A ) SPECIFIC CONDITIONS : S.N. CONDITIONS COMPLIANCE

[1] Particulate emissions shall be controlled within 50 mg/Nm3 by

installing adequate air pollution control system viz. Bag house

filters and stacks of adequate height etc. Data on ambient air,

fugitive and stack emissions shall be submitted to the Ministry's

Regional Office at Chandigarh, SEIAA Haryana, HSPCB,

Panchkula and CPCB regularly.

o Plant is under project stage. o All major sources of air pollution

(Cement Mill and Packing Plant)

[2] The National Ambient Air Quality Standards issued by the

[3] Gaseous emission levels including secondary fugitive emissions

from all the sources shall be controlled within the latest

permissible limits issued by the Ministry and regularly monitored.

Guidelines/ Code of Practice issued by the CPCB should be

followed.

[4] This company shall install adequate dust collection and extraction

system to control fugitive dust emissions at various transfer

points, vehicular movement, bagging and packing areas etc.All

the raw material stock piles shall be covered. A closed clinker

stockpile system shall be provided. All conveyers shall be

covered with GI sheets. Covered sheds for storage of raw

material and fully covered conveyers for transportation of material

shall be provided besides cement, fly ash and clinker shall be

stored in silos. Pneumatic system shall be used for fly ash

handling.

o All material transfer points will be

provided with bag dust collectors,

& roads and movement area will

be concreted to control fugitive

dust emission

o Gypsum will be stored in covered

shed. Fly ash and Clinker will be

stored in silo.

o .All belt conveyor inside plant

premises will be covered with

conveyor belts.

o Fly ash will be pneumatically

transferred and stored in Silo.

[5] Asphalting/concreting of roads and water spray all around the

stockyard and loading/unloading areas in the plant shall be

carried out to control fugitive emissions. Regular water sprinkling

shall be carried out in critical area prone to air pollution and

having high levels of PM and RSPM such as haul road, loading

and unloading points, transfer points and other vulnerable areas.

It shall be ensured that the ambient air quality parameters

conform to the norms prescribed by the Central Pollution Control

Board in this regard.

water will be done along the

internal roads and around raw

material handling area in plant in

order to control the dust arising

due to vehicular movement.

[6] Efforts shall be made to reduce impact of the transport of the raw

materials and end products on the surrounding environment

including agricultural land. All the raw materials including fly ash

shall be transport in the closed containers only and should not be

overloaded. Vehicular emissions should be regularly monitored.

The vehicles should have Pollution Under Control certificate.

o The plant is in project stage. The

same shall be complied during

operational phase.

operated vehicles will go through

regular maintenance and pollution

check up.

[7] Total ground water requirement for the cement plant shall not

exceed 250m3/day and necessary permission for the drawl shall

be obtained. All the treated wastewater shall be recycled and

reused in the process and/or for dust suppression and green belt

development and other plant related activities etc .No process

wastewater shall be discharged outside the factory premises and

'zero' discharge shall be adopted.

[8] Efforts shall be made to make use of rain water harvested. If

needed, capacity of the reservoir shall be enhanced to meet the

maximum water requirement. Only balance water requirement

shall be met from other sources.

[9] All the bag filter dust, clinker dust and cement dust from pollution

control devices shall be recycled and reused in the process used

for cement manufacturing. Spent oil and batteries shall be sold to

authorized recycled/ re- processors only.

[10] The project proponent shall develop 3 meter wide green belt as

buffer zone around the plant boundary as sound barrier. Green

belt shall be developed in at least 33% area in and around the

cement plant as per the CPCB guideline to mitigate the effect of

the air emissions in consultation with local DFO

o Total green area / belt will be

developed on 34.47 acres (33%)

of the project / plot area and local

and native species will be

selected in consultation with local

DFO in phase wise manner.

o We have planted -2450 plants till

from April-14 to March-15.

[11] At least 5% of the total cost of the project shall be earmarked

towards the Enterprise Social Commitment based on locals need

and item-wise details along with time bound action plan should

be prepared and submitted to the SEIAA Haryana/ RO MoEF,

Gol, Chandigarh. Implementation of such program should be

ensured accordingly in a time bound manner.

[12] The company shall provide housing for construction labour within

the site with all necessary infrastructure and facilities such as fuel

for cooking, safe drinking water, medical health care, crèche etc.

The housing may be in the form of temporary structures to be

removed after the completion of the project.

o We have provided housing for

construction labour along with

necessary infrastructure like Safe

drinking water, labour canteen

etc..

[13] The Sewage Treatment Plant (STP) of 20 KLD capacity shall be

installed for the treatment of the sewage to be prescribed

standards including odour and treated effluent will be recycled to

achieve zero exit discharge. The installation of STP should be

certified by an independent expert and a report in this regard

should be submitted to the SEIAA, Haryana before the project is

commissioned for operation. Tertiary treatment of waste water is

mandatory. Discharge of treated sewage shall conform to the

norms and standards of HSPCB, Panchkula. Project Proponent

shall implement such STP technology which does not require

filter backwash.

o Ours is a small plant and there is

no staff colony proposed.

Domestic wastewater generation

will be very less which will be

treated via soak pit & septic tank.

The treated water will be reused

for dust suppression & plantation

activity.

[14] The sullage generated shall be treated and used as manure.

o Noted

[15] The project proponent shall take adequate preparation for fire

and other kinds of disaster including chemical disaster. On-site,

off-site emergency plan should be prepared and rehearsed in

regular mock drills.

o Approval has been taken for

firefighting scheme (Annexure-5) . Fire system shall cover portable

fire extinguisher and sprinkler

system.

Portable fire extinguishers and

water sprinklers are planned to

use during construction phase.

o Onsite and offsite emergency

plan have been prepared.

