KEY REFORMS POLICIES AND PROGRAM
UPGRADE QUALITY: •Adopted new standards for concrete pavement thickness from 230mm to 280mm;•Outsourced project inspection and quality assurance;•Developed new construction design standards and specifications – upgrade drainage specifications, slope protection & soil erosion control, widening of national roads;•Strengthening/retrofitting of national bridges to comply with international seismic standards.
SAFETY: • SAFER ROADS PROGRAM• Construct loading and unloading bays for road safety;• Improve road safety using Traffic Accident Recording and
Analysis System (TARAS) and International Road Assessment Program (iRAP);

highway. It is an at-grade expressway.
PROJECT COST:Cavite Section:• Php 16.30 B (US$ 379.07 M) - Const. Cost• Php 4.00 B (US$ 93.02 M) - ROW CostLaguna Section:• Php 13.40 B (US$ 311.63 M) – Const. Cost• Php 3.20 B (US$ 74.42 M) – ROW Cost
CONSTRUCTION SCHEDULE:• April 2014-Dec. 2016 (Cavite Sect.)• October 2015-Sep. 2017 (Laguna Sect.)
PROJECT STATUS:Cavite Sect.:• Feasibility Study is already on-going, proposed
road alignment was presented to various stakeholders.
• Informal market-sounding is on-going.Laguna Sect.:• Draft Final Report is in progress.
PROJECT STATUS:• Loan Agreement already signed last March
2012 between the Philippine Government and the Government of Japan.
• The construction of this project will be financed through ODA while Operation and Maintenance (O & M) will be under PPP.

Quirino Highway (Operation and Maintenance):
Improvement/rehabilitation of a 93.45 km (2 lanes) national road that traverses Quezon, Camarines Norte and Camarines Sur Provinces.
TOR for the Consultancy Services to Conduct Business Case Study and the subsequent ABC for the corresponding Consultancy Services was already approved.
Conduct of Business Case Study to be funded under the Project Development and Management Facility (PDMF) of the PPP Center.
