内部公开▲EMLPP Feature Introduction:

EMLPP is a supplementary service offered by the GSM system. Enabled the service, the mobile subscriber is divided into different

priority levels . System allocates channel resources for the user in accordance with the principle of “higher priority, the more easy access network ".

Therefore, according to the network configuration of the different priority levels, high priority MSs have a distinct advantage in the ability of call setup and ability that the call does not forcibly interrupted by other MSs .

In the case of the lack of TCH resources, the high-priority call can also seize the resources of the low priority call.

Generally, eMLPP service consists mainly of the following three parts:

1: Queuing and Preemption:

In the case of the lack of TCH channel, according to the user's priority queuing, once idle resources are available, system will access to high-priority users firstly, high-priority users can even seize the channel on which the low-priority users are released or forced to switch to the adjacent cells.

2: Reserved channels for High Priority Users:

Channel is reserved for high priority level users for the purpose of these high priority user can assign and handover successfully.

3: Different channel select strategy for several levels:

Users of different priorities, can be set to a different channel select strategy.

内部公开▲Priority Levels and Channel Strategy Plan:

Priority level definition:The default value is 3 in current network .We set 6 sims as below:

  EMLPP( HLR)Assigned Radio Priority

VIP 1 1

Normal 3 2~13

Worst 4 14

Channel Select Strategy:

2HR TS will be configured in trial to distinguish “Prefer TCHF, when cell congest change to prefer TCHH” add “Prefer TCHH”.

VIP 1 1Prefer TCHF, not consider if cell

Normal 3 2~13Prefer TCHF, when cell congest change

to prefer TCHH

Worst 4 14 Prefer TCHH

内部公开▲Channel Select Strategy:

The three strategies has difference as below: When TCH is not busy and dynamic HR has been configured, TCHF will be

seizure by all.

When TCH is not busy and static HR has been configured, TCHH will be seizure by Worst.

When TCH is busy(HRTHS has been triggered), if TCH is still available, VIP will seize TCHF, Normal and worst will seize TCH/H on priority.

When TCH is busy(HRTHS has been triggered), if TCH is not available also, TCH/H will be seized by all. In this case, if preemption is enabled or reserved channels is configured, VIP can seize TCH/F.

Testing and Verification Methods:

Page 8: E mlpp feature report

内部公开▲ Testing Phase-1: (Calling)In phase-1 of eMLPP testing, number of calls are made between Test Subscribers to

check and verify the channel allocations. Below are the test results;

内部公开▲ Phase-2: (BSC Level Handovers) This section consist of two parts (Inter-BSC & Intra-BSC) each of which is sub-divided into two steps. Below are the test results:

Step1. Source cell enabled, Target Cell Enabled.

Conclusion:

Detailed call testing between priority subscribers has been conducted to observe and verify the channel select strategy of the network according to the subscriber’s priority level.

Thorough Testing has also been conducted to observe handovers and found meeting the desired results.

Inter-Operator call testing i.e other operators Calling the CMPak eMLPP numbers and vice versa is also executed and observed accordingly.

eMLPP feature, on the whole, is therefore concluded to be performing up to the mark.
