The Report offers policy makers, development aid professionals and anyone interested in Belarus graphical data on the country’s international rankings, collected from various publicly available sources in five categories: Freedoms; Business & Economy; Human Capital; Social Dimension; and Security. While we leave it to the reader to interpret the data in the Global Ratings Report, we offer, where possible, historical rankings in order to identify trends.

Freedom in the World is a yearly survey and report by the U.S.-based non-governmental organization Freedom House that measures the degree ofcivil liberties and political rights in every nation and significant disputedterritories around the world. The rating uses a scale of 1 through 7, with 1representing the highest and 7 the lowest level of freedom. Freedom on the Net – is an annual study by US-based non-governmentalorganization Freedom House measuring the internet freedom around the globe,covering developments in 65 countries. The Index of Economic Freedom is an annual index and ranking created by The HeritageFoundation and The Wall Street Journal in 1995 to measure the degree of economicfreedom in the world's nations. The Index of Economic Freedom documents the positiverelationship between economic freedom and a variety of positive social and economicgoals. Ten economic quantitative and qualitative factors are scored on a scale of 0 (leastfree) to 100 (most free). A country’s overall score is derived by averaging these teneconomic freedoms, with equal weight being given to each. Depending on the scores,the countries’ economies are then classified as "Free" (80-100), "Mostly Free" (70-79.9),"Moderately Free" (60-6.9), “Mostly Unfree" (50-59.9) and “Repressed” (0-49.9).
The Ease of Doing Business index is anindex created by the World Bank Group.Higher rankings (a low numerical value)indicate better, usually simpler, regulationsfor businesses and stronger protections ofproperty rights. Economies are ranked ontheir ease of doing business, from 1–189,with first place being the best. A highranking (a low numerical rank) means thatthe regulatory environment is conducive tobusiness operation.

The Legatum Prosperity Index is an annual ranking, developed by the Legatum Institute, of 142 countries.The ranking is based on a variety of factors including wealth, economic growth, education, health,personal well-being, and quality of life. The 2014 Legatum Prosperity Index is based on 89 differentvariables analyzed across 142 nations around the world. The 89 variables are grouped into 8 sub-indexes(economy, entrepreneurship & opportunity, governance, education, health, safety & security, personalfreedom, social capital), which are averaged using equal weights.
The Human Development Index is a composite statistic of life expectancy, education, andincome indices used to rank 188 countries into four tiers of human development. It was createdby Indian economist Amartya Sen and Pakistani economist Mahbub ul Haq in 1990, and waspublished by the United Nations Development Programme.

The GII surveys 143 economies around the world,using 81 indicators–to gauge both their innovation capabilities and measurable results.
The Social Progress Index measures the extent to which countries provide for the social andenvironmental needs of their citizens. Fifty-four indicators in the areas of basic human needs,foundations of wellbeing, and opportunity to progress show the relative performance ofnations. The index is published by the nonprofit Social Progress Imperative.
