    DESIGN AND CONSTRUCTION MANAGEMENT FOR THE

    WATER RESOURCES EDUCATION CENTRE AT TIN SHUI WAI

    DRAFT BRIEF

    1. Introduction

    1.1 This Brief is to be read in conjunction with the Memorandum of Agreement, the General Conditions of Employment, Special Conditions of Employment, Schedule of Fees and all other documents comprising the Agreement.

    1.2 For the avoidance of doubt but without prejudice to Clause 7 of the General Conditions of Employment, the performance of the Services specified herein shall be subject to Clause 22 of the General Conditions of Employment.

    2. Description of the Project

    2.1 Background

    (i) The Government of the Hong Kong Special Administrative Region (HKSAR) has been implementing Total Water Management (TWM) Strategy for the sustainable use of water resources. TWM is a holistic concept for managing water resources in all aspects. It seeks to achieve an optimal balance between water demand and water supply in order to ensure sustainable use of all water resources, putting emphasis on preparing HKSAR for uncertainties and containing growth of water demand through conservation. To this end, one of the key initiatives under TWM is the enhancement of public education on water sustainability.

    (ii) At present, HKSARs Water Supplies Department (WSD) runs a temporary Water Resources Education Centre in its New Territories West (NTW) Regional Office at Sai Yee Street, Mong Kok, Kowloon. Since the NTW Regional Office will be relocated to a new building at Tin Shui Wai, New Territories in 2018, WSD will set up a permanent Water Resources Education Centre (WREC) in the new building to further enhance public education on water resources and water sustainability. A portion of the new building will be occupied by the WREC.

    (iii) The WREC forms part of HKSARs Public Works Programme Item No. 117KA entitled Relocation of New Territories West Regional Office and Water Resources Education Centre of Water Supplies Department to Tin Shui Wai.

    (iv) The new NTW Regional Office building is a multi-storey building currently being designed and constructed by a building contractor under Contract No. SS C504 (Building Contractor) administrated by HKSARs Architectural Services Department (ArchSD).

    2.2 Objectives of the Project

    The objectives of establishing the WREC are as follows:

    (i) to encompass at least eight key themes as listed below:

    (a) Global water shortage;

    (b) From a barren rock to a reliable supply;

  • (c) Protection of water resources;

    (d) From source to tap;

    (e) Water quality;

    (f) Water conservation;

    (g) New water resources; and

    (h) Future water efficient city.

    (ii) to become an attraction that provides exhibition facilities to fulfil the following purposes as a whole represented by the acronym SO WE AIM:

    (a) Sustainable help to promote water sustainability issues and to manifest the vision of the Hong Kong Government in water sustainability; and to attract and sustain a wide spectrum of visitors on an ongoing basis;

    (b) Organic can be easily updated to suit the changing environment and needs of society / interests of visitors;

    (c) World class / Worldwide aim at becoming a world class centre linking to worldwide issues on water resources;

    (d) Educational able to deliver knowledge / meaningful messages to visitors, also provide linkage to school curriculum and to support education programme on water resources;

    (e) Actionable able to facilitate conversion from awareness / knowledge to action;

    (f) Interactive / Interesting be interactive and interesting to attract a wide range of visitors; and

    (g) Memorable provide memorable experience to the visitors as well as serving as a social media memento.

    (iii) to meet the interests and needs of different target groups essentially including:

    (a) Kids and young children;

    (b) Primary students;

    (c) Secondary students;

    (d) Community groups;

    (e) Non-governmental organisations (such as green groups, interest groups);

    (f) General public; and

    (g) Waterworks practitioners.

    2.3 Project Scope

    The Project is for setting up a water resources and water conservation exhibition centre of a knowledge-based and educational nature with exhibits to achieve all the design objectives and criteria mentioned in this Brief and also to allow a high degree of changeability and flexibility for future updates.

    2.4 Location (Refer to location plan at Annex 7)

    The site of the new building is located at Area 14 of Tin Shui Wai. It is bounded by Tin Cheung Road at the North, Tin Tsz Road at the East, Tin Pak Road at the West and Buddhist Mau Fung Memorial College at the South. The location of the new building is shown on location plan No. G13-210 at Annex 7 of this Brief for reference.

    2.5 Accommodation Provisions

    (i) The WREC comprises exhibition halls (with a special exhibition area), a reception, a plant room for the buildings grey water treatment and rainwater harvesting systems, a lecture/class

  • room, a terrace and toilets. Visitors will be led to the WREC through a landscaped greenery area.

    (ii) The reception on the ground floor will be used as the venue to receive visitors and also serve for crowd control purposes. It will be approximately 140 m2 in area and be share-used with the NTW Regional Office. It will be fully fitted out with tiled flooring and undecorated wall mounted panels and shall be utilised for setting up exhibits in such a way that the NTW Regional Offices daily operations shall not be interfered.

    (iii) The exhibition halls and the lecture/class room on the first and second floors, at approximately 720 m2 and 80 m2 respectively, where raised floors shall be erected throughout and key exhibits shall be set up as part of the Project, will be provided as a core and shell bare structure by others with minimal building services and almost without architectural finishes provision. The available headroom of the exhibition halls on both the first and second floors is 4.5m in general (from finished floor level to the lower level of the ceiling void for services).

    (iv) Ancillary plant and equipment housed in two electrical rooms, a control room and an AHU room on the first and second floors, at approximately 88m2, will be provided by the Building Contractor. The power supply to the exhibition halls and lecture/class room, including cable-laying, connection and testing forms part of the scope of the Project.

    (v) The grey water treatment and rainwater harvesting systems and the associated building services and facilities, will be provided by the Building Contractor in the plant room, at approximately 300 m2 in total including a designated viewing area. The plant room will be located on the first floor and shall be vitalised by high tech multimedia means to introduce the whole grey water treatment and rainwater harvesting processes to the visitors in a lively manner.

    (vi) The WREC toilets on both the first and second floors, at approximately 170 m2, will be fully fitted out. The walls, the mirrors at washing basin and cubicles of the toilets shall be utilised for electronic and physical display of key water-related messages.

    (vii) There will be a staff area of approximately 50 m2, which will be fitted out and furnished by others, and a goods store of 8 m2, for use in relation to the WREC. Designs of movable furniture, exhibits, equipment and goods requiring routine maintenance and taking up storage space from time to time should take into account of the final location, alignment and clear width of the transportation route for these areas.

    (viii) The soft and hard landscape features will be provided in the landscaped greenery area at ground level and the terrace on the first floor by the Building Contractor. The landscaped greenery area and the terrace shall be used for setting up some small scale outdoor exhibits, subject to agreement with the NTW Regional Office.

    (ix) The internal space will be provided with a primary air duct for air-conditioning, basic building services conduits / trunkings and basic fire services installation, which fulfil the minimum requirements of Fire Services Department (FSD) for the core and shell bare structure.

    (x) The Employer has the sole discretion to add and / or delete any of the accommodation stated in the Schedule of Accommodation in whole or in part. Provided that reasonable notice is given by the Employer to the Consultant, and notwithstanding any provisions in the Agreement, the fees otherwise payable to the Consultant may be adjusted to take account of the work so added and / or deleted, and the Consultant shall have no claim against the Employer in respect of the deletion of work from the Agreement. In addition, the Consultant shall take into account of the development of the architectural plans by the designer of the Building Contractor,

    (xi) The Schedule of Accommodation is at Annex 8.

    (xv) A summary covering the detailed building provisions for WREC upon handover by the Building Contractor is at Annex 13

    2.6 Basic Design Criteria and Requirements

    (i) The WREC is intended to house a state-of-the-art, high-tech, interactive and multi-media exhibition, as well as other multi-function space, and open to the public with a welcoming, exciting, knowledge-based and educational environment.

