(n fact, privacy is about bot%. $ec%nologyenables people to do t%ings t%ey ot%erwise couldn5t do violate privacy for e9a)ple:, but tec%nology can alsopro%ibit individuals fro) doing certain t%ings protect privacy by controlling use of syste)s, access to data, etc.:. Unli6e, say, @SA networ6 surveillance or co))ercial databro6erage, govern)ent or industry surveillance of t%e populace wit% drones would bevisible and %ig%ly salient . People would feel observed, regardless of %ow or w%et%er t%e infor)ation wasactually used. $%e resulting bac6las% could force us to ree9a)ine not )erely t%e use ofdrones to observe, but t%e doctrines t%at today per)it t%is use. As t%e legal and policylandscape is c%anging, so too )ust t%e >' approac% of un)anned syste)s )anufacturers w%o are great at sellingt%e capabilities of t%eir syste)s, but are not adept at dealing wit% t%eir products as policy catalysts. $%ey spea6about t%e bene0ts t%eir syste)s can provide, great (S> capabilities, portability, ease of use, etc. $%ey )a6e a

    co)pelling case, but t%e proble) is t%ey are arguing t%e )erits of t%eir syste)s. $%eir opponents in t%eprivacy lobby aren5t interested in t%e )erits, t%ey are interested in stopping t%e develop)entof t%ese syste)s out of a fear of so)e potential govern)ent violation of privacy B

    %owever t%at ter) privacy is to be de0ned at any given )o)ent. $%e proble) for t%e industry is t%at t%eprivacy lobby is )uc% better at t%is ga)e t%an industry is, )ostly because t%e industryisn5t giving t%e privacy lobby5s concerns enoug% attention. $%is is a fatal )iscalculation ,t%e privacy lobby is e9tre)ely adept at de)oni;ing progra)s and advance)ents intec%nology = t%e un)anned syste)s industry not Cust AUS(: needs to prepare for t%e 0g%t.