[16] The project Proponent shall initiate a long term study through a

reputed institution to assess the cumulative impact of the power

plants on the AAQ of the area. The study shall in particular

assess the impact of emission of the HSD based DG sets on the

chemistry of upper atmosphere and on concentration of PM10,

PM2.5. It shall be ensured that the worst seasonal atmosphere

conditions are taken into account in the above said study.

[17] Standards for discharge of environmental pollutants as enshrined

in various schedules of rule 3 of environment protection rule 1986

shall be complied with.

[18] The project proponent shall appoint well qualified fire supervisor. o Noted

[19] The project proponent shall ensure that transportation of raw

materials by railway mode; never falls below 90% of the traffic on

any single month of operation of plant.

[20] All connecting roads from Plant to National highway shall be

maintained by project proponent so that it can withstand heavy

traffic caused by the plant.

o Our project is located on 33 feet

wide existing pucca road, along

with this approach road we have

left 27 feet strip for road widening.

This approach road is connecting

to MDR 130 having width of 60

feet, which connects to national

highways.

[21] The project proponent shall ensure that no construction activity is

undertaken either on surface or below or above surface of

revenue rasta passing through the project area.

o Agreed

[22] The project proponent shall indicate the width and length of

revenue rasta passing through the project area on sign board and

shall display the same at both the ends of revenue rasta stretch,

for awareness of public. Sign board shall also display the

message that this is public rasta/road and any citizen can use it.

There shall not be any gate with or without guards on revenue

rasta further project proponent shall not encroach revenue rasta

and shall not cross internal roads over revenue rasta.

[23] The project proponent shall obtain electricity connection for

operation of plant and shall ensure that the plant is not operated

on DG sets only.

B. GENERAL CONDITIONS :

[iii] The gaseous emissions from various process units shall

conform to the load/mass based standard notified by Ministry on

19th May, 1993 and standards prescribed from time to time. The

state Pollution Control Board may specify more stringent

standards for the relevant parameters keeping in view the nature

of the industry and its size and location.

[iv] The project proponent shall set up continuous online AAQ

monitoring system (supervisor control & data acquisition) in the

project area to monitor the parameters viz PM2.5, PM10, NOx,

SOx and CO. The project proponent shall ensure that the values

of these parameters are within the prescribed limits of

CPCB/HSPCB.

o Our's is a grinding unit having

capacity of only 1.8 MTPA. As per

MoEF circular dated 06.04.2011,

3MTPA needs to install

Continuous Ambient Air Quality

Monitoring. Accordingly same

shall not be applicable to us.

[v] The overall noise levels in and around the plant area shall be

kept well within the standards (85dBA) by providing noise

control measures including acoustic hoods, silencers, enclosure

etc. on all sources of noise generation. The ambient noise levels

shall conform to the standards prescribed under EPA Rules, 189

viz. 75 dBA (day time) and 70 dBA (nighttime).

o All DG sets will be as per the E(P)

rule and noise level from the DG

sets will maintained as per the

prevailing standards. DG sets

shall be provided with acoustic

enclosures / room to modulate the

noise generation.

o During project stage Quarterly

Ambient Noise Monitoring is

being carried out and report

submitted to Pollution Control

Board (Copy attached as

Annexure 2)

[vi] Occupational health surveillance of the workers should be done

on a regular basis and records maintained as per the Factories

Act.

[vii] The project proponent shall also comply with all the

environmental protection measures and safeguards

recommended in the EIA/EMP report Further, the company must

undertake socio-economic development activities in the

surrounding villages like community development programmes,

educational programmes, drinking water supply and health care

etc.

suggestions/representations, if any, were received while

processing the proposal. The clearance letter shall also be put

on the web site of the company by the proponent.

[ix] The project proponent shall upload the status of compliance of

the stipulated environment clearance conditions, including,

results of monitored data on their website and shall update the

same periodically. It shall simultaneously be sent to the SEIAA

Haryana, Regional office of the MoEF at Chandigarh and

HSPCB Panchkula. The criteria pollutant levels namely; PM2.5,

PM10, SO2, NOx (ambient levels as well as stack emissions) or

critical sectoral parameters, indicated for the projects shall be

monitored and displayed at a convenient location near the main

gate of the company in the public domain.

[x] The project proponent shall also submit six monthly reports on

the status of the compliance of the stipulated environmental

conditions including results of monitored data (both in hard

copies as well as by e-mail) to the SEIAA Haryana, Regional

office of MoEF, Chandigarh and HSPCB Panchkula.

[xi] The environmental statement for each financial year ending 31st

March in Form -V as is mandated to be submitted by the project

proponent to the concerned State Pollution Control Board as

prescribed under the Environment (Protection) Rules, 1986, as

amended subsequently, shall also be put on the website of the

company along with the status of compliance of environmental

conditions and shall also be sent to SEIAA Haryana and

Regional office of the MOEF at Chandigarh by e-mail.

[xii] The project proponent should inform the public that the project

has been accorded Environment Clearance by the SEIAA and

copies of the clearance letter are available with the Haryana

and the copy of the same should be forwarded to SEIAA

Haryana. A Copy of Environment Clearance conditions shall

also be put on project proponent's web site for public

awareness. Project authorities shall inform the Regional office

as well as the Ministry, the date of financial closure and final

approval of the project by the concerned authorities and the date

of commencing the land development work.

2008 and The Public (Insurance) Liability Act 1991 along with

their amendments and Rules.

[xvi] An Environment Cell shall be created at the project site itself

and shall be headed by qualified officer, who is well versed with

the environment aspects of the plant. It shall be ensured that the

Head of the Cell shall directly report to the Board of Directors.