    (ii) The exhibits shall provide a meaningful, educational, aesthetic, informative, entertaining and memorable experience for visitors. The creation of a proper environment for each exhibit, either on its own or in combination with other exhibits, to catch the visitors attention is essential. There shall be interplay between exhibits, graphics, audio-visual aids, colour, light and textures. Multi-sensory devices such as audio-visual, multi-media and motion games presentations, and hands-on and interactive elements shall be adopted as far as possible to create an enriching environment and invite visitors to participate, thereby enabling them to acquire a deeper understanding of the exhibits in a variety of settings and atmospheres conducive to the key themes of the WREC.

    (iii) The design of the exhibits shall take careful consideration of requirements in relation to protection of artefacts, visitors safety and comfort.

    (iv) The design of the exhibits shall be aimed at facilitating easy maintenance by local maintenance agents.

    (v) Wherever possible, the audio-visual, multi-media, motion games, lighting and communicative equipment and accessories shall be chosen from products for which supply, repair and maintenance are available in Hong Kong.

    (vi) The sophistication, style, IT requirements for the exhibition design shall be of modern, high-tech, easy and low cost / labour maintenance. Restricted internet service (including Wi-Fi service) is anticipated within the WREC for the visitors.

    (vii) The language requirements for exhibition are as follows: Visual : Chinese (traditional version only), English Audio : Cantonese (Chinese (traditional) subtitle), Putonghua (Chinese (simplified)

    subtitle), English (English subtitle)

    (viii) The design of the exhibits shall take into consideration the principles of Universal Design and accessibility to persons with disabilities, including persons who on account of injury, disease, or congenital deformity, are impaired in vision, hearing or locomotion.

    (ix) The design of the exhibits shall allow portions or sections to be substituted or replaced easily without affecting the overall performance and visual effect.

    2.7 IT Requirements

    (i) Every effort shall be made to provide a flexible, upgradeable, user-friendly, working IT environment. The Consultant shall link the exhibits to the WSD smart phone apps or other appropriate platforms as far as possible and practicable.

  • (ii) The IT system for exhibition, subject to detailed design, shall employ the state-of-the-art technologies to allow continual heavy usage of large scale multi-media, audio-visual and motion games exhibits.

    (iii) The latest available substantiated (tried & tested) technologies shall be utilised to enable the effective and efficient communication of the exhibition subject matter to the visiting public. Notwithstanding the requirements stated above, the reliability of the exhibits is essential. For all equipment adopted for exhibition, including audio-visual, computers, etc., the quantified down time of each shall not be more than 5% calculated against its total operating hours per month.

    (iv) Adoption of applicable technologies shall focus on delivering benefits in a cost-effective manner.

    2.8 Benchmarks

    The design of the spatial quality, ambience and environment of the WREC may draw reference from the following examples:

    (i) The Hong Kong Science Museum; (ii) The Hong Kong Wetland Park; and (iii) The Macao Science Centre, Macao SAR, China.

    2.9 Programme for Completion

    The Project is to be completed tentatively by December 2018.

    2.10 Project Estimates

    A rough indication of cost allowed for the complete design, fabrication, production and installation of exhibits and environmental elements, including special lighting, multi-media devices and mini-theatre facilities and the associated fitting-out and building services modification works is HK$ 40 million (US$ 5.0 million) at September 2014 price level.

    3. Objectives of the Assignment

    3.1 The objectives of this Assignment are to obtain professional services from the Consultant for the successful completion of the Assignment as described in this Brief and in accordance with the General and Special Conditions of Employment. The services provided by the Consultant to complete this Assignment shall meet the following objectives in an efficient and cost-effective manner:

    (a) The intended function of the WREC ;

    (b) Ease of construction and economy;

    (c) Safety and sustainability;

    (d) Barrier free access;

    (e) Compliance with Project programme and budget;

    (f) Current standards, guidelines and procedures of HKSAR government departments including but not limited to ArchSD, Buildings Department (BD), Electrical and Mechanical Services Department (EMSD), Environmental Protection Department (EPD), FSD, and WSD; and

    (g) ArchSDs, BDs, EMSDs, EPDs, FSDs and WSDs current environmental policy, objectives and targets.

    3.2 There is a list of over 100 exhibit reference ideas for the themes as set out in Clause 2.2 (i) and the ideas are grouped into 18 zonal categories at Annex 10. The Consultant shall be required to undertake the exhibition design based on the reference ideas in a delightful, illustrative, informative, educational and easily comprehensible way as to address the themes and to create an interesting and interactive experience for visitors to the satisfaction of the Directors Representative. About 70 to 80 interactive exhibits are expected in the final design in the indoor area that shall be able to accommodate comfortably 120 visitors enjoying the exhibits at the same time in normal situation and up to a

  • maximum capacity of 460 visitors that the WREC can allow. The final selection of the exhibits and the overall exhibition setting shall be subject to the approval of the Directors Representative.

    3.3 The general design of all exhibits shall be aimed at lowering operational and maintenance requirements in an appropriate manner and as far as reasonably practicable in terms of both manpower and financial resources.

    3.4 The Consultant shall incorporate technological elements in exhibit designs, including but not limited to electrical, mechanical, information technology, electronics, audio-visual, acoustic system, multimedia, 3-dimensional projection, virtual reality and augmented reality technologies, etc., to enhance the innovation, creativity, versatility and stimulation of the exhibits.

    4. Description of the Assignment

    4.1 The Assignment shall cover the whole range of service including realisation of exhibition concepts, design development, outline proposals, detailed design, tender documentation, assessment of returned tender(s) or the part of tender(s) related to exhibitions, site supervision of exhibit fabrication, production and installation, testing and commissioning, and monitoring defects rectification. The services shall cover all areas of the WREC described in Clause 2.5 of this Brief.

    The Consultants services shall be deemed to include:

    (i) Providing all design services and inputs including architectural, structural, building services, electrical, mechanical, I.T., Public Announcement (PA) system, Closed Circuit Television (CCTV) System, electronics, audio-visual, acoustical elements / systems of the environmental elements and exhibits design, raised floor system, and design of the branding of WREC and mascots.

    (ii) Design of suitable filtration system(s) which is capable to circulate and treat exposed water as per the water quality standard as stipulated under Swimming Pools Regulation for any exhibit containing open water feature. Water will be required to be fully contained in each such exhibit to keep its vicinity free of water and maintain a hazard free environment within WREC.

    (iii) Providing all specialist skills necessary for the exhibits, including copy-writing, story board writing, translations, graphic and interior design, exhibition planning and model design.

    (iv) Performing any design work necessary in connection with the installation of all items and equipment related to exhibits.

    (v) Providing all co-ordination work with the Building Contractor and ArchSDs project team for the new building and all other stakeholders in connection with the design and installation of all items and equipment related to exhibits and the associated fitting-out and building services modification works.

    (vi) Providing design coordination and interfaces between the exhibits / associated equipment, environmental elements and fitting-out works in the WREC with the architectural, structural, building services and landscape components of the new building.

    (vii) Working with the WSD WREC project team (Project Team) and other consultant(s) as appointed by the Employer for the Project, to agree on the WREC layout design, standards and details and building services and fitting out works requirements. The Consultant shall note that the design of the WREC shall meet all relevant requirements stipulated for licensing under the HKSARs Places of Public Entertainment (PPE) Ordinance.

