INTRODUCTION [

Sri Siddhartha Academy of Higher Education was declared as Deemed to be University

under Section 3 of the UGC Act, 1956 was established by notification vide MHRD GOI

No. F.9-31/2006-U.3 (A) dated: 30/05/2008 of Govt. of India. The University started

functioning w.e.f. June 2008 with Sri Siddhartha Medical College and Sri Siddhartha

Dental College as constituent colleges. Further as per Govt. of India notification vide

No. F.9-31/2006-U.3(A) Dtd. 16/12/2008, the Sri Siddhartha Institute of Technology was

included as a constituent college of Sri Siddhartha Academy of Higher Education.

The Academy is established to achieve academic excellence and to give more thrust to the research activities. LOCATION

Sri Siddhartha Academy of Higher Education and its constituent colleges are situated in Tumkur, a pictoresque town, 70 kms from Banglore on Banglore-Honnavara National Highway No.26 and just over an hour and a half drive from Bangalore International Airport by road. The University is located just 6KM from Tumkur Bus/Railway Station. Tumkur is well connected by train and buses from various part of the Country. The climatic condition is pleasant & comfortable throughout the year. Tumkur is emerging as a knowledge centre and houses premier professional educational institutions.

Sri Siddhartha Medical College……….. Since 1988

Encouraging such young individuals to see their dream come true in Sri Siddhartha

Medical College. Every working moment at S.S.M.C is filled with keen pursuit of

improvement and perfection.

Established in the year 1988, the campus is spread over a vast area of 250 acres,

S.S.M.C has a class infrastructure with a built up area of 130134 Sq.mts. It has

proficient & dedicated faculty driven by a commitment to give the best to the ailing in

the community, the knowledge to student and thereby be of service to humanity.

The teaching hospital has 1000 bedded hospital with 12 major operation theatres

along with a trauma care unit, ICU, CCU, NICU and male and female wards etc. The

Radiology department is provided with Latest Spiral CT, MRI, Mammography and

other imaging equipments.

All departments are well equipped with latest medical equipments. All the

lecture halls are fitted with audio visual aids. Teaching disciplines are housed in

separate buildings. A modern fully air conditioned auditorium with a seating capacity of

1200 is built in the campus. This serves as the venue for conducting

seminars/conferences and cultural festivals. Separate hostel accommodation is available

for both boys and girls having facilities for recreation, indoor sports, gym, television,

internet, cafeteria, lockers etc. The campus also has banking with ATM and post office

facility along with food courts, stationary and pharmacy stores. The campus is provided

with high speed Wi-Fi facility.

DEPARTMENTS

Research Centre is established. Many research projects are under progress and some

International level. The Institute organizes Guest Lectures regularly to benefit both

students and faculty members.

CENTRAL LIBRARY

College has a well equipped library in separate building with a built up area of more than 17000 Sq.ft.

It has a collection of 20000 books and 200 Journals (both Indian & International).

A digital library is housed in the library by which students can access a large

number of e-Journals & e-books.

Internet Connection has been provided, for the benefit of students and staff.

The library is kept open till late evening all the days.

A separate reading rooms with 24x7 facilities for the benefit of students.

The centre has of collection of corporate annual reports pertaining to private /

public sector undertakings and project reports on different areas of research. The

library is laid out spaciously. Its eco-friendly environment provides calm and

peaceful environment for learning.

The centre has a book bank facility.

Bibliography services are available.

HOSPITAL

SSMC Hospital has separate building for OPD and Casualty with independent

departments of Medicine, Surgery, OBG, Ophthalmology, Orthopedics, Paediatrics,

Psychiatry, ENT, Dermatology, and Radiology. It is a 990 bedded hospital, fully

equipped with 12 major operation theaters in addition to minor operation theaters.

SSMC is caring to the needs of rural population. There are skilled doctors with specially

trained nurses to give a healing touch to the patients. The layout, interiors and

exteriors of the Hospital are aesthetically designed so that every facet : waiting areas,

corridors, rooms, wards, as well as the neatly manicured lawns, all provide a soothing

ambience for patients and their visitors. Apart from the most advanced medical gadgets

and equipments, the Hospital has introduced several new services for the convenience of

the populace in the region. The enormous advantage of having such a campus is that

the students get a unique and practical insight into a contemporary medical world,

giving them a head start and lending a rare perspective to their academic pursuits.

HEALTH CENTRE

A furnished & well equipped primary health center having a plinth area of 360

sq.mt is situated in the campus with aim “to serve the needy population of localities

around the health center." Health centre has well experienced qualified doctors &

staffs. The facilities available in the health center are a minor operation theater, a

preliminary testing laboratory & well furnished wards in case of emergency. All this

facilities are extended to students, staffs & campus inmates. Health center covers the

area which is coming under Tumkur CMC ward no. 29 & 30.

COMMUNITY ACTIVITIES

Conducting of voluntary blood donation camps. Health check up camps are conducted in rural areas periodically National Health Program activities

Established in the year 2019, the campus is spread over a vast area of 32 acres,

SSIMS&RC has A class infrastructure with a built up area as per the statutory

authority. It has proficient & dedicated faculty driven by a commitment to give the best

to the ailing in the community, the knowledge to student and thereby be of service to

humanity.

The teaching hospital has a capacity of 750 bedded hospitals with 10 major

operation theatres along with a trauma care unit, ICU, CCU, NICU and male and

female wards etc.

separate buildings. A two modern fully air conditioned Lecture halls with a seating

capacity of 200 is available in the campus. This serves as the venue for conducting

lockers etc. The campus also has banking with ATM facility along with food courts,

LOCATION: The Medical College and Hospital is located in the outskirts of Bangalore City –

38km from the city amidst green field in a vast campus of 32 acres of the side of

Bangalore Honnavar – Highway connected by Road and Railway.

Sri Siddhartha Dental College ……….. Since 1992

Sri Siddhartha Education Society started the Dental College in 1992 at Tumkur

– a rural District of Karnataka, with an aim to bring professional training and

advanced treatment facility to door steps of the rural masses.

The college is well equipped and housed in a building measuring 73286 Sq.ft in

an 25 acres, 100 meters away from Sri Siddhartha Medical College. The College has

qualified and dedicated staffs that are always ready to help the student in shaping their

future.

All the departments have separate undergraduate and Post graduate clinics with

separate seminar halls and laboratories. The college has a mobile dental unit van to

take care of rural population. The teaching staff and infrastructure are as per the norms

of Dental Council of India. The teaching faculties have attended several conferences and

presented papers.

The motto of the College is “Good citizen first then Good Dental Surgeon”. To

achieve our motto, importance is given to both a strict disciplined training programme

and extra curricular activities.

LIBRARY FACILITIES

The Dental College has got a well equipped Library apart from the Central

Library. The Library is equipped with 3100 books & 60 current journals. There are

separate sections for reference, Journal and PG’s. It has a Digital Section to access the

e-journals. The Library also subscribes for printed volume of journals in all the

specialties to cater for Post Graduate students.

HOSTELS

Sri Siddhartha Institute Of Technology ……….. Since 1979

Sri Siddhartha Institute of Technology (SSIT) is one of the premier institutions

started in the year 1979 with Civil & Mechanical Engineering by Sri Siddhartha

Education Society (SSES), Tumkur. Since then, it has grown with time. At present, the

institution runs 9 under graduate courses in Bachelor of Engineering (BE) with an

annual intake of 790 seats, in addition it also offers post graduation programmes in

Master of Computer Application (MCA) and Master of Technology (M.Tech) with an

annual intake of about 180 seats. The institute is recognized by AICTE and accredited

by National Board of Accreditation. Sri Siddhartha Institute of Technology spread over

45 acres campus. It has well planed infrastructure, with a built up area of more than

45506 sq.mtrs.

SSIT is one of the Institutions selected by the World Bank under Technical Education

Quality Improvement

Programme (TEQIP) to

provide assistance to

improve the quality of

education and to modernize

the laboratory facilities.

