Staff - Groups ‘B’ and 'C' - Settlement dated 31 March 2011 between the Bank
and the All India NABARD Employees’ - Memorandum of Instructions
The Memorandum of Instructions has been prepared to clarify some of the provisions of
the Settlement with a view to facilitating the implementation thereof.
Section 'A' - General
2. Clause 2
The benefit of the revised scales of pay and allowances will be admissible to all the
employees in Groups ‘B’ and 'C' who were in the service of the Bank as on 01
November 2007 including those who were on leave preparatory to retirement as on that
date and have since retired from the Bank’s service. In the latter type of cases, i.e., those
who were on leave preparatory to retirement as on 01 November 2007, the revised pay
and allowances will be admissible only for the residual period of leave preparatory to
retirement from 01 November 2007. All fresh appointments to the posts in Groups ‘B’
and 'C' on or after 31 March 2011 shall be made in the revised scale of pay as provided
in this Settlement.

Section 'B' - Employees in Group 'B' ________________________________
Part I
3. Scale of Pay
3.1 The revised scale of pay applicable to employees in Categories I, II, III and IV for
the period from 01 November 2007 to 30 April 2010 will be as indicated in
Clause 1(i) of Part-I of the Settlement and for the period from 01 May 2010
onwards will be as indicated in Clause 1(ii) of Part-I of the Settlement. The
revised post-scale Special Pay admissible to Categories II, III and IV will be as
indicated in this Part of the Settlement. The notes appearing under Category I
which relate to grant of Special Pay may be noted carefully.

3.2 With effect from 31 March 2011, Categories II and III will be merged with
Category IV. Upon merger of Categories II and III with Category IV in terms of
Clause 6(a) of Part-I of Settlement, with effect from 31 March 2011, employees
in Categories II and III will draw the pay, allowances and perquisites as
applicable to Category IV. As indicated in Clause 6(b) of Part-I of the
Settlement, their pay in Category IV will be refixed as per Adjustment Charts
No. 5 and 6 (Annexures V and VI) attached to this Memorandum of Instructions.
The provisions of Clause 6(c) & (d) of Part-I of the Settlement may also please
be noted in this regard.
Part II
4. Additional Special Pay
Amounts of Additional Special Pay granted in terms of Settlement dated 11 August
2006 has been revised and the pay stage-wise amounts are indicated in this Part of the
Settlement.
Part III
5. Stagnation Increments
5.1 Provisions regarding grant of Stagnation Increment(s) to employees under
different Categories have been indicated in this Part of the Settlement. A few examples
are given below by way of clarification of the new provisions.
Stagnation Increments in Category I ==========================
Example -1
Smt. ‘B’ , an employee in Category I, has drawn 6th stagnation increment on 01 July
2008, under the earlier Settlement dated 11 August 2006. In terms of this Settlement
dated 31 March 2011, 6th stagnation increment is to be released to her on 01 November
2007 and the 7th stagnation increment with effect from 01 July 2009, subject otherwise
to normal rules.

Stagnation Increments in Category II ===========================
Example - 2
Shri ‘D’, an employee in Category II, has drawn 3rd and 4th stagnation increments on 01
June 2005 and 01 June 2008 respectively under the earlier Settlement dated 11 August
2006. In terms of this Settlement dated 31 March 2011, 5th stagnation increment is to
be released to him on 01 June 2010, subject otherwise to normal rules.
Example - 3
Smt. ‘E’, an employee in Category II, has drawn 4th stagnation increment on 01 July
2005 under the earlier Settlement dated 11 August 2006. In terms of this Settlement
dated 31 March 2011, 5th stagnation increment is to be released to her on 01 November
2007, subject otherwise to normal rules.
Stagnation Increments in Categories III and IV ==================================
Example - 4
Smt.’F’, an employee in Category III, has drawn 3rd stagnation increment on 01
December 2005. Under this Settlement dated 31 March 2011, 4th stagnation increment
is to be released to her on 01 December 2007, subject otherwise to normal rules.
Example - 5
Shri ‘H’, an employee in Category IV, has drawn 3rd stagnation increment on 01 May
2005. Under this Settlement dated 31 March 2011, he will draw 4th stagnation
increment with effect from on 01 November 2007, subject otherwise to normal rules.
5.2 It is clarified that the period for which an employee has been sanctioned
extra ordinary leave without pay and allowances not counting for increment will not be
taken into account for determining the stagnation period of 2/3 years, as the case may be.
Accordingly, such period will be added to his/her otherwise due date of stagnation
increment to be granted to him/her in future thereby postponing the due date of
stagnation increment to that extent.