    (viii) Design of modification to the existing building services to suit the layout and arrangement of exhibits at WREC. Modification of building services shall cover, but not be limited to mechanical ventilation and air conditioning, plumbing and drainage, electrical power, general lighting, ELV, security system, fire services, telecommunication and information technology.

  • (ix) Undertaking research required for the interpretation of the key themes of the WREC for determining the contents of the exhibits.

    (x) Design of branding of WREC, mascots and signage (internal and external, including the linkage from major transport hubs to WREC) in Chinese and English and associated location plan. The design shall be coherent with the overall exhibition / graphics design theme as well as the building signage as a whole.

    (xi) Designing for reuse / modification of the existing exhibits in the temporary Water Resources Education Centre in Mong Kok to suit the exhibition design of the WREC as a whole. Efforts shall be made to keep existing exhibits of the temporary centre and reuse them in WREC as far as possible and practicable.

    (xii) Providing relevant information, visual images and graphics on the WREC for updating or linking to the existing web-site and phone apps of WSD, as well as preparing the phone apps of WREC.

    (xiii) Assisting WSD in procuring the Works Contract(s) for exhibit fabrication / installation as well as associated fitting out and building services modification works, including preparing tender documents to enable WSD to invite tenders; analysing the tenders and preparing recommendations to WSD as to which tender to accept; and preparing contract documents to enable WSD to execute Articles of Agreement with the successful tenderer(s).

    (xiv) Providing supervision of contract works to ensure the Works Contractors shall produce and install the exhibits and carry out the fitting and building services modification works as well as maintenance in accordance with the terms and conditions of the contract.

    4.2 The Work stages which the Consultant is to undertake are:

    (a) Work stage 1: Preliminary Design

    (b) Work stage 2: Detailed Design

    (c) Work stage 3: Tendering

    (d) Work stage 4: Fabrication / Installation

    (e) Work stage 5: Maintenance

    The Consultant should not commence and would not be paid for the services comprised within a Work stage without a written instruction to do so from the Directors Representative.

    The key scope of the Assignment, taking reference to the activity number in Section 5 tasks / deliverables, is as follows:

    Work stage 1: Preliminary Design

    (a) The Consultant shall work with the Directors Representative and the related stakeholders to further develop the reference ideas as provided in this Brief, as well as design ideas as put forward by the Consultant.

    (b) As the building is already under construction, the Consultant shall coordinate building works that may be required for fitting-out of WREC and proper installation of the exhibits and environmental elements of the WREC as early as appropriate.

    (c) The Consultant shall propose the contract packaging required for the fabrication / installation works and the associated fitting-out and building services modification works, identifying the advantages and disadvantages of separating the works into different contract packages, and recommend the most appropriate contract packages for the Project to the Directors Representative.

    (d) The Consultant shall meet in WSD office and locations to be designated near the end of this stage to present the preliminary design.

  • Work stage 2: Detailed Design

    (e) The Consultant shall further enhance the concept developed in Work stage 1 with details clearly showing all dimensions and key parts of the exhibit fabrication / installation, fitting out and building services modification works ready for the works to be put out to tender.

    (f) The Consultant shall recommend for agreement of the Directors Representative the number of separate Works Contracts that are required for the exhibit fabrication / installation, fitting out and building services modification works in Work stage 4. The Consultant shall prepare tender documentation for each such Works Contract.

    (g) The Consultant shall meet in WSD office and locations to be designated near the end of this Work stage to present the detailed design.

    Work stage 3: Tendering

    (h) The Consultant shall provide support to the Employer for procuring the Works Contracts. The Consultant shall be required to provide support in answering tender queries and carry out tender evaluation.

    (i) The Consultant shall further develop the exhibit text, story boards and scripts of the exhibits and contents of the WREC apps during this Stage.

    Work stage 4: Fabrication / Installation

    (j) The Consultant shall work with the Works Contractor(s) to ensure that all proposed exhibits could be fabricated and functional and the associated fitting out and building services modification works carried out as planned.

    (k) After this Work stage, the exhibits shall be ready with completion of the associated fitting out and building services modifications to enable the WREC to be opened to the public starting with a trial run and then a formal opening.

    Work stage 5: Maintenance

    (l) This is the last Work stage of the Assignment. The WREC shall have been opened to the public while the exhibit fabrication / installation, fitting out and building services modification works are still under the maintenance period

    4.3 The Consultant shall undertake the appointment and be responsible for all the work described in this Brief. The Consultant shall be fully responsible for coordinating all the works stipulated in this Agreement irrespective of the demarcation of work descriptions for architectural and other Sub-consultants and specialists in the Brief.

    4.4 The Consultant shall attend progress meetings at monthly intervals or at such other intervals as required by the Directors Representative. The meetings may be held in WSD office or by way of video-conferencing through the Internet, subject to agreement of the Directors Representative.

    4.5 The Consultants attention is drawn to the following particular requirements for services;

    (a) Attending public consultations and all liaison meetings with WSD, relevant government departments or authorities, meetings of the Advisory Committee on Water Supplies or any of its working groups, interest groups, green groups and other ad-hoc meetings as and when required, and responding to any questions or requests made by members;

    (b) Preparing and submitting all presentation drawings, models and documents required for vetting and approval of the design by WSD during various Work stages of the Assignment and all the meetings described above;

    4.6 The Consultant shall follow all relevant procedures and requirements of HKSAR departments including but not limited to ArchSD, BD, EMSD, EPD, FSD and WSD in completing the Assignment, unless otherwise approved by the Directors Representative on a case by case basis.

  • The Consultant shall also produce drawings and documents according to relevant standards, procedures and regulations of HKSAR departments including but not limited to ArchSD, BD, EMSD, EPD, FSD and WSD.

    4.7 The Consultant shall provide a written undertaking confirming compliance with all Hong Kong statutory requirements.

    4.8 Quality Site Supervision Plan (QSSP)

    For the implementation of QSSP at Work stages 2, 3 and 4, the Consultant shall identify the critical exhibit installation activities and environmental elements in the design that warrant the formulation of special site supervision requirements for such activities and environmental elements. All critical exhibit installation activities relating to architectural / building, building services and structural works etc. shall be addressed in the QSSP.

    5. Deliverables

    5.1 The Consultant shall collaborate with the Project Team and other consultant(s) appointed directly by the Employer in the preparation, coordination, production and delivery to the Directors Representative of the deliverables as detailed in this Brief for various stages of works and any other deliverables necessary for the completion of the Assignment, and circulate to relevant parties in sufficient copies.

    5.2 The design drawings shall be provided according to the following standards:

    (i) The Consultant shall provide all tender drawings in AutoCAD version 2008 with effect from 2nd January 2009. Apart from tender drawings, Consultant may provide other drawings in AutoCAD version 2008 or newer version or other format as to the satisfaction of the Directors Representative. CAD Drawings shall be prepared conforming with the CAD Standard for Works Projects (CSWP) (or later versions as agreed between the Directors Representative and the Consultant from time to time) as posted on the Development Bureaus web site http://www.devb.gov.hk/cswp and in accordance with the latest version of CAD Manual issued by ArchSD and WSD. Should any technical conflict between the CSWP and CAD Manuals arise, the CSWP will take precedence.

    (ii) The Consultant shall provide the Directors Representative hard and soft (electronic files) copies of all drawings and documents as required during the Work stages of the Assignment. Unless otherwise requested by the Directors Representative, four copies of each document will be required. Scales for drawings are to be 1 : 100 for general layouts and 1 : 20 for details or as otherwise agreed.