The institution was already

functioning as an

autonomous institution. All

the laboratories are well

equipped and augmented

with latest equipments to

cater to the needs of

academics and consultancy

activities. It also has latest

facilities like total station for Civil Engineering. The institute has more than 800

computers with net connection and campus is Wi-Fi enabled.

There are several consulting projects undertaken by the Institute. District

administration has assigned the work of certifying the various civil engineering works

executed in the district of Tumkur.

The institution has separate boys and girl’s hostel with mess facilities. The

capacity of boys hostel 900 and that of girls hostel is 400.

The Institute has a total of 181 faculty members out of which nearly 70 percent

have postgraduate qualification. A good number of teachers attended and presented

their papers in National and International conferences. Some of the teachers were also

invited to deliver special lectures abroad.

The institute has several amenities like Bank with ATM, Post Office, Canteen,

Gymnasium, Laundry and also a campus health centre.

1. Admission Process As per the directives of Hon’ble Supreme Court of India and the Ordinances promulgated by the Central Government. Admission to undergraduate courses in Medical (MBBS) and Dental (BDS) for academic year 2020-21 in constituent colleges of “Sri Siddhartha Medical College” (SSMC), Tumkur, “Sri Siddhartha Dental College” (SSDC), Tumkur and “Sri Siddhartha Institute of Medical Sciences & Research Centre” SSIMS&RC, T-Begur Village, Nelamangala Taluk, Bangalore Rural District, will be done on the basis of marks obtained in the NEET (UG) 2020. Admission process will be carried out by Medical Council Committee (MCC) / DGHS (Directorate General of Health Services, Govt. of India) Ministry of Health & Family Welfare for academic year 2020-21.

3. Distribution of Seats

a) General Category: 85 % seats are reserved under this category. Admission to this category will be made on the basis of NEET (UG) 2020 Merit list.

b) NRI (Non Resident Indians) / PIO (Persons of Indian Origin) / FN

(Foreign Nationals) Category: 15 % seats are reserved under this Category.

The Foreign National (FN),wards of Persons of Indian Origin (PIO) settled abroad and wards of Non Resident Indians (NRI) are eligible to apply under this category.

4. Eligibility and Qualifications Candidate must be an Indian National. The Nationality Certificate issued

by the District Magistrate / Additional District Magistrate /Chief Metropolitan Magistrate or a valid passport will be considered as a proof of Nationality.

He/she has completed age of 17 years at the time of admission or will complete the age on or before 31st December of the year of his/her admission to the 1st year MBBS/BDS Course.

The upper age limit for NEET(UG) is 25 years as on the date of examination with relaxation of 5 years for the candidates belonging to SC/ST/OBC category and persons entitled for reservation under the Rights of Persons with Disabilities Act, 2016

Candidate must have passed any of the qualifying examinations as enumerated below. The Higher/Senior Secondary Examination or the Indian School Certificate Examination which is equivalent to (10+2) Higher/Senior Secondary Examination which is conducted after a period of 12 years study, the last two years of such study comprising of Physics, Chemistry, Biology/ Bio-technology (which shall include practical tests in these subjects) and Mathematics or any other elective subject with English as a core course.

NOTE: where the course content is not as prescribed for 10 +2 education structure of the National Committee, the candidates will have to undergo a period of one year pre -professional training before admission to the Medical Colleges.

OR The Intermediate/Pre-degree Examination in Science of an Indian

University/Board or other recognized examining body with Physics, Chemistry, Biology /Bio-technology (which shall include practical test in these subjects) and also English as compulsory subject.

OR The Pre-professional/Pre-medical Examination with Physics, Chemistry,

OR The first year of the three years degree course of a University recognized

OR B.Sc. Examination of an Indian University recognized by University

For such qualification, the candidates are required to obtain equivalence certificate from AIU (Association of Indian Universities, New Delhi).

Candidate belonging to general category must have passed in the subjects

of Physics, Chemistry, Biology/ Biotechnology and English individually and must have obtained minimum 50% marks in Physics, Chemistry and Biology/Biotechnology taken together at the qualifying examination.

Candidate belonging to backward classes (SC, ST, & OBC) must have

passed in the subjects of Physics, Chemistry, Biology/ Biotechnology and English individually and must have obtained a minimum 40% mark in Physics, Chemistry and Biology/ Biotechnology taken together at qualifying examination.

Candidates belonging to the backward class must attach a copy of the

caste and caste validity certificate along with the application form. It should however be noted that there is no reservation for students belonging to backward class. This certificate is required in support of relaxation of eligibility criteria i.e. if such a candidate gets admission on the basis of NEET (UG) 2020, but has secured less than 50% marks in qualifying examinations.

Candidates Qualified (10+2) under a foreign system in India, are required to obtain equivalence certificate from AIU (Association of Indian Universities, New Delhi). b) Cancellation and Refund Policy for Under Graduate course: A candidate who has confirmed his / her admission may cancel it by submitting an application to the Competent Authority, SSMC or SSDC or SSIMS&RC After cancellation of Admission, following rules for refund of fees will be binding on candidate…

1) Candidate should inform the institution about his intention to join or not to join the institution.

2) It is mandatory to join the institution in stipulated time as mentioned in

the counseling schedule to the MCC/DGHS or else his admission stands cancel and vacant seat will be made available to subsequent rounds.

3) If candidate cancels the admission before commencement of academic

session i.e. 1st September. The Entire amount of Annual Tuition Fees will be refunded after deduction of processing fee of Rs. 10,000/-.

4) If candidate does not inform the institution about his intention or does not

join within 7 days after start of academic session, his admission stands cancelled. However in such case if institution not able fill up the seat even by end of 30 days after opening academic session, then Annual Fees collected will be refunded after deduction of 50% of the fees collected and processing fee of Rs.10,000/- .

5) If candidate cancels the admission after commencement of academic

session i.e. 1st September. A candidate has to pay the entire course fee.

6) No cancellation is permitted after second round of admission by MCC/DGHS.

7) The refund clause mentioned above will also be applicable to the

candidates admitted in subsequent round(s).

8) The eligible refund will be made within 30 days from date of application for cancellation along with original receipt of fees paid. No correspondence in this regard will be entertained during this period.

9) After IInd Round of Admission by DGHS, in event of failure to continue

the chosen undergraduate program, for what ever reasons, the students will be liable to pay the complete course fee to secure NOC and return of

c) Cancellation during the conduct of the course In event of failure to qualify or continue the chosen UG programme, for whatever reasons, the students will be liable to pay the complete course fee to secure NOC and return of original documents from the institute concerned. Application needs to be submitted to the Principal/ Dean of the college to this effect. 8. Commencement of Classes

The M.B.B.S. & B.D.S. course will commence from first weak of August. (Date will be notified in University / Medical / Dental college website) Candidates will be required to be present in the campus and report to the Dean / Principal of the respective college to which he / she is admitted. 9. Discipline The candidates admitted in the constituent colleges of the University are subjected to the discipline and conduct rule of the SSAHE. A disciplinary Committee will deal with all cases either suo-moto or when referred to by the Dean / Principal of the concerned College. The decision of the Vice-Chancellor shall be final in this regard. 10. Court Jurisdiction

All legal disputes related to admission procedure to constituent colleges of Sri Siddhartha Academy of Higher Education are subject to the jurisdiction of the Courts at Tumkur and High Court of Bangalore bench at Karnataka, with advance legal notice of one month to SSAHE. 11. Disclaimer

Students residing in hostel (Boys and Girls Hostel), whenever proceeding to home on emergency or weekend or holiday he/ she should complete the laid down procedure of the hostel. 2) Do not return or intimate his/ her arrival in hostel in time it will be

their ward in any circumstances, legal guardian to intimate concerned authorities with necessary documents as proof.

