Introduction
1. Police personnel are posted to various hospitals in Delhi for theirround the clock presence to attend to the medico legal cases (MLCs)and to maintain liaison with hospital authorities, which is requiredfrom time to time. Aims and Objectives
.2. The aims and objectives of establishing PPs at various hospitals andposting police personnel there are as under:
'. Rotation of Duties
, ,·3.· The staff shall performduties in three shifts and accordingto availability
of staff. An upper subordinate l/C P.P. shall supervise the working of, the staff under the over all supervision of the ACP/SDPO and SHOconcerned in whose jurisdiction the hospital is situated.
Accommodation
4. Sufficient accommodation shall be got arranged by the Distt. DCsPfor the staff, records and visitors concerned with the help of hospitalauthorities. As far as practicable, the P.P. should be accommodated

Communication Facilities
5. The P.P. at the hospital shall be provided with telephones from thehospital exchange and a direct telephone/extension of EPABX. Inaddition, hotline facilitywith PCRwould also be provided in importanthospitals.
Maintenance of Phones and Calls Record
6. It shall be the personal responsibility of the l/C PP whowill be eitheran SI or ASI to ensure that these telephones are kept in order andnot misused. Proper record ofall calls received/made indicating date,time, brief of calls, from whom received or to whom made and actiontaken, time etc. relating to all MLCsshall be kept by one of the policepersonnel to be called 'telephone clerk' in a register to be maintainedby him as per Annexure-1.The register shall be checked daily by theI/C P.P. and it shall be his duty to ensure that the register is properlymaintained. The I/C P.P. shall append his signatures with date atthe close of the entries in the said register each day: SHas/ ACsPshall check this fact personally during their visits to hospital' andrecord their observations.
Duties of the staff
7.(i) The staff deployed at the P.P. will ensure that the doctors attendingthe injured/casualties and preparing the MLCsare duly assisted bythe policeinformingthem about the police stationin whosejurisdictionthe incident has occurred and obtain other such details from thevictim and persons accompanying him.
(ii) Information regarding the incident shall be conveyed to the concernedpolice-station in Delhi/neighbouring districts by the quickest possiblemeans and nearby places through PCR.
(iii) The staff -on duty shall keep in their custody all articles pertaining tothe victim and the case. The same shall be handed over to the 1.0.immediately under proper receipt. They shall make a record of sucharticles in a register as per Annexure-II.
(iv] The staff shall take into custody all exhibits, duly sealed by the doctorin heinous' offences such as murder, dacoity, robbery, rape etc. Theyshall hand over the same to the Ia. They shall keep a record of suchdocuments/material in a register as per Annexure-II.
(v) In serious cases where there is some delay in arrival of the 1.a theI/e PP on duty should talk to the victim and try to elicit as much,information as he can about the incident. He should also take initiativein getting the dying decla.ration recorded in the presence ofa doctoron duty, in cases, where the condition of the victim is extremely

precarious and chances ofhis/her survival are bleak, before the arrivalof local police and the Magistrate. He should have full informationabout the location and ward etc. where the victim is admitted.
vi) On being informed by the CMOabout the discharge or death of thevictim for whom an MLChas been prepared, the l/C PolicePost, shallinform the police station concerned and the nearest kin of the deceasedby the quickest means.
vii) Policepersonnel on duty must acquaint themselves with the topographyand other relevant information relating to the hospital, and the variouswards/ departments.
viii) In case of serious offences like riots, terrorist attacks, bomb blasts ornatural calamities like earthquakes, fire and floods, etc., the policeofficer(s) on duty shall keep a ready record of the injured personsadmitted to the hospital with their names, age, addresses, etc.
ix) . The l/CP.P ..shall ensure that an upto date list of telephone Nos. ofPolice Dept., hospitals and Magistrates who are required to besummoned for recording a dying declaration/inquest, etcvismaintained at the police post.
x) In case ofunconscioua/ unidentified person brought to the hospital,action will be taken as per SO No. 260 relevant to the subject.
xi) In case ofmajor incidents resulting in inflowoflarge number ofvictims,their relatives / well-wishers, etc. and WIP movements, the l/C P.P.at hospital shall request for suitable law and order and securityarrangements through his district DCP..
xii) In case ofbomb blast victims arriving at hospitals, the concerned l/C.P.P. must request for a thorough anti-sabotage check to be organizedto prevent secondary blasts. The hospital premises be got cleaned ofall parked vehicles except those identified as belonging to the Hospitalstaff which also should be got checked.
8. Experience has shown that a number ofD.D. entries/cases registered.in police stations do not get finalized early for want of MLCs/postmartem reports etc. The staff posted in the hospitals do notmaintain a systematic record regarding Ml.Cs/postmortem cases ordo not keep track of these cases and sometimes fail to inform theconcerned 10 though reports/results are ready since long. In orderto cut such delays, l/C P.P. in the hospitals is required to keep properrecord of all Ml.Ca/Postmartem cases and pursue the matter with theconcerned doctors to get their opinion expeditiously. For that purpose,the followingsystem shall be adopted.-
(i) Whenever an injured person is taken to/admitted in a hospital, the. 10 concerned would visit the hospital. In case of death the deadbody would be shifted to the mortuary.