Part IV
6. Fitment of pay of existing employees
6.1 The fitment in the revised scale of pay of all existing employees, Categories
I, II, III & IV i.e. those in the services of the Bank on or after 01 November 2007 till 30
March 2011, will be on stage-to-stage basis. In order to facilitate the work of
refixation, Adjustment Charts No. 1 to 4 (Annexures I to IV) showing the manner in
which the pay of employees in Categories I to IV, who were in the service of the Bank
from 01 November 2007 to 30 March 2011 should be refixed in the revised scale of pay,
are enclosed. The notes appearing at the end of each Adjustment Chart may also please
be seen carefully.
Part V
7. Special Pay
The Special Pay will be admissible for the period from 01 November 2007 to 30 April
2010 and will cease to be payable thereafter.
Part VI
8. Special Allowance
8.1 The Special Allowance payable in terms of Clause (a) of this Part of the
Settlement will be admissible for the period 01 November 2007 to 30 April 2010 and
will cease to be payable thereafter.
8.2 A Special Functional Allowance of `900 p.m. will be paid to the employees
in the categories indicated in Clause (b) of this Part of the Settlement with effect from
01 May 2010. The Special Allowance admissible to ACT & CT in terms of Circular
No.NB.HRMD.PPD.1206 / UE (Pol) / 1991-92 dated 05 September 1991 will be
withdrawn with effect from 01 May 2010 since they are being paid Special Allowance
of `900 for undertain duty hours.

Part VII
Advance Increment(s) / Honorarium/Special Pay etc. for educational qualifications
9.1 Grant of 1st instalment of post-scale Special Pay
to employees in Category I for acquiring educational
qualifications at a stage of pay where sufficient
number of increments are not available in the scale of pay
The provisions contained in Part VII (C)(1)(e) of Section 'B' of the Settlement dated 11
August 2006 will remain unchanged.
10 Special Allowance
1. As provided under Clause (D) of this Part of the Settlement, a Special
Allowance of `1000 p.m. will be payable to all employees in Categories I to IV. This
Special Allowance will not count for Dearness Allowance and superannuation benefits.
2. Further, an additional amount of Special Allowance of `1000 p.m. will be
payable to employees in Categories III and IV after reaching the maximum of the
incremental scale. This additional amount of Special Allowance of `1000 only will be
reckoned for Dearness Allowance and also for superannuation benefits. This additional
amount of Special Allowance is in supercession to the provisions of grant of Special
Allowance to the employees in Categories III and IV as per Part VII (c)(3) of Section 'B'
of the Settlement dated 11 August 2006. Appropriate recoveries may be made on
account of the employee’s contribution / additional subscription to Provident Fund, for
the amount ranking for Provident Fund.
Part VIII
11. Dearness Allowance
The rates of Dearness Allowance for every slab of 4 points' rise or fall beyond 2836
points in the quarterly average of the All India Working Class Consumer Price Index
(Base 1960 = 100) have been indicated in this Part. A statement indicating the rates of
Dearness Allowance payable for the period 01 November 2007 to 30 April 2011, is
enclosed for ready reference (Annexure VIII).

Part IX
12. Personal Allowance (PA)
Personal Allowance of `550 will be admissible to eligible employees on completion of
one year after reaching the maximum of the revised scale. The entire amount of
Personal Allowance of `550 shall rank for superannuation benefits. Personal
Allowance, as stated above, will not be granted to employees who have joined the
service of the Bank on or after 11 December 1995.
Part X
13. Fixed Personal Allowance (FPA)
(a) With effect from 01 November 2007, the Fixed Personal Allowance stands revised
to `1065, out of which `990 shall rank for superannuation benefits. The FPA will
be payable to employees who have drawn one advance increment in terms of the
circular NB.HRMD.PPD No.80/U2(SCL)/95-96 dated 18 April 1995.
(b) FPA is admissible one year after reaching the maximum of the revised incremental
pay scale. Consequently, post-scale Special Pay, if any, payable in that year stands
shifted to next year for employees in Categories II to IV. However, with effect
from 01 August 2006 , in respect of employees in Category I, the grant of
post-scale Special Pay for educational qualifications is not to be shifted on
account of grant of FPA.
(c) FPA is not admissible to employees who have jointed the Bank after 01 November
1993.
Part XII
14. House Rent Allowance (HRA)
14.1 The monthly House Rent Allowance shall be payable @ 10% of pay, rounded off
to the next higher rupee, without any ceiling.
14.2 The employees who have been provided residential accommodation by the Bank
shall not be paid any House Rent Allowance. The licence fee as indicated in this
Part will be recovered from them.