e) A candidate can submit NEET-UG Counselling, 2020 application/registration form

only once. Any candidate found to have submitted more than one

application/registration form for NEET-UG Counselling, 2020 shall be debarred

from NEET-UG Counselling allotment process, his/her candidature shall be

cancelled and further action as deemed appropriate by the MCC of DGHS, MoHFW

shall be taken.

f) The Security Deposit will be forfeited if a candidate who has been allotted a seat in

the Second Round or subsequent rounds and does not join the respective institution

or surrender the seat due to any unforeseen reason. Also the Security Deposit will be

forfeited if the admission gets cancelled due to any reason. E.g in case the candidate

gives wrong information at the time of registration on the basis of which a seat may

be allotted and later cancelled by the Admission Authorities at the time of reporting

or fails to produce the required documents at the time of admission (within stipulated

time).

g) Candidate may kindly note that registering for NEET-UG Counselling, 2020 does

not confer any automatic rights to secure an Under Graduate seat. The selection and

admission to Under Graduate seats in any medical Institution recognized for running

Under Graduate courses as per Indian Medical Council Act, 1956 is subject to

fulfilling the merit, admission criteria, eligibility, and such criteria as may be

prescribed by the respective universities, medical institutions, Medical Council of

India, State/Central Government.

h) Candidate should ensure that all the information filled during the online submission

of application/registration form is correct and factual. Information provided by the

candidates in the online application/registration form shall be treated as correct and

self-certified and MCC shall not entertain, under any circumstances, any request for

change in the information provided by the candidates.

i) MCC does not change/ edit /modify/alter any information entered by the candidates

at the time of online submission of application/registration form for Counselling

under any circumstances.

j) The information regarding Stipend /fee structure/ course duration / bond amount /

rendering of service in rural / tribal area/other conditions etc. has been provided by

Medical Colleges. MCC/ DGHS takes no responsibility regarding the above

information including Fees/ Bond/ Mode of Payment or any typographical error/ data

etc. Candidates are advised to visit College website or contact the College Authorities

directly for any query regarding above information before filling choices. Choices

once locked cannot be modified and any request to MCC/DGHS regarding tinkering

of choices will not be entertained.

k) Candidates are advised to confirm their eligibility/domicile status before registering

on MCC website for Institutional Quota seats of Central Universities/Institutes before

opting for their seats.

l) Candidates are advised to confirm the fee structure/ any other additional fee from the

colleges especially Deemed Universities before filling up choices for the same. Some

All India Quota colleges might have high fee structure, therefore confirmation about

the fee should be made before hand, MCC of DGHS takes no responsibility of the

fee structure of the colleges and will not entertain any request or complaint regarding

Fee Structure. The above information may be confirmed by the candidate before

filling the choices.

m) Candidates are advised to be in touch with the MCC website (www.mcc.nic.in) for

Schedule / latest updates / Results / Notices / News & Events pertaining to

counselling as MCC /DGHS will not be individually contacting the candidates for

the same.

n) No communication will be directly sent to the Candidate(s). They are advised to be

in touch with the website on regular basis for any updates.

o) Candidates are advised to use the Mobile number/email id used by them during

registration on NTA website for MCC counselling registration process.

p) Court cases w.r.t. counselling must be in Delhi jurisdictions area.

q) Central Pool seats are maintained by Ministry of Defence, Ministry of External

Affairs and other Ministries. MCC has no role to play with regard to the same and

the Counselling of the Central Pool seats is not conducted by MCC of DGHS.

CHAPTER1- INTRODUCTION

i. NEET UG Counselling

As per the ‘ Modified Scheme’ approved by the Hon’ble Supreme Court of India, vide

order dated 07.06.2012 passed in I.A. No. 35 / 2012 in Writ Petition (Civil) No(s). 443

of 1992 filed by Sharwan Kumar V/s DGHS & Ors., Medical Counseling Committee of

DGHS in Ministry of Health and Family Welfare, Govt. of India, New Delhi is

conducting Online Counseling for allotment of Under Graduate (MBBS/BDS) seats to

the eligible and qualified candidates under 15% All India Quota in participating

Government Medical/Dental Colleges of the country every year. The allotment of seat to

the candidates is made based on the NEET-UG Examination conducted by National

Testing Agency (NTA).

In addition, as per the directions of the Hon’ble Supreme Court of India dated 09.05.2017

passed in W.P. (C) No. 267/2017- Dar-Us-Slam Educational Trust and Ors. V/s Medical

Council of India and Ors. , Medical Counseling Committee of Directorate General of

Health Services is also conducting Online Counseling for allotment of Under Graduate

(MBBS/BDS) seats to the eligible and qualified candidates in participating Deemed

Universities of the country on the basis of NEET (UG) examination conducted by NTA.

Vide MCI Gazette Notification dated 27th June, 2017, the Designated Authority for

counseling for the 15% All India Quota seats of the contributing States and all MBBS

seats of Medical Educational Institutions of the Central Government, Universities

established by an Act of Parliament and the Deemed Universities shall be the Directorate

General of Health Services, Ministry of Health & Family Welfare, Government of India.

The scheme of Counselling was modified by the Hon’ble Supreme Court of India vide

order dated 18.01.2016 in “I.A. no. 7 & 8 in Writ Petition (Civil) no.76 of 2015 in the

matter of Ashish Ranjan & Ors. V/s UoI & Ors. and it was directed that, after two rounds

of allotment process the seats remaining vacant shall be deemed to be converted into

State Quota. Therefore, the vacant seats which are then sent back to the respective States

comprehensively and the States may then apply their respective reservation scheme.

Vide Order dated 22.08.2017 the Hon’ble Supreme Court of India in W.P. (C) No. 689

of 2017 in the matter of Consortium of Deemed Universities in Karnataka & Anr. v/s

Union of India & Ors. had issued directions stating that, 15% seats have to be allotted to

the NRI Candidates in respect of UG and PG seats (Medical/Dental) in Deemed

Universities.

The Hon’ble Supreme Court of India vide Order dated 09/05/2017 passed in Writ Petition

(C)No.267 of 2017 –Dar-Us-Slam Educational Trust & Ors Vs MCI & Ors. Directorate

General of health Services, Ministry of Health & Family Welfare had directed as follows:

“After the second round of counselling for All India Quota seats, the students who

take admission in All India Quota seats should not be allowed/permitted to vacate the

seats. This would ensure that very few seats are reverted to the State Quota and also All

India Quota seats are filed by students from the all India merit list only. The students

who take admission and secure admission in Deemed Universities pursuant to the second

round of counselling conducted by the DGHS shall not be eligible to participate in any

other counselling.”

Keeping the above directions in view Candidates are advised to take a calculated decision

of continuing in Second round of AIQ/Deemed/Central Universities as they would not

be permitted to resign from 2nd round of AIQ/Deemed/Central Universities. They will

also not be allowed to participate in any Counselling after joining in Second Round of

AIQ.

As per the directions of Hon’ble Supreme Court of India in “W.P (C) No. 443 of 1992

Sharwan Kumar Vs. Dir. General of Health Services & Anr.” the following order has

been issued

“If in implementation of the scheme any difficulties are felt by the Director General of

Health Services or by any other person including the authorities in the States or by the

Universities, they can approach this Court for necessary directions.”

ii. Role of MCC in NEET

The MCC/DGHS will be doing Counseling for 15% AIQ, 100% Deemed Universities,

Central Universities (Delhi University, AMU & BHU including Institutional/ Domicile

Quota), 100% ESIC, AFMS & 100% seats of GGSIPU -VMMC & SJH AND ABVIMS

& RML(15% AIQ + 85% Institutional Quota ) 100% AIIMS & 100% JIPMER.

The role of MCC of DGHS is limited to allotment of seats to the participating candidates,

as per their merit and choice, which starts only after receiving the list/data/Information

of successful candidates from National Testing Agency i.e. the NEET (UG) examination

conducting body.