(ii) Each Police Post at a hospital would have sufficient number of policepersonnel posted in the casualty. It is the responsibility of thesepolice personnel to liaise with the J;1ospitalauthorities for variouspurposes.
(iii) These police personnel would also maintain a register as perAnnexure-III where details of MLCs prepared in the hospital wouldbe entered.
(iv) Whenever an 10. approaches the hospital for getting reports aboutthe nature of injuries, whether simple or grievous, he shall depositthe relevant papers (MLC)with the police personnel posted in thehospital's PP who shall make an entry of the details of the MLCs inthe register and put his initials in the relevant column as a token ofacknowledgement of the MLC. The 1.0. may also (ifhe feels so) obtainthe signature of the concerned police person in PP on the photocopyof the MLCas acknowledgement and record.
(v) It would be the duty of the PP staff to keep in touch with the doctorsand obtain final opinion on MLCs.
(vi) In addition to the PP staff, each district/unit would nominate a HeadConstable or Constable to be in touch with the P.P. staff and collectopinion on MLCspertaining to his district/unit. This Head Constable/Constable would sign in the relevant column of the MLCregister as atoken of having received the report. .
(vii) It would be the duty of the Head Constable/Constable so deputed tosend these reports/opinion to the SHO of the concerned police stationor Officer Incharge or to the concerned 1. O. He would maintain aregister for this purpose as per Annexure-IV.
(viii)'The P.P. staff shall prepare a Monthly Goshwara of pending MLCsonthe first ofeverymonth and send the same to the MedicalSuperintendentof the concerned hospital with a request to expedite the pendingreports. A copy of the same should be endorsed to the district/unitDCP concerned for his information.
(ix) Inspector investigation under the supervision of SHO shall maintaina register for monitoring MLCreports as per Annexure-V.
9. Sometimes followinga death either outside or in hospital, the body issent to the mortuary. While hospitals like AIIMS,Safdarjang, LNJP,DDU, Sanjay Gandhi Memorial, Lady Hardinge, Babu Jagjivan Ram,Lal Bahadur Shastri and G.T.B. hospital have mortuaries attached tothe hospitals, however, the postmortem cases ofthe followinghospitalsare conducted at the mortuaries mentioned below against them:

10. The staff deployed in hospitals where mortuaries are attached would.also look after the postmortem cases for which a separate registershould be maintained as per Annexure-VI.
11. In case of other mortuaries, the followingaction should be taken:. a) Staff from PP/Lady Harding and Sucheta KirplaniHospital would liaise
with the mortuary at Lady Hardinge Hospital.b) .. One HC/Constable shall be deputed from P.S. CivilLines to manage
the S~ub~z!Mand] Mortuary.Aconstable from P.S./Mangol Puri shall manage the postmortem casesin Sanjay Gandhi Memorial Hospital.
12. The above staff shall perform all the duties of the staff posted at PPs inthe hospitals, as narrated. Every police station/unit should maintaina Post Mortem Register as Annexure-VII.

13. The hospital wise existing distribution ofwork relating to MedicoLegalCases and Post-Mortemis enclosed at Annexure-VIII & IX respectively.
14. The MLCs and Post Mortem Register should be available with theDuty Officerin Reporting Room. Entries of all injured persons sent tothe hospital either by the Duty Officeror Emergency Officeror by theInvestigating Officeror in any other manner, shall be entered in thatregister and followed up. The Inspector Investigatiori under thesupervision of SHO should check these registers daily and ensureexpeditious receipt of MLC/PMreports.
15. TheACPIiC Sub-Divisionshould gothrough the MLCand postmortemRegisters during his visits to the police stations. He should give hisremarks in both the registers in case of delay in the receipt of reports. and the action taken or required to be taken for expediting the same.
16. Any delay in the receipt of MLC/ postmortem reports should betakenup with the concerned hospital through the district DCP andthe staff of PP of the hospital.
17. Any delay in the receipt ofviscera report should be taken up with theFSL/CFSL by the ACP/DCPconcerned.
