Subject: Development Permit Application / 274 & 322 Westside
Road
1. ISSUE
The City has received a Development Permit application for the
development of a site for sand and gravel extraction and
processing.
2. RECOMMENDATION
THAT the Development Permit application submitted by Revelstoke
Sand and Gravel Ltd. on the Provincial Crown Land Part of Section
4, Township 24, Range 2, West Sixth Meridian, Kootenay District
(274 & 322 Westside Road) for the development of a sand and
gravel extraction and processing site be approved, subject to the
following conditions:
The applicant is to have a Registered Professional Biologist
prepare a report on the subject property identifying any streams,
water courses or other features requiring permitting and/or
reporting to Federal and/or Provincial agencies; and
The site plan and biologist report are to be included with the
Development Permit as Schedule A.
AND THAT the Corporate Officer be authorized to issue the
Development Permit once the above noted conditions have been
satisfied.

4. BACKGROUND
4.1 The subject property is owned by the Provincial Government.
The applicant has applied to the Province to develop the site as a
gravel pit (see Figure 1). The subject property is designated Urban
Reserve (see Figure 2) and is zoned RR60 Rural Residential, 60
Hectare District (see Figure 3).
4.2 The proposed development of the subject property for sand
and gravel extraction and processing (see Figures 4-6) requires a
Development Permit as the property is within the Official Community
Plan Development Permit Areas.

5. FINANCIAL IMPLICATIONS
5.1. There are no known financial implications arising from the
recommendation.
6. DISCUSSION
6.1. The subject property is currently forested and vacant. The
subject development would result in the site being logged then
mined for gravel and sand. The applicant is also applying to do
sorting and processing of materials on site.
6.2. Although no environmental features have been identified on
the subject property it is recommended that a Registered
Professional Biologist review the site and prepare a report on any
features that require additional reporting and/or protection
measures.

9.1. Recommendation
THAT the Development Permit application submitted by Revelstoke
Sand and Gravel Ltd. on the Provincial Crown Land Part of Section
4, Township 24, Range 2, West Sixth Meridian, Kootenay District
(274 & 322 Westside Road) for the development of a sand and
gravel extraction and processing site be approved, subject to the