CHAPTER 2- 15% ALL INDIA QUOTA

There will be two rounds of AIQ online counseling i.e. Round 1 & Round 2. All

candidates who have qualified for All India Quota seats on the basis of their rank in

NEET UG conducted by the National Testing Agency (NTA) except the Union Territory

of J&K will be eligible. Eligible candidates may download the Rank letter/ Result from

NTA website. Cutoff rank of eligible candidates will also be available on the MCC

website (www.mcc.nic.in). The seats remaining vacant after round 2 of AIQ shall be sent

back to the respective states.

AIQ includes: i) 15% MBBS/ BDS Seats of States

ii) 100% MBBS/ BDS Seats of BHU

iii) 100% MBBS Seats of AIIMS across India

iv) All India Quota of JIPMER (Puducherry/ Karaikal)

v) All India Quota seats of AMU/ DU/ VMMC/ ABVIMS

vi) All India Quota Seats of Faculty of Dentistry (Jamia Milia Islamia)

vii) All India Quota Seats of ESIC

Reservation Policy:

Reservation Policy of the Central Government for the NEET-UG Counselling, 2020 in

All India Quota is as follows:

S.C.- 15%

S.T.- 7.5%

PwD- 5% Horizontal Reservation

OBC (Non- Creamy Layer)- 27 % Only in Central Institutes/Universities

EWS- 10% Only in Central Institutes/Universities

Reservation of seats under PWD Category has been increased from 3% to 5% in AIQ

and the 21 Benchmark Disabilities as envisaged under the regulations of Rights of

Persons with Disabilities Act 2016. For range of disabilities included, please see

Annexure ‘1’.

Candidates who want to avail 5% PwD reservation in PG seats of Govt. /Central medical

institutions should obtain Disability certificate as per 21 Benchmark Disabilities given

under RPWD Act 2016, from the designated disability centres as per the list enclosed as

ANNEXURE- 2. The certificate issued by any other hospital/ board will not be accepted.

Candidates are requested to read Chapter 5 of the NEET UG, 2020 Bulletin/Prospectus

and instructions available on the NTA Website regarding Caste and PWD Certificate

carefully. In case the candidate fail to produce proper Caste (and PWD, if applicable)

certificate at allotted Medical/Dental College then he/she will not be permitted to join

the allotted Medical / Dental College (allotted seat will be cancelled) and his/her

category will be changed, if otherwise eligible for changed category.

Candidates declared Qualified/Eligible for All India Quota Undergraduate Seats

(MBBS/BDS) only will be eligible for online allotment process for All India Quota

Seats, which is conducted by the Medical Counseling Committee (MCC), Ministry of

Health & Family Welfare, & Government of India. For State Quota, Private medical

and dental college seats the candidates are required to contact the appropriate State

Government/Admission Authority & Directorate of Medical Education. Medical

Counseling Committee (MCC) will not be able to guide candidates in this matter.

There will be four rounds of counselling i.e. Round 1, Round 2 of AIQ and Mop-Up

Round & Stray Vacancy Round. Out of the four rounds, three rounds will be conducted

online by MCC i.e. Round 1, Round 2 and Mop-Up Round. The Stray Vacancy round

shall be conducted by the respective Deemed Universities for which the list of registered

Candidates for the Stray Vacancy round will be forwarded by the MCC to the respective

Deemed Universities. All the candidates who have qualified for All India Quota seats on

the basis of their rank in NEET UG conducted by NTA including candidates from Union

Territory of J&K will be eligible. Eligible candidates may download the Rank letter/

Result from NTA website.

Reservation Policy:

Candidates who fall under the category of NRI as per the directions/ orders of Hon’ble

Supreme Court of India in the case (W.P. (C) No. 689/2017- Consortium of Deemed

Universities in Karnataka (CODEUNIK) & Anr. Vs. Union of India & Ors.) dated 22-

08- 2017 are eligible for NRI Category. OCI/PIO candidates will be considered as NRI.

OCI/ PIO/ NRI are eligible for Management Seats of Deemed and 15% AIQ seats

The Candidates claiming under NRI category have to submit the following documents

as and when the same are called for by the MCC:

Documents claiming that the sponsorer is an NRI (Passport, Visa of the sponsorer).

Relationship of NRI with the candidate as per the court orders of The Hon’ble

Supreme Court of India in case W.P.(c) No. 689/2017- Consortium of Deemed

Universities in Karnataka (CODEUNIK) & Ans. Vs Union of India & Ors. dated 22-

08- 2017.

Affidavit from the sponsorer that he/ she will sponsor the entire course fee of the

candidate duly notarized.

Embassy Certificate of the Sponsorer (Certificate from the Consulate).

NEET Score Card of the candidate.

There will be no reservation for OBC/ SC/ ST/ PWD/EWS candidates in Deemed

Universities.

There might be reservation for Jain Minority or Muslim Minority in certain deemed

universities. Candidates are requested to verify their eligibility for the same before

applying under the said category.

Roster:

The roster for the Deemed University seats shall be applied by the MCC of DGHS,

MoHFW.

Eligibility Condition for Deemed University:

1. The Candidate should have qualified NEET UG, 2020.

2. Domicile free.

CHAPTER 4 – AIIMS

There will be four rounds of counselling i.e. Round 1, Round 2 of AIQ and Mop-Up

Round & Stray Vacancy Round for 18 AIIMS. Out of the four rounds, three rounds will

be conducted online by MCC i.e. Round 1, Round 2 and Mop-Up Round. The Stray

Vacancy round shall be conducted by AIIMS for which the list of registered Candidates

for the Stray Vacancy round will be forwarded by the MCC to AIIMS. All the candidates

who have qualified for All India Quota seats on the basis of their rank in NEET UG

conducted by NTA including candidates from Union Territory of J&K will be eligible.

Eligible candidates may download the Rank letter/ Result from NTA website.

AIIMS has its own eligibility and admission policies for which the Candidates are

advised to go through the same. The seat matrix/information for NEET UG, 2020 is

provided by AIIMS.

Candidates are advised to go through the Information Bulletin of AIIMS for checking

the eligibility conditions, seat status etc. before applying for the same.

Reservation Policy:

The reservation policy of the Central Government is followed and the same is applied

only on the seats contributed by AIIMS to AIQ:

in the Mop-up Round. Percentage of I.P. Quota seats earmarked for I.P. students is domicile

free.

The counselling for 15% AIQ is domicile free.

The eligibility conditions for the internal quota is given by the

colleges/institutes, MCC has no role to play in determining the eligibility

conditions for the internal quota of the Central Universities/Institutes.

Eligibility Condition for DU State Quota:

3. The candidates should have completed the age of 17 years on or before 31st

December, 2020. The candidates completing the age of 17 years on 1st January, 2021

or later will not be eligible for admission, i.e the candidate must be born on or before

31.12.2003.

4. To become eligible for 85% Delhi Quota, the candidate must have passed 11th and

12th standard examination under 10+2 system conducted by CBSE/ Indian School

\certificate examination/ Jamia Milia Islamia, New Delhi or any other equivalent

examination from a recognized school situated within the NCT of Delhi only.

5. The candidates who have passed qualifying examination from Patrachar Vidyalaya

or National Institute of Open Schooling will be eligible for admission in MBBS/

BDS courses under 85% Delhi Quota provided their study center and the

examination Center were within the National Capital Territory of Delhi (NCTD) and

they must upload a certificate from the controlling authority of Patrachar Vidyalaya/

NIOS in this regard.

AMU shall verify and send the list of eligible candidates to MCC who will be

considered as internal AMU candidates for 50% internal AMU quota.

MCC shall not be held liable if any discrepancy arises in the list of eligible

Candidates for AMU internal quota.

Eligibility condition for 50% State Quota seats:

For 50% Institutional reservation for the candidates the eligibility is as follows:

1. Senior Secondary School Certificate Examination of this University or an

examination recognized by the University as its equivalent with Physics, Chemistry,

Biology and English. Further, the candidate must have obtained a minimum of 50%

marks in aggregate in Physics, Chemistry and Biology.