    (iii) 3-dimensional drawings for the exhibits and environmental elements shall be provided by one or more files of the following formats: 3DS Legacy 3D Studio Model (.3ds); MAX Autodesk 3D Studio Max file (.max); SKP Google Sketchup file (.skp); VRML97 Virtual Reality Modelling Language (.wrl); and / or X3D Extensible 3D (.x3d), subject to approval of Directors Representative.

    5.3 The Consultant shall submit final version of the following consultant-prepared as-built drawings and documents for exhibits, architectural, structural works, building services / electrical and mechanical installations which shall be an accurate representation of the Project to the Director within 28 days from the date of issuance of the completion certificate:

    5.3.1 Exhibits and Environmental Elements

    (a) Requirements of As-built Drawings and Documents

    i. A complete set of layout plans including elevations, sections, schedules and all other construction details. The as-built drawings shall be verified and signed by the Consultant; and

    ii. A complete set of approved plans and documents from other statutory authorities, including but not limited to BD, EMSD, EPD, FSD or other as requested by the Directors Representative.

  • (b) Media for As-built Drawings

    i. 1 set of drawings stated in 5.3.1(a)(i) in AutoCAD format;

    ii. 1 set of drawings stated in 5.3.1(a)(i) in PDF format (The PDF image file shall be printed out from drawing file by AutoCAD in full size with minimum resolution 600x600 dpi. The line weight and colour setting shall match with hardcopy output);

    iii. 1 set of drawings stated in 5.3.1(a)(i) and 5.3.1(a)(ii) in TIFF or JPEG format (The TIFF image file shall be reproduced from the full size drawing with minimum resolution of 400x400 dpi in compression G4 format. The JPEG image file shall be reproduced from full size drawing with minimum resolution of 400x400 dpi); and

    iv. The above drawings shall be in three sets of CD-ROM computer disk.

    5.3.2 Building Services Modification

    (a) Requirements of As-built Drawings and Documents

    i. A complete set of as-built design and modification drawings in full size shall be produced by the Works Contractor(s) for each category of the building services / electrical & mechanical installation, and such as-built drawings shall be verified correct and signed by the Consultant; and

    ii. A complete set of as-built layout plans drawings including all necessary plans, elevations, sections, schedules in full size, operation and maintenance manuals and test records, shall be produced by the Works Contractor(s) for each category of the building services / electrical & mechanical installation and such drawings and documents shall be verified correct and signed by the Consultant.

    (b) Media for As-built Drawings

    i. 1 set of drawings stated in 5.3.2(a)(i) and 5.3.2(a)(ii) in AutoCAD format;

    ii. 1 set of drawings stated in 5.3.2(a)(i) and 5.3.2(a)(ii) in TIFF format (The TIFF image file shall be reproduced from the full size drawing with minimum resolution of 400 x 400 dpi in compression G4 format); and

    iii. The above drawings shall be in three set of hardcopy and CD-ROM computer disk with proper label(s) and declaration of their content correctness by the Consultant.

    5.4 The Consultant shall draw to the Directors Representative's attention any Tasks / Deliverables that are under licence and any pre-existing copyright or patent on any Tasks / Deliverables and any other restriction affecting the Directors Representative's use of the same and, if required by the Director's Representative, to establish the existence of any licence, copyright, patent or restriction.

    5.5 The Consultant shall provide coordinated drawings and combined services drawings, to show the arrangement of equipment, ducting, trunking, cables, fittings of all building services installations in relation to each other, other services and building components, at different levels both within room areas and along their distribution passages so that they have no conflict among themselves, with each other and with other services.

    5.6 The Consultant shall provide Chinese translations for presentation materials and drawings prepared for public consultations, if required by the Directors Representative.

    5.7 The Consultant shall prepare and submit documents / information for the tasks / deliverables as identified below or as instructed by the Directors Representative.

  • 6. Services to be provided by the Consultant

    6.1 The Consultant shall be expected to spend at least 50 man-hours of staffs of professional category or above to attend external meetings with regard to the stakeholders of the Project, e.g., District Councils, public consultations, community groups, interest groups.

    6.2 The Consultant shall be required to provide attendance and any other necessary assistance for the Director's Representative to carry out any types of audit and inspection either in his office or on site at any time in accordance with the procedures listed in the Schedule of General Instructions in Annex 1 to this Brief or by the Directors Representative.

    6.3 The Consultant shall be responsible for the duties of the Supervising Officer on the aspects of both Construction Safety & Health and Environmental Protection in all Work stages as stipulated in the Construction Site Safety Manual promulgated under the latest DEVB TC(W).

    6.4 The Consultant shall nominate a person for carrying out the duties of the Supervising Officer under the terms of the Works Contracts. Such person shall be a core personnel of the Consultants project team holding a partner or directorate post in the firm and have a minimum of ten years post professional qualification experience in relevant projects.

    6.5 The Consultant shall collaborate with his sub-consultants and other consultants in the provision of services as detailed in this Brief for various Work stages and other deliverables necessary for the completion of the Assignment.

    6.6 The Consultant shall be required to prepare and submit plans, drawings, calculations and other documents etc. as required by the Directors Representative for approval or checking.

    6.7 Upon completion of Work stage 2, the Consultant shall be required to prepare a Quality Site Supervision Plan in accordance with clause 6.17(c)(ix)and their own quality management system. The Quality Site Supervision Plan and its execution shall be subject to Employer's technical audits. The Consultant shall also review the Quality Site Supervision Plan with the resident site staff during the construction stage.

    6.8 The Consultant shall undertake checking to confirm full compliance with all applicable Ordinances, Regulations and government requirements of departments including ArchSD, BD, EMSD, EPD, FSD and WSD and any other checking as required under this Brief.

    6.9 The Consultant shall submit to the Directors Representative a written statement to confirm the full compliance with all applicable Ordinances, Regulations, relevant departments requirements and any other requirements as specified under this Brief. Should there be any non-complying items, the Consultant shall recommend proposals on whether compliance or otherwise of such items and seek endorsement from relevant authority for the consideration of the Directors Representative.

    6.10 The Consultant shall allow adequate time for the checking and acceptance of plans by the in-house checking units and other authorities / government departments obtaining comments.

    6.11 The Consultant shall be required to directly approach and coordinate all relevant authorities and government departments, including but not limited to the BD, EMSD, EPD, FSD, etc. in order to obtain their comments, approvals or permits for the exhibits, environmental elements and building works proposals relating to the WREC.

    6.12 The Consultant shall undertake all research and sourcing of materials including written, photographic or other records, for the completion of the Assignment.

    6.13 The Consultant shall complete a standard report on the Works Contractors performance at regular intervals in respect of the works as requested by the Directors Representative.

    6.14 The Consultants attention is drawn to the operation of a performance assessment system whereby the Consultants performance including that of the sub-consultants, is assessed on a 3-monthly basis, at the end of each stage of work and upon completion of the Assignment.

    6.15 The Consultants services shall include all site supervision, contract administration, documents and tasks in connection with the Project / Assignment which may involve more than one Works

  • Contract and other combination and number of contracts in the Works Contract procurement to be agreed with the Directors Representative.

    6.16 For the purpose of interpretation of the meeting locations, WSD means any office of the Water Supplies Department in Hong Kong or any location in Hong Kong nominated by the Directors Representative for meeting and / or inspection purposes.

    6.17 The Consultant shall be required to provide the following services and deliverables for the corresponding works stages including:

    (a) General Services

    (i) The Consultant shall be required to provide Undertaking or Certificate of Insurance Policy [Activity A1] according to General Conditions of Employment Clause 47 within 60 days from the date of commencement of this Agreement and within 7 days upon expiry.

    (ii) The Consultant shall be required to provide monthly Programme of Implementation of the Assignment [Activity A2] according to Clause 7 of this Brief.

