Political Profile of Cote d’Ivorie

Political Profile of Cote d’Ivoire Politics in Africa are unique as compared to politics

in any other country. In Africa, it is not necessary to be an attorney or have prior political experience to run for office. Running for office there is based solely on popularity. Anyone can run for office, if you can capture the hearts of the people. (As the Captain of the championship, professional soccer team in Cote d’Ivorie from 1985-1987, I am very well known and respected.) The first President of the independent Cote d’Ivoire was a Physician. He served the country until 1993. The current President was an assistant University Professor.

In order to be an agent for change, I distanced myself from the governmental corruption. In 2003, a conference was held in Paris, France to establish a transitional government after our civil war. I was offered the position of the Minister of Health. I declined because I had future aspirations of running for the Presidency. I wanted my reputation to be untainted by the actions of this current government.

Political History(Summary) 1960-Cote d’Ivoire gained their

independence from France. 1960-1993-Under the

administration of the first President of the independent nation, Pres. Felix Houphouet-Boigny, the nation prospered. The economy was so stable and jobs so plentiful that many people immigrated to Cote d’Ivorie from neighboring countries, Mali, Ghana, Liberia, Nigeria, Niger,

Guinea and others. 1993-Pres. Houphouet-Boigny

died

As the constitution directed, the President of the Parliament, Henri Konan Bedie became the next President of the country. Corruption became rampant. There was unrest among the immigrant population due to a Presidential edict called “Ivoirite” which means “the Ivory Coast for Ivoirians.” Law enforcement officials began a campaign to eliminate all “foreigners” from the country. This law enflamed the people and ignited a coup.

1999-The general of the Army,

Page 7: Dr. Diomande - Cote D'Ivoire Elections

Political History (Summary) cont. General Guei, became President

and instituted a military government for 8 months.

2000-The current President, Laurent Gbagbo, was elected President. He promised to quail the corruption, re-develop the country and restore it to its former glory. The situation has worsened instead of improved.

Current state of affairs The entire nation lays in ruin and

decay due to the political corruption and greed of the ruling body. Though Cote d’Ivoire is a country rich in natural and human resources, only a privileged few enjoy the wealth of the nation.

The populace as a whole are illiterate as the entire school system is in shambles. Students who have managed to graduate from college with Masters degrees stand idle in the streets.

Page 8: Dr. Diomande - Cote D'Ivoire Elections

Political History(Summary) cont Without the proper political

connection, jobs are impossible to obtain. Entrepreneurs who want to start their own businesses are discouraged due to the bureaucratic red tape and the exorbitant fees and bribery monies that have to be paid in order to register their companies with the government.

Only the very rich can afford homes. The general population live in shanty towns and ghettoes.

The infrastructure of the nation lies in ruins. There is inadequate

water, electricity, sewage disposal and telecommunications. Waste lays on the side of the roads as the sanitation workers are continually on strike due to lack of pay. It is nearly impossible to reach the interior of the country where the agricultural resources lie due to a lack of passable roads.

The entire political system is in disarray. We propose installing a brand new system, untainted by the current corruption.

Dr. Diomande’s Vision for the Nation

No more business as usual in Cote d’Ivoire. The time for change is now. We must seize this opportunity. We have garnered a team of professional supporters, business men and women, educators and grassroots organizers both inside and outside of the country who are ready to execute this plan and make the vision a reality.

EducationEducation is the top priority of this administration. We will revamp

the educational system from top to bottom. There are 19 regions (states) in the country. We will begin in the cities and extend to the interior of the country, building schools and making education from elementary to high school mandatory. We will instill civic pride into our children and help them to become members of the global community. We will partner with world banks so that we will be able to offer students loans to all qualified students

desirous of pursuing post secondary education. Our teachers will be trained on the latest technologies so that our students will be able to compete in the global market.

Housing We will establish partnerships and construction consortiums with

qualified developers around the world through a bidding process to bring quality, affordable housing to the people.

Health Presently we have 10000 patients per one physician, 2400 patients

per one nurse. We will implement policies that will improve the healthcare of our

people, helping them live longer and have better health. We will build Hospitals and Health Centers well equipped and

managed by qualified professionals.

Infrastructure As President of one of the wealthiest countries in Africa, I will work

hard to bring the glory back to Cote D’Ivoire. My administration will expand capitalism in Cote D’Ivoire. We will

bring to an end the present monopoly over the distribution of water and electricity by one company. This will apply to all companies operating in this country.

We will build highways and roads throughout the nation, especially in the interior of the country where agriculture is the main form of support. Farmers need adequate roadways in order to transport their crops to the seaports in Abidjan and San Pedro.

Employment Cultivation of small, start up businesses with 2year tax incentives.

Job creation through construction of homes, schools, and roads, revamping of educational system, infrastructure improvements and city planning.