2. Not less than 17 years as on 31st, December in the year of admission.

3. Selected candidates will have to go through medical fitness examination before

completing the admission.

Definition of Internal Candidate: An INTERNAL candidate is one who has passed

the qualifying examination conducted by THIS University as a regular student not

earlier than THREE (03) academic years from the date of admission to the Course

he/she is seeking admission to. And all other candidates shall be treated as

III. Banaras Hindu University (BHU):-

All Candidates across India are eligible to participate in the UG counseling of IMS, BHU

15% Seats will be contributed by BHU to All India Quota. For the rest 85% seats of

internal quota, all the Candidates who have qualified the NEET are eligible to apply for

the same.

There will be four rounds of counselling i.e. Round 1, Round 2 of AIQ and Mop-Up

Round & Stray Vacancy Round. Out of the four rounds, three rounds will be conducted

online by MCC i.e. Round 1, Round 2 and Mop-Up Round. The Stray Vacancy round

shall be conducted by BHU for which the list of registered Candidates for the Stray

Vacancy round will be forwarded by the MCC to BHU. All the candidates who have

qualified for All India Quota seats on the basis of their rank in NEET UG conducted by

NTA including candidates from Union Territory of J&K will be eligible. Eligible

candidates may download the Rank letter/ Result from NTA website.

classes situated within the National Capital Territory of Delhi only, will be

eligible for admission for BDS Programme.

Candidate must have passed in the subject of Physics, Chemistry, Biology and

English (core or elective or functional) individually and must have obtained a

minimum of 50% marks together in Physics, Chemistry and Biology (40% in

case of SC/ST/OBC candidates, subject to the availability of seat for these

categories in the respective institutions.

CHAPTER 9- REGISTRATION & COUNSELING PROCESS

Candidates are advised that e-mail Address and Mobile Number provided in the Online

Application Form of NTA is used for registration on the MCC portal for Counselling.

All the information/ communication will be sent by MCC of DGHS, MoHFW through email

on the registered e-mail address or SMS on registered Mobile Number only.

Any complaint with regard to the change of registered mobile number or email address shall

not be entertained by the MCC of DGHS, MoHFW.

Candidates are advised to use Laptop or Computer during the Registration and Choice-Filling

process to avoid any technical complications.

participate in the counselling process for allotment of seat.

Q. No. 1: How to use registration and Choice filling form on website? Ans: Candidates will have to log on to website www.mcc.nic.in (which will be

operational shortly) to get registered and then fill in choices. Please study counseling

scheme carefully. It is advised that after going through the list of seats available, a

tentative list may be prepared first as per your preference of colleges, before attempting

to fill choices on-line. Candidates are advised to read and understand user manual for the

candidates carefully before registration.

Q. No. 2: Do I require any documents to get registered online?

Ans: You will be required to fill up some of the information that you have given on

your application form, that you filled and submitted to NTA, New Delhi

IMPORTANT

Please keep the information same as that you have furnished on the NTA

application form confidential, and do not share with anybody as to register for

online allotment process and submit choice you need that information. If somebody

else uses that information, he/she can misuse your online registration and prevent you

from taking part in online allotment process. Keep print out of application form ready

for reference with you.

Q. No. 3: What information do I require for online registration? Ans: Please note that you will be asked to fill some of the information (we are not

showing it here for security reasons) that you have given on your application

form during online registration for participating in NEET UG Counselling, 2020,

therefore, keep copy of your application form of NEET UG for reference.

IMPORTANT

Please note that on registration window of online allotment process, you have to fill in

exactly same spelling, numbers etc. as you have filled in your application form.

Q. No. 4: What documents are required at the time of online counseling? Ans: Since it is online allotment (Online Counseling) process, no documents will be

required for participating in online allotment process during Registration process.

Q. No. 5: How and when I had to make the payment?

Ans: After registering for fresh registration, payment page appears automatically.

Candidate can do online payment by Net Banking / credit card/ debit card only after

making the payment as per choice. Only after the successful payment candidate proceed

for choice filling.

Q. No. 6: Is there any restriction for filling up number of choices of Institution

(College) (and courses i.e. MBBS and BDS) in choice filling form?

Ans: No, you can give as many choices as you wish during online choice filling.

However choices should be in order of candidates’ preference. There will be common

software for AIQ/ Deemed/ Central Universities for filling up choices.

Q. No. 7: Can I have some idea about the seat I am likely to get at my rank?

Ans: You can have some idea from the following:

A. Please log on to website – from home page go to medical counseling – open Under-

Graduate (for previous years) – open composite allotment list. From the information

that you will see, you get some idea of pattern in previous year(s). This will only be

indicative (without any guarantee for the current year). Opening and Closing rank

course and category-wise is also available in Download section of home page of MCC

website.

B. From result of Mock Counseling and Indicative Seat Allotment (during the

registration period/ during round-1).

Q. No.8: Is it necessary to fill up the choices and lock the choices to get seat

allotted? Or I will be allotted seat automatically from leftover seats?

Ans: After online registration (registration is compulsory to take part in online

allotment process, before the round -1 during specified registration period), you

have to fill in choice of Institutions/colleges/courses in order of your preference.

Once choice is filled in, it can be modified before locking it. During the choice

locking period, it is necessary to lock the choices to get a print of your submitted

choices. If candidate does not lock the choice submitted by him/her, it will be

automatically locked as per schedule.

If you don’t register and fill in choices during registration period, you will not be

allotted any seat. Please also note that registration will be available once before

allotment of round-1, before starting of round-2 and before start of Mop up Round.

There will be no fresh registration before Stray Vacancy Round.

IMPORTANT:

Don’t wait till the last minute to Register and Lock your choices and to take a

printout. Please go through your submitted choices before locking, as once you lock

the choices they cannot be modified or changed even if you have made a mistake. It

may result in allotment of a seat which you never wanted. (Please note that the choices

once locked cannot be unlocked even from MCC)

Q. No. 9: Is it necessary to join allotted Medical/Dental College of Round 1 to get

chance to participate in Round 2?

Ans: No candidates need not report or join the allotted college of Round 1 since there

is free exit.

However if they want to hold the Round 1 seat they have to physically join the college

of Round 1 and give up gradation willingness for Round 2 at the time of admission.

Q. No. 10: If a candidate does not report at the allotted college during Round 2

whether he has to register again for Mop Up round of Deemed/ Central

Universities?

Ans:- Yes, Candidate security amount will be forfeited and he has to register fresh in

Mop Up round with Fresh Payment.

Q. No. 11: If some new Under-graduate seats are created / started (increase in

UG seats or in new medical/Dental colleges) after start of online counseling, will

these be included and when?

Ans: Newly created/sanctioned seats that could not be included in first round

due to non-reporting / late reporting/ reporting after start of first round of online

allotment process, will be included in second round (Round-2) on receiving information

from participating Medical / Dental Colleges before the start of second round

Q. No. 12: Who are eligible for 2nd Round of allotment? Ans: Candidates eligible for seat allotment in 2nd round would be from one of the following groups:

Group–I: Registered candidates who did not get any seat allotment in the 1st round.

Group-II: Registered candidates who have secured seat under reserved quota &

whose 1st round of allotted seat got cancelled during the document verification on

reporting for admission will be considered for allotment of seat in the next round of

seat allotment, with changed Category, subject to availability of seat in respective

category.

Group–III: Candidates who have reported at allotted institute during 1st round of

Group V: Candidates who have resigned from the allotted seat of first round at college.

Q. No. 13: Who are not eligible for 2nd Round of allotment?

Ans (a) Candidate who has become non eligible due to having inadequate documents

as per Eligibility Criteria. (b) Who have not registered in Round 1 or Round 2.