    (iii) The Consultant shall be required to provide Monthly Progress Reports [Activity A3] to the Directors Representative three working days before the monthly progress meeting or within the first five working days of the month for which no progress meeting held during Work stages 1, 2, 3, and 4 and at specific junctures during Work stage 5 until the end of the last Works Contract. The number of reports for Work stages 5 will be discussed and confirmed together with the Programme of Implementation of the Assignment. The report shall have:

    (a) A summary of achievement of the month;

    (b) Key items requiring special attention, in particular issues that might lead to delay or increase in project cost, accidents or safety issues;

    (c) Work progress with respect to approved programme plan (both first version and latest revised version);

    (d) Financial payment with respect to approved amount of this contract and any subsequent contracts;

    (e) Status of all works and submissions of both this contract and any subsequent contracts; and

    (f) Any other issues as appropriate.

    (iv) The Consultant shall be required to prepare records of meetings and correspondences with others within 5 working days from the date of meeting / corresponding.

    (v) The Consultant shall be required to establish options for iconic and unique branding for WREC, covering the followings [Activity A4]:

    (a) To carry out research and conceptual development for the brand for WREC;

    (b) To recommend the facility positioning;

    (c) To suggest unique English and Chinese names for WREC, including the English and Chinese names for the zoning within WREC as well as the tagline for future promotion;

    (d) To create design of the visual identity (e.g.: logo) for the WREC (parent brand identity) and the zoning within WREC, and apply the logo in the various stages of other design works as appropriate. The Consultant shall

  • propose a number of designs for selection by the Directors Representative. The design must include colour and black-and-white versions on white and on black background with and without the name of the Centre in both Chinese and English and Chinese or English for use together with and without the logo of WSD;

    (e) To create brand typeface, including English and Chinese versions;

    (f) To propose colour strategy for WREC and the zoning within WREC, including selection and combination; and

    (g) To develop a set of branding guideline for future operation use.

    (vi) WSD has a mascot in the shape of a water droplet that has been developed recently and used in various promotional and educational materials. The Consultant shall make use of the water droplet mascot and shall, if required by the Directors Representative, make further Design Development of Mascots for WREC [Activity A5] for application in the various design works of the Assignment. It shall be noted that in addition to the water droplet mascots that may be developed into the images of a family of member characters, there are also proposals for utilising some famous available mascot figures in Hong Kong by other designers to help enhance the storylines of certain exhibits, create a number of photo spots, and promote the image of Hong Kong. Once a decision on which versions of mascots will be used, the Consultant shall absorb the mascot designs in both 2- and 3-dimensional formats with both static and animated figures having their characteristics to as many exhibits including their storylines and environmental elements as possible.

    (vii) Exhibits and information of the WREC shall have included / linked to the WSD Apps [Activity A6] or other appropriate platform as far as possible. Any such linkage shall be in both physical forms (blue-tooth, NFC, 2D Barcode and / or augmented reality through camera image recognition etc. to be determined) and virtual forms (linking of visit information, responses, photos, videos, selfies, questionnaires, additional readings, etc.). The Consultant shall help the Directors Representative to determine the physical systems, with good cost effectiveness and minimal maintenance, to be used and absorb the application into the design of the exhibits and environmental elements.

    (viii) The Consultant shall submit a Quality Plan [Activity A7] for the management and the implementation of this consultancy agreement. The Quality Plan shall cover the following:

    (a) Management responsibility involvement and commitment of personnel in monitoring and ensuring delivery of quality deliverables and output

    (b) Resource management the approach to manage resources, such as people, equipment, tools and materials, for quality outputs

    (c) Product realisation the process to deliver quality deliverables and outputs, including approach to enhance communication among parties involving in the project

    (d) Measurement, analysis and improvement the approach to assure a quality output

    (b) Work stage 1 Preliminary Design (4 months)

    (i) The Consultant shall complete this stage within four months.

    (ii) A tentative WREC design plan, including a zoning concept, scope of design, exhibition ideas and exhibit descriptions, etc. in Annex 10 can serve as the starting point for design. The plan can be used for developing further the related building works, environmental elements and exhibits of the WREC. Notwithstanding, the

  • Consultant shall elaborate his overall exhibition approach, illustrate how the exhibits fit in the storylines / objectives as well as the architectural layout, develop the exhibit designs and layouts, prepare design drawings with dimensioned plan and sectional views and provide design data, calculations and other supporting information as may be required by the Directors Representative for the purpose of or in connection with the WREC. The Consultant shall revise and develop the design and update the plan as agreed with the Directors Representative during the execution of the Assignment.

    (iii) The Consultant shall be required to work with the Project Team and other departments including their consultant(s) on planning of circulation and allocation of exhibits, observe and address physical or other constraints during the course of the preliminary design work. The Consultant may propose modification of the WRECs architectural layout, but the adoption of any such proposal shall be subject to agreement among all Project Team members and fulfilment of ArchSD and FSD requirements and Directors Representatives agreement, otherwise the Consultant shall follow the information given.

    (iv) The Consultant shall be required to prepare the Preliminary Design of All Environmental Elements [Activity B1]. The environmental elements shall mean all items other than individual exhibits requiring design and fabrication services to complete this Assignment. The design, in A3-format, shall have:

    (a) Overall approach providing elaboration of the overall exhibition approach and how the exhibits fit in the storylines / objectives as well as the architectural layout of the WREC;

    (b) Design sketch including visuals and sketch design of all zones with draft exhibit layout to show the overall mood and general environmental feeling of each zone in 2-dimensional and 3-dimensional views and sections, with a description of the characteristic and uniqueness of the area;

    (c) Materials and items including a draft list of proposed materials and items that will be included in each of the zone;

    (d) Walls, physical barriers and enclosures including but not limited to non-building structural walls or elements which are within, between, or immediately adjacent to the WREC.

    (e) Platforms and environmental structures including but not limited to access ramps, spiral staircase, multi-level deckings, bridges, lookouts, stairs, towers, flooring materials, balconies, railing systems, etc. within the WREC which are not part of its basic building structure together with access for persons with disability;

    (f) Overhead space-defining structures including but not limited to suspended grids, suspended ceilings or the like, or other non-building structural exhibit elements, roofs, or other space-defining devices.

    (g) Raised floor system consisting of floor panels supported on an understructure to withstand dead and live loadings induced by both the exhibits and the carriers taking up and moving of the exhibits. The system shall match with the flooring system as designed and installed by the Building Contractor;

    (h) Floor and wall coverings including but not limited to murals, decoration installations, carpet tiles, wood, stone and other flooring material (inclusive of raised floor system) selections, including colours, installation patterns, layout of electricity and signal sockets, and locations within the WREC (including the grey water recycling and rainwater reuse plantroom) and also traffic flow demarcation floor patterns, if necessary;

  • (i) Lighting systems providing different quality lighting in order to create a unique atmosphere in different zones of the WREC (including the grey water recycling and rainwater reuse plantroom), including but not limited to exhibit lighting systems attached to walls, platforms, and overhead space-defining structures as defined by the above items and general lighting within the exhibition halls and associated areas, as well as cleaning lightings. Such lighting systems shall not include the lighting systems which form part of the fully fitted-out / furnished areas of the WREC provided by the Building Contractor or the lighting systems which are situated within exhibit components;

    (j) Circulation of visitors including options of suggested routings to provide a comprehensive experience for visitors who may not be able to join a guided-tour when visiting the WREC.

