BACKGROUND

Doxiadis Associates was founded in 1951 by the noted architect Constantinos A. Doxiadis. Since its establishment, the firm has grown from a small group of architects and engineers to a large consulting organization of international scope. Its activities span the whole spectrum of development, with special emphasis on addressing the problems of human settlements.

Presentation of the Technical Adviser/ Relevant Experience / Evaluation of Properties – Real Estate Development of Military camps

Integrated Technical and Financial study for the transfer of the existing thirteen (13) Greek Army Military camps in Thessaloniki – Greece (1 of 2)

The Planning and Environmental Protection Organisation of Thessaloniki commissioned Doxiadis Associates to carry out a technical and economic evaluation for the exchange of military properties within the city of Thessaloniki with other properties of equivalent value in the greated Thessaloniki area. The first step was a feasibility study to investigate possibilities of exchange of 13 centrally located military bases in the city of Thessaloniki, Northern Greece, with equivalent public land parcels of the peri-urban area. This step was followed by the appraisal of development use for the former bases and the subsequent definition of their development form.

It is considered a pilot study, since the results, and especially the methods of implementation proposed, could be adopted for the conversion of similar military lands in other parts of the country.

The study was completed in a period of three years and required the formulation of converging strategies and the consent between the Ministries of Defense, of Environment, Planning and Public Works as well as the Municipalities concerned. The major parts of the former bases where conceded for uses of common interest, public facilities and parks, while the remaining was commercially developed, generating income to finance the costs of evacuation of the premises and transfer to more remote sectors.

Presentation of the Technical Adviser/ Relevant Experience / Evaluation of Properties – Real Estate Development of Military camps

Integrated Technical and Financial study for the transfer of the existing thirteen (13) Greek Army Military camps in Thessaloniki – Greece (2 of 2)

It is a large scale, so called “Brownfield Redevelopment Project” aiming at a sustainable,

more efficient resource use of the lands held by former camps.

The study defined commercial land values of the former base areas and investigated all

available public owned lands inside and out of the city, which could be the object of land

exchange.

For the design of proposed uses, a series of parameters were used, depending on:

• ownership status

• compatibility with the Municipalities’ master plans

• neighboring land uses and tendencies

• existing programs for transportation networks

• environmental and economic factors pertaining to each area and sector

• medium and long term vision of the stakeholders (authorities, users)

The overall effort led to a new assignment to Doxiadis Associates by the Organisation for

Planning and Environmental Protection of the city, of a more detailed appraisal concerning

seven of the above former military bases. Business plans have been prepared and

investment programs, resulting from the selection of alternative urban design proposals

previously elaborated. For each of these scenarios, the study presented the following:

• development cost for infrastructure and new constructions

• nature (public, private interests) and phasing of investments

• generated income and cash flows

• local authority involvement

Finally, a set of program implementation measures was formulated and specific

intervention designed, for the re-use of the converted areas as city parks, accommodating

inter-urban cultural or other services to highlight their dominant role as poles of attraction.

Former Military Bases review and exploitation/conversion studies in Bulgaria The European Commission requested an economic and social

analysis, legal, environmental and cadastre review of the territory of the two former military bases and promote conversion of two bases, according to EU Bulgarian accession policy. The successful project enhanced credibility and help secure long- term support.

Doxiadis Associates approach was based to the following activities and led to the Feasibility Study:

• fact finding, data collection/surveys omitted in the pre-feasibility study or requiring updating;

• identification of alternative solutions for the proposed project;

• analysis of alternative technical solutions;

• brief report summarizing the analysis of the alternative solutions;

• consultation meetings with decision makers/stakeholders to identify the preferred technical solution;

Alternative technical options for the project have been set out in sufficient detail to enable an informed decision to be made on the preferred solution.

Both sites were described as “Brownfield” developments.

Real Estate Feasibility Studies and Investment Proposals for three major land properties of the Church of Greece in Athens and Thessaloniki

Object of study was the formulation of business scenarios for future exploitation of the properties, including the following:

• Identification of present condition of lands and structures

• Specify surfaces by use and function within the site

• Analysis and evaluation of alternative development scenarios

• Elaborate Cash flows (investment costs, maintenance and operating costs and income) for each proposed alternative development scenario

• Selection on the basis of their impact on the environment and on the economic returns, based on the differential cash flows of each proposed alternative development scenarios, calculate the internal rate of return (IRR).

The conclusions drawn about the viability of each scenario has been examined with respect to practical applications, to the greatest extent possible, to secure certainty of performance.

Thorough examination of the financial viability of the proposed development scenarios concluded by applying a methodology for evaluating the project with cost / benefit analysis, considering the change brought by the implementation of one alternative over the other .

Real Estate Property at Athens International Airport – Greece

Doxiadis Associates were commissioned by the Athens International Airport S.A. to carry out a technical feasibility study for the definition of the areas and parcels of land at the new International Airport at Spata that can be commercially developed.

The study, covers an area of 2.5 sq. km and comprises identification of new infrastructure investments necessary for future installations by type of activity such as hotels, office buildings, warehouses and landscaped technological parks. The definition of uses considered safety regulations and major restrictions expressed by ICAO due to the proximity of the sites to the airport installations. The study concluded that a total built-up floor area of 1.3 million square meters for commercial purposes may be accommodated, distributed over 107 sites of an average size of 12,400 sq.m.

Architectural, Engineering, Construction Management Services for IKEA houseware hypermarket chain in Greece

DOXIADIS ASSOCIATES has provided Architectural and Engineering Consultancy Services to HOUSEMARKET S.A. the company that operates the worldwide chain of houseware stores IKEA .

The Services Provided included the following activities:

• Technical Evaluation of potential establishment parcels and selection (The final selection for Thessaloniki store occupied an existing building having a total area of 22.000 m² located in the middle of a 60.000m² parking lot).

• Complete remodeling of the existing building during which, all electromechanical installations and interior layout were removed and substituted with new materials and equipment.

• Structural strengthening of the roof of the metallic building in order to be capable of supporting the new HVAC equipment

Technical Advisor to the Banks for “Attiki Odos” Highway The project of the Elefsina - Stavros - Spata Airport motorway & Western Ymittos Peripheral road (commonly called "Attiki Odos") is one of the most important and complex infrastructure projects currently implemented in Greece.

The total budget of the Attiki Odos project amounts to 2,94 billion € and is implemented and it is funded by the Concessionaire own capital, the Greek State, the European Investment Bank and an International Group of Commercial Banks, under a D.B.F.O.T. contract (Design, Built, Finance, Operate, Transfer).

Doxiadis Associates and its mother Company Metrotech S.A. in cooperation with Halcrow Technical Consultant (through separate contract), supplies services to the International Group of Commercial Banks funding the Attiki Odos project. Leader of this Group is Bank of Tokyo Mitsubishi but also HypoVereinsbank, National Bank of Greece, Commercial Bank of Greece and Societe Generale participate in the Group. The duration of the TC's services is 5 years and his remuneration amounts to 2,35 million.