Q. No 14: What is the procedure for Second round (round-2)?

Ans: 2nd round of Counseling: Fresh set of seats gets added to the system (seats

available during round-1), if any, which is due to latest approvals of MCI/DCI (increase

in admission capacity of existing Medical/Dental College/ starting of new

Medical/Dental college). Further, the conversion of seats is also carried out during the

round-2 of seat allotment for AIQ and Mop Up Round for Deemed Universities and

accordingly, the candidates are required to be shown all choices (seats available and

likely to be available) which are against vacant, newly added seats, virtual vacancies

which are likely to get vacated during up-gradation and also during the conversion of

seats as per the following algorithm:

UR(PWD)>UR

OBC(PWD)> OBC

ST -> SC

SC-> UR

The choices of candidates, who have submitted option for participation in the second

round during the reporting period for the first round seat allotment, would be initialized

(the choices remaining after allotment, submitted before round-1 will stand cancelled),

and candidates are required to submit fresh choices online during the time the window

is open for the same. Choices which were filled during 1st round of choice filling will

be null & void.

All eligible candidates (as shown below) who desire to take part in second round &

Mop Up Round of online allotment will have to submit fresh choices during choice

submission period and lock the choices during period of locking.

There will not be any indicative allotment in Round-2 of allotment, locked choices of

the candidates would be processed and result will be published. Those candidates, who

do not submit fresh choices for the round-2 counseling, would not be considered.

Q. No. 15: Can a candidate participate in second round without submitting fresh

choices (based on choices submitted before round-1)?

Ans: Fresh choice submission by eligible candidates, as mentioned above is necessary

for consideration for seat allotment during round-2. If candidate does not submit fresh

choice(s) during choice filling period, the candidate will not be considered for

allotment of seat during Round- 2 and will retain the already allotted (joined) seat, if

any.

Q. No. 16: Do I have to fill in choice of College/Course to participate in second

round of online allotment process?

Ans: Yes. All candidates who desire to take part in second round will have to submit

fresh choices before second round.

Q. No. 17: After I join Second Round of Counseling of 15% AIQ/Deemed can I

leave/ Resign to join State Quota/ Private College seat?

Ans: Once you join second round seat from 15% All India Quota, you will not be

allowed to vacate from allotted 2nd round seat as per direction by Hon’ble supreme

court in WP(C) (267/2017) dated 09/05/2017.However if you are allotted a seat in

Second Round in AIQ/ Deemed you can Exit with Forfeiture of security amount.

Q. No. 18: If I give consent for up-gradation of my choice during first round and

if my choice is allotted, is it necessary to join at college allotted during second

round?

Ans: In case candidate is allotted seat during the second round of allotment process,

the seat allotted during the first round will be automatically cancelled immediately

(and allotted to somebody else) and candidate will have to join the college/seat

allotted during second round after obtaining online generated relieving letter from

college allotted in Round-1. If a candidate does not join the college/seat allotted during

the second round, within stipulated period, he will forfeit his Fee and will have to

register again to participate in Mop - up Round.

Seat can also be up-graded in the same college (same course) by change of category

(i.e. ST/SC/OBC to UR) in such a case also the candidate has to take fresh admission

on the up- graded seat, as per procedure.

Q. No. 19: If I forget my password that I have created during the process of

registration, how to retrieve it?

Ans: To retrieve the forgotten password, system facilitates the following process:

The candidate is required to enter the information that he/she filled at the time of

registration and then security question & answer thereon to be entered as given during

New Candidate registration process. The above data submitted by candidate will be

validated with the registered candidate’s database. If the above entries match, then only

the candidate would be permitted to enter new password to proceed further.

Q. No. 20: Difficulty in login, what may be the problem(s)?

Ans: Please read user manual for the candidates. Follow the instructions about use of

browser, use of same spellings, same format of date (Use digits for day, month and

year with – in between) as in application form submitted to NTA, New Delhi. The

internet connection should be uninterrupted. If internet connection interruption takes

place, the IP address which is being monitored by the Counseling Software, will

change and session expired message will be displayed. In such case, please try to login

from other computer having uninterrupted internet connection from which other

candidate(s) has logged in successfully, if possible.

Q No. 21: I have difficulty in creating Password, what may be the problem(s)?

Ans: Creation of password should be as per password policy. Please follow the

password policy. Please use the internet browser as suggested in user manual, as it is

difficult to login from some of the other browsers. While creating password avoid

using Caps Lock key, instead of Caps Lock key, use shift key.

Q. No. 22: When I try to login for choice filling/ submission, it say wrong roll

number/ password, what may be the problem(s)?

Ans: This can happen if roll number typed is incorrect or password typed is incorrect.

Password is ca se sensitive, therefore use password which was created by user exactly

same as typed while creating. In case password is forgotten, try to retrieve password

by using security question and its answer.

Q. No. 23: What are the guidelines for fresh choice filling before second round of

online allotment process?

Ans: Please remember that if any seat is allotted (in round-2) from the choice filled in

by the candidate before 2 Round of Counseling, the seat allotted during 1st round will

be automatically cancelled. Therefore, the candidates are advised to fill in choice

carefully for seats which are of higher preference than the earlier allotted seat.

Candidates are not required to fill up seat which is already allotted to them (already

joined), in their choices during Round-2.

Q. No. 24: Can I modify my choices during the period of “Exercising of Choices

and Locking” (during first round) and “Fresh Choice submission and locking for

2nd Round”.

Ans: Yes, you can modify, add or delete your choices during this period, before you

lock your choices. But once you lock your Choices then you cannot modify. However,

the registration (of New Users) is permitted up to specific date as mentioned in

Counseling Schedule.

Q. No. 25: How can I get print out of my choices which system has locked?

Ans: as per schedule on the last date of locking/ after locking of choices by the system,

you will be able to take a printout of your submitted choices, during the first, second

& Mop Up round of seat allotment and admission. You will also be able to see your

locked choices and able to take a print out of the same at allotted Medical / Dental

College at the time of admission on request.

Q. No.26: If I opt to participate in second round of counseling whether my allotted

seat (of first round) will be cancelled?

Ans: In case you are not allotted any seat in the second round, you will retain earlier

allotted seat in Round 1. However on upgradation of a seat in second round, the earlier

allotted seat in Round 1 will automatically be cancelled and allotted to another

candidate. Therefore, you are advised to fill in only higher choices or any other choice

which you prefer over the earlier allotted seat, for second round.

Q. No. 27: If I get an up-graded seat during second round, can I join that college

directly?

Ans: No, you will have to get online generated relieving letter from the earlier institute/

college (from MCC software - will be given by the college authority), before you join

the next college / institution. Without such relieving letter candidate will not be

permitted to join the seat allotted in round-2. Up-gradation is applicable only those

candidates who have joined allotted seat of Ist round and submit willingness for up

gradation.

Q. No. 28: If I lock my choices and later I want to modify/ edit my choices, is it

possible?

Ans: Once candidate lock the choices it is not possible to unlock the software from

MCC end. Hence, candidate is advised to check all choices before locking.

Q. No. 29: In case I get an upgraded seat but in the same college, because of

change of category, (e.g. from SC or ST to UR category) do I have to take

admission on the allotted seat again?

Ans: Yes, you have to get a relieving letter generated on-line for the earlier seat and

then get an admission letter again generated on-line for the upgraded category seat

from the concerned institution; otherwise your seat will be cancelled and allotted to

another candidate or surrendered to state quota (in case of second round).

Q. No. 30:- What is the procedure for Mop Up Round Counseling which will be

conducted by DGHS for Deemed/Central Universities/AIIMS/JIPMER?

Ans. The net vacant seats due to non joining, non reporting of Round 2 will be

published in the seat matrix and eligible candidates have to submit fresh choices and

the result will be processed as per Choice & Merit.

Q. No. 31:- What to do If I by mistake I had opted for Deemed Universities seats

when I wanted to opt only for All India Quota (AIQ). How do I correct it?