    (k) Environmental elements for signage including but not limited to suspended, freestanding or wall-mounted signage and modification to the existing emergency signage;

    (l) Water recycling recycling of water used in exhibits on all floors of the WREC by conveyance of as much used water as possible to the grey water reuse system located on the first floor by way of automatic pumping and/or conveyance facilities such as pipe works. There will be a pipe inlet point to the grey water reuse system at height, about 2 metres above the finished floor level of the first floor;

    (m) Mechanical ventilation system for Lecture / Class Room providing a mechanical ventilation system with sufficient strength for typical classroom lab activities from the Lecture / Class Room to a designated location for exhausted duct; and

    (n) Codes, rules & regulations taking all such steps as necessary to ensure that the environmental elements are designed to comply with all codes, rules, regulations and laws of the HKSAR including those pertaining to fire and safety requirements.

    (v) The Consultant shall be required to prepare the Preliminary Design of All Exhibits [Activity B2] together with clear definition of content and data sheets covering but not limited to the following basic items together with any other items deemed relevant:

    (a) Clear definition of content for each individual exhibit, with:

    i. Topic Zone;

    ii. Topic ID;

    iii. Title;

    iv. Type;

    v. Objective targets in accordance with Clause 2.2 including themes, purposes, and target groups;

    vi. Communication goal, educational / scientific / water engineering principles and content of exhibit;

    vii. Description including presentation method, design modification / improvement over purchased exhibits, operating procedures which the visitor is expected to follow, and messages that the visitor is expected to receive from the exhibit;

    viii. Potential sources of the exhibit items;

    ix. All-inclusive cost estimate (acquisition, replication, fabrication, modification, shipment and installation included);

    x. Size;

  • xi. Operational requirements including the manning level;

    xii. Maintenance requirements including whether it can be maintained by WREC staff or must be maintained by specialists and the estimated recurrent annual cost;

    xiii. Any close water, open water, water input, water circulation system consisting of strainers, pumps, filters, etc., the time for one complete cycle of circulation and recycling of used water through the grey water reuse system, the estimated rate of recycling and time required for one complete change of exhibit water; and

    xiv. Potential future enhancement and updating by WREC staff or by specialists.

    (b) Sketch design of each exhibit in 2-dimensional and 3-dimensional views and sections;

    (c) Illustration of interpretative display media and methods;

    (d) Outline storyboard for audio-visual / multi-media and motion games presentations as appropriate.

    (e) The final selection of the exhibits and the design is subject to approval of the Directors Representative.

    (vi) The Consultant shall prepare Proposals and Schematic Floor Plans and Elevations on WREC Building Works [Activity B3]. Although the new building is already under design and construction, the Consultant shall be required to coordinate the relevant building works to be undertaken by the Works Contractor(s) for proper installation of the exhibits, environmental elements, building services and fitting-out works of the WREC as early as appropriate. The building works shall include wall, ceiling (including but not limited to hanging system for lighting), floor (including but not limited to kerbing with proper drainage arrangement surrounding exhibits with open water), and acoustical treatments etc.

    (vii) The Consultant shall prepare Preliminary Proposals on Works Contract Strategy / Packaging and Supervision Plan [Task Activity B4].

    (viii) All submissions required to be made by the Consultant during this Stage (hereinafter referred to collectively as the Preliminary Design Submissions) shall be submitted to the Directors Representative for comments and approval.

    (ix) Near the end of this stage, the Consultant shall make in WSD a Presentation of the Preliminary Design and Final Preliminary Design Submission [Activity B5]. The Submission shall have an estimate of the total costs covering all aspects including, inter alia, the fabrication, production and installation of the exhibits and a detailed breakdown of essential elements and trades of the exhibition.

    (x) For all purposes and intents, this stage shall not be considered as duly completed unless and until the Directors Representative has signified in writing his approval to each and every one of the Preliminary Design Submissions which approval shall not however be unreasonably withheld.

    (c) Work stage 2 Detailed Design (4 months)

    (i) The Consultant shall complete this Stage within four months.

    (ii) The Consultant shall further enhance the Preliminary Design developed in Stage 1 with more details including all dimensions and key parts. If necessary, the Consultant shall at any time during this stage review and, subject to the approval of the Directors Representative, update and make all such changes to the results of work accomplished during the preceding activities (including but not limited to the number of exhibits, exhibit density and exhibit mix), as may be necessitated by scheduling, spatial or budgetary parameters.

  • (iii) The Consultant shall, based on the architectural layout plans, the building services plans and the exhibit reference ideas for WREC as appended under Annexes 9, 10 and 11, produce Details of Building Works with Design Calculation [Activity C1] to demonstrate the modification of non-structural elements and building services of the main building in order to accommodate the proposed exhibits layout and arrangement. Modification shall include, but not limited to non-structural brick/partition walls, doorways, mechanical ventilation and air conditioning, plumbing and drainage, electrical power, general lighting, ELV, security system, fire services, telecommunication, information technology and etc. The Consultant shall provide design calculations to proposed modification and obtain statutory approvals as appropriate. Modification of any structural element of the main building shall not be permitted.

    (iv) The Consultant shall prepare the Detailed Design of All Environmental Elements [Activity C2] (with detailed requirement in clause 6.17(c)(vi)).

    (v) The Consultant shall prepare the Detailed Design of All Exhibits [Activity C3] (with detailed requirement in clause 6.17(c)(vi)).

    (vi) The detailed design of both the environmental elements and exhibits shall, in addition to those as required in Clause 6.17(b)(iv) & (v) as appropriate, include but not be limited to the following basic items and any other items deemed relevant:

    (a) Floor plan, scaled elevations, plan view, axonometric view and 3D drawings illustrating schematic designs of each display unit with dimensions and other characteristics of each display and interpretive media;

    (b) Selection of colours, fabrics, exterior materials and finishes for all displayed elements;

    (c) Text panel layouts, titles, subtitles and labels, preliminary operation procedure, indication of length of text, and graphic elements. The Consultant is to take into account the need to use both Chinese and English in all texts;

    (d) Exhibits and showcase layouts;

    (e) Photographs, illustrations, graphics and other visual support material to develop the display media and contents of each display unit;

    (f) Audio-visual, multi-media and motion games presentations including form, format, and preliminary scripts to evaluate in detail and provide direction on all design work carried out to date (as appropriate). The Consultant is to take into account the need to use Cantonese, Putonghua and English in all audiovisual / multi-media and motion games presentation;

    (g) Public Announcement (PA) system for general announcement at areas as defined under Clauses 2.5 (i), (ii), (iii), (iv), (v) and (vii).

    (h) Any specific items that the Works Contractors shall obtain either locally or overseas with their reference specification, catalogue and potential suppliers. In respect of every exhibit in the WREC not being an existing exhibit from the temporary Water Resources Education Centre which is to be acquired without modification, the Consultant shall render the Directors Representative such advice and assistance as may be required in the selection of contractors by whom fabrication or modification of the exhibit may be undertaken;

    (i) The requirements necessary for satisfactory completion of the Project including architectural, structural, engineering, mechanical, electrical, lighting, I.T., electronics, and acoustic;

    (j) Linkage to the WREC Apps;

  • (k) Objects and artefacts to be displayed including spatial requirements, physical characteristics of artefact to be displayed, sources, current location and condition of the objects and artefacts, restoration and work requirements, as well as their contribution to the storyline, etc.;

    (l) Cost estimate and a detailed programme for the fabrication / installation works;

    (m) Indication on whether prototyping is required to be performed before actual fabrication;

    (n) Other advice and any further information and instructions necessary to proceed with the plan and detailed proposals;

    (o) Indication of items to be provided by others, e.g., not by the Works Contractor of the subsequent contract, and the role the Works Contractor needed to perform for completion of the Project;