14.3 From the date of this Settlement, employees staying in their "own accommodation"
shall be eligible for House Rent Allowance to the extent of 150% of the normal
rate of House Rent Allowance, rounded off to next higher rupee. "Own
accommodation" of the employees also includes :
[i] the houses in joint names with spouse / parents / children,
[ii] residing in the house owned by the spouse or father and/or dependent
children provided the employee produces the evidence of investment* made
by him/her towards purchase of that house. Where an employee is not able to
produce such evidence, he/she may be paid HRA at normal rates.
*a) Receipt showing the amount of investment by the employee towards
purchase/construction of the plot/house.
b) Certificates issued by the Bank/Cooperative Credit Societies confirming the issue of loans
towards housing purpose.
c) Bank statements showing the withdrawal of amount (`25000 & above) from their Bank
accounts during the period of purchase/construction.
14.4 Where both wife and husband are employees of the Bank, then only one of
them, at their choice, will be eligible for House Rent Allowance at 150% subject to
normal rules, and spouse will be eligible for normal HRA.
14.5 The additional rent / licence fee will be recoverable in respect of earning relatives
/ friends as per existing rules.
Part XIV
15. Transport Allowance
15.1 The category-wise revised rates of Transport Allowance are indicated in this Part.
15.2 The Transport Allowance as above will be payable to Persons with Disabilities
(PwD) in addition to the amount of Conveyance Allowance granted to them as a
result of Government of India guidelines.
15.3 The Transport Allowance will be paid as a ‘salary item’ along with other
components of monthly salary.
Part XV
16. Special Compensatory Allowance (SCA)
The quantum of Special Compensatory Allowance (SCA) granted in terms of Settlement
dated 08 July 2005 remains unchanged and it will continue to be paid at the same rate as
applicable to the pay in the pre-revised scale of pay only to the employees who are

eligible for the same under the provisions of the said Settlement dated 08 July 2005.
Accordingly, in relation to revised pay in the scale, the SCA is to be paid as under :
`500p.m.Above 17th stage of pay

Amount of SCA Pay-stage in the revised scale of pay
Other conditions / instructions applicable in the matter remain unchanged.
Part XVI
17. Grade Allowance
17.1 With effect from 01 April 2009, Grade Allowance will be paid to all employees
in Group ‘B’ as specified in this Part. The allowance will be payable to all
employees immediately on recruitment / upgradation / promotion to the higher
Group, irrespective of their confirmation.
17.2 The entire amount of Grade Allowance shall count for Dearness Allowance and
superannuation benefits.
Part XVII
18. Fixation of pay on appointment to higher
Category within Group 'B'
The provisions of the scheme contained in Part XI (A) (3) of Section 'B' of the
Settlement dated 22 February 1986 shall continue to be applicable for fixation of pay on
appointment to higher Category within Group 'B', subject to modification as in Clause
(j) of Section 2 of Part A of the Settlement dated 11 August 2006 [on rationalization of
categories, redesignation of staff and time-bound upgradation in pay and designation for
employees in Groups 'B' and 'C'] applicable on time-bound upgradation from Category I
to Category IV.
Note :
There will be no change in the officiating pay of Group 'B' employees officiating in
Group 'A' posts. If, in any case, the revised substantive / lower grade pay is more
than the pay in the officiating grade, the employees concerned will be required to
subscribe to the Provident Fund on the basis of the revised substantive / lower grade
pay. The employees officiating as Officers in Grade ‘A’ will also be entitled to
Personal Allowance equal to the difference, if any, between their revised substantive
/ lower grade emoluments and their emoluments as Officers in Grade 'A', with effect
from 01 November 2007.