Ans. There is a reset initialization option at registration page where candidate can reset

the previous filled quota choice and fill the particular again and then proceed for

registration. This facility is provided only once.

Q. No. 32:- Whether Up-gradation is allowed from 2nd round counseling of

Deemed/ Central Universities to Mop-up Round counseling of DGHS for Central

/ Deemed Universities/AIIMS/JIPMER?

Ans. No, Up-gradation is not allowed once a candidate joins a seat allotted in Round

II of Deemed/ Central Universities and the candidate will not be allowed to vacate the

seat of AIQ. For Deemed the candidate will not be allowed in any further counseling

including Stray Vacancy Round of Deemed/ Central Universities/AIIMS/JIPMER.

Q. No. 33: Who are Eligible for Stray Vacancy Round of Deemed/ Central

Universities?

Ans. All Registered Candidates except the following three categories are eligible for

Stray Vacancy Round of Deemed/ Central Universities:-

a) Candidates who joined the allotted seat in Round II of AIQ/ Deemed/ Central

Universities.

b) Candidates allotted a seat in Mop Up Round of DGHS

c) Candidates joined a seat in Mop Up Round of DGHS.

Q. No. 34: Who are not eligible for Stray Vacancy Round of Deemed

Universities? Ans. Following Candidates are not eligible:-

a) Candidates who joined the allotted seat in Round II of AIQ/ Deemed/ Central

Universities.

b) Candidates allotted a seat in Mop Up Round of DGHS and NOT REPORTED.

c) Candidates joined the allotted seat in Mop Up Round of DGHS.

d) Candidates who have not registered in any of Previous 3 Rounds.

Q. No. 35: Will there be any Fresh Registration for Stray Vacancy Round?

Ans. No, there will be no Fresh Registration for Stray vacancy Round. The 10 times

vacant seats list of registered candidates will be provided by DGHS to colleges for

Stray Vacancy Round as per the direction of Hon’ble Supreme Court directions and as

per regulations of MCI.

Q. No. 36: Whether I am eligible for State Quota if allotted a seat in IInd Round

of DGHS?

Ans. If a candidate has been allotted a seat in Round II but not reported at the allotted

Institute he/she can exit with Forfeiture of Fees i.e. the Refundable security amount

will be forfeited. However once the candidate joins a seat allotted in IInd Round (of

AIQ/ Deemed University) he/she will not be eligible for exiting the seat and not

eligible for any other round of Counseling including State Counseling. The names of

such candidates who have joined in Round II of AIQ/ Deemed/ Central Universities

may be circulated to all state counseling authorities for prohibiting them to participate

in any other counseling.

Q. No. 37: Who are eligible for “Exit with Forfeiture” option?

Ans. Candidate who has been allotted a seat in Round II but does not report at the

college may Exit with Forfeiture. (I.e. The refundable security amount will not be

refunded in such a case).

a) Round I joined candidate who has not been Upgraded in Round II may resign his

seat allotted in Round I within two days of Round II Result announcement failing

which he will be considered as part of joined candidates for Round 2 and rules

will apply accordingly and such candidate will be not be allowed.

Q. No. 38: What will happen to the All India Quota (85%) seats of Central

Universities remained vacant after the second round of All India Quota

Counseling?

Ans. They will be merged with the vacant seats of Institutional Quota and taken up

in DGHS Mop up Round.

Q. No. 39: How much time will I be given to join the allotted college?

Ans: Candidates allotted seats will be required to join the allotted college/course

within stipulated time which is mentioned in counseling schedule. However,

candidates are advised to join as early as possible and not to wait for last day of

joining, due to different schedule of holiday (including local holidays) / working

hours in various Medical / Dental Colleges. In some of the colleges/ universities,

2-3 days’ time is required to complete admission formalities. Therefore, candidates

are advised to contact allotted college immediately after declaration of result of

counseling allotment process, to know the details. If candidate fails to join the

allotted Medical/Dental College within stipulated time, then the allotted seat will

be cancelled.

Please note that under no circumstances date of joining can be extended by the

MCC.

Q. No. 40: What documents are required at the time of Joining/ Reporting in

allotted Medical/ Dental College?

Ans: Original documents (along with attested photocopies of documents) for

admission to under- graduate medical courses for admission to 15% of total seats

on All-India basis required at the time of joining in allotted Medical / Dental

College are as mentioned below.

I. Allotment Letter issued by MCC (A sample copy is attached at Annexure

III)

II. Admit Cards of Exam issued by NTA.

III. Result/ Rank letter issued by NTA.

IV. Date of Birth Certificate (if Metric Certificate does not bear the

same)

V. Class 10th Certificate

VI. Class 10+2 Certificate

VII. Class 10+2 Marks Sheet

VIII. Eight (8) Passport size photograph same as affixed on the application

form.

IX. Provisional allotment letter generated on-line.

X. Proof of identity (Aadhar/ PAN/ Driving Licence/ Passport)

XI. For NRI/ OCI candidates appearing for Deemed Universities following

documents are mandatory:

a) Passport copy of sponsorer, embassy certificate

b) Sponsorship affidavit (stating that sponsorer is ready to bear the

expenses for the whole duration of study)

c) Relationship Affidavit (Relation of Candidate with the sponsorer)

XII. The Candidate should also bring the following certificate, if applicable:

(a) SC/ST Certificate issued by the competent authority (in the standard

format as specified in the prospectus/information bulletin) and it should be

in English or Hindi in language. Sub caste should be clearly mentioned in

the certificate. Some of the States insist for English version of Caste

Certificate. In case the certificate is in regional language the candidate

should carry a Attested translated copy of the certificate in English/ Hindi.

(b) OBC certificate issued by the competent authority. The sub- caste

should tally with the Central List of OBC. The OBC candidates should not

belong to Creamy Layer to claim OBC reservation benefit. The OBC

certificate must be in the standard format as mentioned in the prospectus/

Information Bulletin.

(c) Disability Certificate issued from a duly constituted and authorized

Medical Board for 21 Benchmark Disabilities as per the Rights of Persons

with Disability Act 2016 (RPWD Act, 2016). (Please see clause 10.1 of

Information Bulletin of AIPMT/NEET for admission to MBBS/BDS

Courses, published by Central Board of Secondary Education (NTA) for

details). No other PWD certificate, issued by any other Authority/Hospital

will be entertained.

(d) EWS Certificate as per the prescribed format.

(Candidates are advised to see college information, of allotted college for,

any other document which may be required by the allotted college)

Candidates without original certificates/documents shall not be allowed to

take admission in allotted Medical/ Dental College.

Q. No. 41: In case I have Birth Certificate / Caste Certificate/ other certificate(s)

in regional language, will it be acceptable at the time of reporting?

Ans: Certificates issued by the competent authority on standard format, should be in

English or Hindi language. Please remember that some of the states insist for

certificate in English language only. Candidates are advised to carry certified (attested)

Copy of English version of the original certificate, in case certificate issued is in other

than English language, along with original certificate.

Q. No. 42: If there is discrepancy in spelling of name in documents and

application form, what do I do?

Ans: If there is discrepancy in spelling of name in documents, candidate must carry

proof that the documents belongs to same person, in the form of an affidavit.

Q. No. 43: What if I do not have my Original Documents with me at the time

of joining the allotted college?

The Candidates who have been allotted a seat through NEET UG Counselling by

MCC are informed that their admission is provisional subject to physical

verification of documents by the allotted college authorities. The MCC has no role

to play in physical verification of documents.

Candidates who have deposited their original documents with any other Institute/

College/University and come for admission with a certificate stating that "their

original certificates are deposited with the Institute / College / University" will not

be allowed to take admission in allotted Medical/Dental College.

CHAPTER 10-APPLICATION FORM & FEE OF COUNSELING

i. Fees

Q. No. 1: What about condition of Stipend / fee structure / course duration / bond

amount/rendering of service in rural /tribal area/NRI fees/other conditions applicable

in various Colleges/ States?