    (p) Risk assessment - to identify risks and uncertainties associated with the Project and recommend treatment measures aiming to reduce these risks and uncertainties to acceptable level and to ensure timely completion of the Project within budget and to the required quality;

    (q) A virtual walkthrough of the WREC;

    (r) Security Closed Circuit Television (CCTV) Surveillance System and Crowd Measuring Sensors provide an intelligent system that shall be programmable and controllable from the computer keyboard and controllers. The entire CCTV system shall be of IP-based fully digital and addressable type. The system shall cover the entire public accessible areas of WREC including the foyer on G/F, the exhibition hall (with a special exhibition area) on 1/F and 2/F, the terrace on 1/F and the lecture room on 2/F excluding toilets and baby care rooms. The CCTV system should be of HD or higher resolution, able to record with reasonable images in minimal lightings, and have sufficient memory to record all events inside the monitored area for up to two weeks. The Crowd Measuring Sensors should provide usage pattern of visitors using the exhibits; and

    (s) Barrier free access The environment and the associated facilities and signage shall cater for persons with a disability including persons with ambulant disabilities, wheelchair users, persons with visual and hearing impairment, in accordance with Design Manual Barrier Free Access 2008.

    (vii) The Consultant shall prepare a set of Summary Data Sheets and Resources Plans of All Environmental Elements and Exhibits including cost estimates and recurrent consequences [Activity C4] for their respective acquisition, fabrication and/or modifications (shipment and installation included) as ascertained in pursuance of Clause 5 above, covering but not limited to the following basic items and any other items deemed relevant:

    (a) List of material specifications requiring Works Contractors sample submission including colours, fabrics and finishes. The list shall cover also the relevant safety standard and the test required to be performed if necessary;

    (b) List of artefacts and objects to be displayed. The list shall cover also whether additional conservation or restoration work is required and the estimated cost;

    (c) List of photographs and their sources. The list shall cover also the copyright cost if required;

  • (d) List of illustration, graphics and other visual supporting material. The list shall cover whether the material are created by the Consultant or to be created by the Works Contractors;

    (e) List of all audio-visuals, graphic design and copy writing needs. The writings shall meet Hong Kong local context and language. In addition to English, Chinese (traditional) text version as well as Cantonese and Putonghua spoken languages shall be produced. The Consultant shall undertake all the translation works required.

    (f) List of furniture and equipment. The list shall list the sources of the furniture and equipment and their specification. The list shall also indicate whether equivalent items can be accepted and otherwise the reason for choosing the specified items. The Consultant shall prepare a separate list and justifications for materials and equipment selected having less than 3 probable offers;

    (g) List of prototyping requirement for the Works Contractors;

    (h) List of items including but not limited to structural, engineering, mechanical, electrical, fire services, plumbing and drainage, and amusement rides etc. that required local professional approval or endorsement;

    (i) Risk assessment for all the items;

    (j) List of Calculation (as appropriate);

    (k) List of all facilities and installations affected by the Assignment; and

    (l) Electrical and mechanical loading of all items in particular the overhanging items with calculations and summary sheets

    (viii) The Consultant shall prepare preliminary Texts, Scripts and Graphics of All Exhibit Panels, Audio-visual, Multimedia and Motion Games [Activity C5], together with form and format for audio-visual, multi-media and motion games presentations.

    (ix) The Consultant shall make a series of Presentation of the Detailed Design in WSD and the relevant stakeholders, and submit a Final Detailed Design Submission [Activity C6]. The Consultant shall precisely demonstrate the detailed design of the WREC to Directors Representative including but not limited to exhibits, environment/fitting out and building services modification.

    (x) The Consultant shall prepare a Preliminary Proposal on Quality Site Supervision Plan (QSSP) [Activity C7]. The Consultant could be instructed to carry out this in conjunction with the recommendation on the works staging and packaging of contracts, and the tendering strategy for letting out the Works Contract(s). The QSSP shall be in line with the strategy of site supervision recommended in Work stage 2, and including, but not limited to, the following details :

    (a) A detailed site supervision arrangement, including arrangements for supervision of construction activities that are required to be carried out outside the normal working hours of the site staff;

    (b) A list of critical construction activities and structural / engineering elements that require special attention together with the associated supervision requirements for such items, where appropriate the level of supervision and the rank of staff who shall perform the supervision of such items and / or sign the Request for Inspection Form (or a purposely made inspection form for a particular activity or test);

    (c) If necessary, the Consultant shall also specify any critical construction activities, structural elements and particular aspects or details that shall be noted by the inspection officer on the Request for Inspection Form for future reference;

  • (d) A guideline on the details of inspection to be recorded for specialist works or critical elements; and

    (e) In case it is envisaged that construction or fabrication works will be carried out outside Hong Kong, the Consultant shall formulate supervision requirements and inspection arrangement for such works. The Consultant shall also prepare comprehensive guidelines to be followed. The guideline shall include the three minimum requirements as given in the Annex 6 to this Brief.

    (xi) The Consultant shall submit a proposal on Contract Strategy for Project Implementation [Activity C8]. The proposal shall cover the number of contracts, works limits of each contract and the tendering strategy for letting out the works contracts with due consideration to entrustment works and the need for advance contracts.

    (xii) The Consultant shall prepare the Tender Documentation for Exhibits and Environmental Elements Fabrication / Installation and Associated Fitting-out and Building Services Modification Works [Activity C9]. There may be more than one document depending on the total number of tenders required.

    (a) The Consultant shall prepare all necessary drawings, plans, specifications, contractual documents and pre-tender estimates for the procurement of Works Contractors.

    (b) The Consultant shall prepare all necessary documents and drawings to enable the Directors Representative to obtain necessary authority to proceed with the tendering exercise. The Consultant shall prepare draft letters of invitation or draft gazette notification for invitation of tenders. In this connection, the Consultants shall note that HKSAR has acceded to the Agreement on Government Procurement of the World Trade Organisation (WTOGPA), and the requirements under the WTOGPA shall be complied with.

    (c) The Consultants shall ensure the Employers requirements and/or contract specifications clearly and concisely specify the scope and function of the works, design standards, performance requirements, construction specifications and any requirements related to the design checking process and the management of design submission.

    (xiii) The Consultant shall submit the Pre-tender Estimates (PTE) of Each Contract [Activity C10]. Detailed Bills of Quantities with assessed rates showing the buildup shall be submitted for vetting. The Bills of Quantities shall be completed to the extent that the quantities of the items are ascertained as far as possible.

    (xiv) The Consultant shall ensure compliance with all statutory regulations, restrictions and / or requirements that may be imposed by relevant authorities in Hong Kong.

    (xv) The Consultant shall co-ordinate and establish with the Project Team an agreed cost plan and/ or cost estimate for the Project as a whole throughout all precontract stages, i.e. up to and including the tender evaluation, and the subsequent stages of controlling the exhibition and building services installations, and other works related to the exhibits and environmental elements, to meet the agreed individual cost targets, in particular on how to control the total project cost to be within budget while maximizing the effectiveness of the exhibits.

    (xvi) At the end of Work stage 2, the Consultant shall prepare and submit presentation materials to the satisfaction of WSD, including plans, elevations, sections, perspectives, artist impressions, coloured sample boards and catalogues for finishes, fittings, exhibits, fixed furniture, and other relevant materials for obtaining consent from the Directors Representative before proceeding to the next Work stage. Presentation materials shall be sufficient to explain the detail design including colour scheme, proposed finishes, internal treatment, elevations, exhibits, etc. PowerPoint presentation and/ or slides for the drawings, models, samples, catalogues and basic

  • multi-media 3-dimensional computer renderings, etc. to explain the proposal shall be provided.