Section 'C' - Employees in Group 'C'
Clause 1
1. Scale of pay
The revised scales of pay applicable for the period from 01 November 2007 to 30 April
2010 will be as indicated in Clause 1(i) of this Section of the Settlement and for the
period from 01 May 2010 onwards will be as indicated in Clause 1(ii) of this Section of
the Settlement.
Clause 3
2. Additional Special Pay
Amount of Additional Special Pay granted in terms of Settlement dated 11 August 2006
has been revised and the pay stage-wise amount is indicated in this Clause of the
Settlement.
Clause 4
3. Stagnation Increments (SI)
3.1 All employees in Group 'C' shall be eligible to draw 7 Stagnation
Increments, each equivalent to the last increment in the scale of pay, one each for every
2 completed years of service at the maximum of the revised scale of pay given in Clause
1 of Section 'C' of this Settlement. However, the seventh stagnation increment shall not
be released before 01 November 2007. A few examples are given below by way of
clarification of the new provisions.
Example - 1
Smt. 'X', Special Office Attendant has drawn 6th stagnation increment on 01 December
2004 under the earlier Settlement dated 11 August 2006. In terms of this Settlement
dated 31 March 2011, the 7th stagnation increment will be released to her on 01
November 2007, subject otherwise to normal rules.

Example - 2
Shri 'Y', Driver has drawn 6th stagnation increment on 01 November 2002 under the
earlier Settlement dated 11 August 2006. In terms of this Settlement dated 31 March
2011, the 7th stagnation increment will be released to him on 01 November 2007,
subject otherwise to normal rules.
3.2 It is clarified that the period for which an employee has been sanctioned
extra ordinary leave without pay and allowances not counting for increment will not be
taken into account for determining the stagnation period of two years. Accordingly,
such period will be added to his / her otherwise due date of stagnation increment to be
granted to him / her in future thereby postponing the due date of stagnation increment to
that extent.
Clause 5
4. Special Pay
As indicated in this Clause of the Settlement, with effect from 01 November 2007, a
Special Pay will be payable on completion of 7 years of service. The employees who
have already completed 7 years of service as on 01 November 2007 will be granted said
Special Pay of `280 p.m. with effect from 01 November 2007.
Clause 6
5. Special Allowance
The quantum of Special Allowance payable in terms of this Clause of the Settlement as
also the Special (Functional) Allowance of `220 p.m. to the Maintenance Attendant /
Senior Maintenance Attendant / Special Maintenance Attendant for performing the
duties of opening and closing of office premises will be admissible for the period 01
November 2007 to 30 April 2010 and will cease to be payable thereafter.
Clause 9
6. Dearness Allowance
The rates of Dearness Allowance for every slab of 4 points' rise or fall over 2836 points
in the quarterly average of the All India Working Class Consumer Price Index (Base
1960 = 100) have been indicated in this Clause of the Settlement. A statement

Clause 10
7. House Rent Allowance
7.1 The monthly House Rent Allowance shall be payable at 10% of pay,
rounded off to the next higher rupee, without any ceiling.
7.2 The employees who have been provided residential accommodation by the
Bank shall not be paid House Rent Allowance. The licence fee as indicated in this
clause will be recovered from them.
7.3 From the date of the Settlement, employees staying in their "own

Clause 12
8. Family Allowance
8.1 The rate of Family Allowance and the ceiling on the quantum thereof, as
payable on percentage basis or on per child basis, have been revised as indicated in this
Clause of the Settlement.

8.2 It will be permissible for Group 'C' employee to change the option to draw
Family Allowance either on percentage basis or on per child basis, and such option will
have retrospective effect from 01 November 2007. Further, change of option may also
be allowed to an employee, but it will be given effect to from the first day of the
succeeding calendar month as at present.
Clause 13
9. Transport Allowance
9.1 Transport Allowance shall be paid with effect from 01 November 2007 as
per revised rates as indicated in this Clause of the Settlement.
9.2 The Transport Allowance will be payable to Persons with Disabilities (PwD)
in addition to the amount of Conveyance Allowance granted to them as a result of
Government of India guidelines.
9.3 The Transport Allowance will be paid as a 'salary item' along with other
components of salary.
Clause 14
10. Special Pay and Allowance
10.1 As provided in Clause 14(i) of the Settlement, Special Pay and Special
Allowance will be payable to the employees in Senior and Special Categories at the
revised rates. The amount of Special Pay and Special Allowance granted under this
Clause will be reckoned for Dearness Allowance and superannuation benefits.
10.2 Under Clause 14(ii) of the Settlement, with effect from 01 November 2007,
an additional amount of Special Allowance will be payable to all categories. This
additional amount, however, will not count for Dearness Allowance and superannuation
benefits.
Clause 15
11. Special Compensatory Allowance
The quantum of Special Compensatory Allowance (SCA) granted in terms of the
Settlement dated 08 July 2005 remains unchanged and will continue to be payable to the
existing receipients thereof as under :