Ans: MCC collects the college information from the participating States for the benefit of

the participating candidates. The same is made available of MCC website under heading of

College Information. Candidates are advised to study the same.

Stipend /fee structure/ course duration / bond amount / rendering of service in rural / tribal

area/ NRI fees/other conditions etc. may vary from State to State and Institute to Institute.

Some seats may be approved/ permitted but not yet recognized by MCI/DCI. The allotment

made through online allotment process will be firm and final as per Hon'ble Supreme

Court's guidelines. Therefore, the candidates should well examine these points before opting

for a seat at a medical college. The Medical Counseling Committee (MCC) shall neither be

responsible nor shall entertain any case on above grounds, if any. The information received

from various participating Medical / Dental Colleges has been made available on Medical

Counseling Committee (MCC) under College Information heading. Candidates are advised

to visit the website of college/ institution also to check the information. In case they require

any additional information, they can contact the college / institution on telephone.

Q. No. 2:- What are the various fee to be paid at the time of registration?

Ans: At the time of registration students have to pay two kinds of fee?

For Deemed Universities Non Refundable Registration fee :- Rs. 5000/-(same for all candidates)

Refundable Security amount:- Rs. 2,00,000/-

e.g Any candidate opting for Deemed University will have to pay Rs 5000/- Non Refundable

fee + Rs 2,00,000/- Refundable security amount at the time of at the time of Registration.

For (15% All India Quota)/ Central Universities (DU, AMU, BHU and Jamia Millia Islamia,

Delhi)/AFMS & ESI

Non Refundable Registration fee:- Rs. 1000/- for UR candidates & Rs. 500/- For SC/ ST/

OBC/ PH candidates.

Refundable security amount:- Rs.10,000/- for UR candidates & Rs. 5,000/- for

SC/ST/OBC/PH e.g. any UR candidate opting for Central Universities/ AFMS/ ESI will pay

Rs. 1000/-+ Rs. 10,000= Rs. 11,000 at the time of registration.

Any SC/ST/OBC/PH candidate will pay Rs. 500 + Rs.5,000 = Rs. 5,500 at the time of registration.

Candidates applying for the NRI Category are advised to verify the mode of payment from

the concerned college.

Q. No. 3:- In case candidate had to apply for both AIQ and for Deemed University should

the candidate pay the fee for both?

Ans. No, in such case the candidate has to pay only the higher fee i.e. of Deemed University

Rs. 5000/- (counselling/registration) plus Rs. 2,00,000/- (security amount).

Q. No. 4: What does exit with forfeiture mean in 2nd round of counselling? Ans: Exit with forfeiture means if a candidate allotted a seat in 2nd round of counseling and

does not want to join the allotted seat he can still exit with forfeiture (losing security amount

deposited) and once candidate joined the allotted seat would not be eligible for

resigning/surrender of joined seat.

ii. Refund

Q. No. 1:- In what condition security amount will be forfeited?

Ans:- The security fee will be forfeited if the candidate who has been allotted a seat in the

second Round and Mop Up Round of DGHS does not join the respective institution during

the second round/ Mop Up round of counseling conducted by DGHS/MCC. Also the security

amount will be forfeited in case the candidate gives wrong information at the time of

registration on the basis of which a seat may be allotted and later cancelled by the Admission

Authorities at the time of reporting.

Q. No. 2: When and where this Security amount will be refunded?

Ans:

1. Security amount will be refunded only after 15 days from the date of publication of

refund details by MCC in their web-site www.mcc.nic.in .

2. The security amount will be refunded to the same account from where the security

amount was initially deposited by the candidate. E.g. If the security amount was

deposited through Card # 1234XXXXXXXX5678, then the refund will go to Card

#1234XXXXXXXX5678 only. If the security amount was deposited from account #

123456789012 of State Bank of India ISF Code SBIN0003567 then the refund will go

to then the refund will go to # 123456789012 of State Bank of India ISF Code

SBIN0003567 only.

Hence the candidate should keep their card/bank account active till refund process is

completed.

Q. No. 3: If the security deposit is remitted through unrelated card/bank account can

the candidate request for refund to different card/bank account?

Ans: NO, the security deposit will be refunded only to the account from where the security

deposit was initially deposited. The candidates are advised to not to use unrelated card/bank

accounts for remitting security deposit. MCC will not entertain such requests.

Q. NO. 4: What happens if the candidate, by mistake, makes more than one payment

for the same Roll #?

Ans: Candidate can approach the Financial Custodian after 15 days of closing of Registration

Window. The Financial custodian will refund the excess payment, if any, within 15days of

receipt request from the candidate.

Q. NO. 5: Do I have to request the Financial Custodian to refund the security amount?

What is the schedule for refund of security amount?

Ans: NO. Candidate need not approach the Financial Custodian for refund of security

amount. The Medical Counseling Committee will publish the list of candidates who are

eligible for the refund of security amount in the website of MCC www.mcc.nic.in as and

when the counseling is completed. (Once all rounds of counseling are completed). The

Financial Custodian will complete the refund of security amount within 15 working days of

publishing the eligible list in the MCC Website. Once the Financial Custodian completes the

refund, MCC will publish the refund details along with refund date & transaction # in the

website of MCC www.mcc.in .The refund will be credited, depending upon the level of

digitalization of candidate’s bank, to the candidates account within 15 days from the date of

refund by Financial Custodian.

Q. NO. 6: Can candidate initiate refund proceedings through chargeback claim through

the card Issuing bank?

Ans: Candidates who have been allotted Roll # should not initiate refund proceedings

through chargeback claim through the card issuing bank. If the chargeback claim is initiated,

the Financial Custodian will not be in a position to initiate direct refund and refund of

security amount will be delayed.

Q. NO. 7: Who is the Financial Custodian?

Ans: HLL Life care Ltd, a Govt. of India Undertaking under Ministry of Health and Family

Welfare is the Financial Custodian. They will, on behalf of MCC, collect non-refundable

Registration Fees and refundable security amount from the candidates and refund the security

amount, on the advice of MCC, to the candidates.

Q. No. 8: How to contact the Financial Custodian?

Ans: The Financial Custodian can be contacted through mail

[email protected]”. The Financial custodian will respond only to the mails

through mail id registered in the application form.

Direct queries to MCC regarding payment /refund will not be entertained.

Financial custodian will entertain only payment and refund related queries through

[email protected] .

Q. No. 9: Will Medical Counseling Committee bear the bank charges incurred by the

candidate while registering for counseling?

Ans: NO, Bank Charges if any, incurred by the candidate should be borne by them only.

Account?

Ans: NO, since MCC cannot, as per Reserve Bank of India (RBI) Rules, refund security

deposit to NRI Account. If the candidate wants to use the funds available in his/ her NRI

Account for registering for counseling, he/ she has to first transfer funds from NRI Account

to NRO Account and from NRO Account to MCC. The refund from MCC will be credited

to NRO Account only.

Q. No.11: If the candidate does not get payment confirmation from payment gateway

provider, whom he/she should approach for payment confirmation?

Ans: The candidate should approach the Financial Custodian through

[email protected] The Financial Custodian will respond within 5 bank

working days of closing of Registration window

Q. No. 12: Whether the counseling for MBBS seats of VMMC & Safdarjung hospital

and ABVIMS & RML Hospital is being conducted by DGHS ?

Ans: Yes, in compliance of MCI Gazette Notification No. MCI-18(1)/2017- Med./128371

VMMC & Safdarjung Hospital being a Central Institute, the counseling for all seats of

Safdarjung Hospital (15% All India Quota seats + 85% Institutional Quota seats) will be

conducted by MCC of DGHS. Candidates are requested to register on MCC website

(www.mcc.nic.in) for participating in counseling for 85% Institutional Quota seats of

VMMC & Safdarjung Hospital.