    (d) Work stage 3 Tendering (6 months)

    (i) The Tendering Stage is estimated to take at least 6 months and may be extended according to situation.

    (ii) The Consultant shall complete the detailed design, drawings and specifications in accordance with the Standards and Specifications as stated in Section 10 of this Brief.

    (iii) During this stage, while most of the tendering works to be performed by WSD, the Consultant shall continue to develop Detailed Texts, Scripts and Graphics for all Exhibits Panels, Audio-Visual, Multimedia and Motion Games [Activity D1]. This includes also computer, webpage and phone apps information.

    (iv) The Consultant shall provide all necessary drawings and information to assist the Employer to complete the tender invitation process [Report on Tender for Each Works Contract] [Activity D2] including but not limited to:

    (a) Issue of tender addendum;

    (b) Answering tender queries;

    (c) Distribute tender documents;

    (d) Attend pre-tender meetings; and

    (e) Provide ad-hoc advice during the tender period on matters pertaining to the contract and tender process.

    (v) The Consultant shall submit an Assessment Report on the Tenders; check and assess the tender(s) or part of tender(s) related to exhibition works and make tender recommendations; and check the tenderers technical submissions, advise the Directors Representative and prepare information for the reports on tenders, prices and estimates. The exercise shall include assessment of any non-conforming tenders necessary to arrive at a tender recommendation. The Consultant shall assist in preparing contract documentation and to effect successful contract negotiations.

    (vi) The Consultant shall prepare and provide the contract documents to enable WSD to execute Articles of Agreement with the successful tenderer.

    (vii) The General Conditions of Contract shall remain unaltered. Any necessary amendments required shall be by means of Special Conditions of Contract authorised in writing by the Directors Representative.

    (viii) The Consultant shall organise and undertake the debriefing exercise for unsuccessful tenderers of Works Contracts according to ETWB TCW No. 42/2002.

    (e) Work stage 4 - Fabrication / Installation (9 months)

    (i) The Consultant shall update the Quality Site Supervision Plan [Activity E1] considering the latest activities developed through the Detailed Design Stage. The Consultants shall also review the QSSP with the site staff during this stage.

    (ii) The main Fabrication / Installation Stage shall take nine months. If there will be more than one Works Contract, all the other contracts shall be planned to complete not later than the main Works Contract.

  • (iii) The Consultant shall prepare and provide contract documents for signature and record purpose.

    (iv) The Consultant shall carry out the duties of the Supervising Officer under the terms of the Works Contracts for the construction, completion, maintenance and supply of the Contract Works. Subject to the accepted Fabrication / Installation tenders, the Consultant may need to redesign some of the environmental elements as well as exhibits arising from cost control measures or constraints arising from the contracts.

    (v) The Consultant shall arrange meeting with Employer and Works Contractors in WSD and prepare meeting minutes. The Consultant shall at the commencement of this Work stage with the selected contractors for the fabrication / production / installation of the exhibits to develop, prepare and submit to the Directors Representative a Detailed Fabrication / Production / Installation Schedule.

    (vi) The Consultant shall conduct briefing sessions to the Contractor and subcontractors of exhibition at the commencement of the fabrication / installation works.

    (vii) The Consultant shall render all such advice and assistance necessary to the Works Contractor in respect of the development and preparation of the shop drawings and other documentation for the production of exhibits and environmental elements.

    (viii) The Consultant shall arrange and attend meeting with Works Contractors and endorse all Work Plans [Activity E2].

    (ix) The Consultant shall review all such shop drawings and other production documentation as required to be developed and prepared by Works Contractors and submitted for approval. Without prejudice to the generality of the foregoing, the Consultant shall ensure that all such shop drawings and other production documentation:

    (a) Include all exterior and interior fabrication / production / installation details of the exhibits to which they relate, including structural components, electrical, mechanical systems, joinery details, and all hardware required to fabricate the exhibits according to the Drawings and Specifications;.

    (b) Present a clear and complete depiction of fabrication / production / installation including precise dimensions, a high level of detail on all respects of fabrication / production / installation, the identification of colours, assembly methods, wiring details and all other related information that will eliminate ambiguity;

    (c) Present a clear and complete depiction of the exhibits of the audio-visual, multi-media and motion games presentation (including but not limited to software, hardware and interface(s)), and all other related information that will eliminate ambiguity; and

    (d) Are in all respects sufficient to enable the exhibits to be fabricated / produced / installed to comply with the stipulations of all applicable laws, codes and requirements in Hong Kong.

    (x) The Consultant shall perform Indexing and Endorsement of All Contractors Submissions and Financial Statements [Activity E3] from Works Contractors including:

    (a) Indexing and maintaining lists of submission;

    (b) Endorsement of all construction & fabrication drawings submissions;

    (c) Endorsement of all material submissions including Safety Certificate as appropriate;

    (d) Endorsement of all exhibit texts and graphic submissions;

    (xi) The Consultant shall supervise and direct the execution of the Contract Works rendered under the Works Contracts including the appointment and control of Supervising Officers Representative and resident site staff as may be approved by the Directors Representative.

    (xii) The Consultant shall make such periodic visits to the site as the Consultant considers necessary to ensure the progress and quality of the Contract Works and to determine if the works are proceeding in accordance with the Works Contract.

    (xiii) The Consultant shall keep the Directors Representative informed of the progress of the preparation of the shop drawings and other production documentation and shall forward to the Directors Representative duplicate copies of each such drawings and documentation reviewed by the Consultant together with the Consultants comments thereon.

    (xiv) The Consultant shall exercise cost control and ensure procedures to be adopted regarding the issuing of variation orders which might result in the expenditure of contingency or provisional sums.

    (xv) The Consultant shall conduct progressive valuation of the fabrication / production / installation and assist to issue certificates for progress payments to contractor(s).

    (xvi) While the fabrication / production / installation is underway, the Consultant shall perform any services which he may be required to carry out under the contract to which the fabrication / production / installation relates.

    (xvii) The Consultant shall perform inspection for Modules, Works and Materials of exhibits at Off-Site Workshops [Activity E4]. If it is considered by the Consultant that the design requires the supervision and / or testing of the contract works outside HKSAR territory, the Consultant shall obtain the approval of the Director's Representative and make provisions in the Project Estimate. The Consultant shall then be reimbursed in accordance with Clause 5 Payment for additional Services in the Schedule of Fee.

    (xviii) For the purpose of ensuring the proper progress of the fabrication / production / installation and to give advice wherever necessary, the Consultant shall conduct and chair Project Progress Meeting at regular intervals with the Works Contractor to update the progress of the fabrication / production / installation works. The Directors Representative may also sit in attendance in the meeting.

    (xix) The Consultant shall provide proper supervision, testing and inspection for all on-site and off-site (within or outside the territory of the HKSAR) fabrication, production, installation and commissioning of the exhibits to ensure that the specified quality of materials and workmanship are achieved; supervise and direct the execution of the Contract Works rendered under the whole or part of the Works Contract related to exhibition; carry out coordination works with other government departments, the Building Contractor or other bodies or persons for or in connection with or necessitated by the Assignment.

    (xx) The Consultant shall prepare all further designs, drawings, schedules, estimates and related things necessary for the completion of the Contract Works.

    The Consultant shall provide all such advice and assistance as may be required to overcome any works problem which may arise (including but not limited to working with the Works Contractor to arrive at an alternative solution which will both meet the requirements of the Final Design Drawings and Specifications and the approval of the Directors Representative in the event that the Works Contractor shall be unable to successfully fabricate / produce / install the exhibit(s).
