed by ICAR-KVKNamakkal to destitutes and widows inRayapuram.

ICAR-KVK Ramanathapuram trained farmerson Casuarina (CJ 6 clone) tree planting aslive fencing. Harvest Festival/Field day wascelebrated in NICRA village of Kompoothiwith paddy varieties NLR 34449, Anna (R) 4and Co (R) 50.

ICAR-KVK Chikkaballapura conductedexposure visit to ICAR-KVK Davanagere, FAOawardee Prafullachandra farm at Sigandoorand Lakshminarayana Hegde farm forirrigation system at Sagara.

for hosting the Action Plan Meetings. I am indeedvery pleased to note the remarkable improvementin the quality of the programmes. Anotherimportant highlight of the quarter was theconduct of KVK Symposium at Dharwad in whichan exclusive platform was provided to the SubjectMatter Specialists to analyse and present the datagenerated by them through various activities ofKVK. The next quarter is indeed going to be veryimportant as the last month of the next quarteris going to usher in the monsoon, the life line ofIndian agriculture. I sincerely hope that the KVKswill guide farmers in their operational areas onappropriate land preparation and choice of crops.Wishing all the KVKs a successful cropping yearahead.

The quarter that passed was also the closing ofthe financial year 2015-16. The year was aneventful one with several new initiatives by theKVKs. To name a few, soil health carddistribution, the Kharif and Rabi AwarenessCampaigns, Jai Kissan Jai Vigyan Campaignsand even the beginning of Pradhan Mantri FasalBhima Yojana that took off from the 30th March2016. During the quarter I travelled to severalKVKs  prominent among these were my visit toKVKs Kancheepuram, Thiruvannamalai,Thiruvallur, Gonikoppal, Mandya and Belgaum.I was extremely impressed with some of the goodprogrammes followed by KVKs whileimplementing the cluster demonstrations underNFSM and NMOOP. I must congratulate the KVKsfor accepting the responsibility of demonstratingthe yield and income potential of important pulsesduring the International Year of Pulses (2016).Also travelled to different State AgriculturalUniversities and had meetings with the Hon’bleVice Chancellors and Directors of Extension toaddress Institution Specific issues. I feel that thismust be made as a regular feature so that wecan prevent precipitation of issues for long time.Further, this quarter was also important as theAction Plan Meetings conducted at Kasaragod,Raichur and Coimbatore laid a strong foundationfor meaningful programmes for the year 2016-17. I thank all the host institutions viz. CPCRIKasaragod, UAS Raichur and TNAU Coimbatore