Clause 16
12. Grade Allowance
12.1 With effect from 01 April 2009, Grade Allowance will be paid to all
employees in Group 'C' as specified in this Clause of the Settlement. The allowance will

Clause 17

Clause 2 will be on stage-to-stage basis as indicated in Adjustment Chart No.7
(Annexure VII). The notes appearing at the end of the adjustment chart may also please
be noted carefully.
Clause 18
14. Personal Allowance
14.1 Personal Allowance (PA) will remain unchanged at `350 p.m. and will be
admissible to eligible employees on completion of one year after reaching maximum of
the revised scale of pay as per the existing rules / provisions. The entire amount of
Personal Allowance of `350 shall be reckoned for superannuation benefits.
14.2 Personal Allowance will not be granted to the employees who have joined
the Bank on or after 11 December 1995.

Clause 19
15. Fixed Personal Allowance
15.1 Fixed Personal Allowance will be payable at `730 p.m. and will be granted
to eligible employees on completion of one year after reaching the maximum of the
revised scales of pay as per the existing rules / provisions. An amount of `680 out of
Fixed Personal Allowance of `730 shall be reckoned for superannuation benefits.
15.2 Fixed Personal Allowance is not admissible to employees who have joined
the Bank after 01 November 1993.
Clause 21
16. Washing Allowance
Washing Allowance will be payable to all Group 'C' employees at the revised rate of
`700 p.m. with effect from 01 November 2007.
17. Memorandum of Settlement dated 11 August 2006 on rationalization of
categories, redesignation of staff and time bound upgradation in pay and
designation for employees in Groups 'B' & 'C' - Modification
The Settlement dated 11 August 2006 on rationalization of categories, redesignation of
staff and time bound upgradation in pay and designation for employees in Groups 'B' &
'C' has been modified. The provisions in this clause is self explanatory and the same
may be noted carefully. HRMD-PAD, HO, Mumbai will be issuing necessary
instructions in this regard.

SECTION `D' - Employees in Groups 'B' & 'C'
Clause 1
1. Hours of work and Overtime Allowance
1.1 The provisions of Clause 1, Section 'D' of the Settlement dated 11 August
2006 will continue.
1.2 The provisions regarding cushioning period mentioned in sub-clause (ii) of
Clause 1 of Section 'D' will be effective from 31 March 2011 and may be noted carefully
for implementation.
Clause 2
2. Confirmation
Existing provisions in the matter will continue.
Clause 8
3. Medical Aid
3.1 All employees will be allowed to avail of the Bank’s dispensary facilities in
respect of their family members. The existing practice of obtaining an option from
employees who desire to avail of Bank’s dispensary facilities may be discontinued.
4. Clause 3 to 6 are explicit and the same may please be noted for appropriate
action.
Clause 9
5. Superannuation benefits
5.1 Provident Fund - The provisions of Clause 9 (A) of Section 'D' of the
Settlement allowing an employee to modify the rate of additional subscription to the
Provident Fund may be brought to the notice of the employees by issue of an office
circular. The employees may be advised to submit the option by a specified date.

5.2 Gratuity - The difference in gratuity admissible, if any, on account of
revision of pay scales and allowances may also be paid in respect of all employees who
were in service of the Bank as on 01 November 2007 (including those who were on
leave preparatory to retirement as on that date) and ceased to be in service thereafter as
indicated in Clause 9(B) of Section 'D' of this Settlement datedc 31 March 2011.
5.3 Compassionate Gratuity - There is no change in the existing rules/ instructions
applicable in the matter.
5.4 Leave Salary for employees who die in harness
In respect of an employee who died while in service during the period 01 November
2007 to 30 March 2011, the difference in leave salary in respect of ordinary leave
standing to the employee's credit, on the basis of pre-revised and revised pay and
allowances, may be worked out and paid to the nominee / legal heir of the concerned
employee.
SECTION `E' - Date of effect and period of the Settlement
Part XXI
20. Date of Effect
The provisions contained in Clause 1 and 2 of Section E of this Settlement dated 31
March 2011 are self-explanatory and the same may be noted carefully.
21. Other Instructions
21.1 The refixation of pay in the revised scale of pay during the period 01
November 2007 to 30 March 2011 may be made as per the Adjustment Charts enclosed
hereto as Annexure I to VII.
21.2 Consequent on salary revision with effect from 01 November 2007,
additional amount i.e. the difference, if any, between the revised salary and the
pre-revised salary, admissible under the rules to employees for the Ordinary Leave
encashed by them on or after that date may be paid to them.
21.3 In respect of the employees who ceased to be in the Bank's service during the
period 01 November 2007 to 30 March 2011, the difference between the revised and the
pre-revised pay and allowances on account of encashment of Ordinary Leave standing

to their credit as on the date they ceased to be in service, may be paid to the
ex-employees or their nominees / legal heirs, as the case may be.
21.4 It is clarified that the Adjustment Charts annexed to this circular shall not
be applicable in the case of employees appointed in the service of the Bank on or after
31 March 2011 because the pay of such employees shall be fixed directly in the revised
scale of pay.
21.5 It may please be noted that overtime allowance admissible to an employee
will be calculated on the basis of revised scale of pay and allowances only with effect
from 31 March 2011 and no arrears of Overtime Allowance will be payable for the
period 01 November 2007 to 30 March 2011.
21.6 Offices may please take up immediately the work of refixation of pay and
draw the salary on revised basis from April 2011 onwards and arrange to make payment
of arrears as early as possible. It may, however, please be ensured that, under no
circumstances, payment of Overtime Allowance is resorted to for the purpose of
refixation of pay/ calculation of arrears.
21.7 As regards the question of apportioning the arrears payable to the employees
for the period 01 November 2007 to 31 March 2008 to the financial year 2007-08, for
the period 01 April 2008 to 31 March 2009 to the financial year 2008-09, for the period
01 April 2009 to 31 March 2010 to the financial year 2009-10 and for the period 01
April 2010 to 31 March 2011 for the financial year 2010-11, it is advised that in terms of
Section 89 (1) of the Income Tax Act, 1961, where by reason of any portion of any
assessee's salary being paid in arrears or by reason of his having received in any one
financial year salary for more than twelve months, his income is assessed at a rate higher
than that at which it would otherwise have been assessed, the Assessing Officer shall,
on application made to him in this behalf, grant such relief as may be prescribed.
Further, in terms of Section 192 (2A) of the Act ibid, where the assessee is entitled to
the relief under sub-section (1) of Section 89, he may furnish to the person responsible
for making the payment of any income chargeable under the head "Salaries", such
particulars in such form and verified in such manner as may be prescribed, and
thereupon the person responsible as aforesaid shall compute the relief on the basis of
such particulars and take into account in making the deduction under sub-section (1) of
Section 192. You may take further necessary action in the matter. If any clarification is

required in this connection, a reference may be made to GAD- Salary Section, Head
Office.
21.8 An Office Order showing the revised pay, Additional Special Pay, Special
Pay, etc. of the employees should be issued for information of the employees. A copy of
the Office Order/ each of the Office Orders issued regarding refixation of pay of all the
employees in Groups 'B' and 'C' may be sent to HRMD-PPD, Head Office.
21.9 The refixation sheets should be checked by an Officer in Grade ‘B’.
21.10 The refixation sheets and arrears calculation sheets, after they are duly
checked should be filed separately and made available to the Concurrent Audit Cell for
audit immediately after the arrears have been disbursed. The refixation sheets duly
audited should be placed in the service files of the employees concerned.
21.11 Under no circumstances, offices should make any deviation from the agreed
provisions of the Settlement and interpretations given in this Memorandum of
Instructions. Specific clarifications and / or approval of Head Office may be obtained in
cases of doubt by making a reference to HRMD - PPD, Head Office with relevant
service/ pay particulars of the employee.
21.12 A detailed statement showing the number of employees and amount of
arrears of pay and allowances paid to them, component-wise (separately for Groups 'B'
and 'C') , may be sent to GAD-Salary Section, Head Office, under advice to
HRMD-Personnel Policy Division, as early as possible after the payment of arrears is
effected.
