I. Welcome & Introductions Melony Marsh called the meeting to order and announced a quorum was present. Attendees

introduced themselves, see attachment A. The following DCIDB members attended the meeting:

II. Approval of Minutes – March 19, 2019, Meeting Charmaine Vitek motioned to approve the minutes of the March 19, 2019, meeting as presented. Bruce Hanna seconded. The motion carried unanimously.

III. New Business: A. Mel Arts Mowing Contract, Sutherlin Industrial Park – Brandi Whelchel Brandi Whelchel explained the annual mowing contract included in the meeting packet for Mel Arts is for the mowing of the Sutherlin Industrial Park. She explained Exhibit 1 of the contract was modified to include an increase in the hourly rate from $45/hour to $50/hour and that the overall not to exceed maximum of $5,000 remained the same.

David Briggs Mowing Contract, South Umpqua Valley Industrial Park – Brandi Whelchel Brandi Whelchel explained the annual mowing contract included in the meeting packet for David Briggs is for the mowing of the South Umpqua Valley Industrial Park. C. CCD DCIDB Admin Contract, Second Extension – Brandi Whelchel Brandi Whelchel spoke about the second extension of the CCD DCIDB Admin Contract included in the meeting packet.

Charmaine Vitek motioned to recommend the Commissioners approve the second extension of the CCD DCIDB Admin Contract. Bob Ragon seconded. The motion carried unanimously. D. City of Sutherlin, Waste-Water Infrastructure Investment, Loan Request $171,780 – Jerry Gillham, City of Sutherlin Jerry Gillham spoke about the City of Sutherlin waste-water infrastructure investment loan request included in the meeting packet. Discussion ensued.

Todd Way motioned to recommend the Commissioners approve the City of Sutherlin’s Waste-Water Infrastructure Investment Loan Request of $171,780. Charmaine Vitek seconded. The motion carried unanimously. E. Reedsport/Winchester Bay Chamber of Commerce, 20th Annual Chainsaw Carving Championships, Grant Request $10,000 – Amy Stauffer, Debby Turner and Jennifer Rockwell Debby Turner spoke about the Reedsport/Winchester Bay Chamber of Commerce, 20th Annual Chainsaw Carving Championships, Grant Request of $10,000 included in the meeting packet. Discussion ensued.

Bob Ragon motioned to recommend the Commissioners approve a $5,000 grant for the Reedsport/Winchester Bay Chamber of Commerce, 20th Annual Chainsaw Carving Championships. Charmaine Vitek seconded. The motion carried with 4 Ayes: Charmaine Vitek, Lauren Young, Bob Ragon and Bruce Hanna, and 3 Nays: Guy Kennerly, Todd Way and Melony Marsh.

IV. Reports/Old Business: A. Budget – Melony Marsh Melony Marsh explained she presented the draft budget to the Board of Commissioners/Budget Committee on May 9th and that it was approved.

V. Open Discussion:

Charmaine Vitek asked Wayne Patterson about the progress of the Career Pathways Baseball Card project.

Partnership Report

2019 | August RENEWING MEMBERS OR CONTRIBUTORS: Thank you to City of Roseburg, Douglas ESD, The Neil Company Real Estate, Harvard Medical Park, RHT Energy, North River Boats, Mercy Medical Center, Avista, Jordan Cove LNG, Pacific Power, Umpqua Bank, City of Sutherlin, Tim Allen Equipment/Roseburg Rentals, FCR, Cow Creek Band of Umpqua Tribe of Indians, and DCIDB for renewing your membership. RECRUITMENT: Project Brave (July) – European client looking for an industrial site to locate a pulp and paper mill. Their source material will come from recycled paper. Business Oregon is working with a site selection firm from New York. The Reedsport Commerce and Technology Campus was submitted to Business Oregon and approved. Project Clark (July) – Business Oregon is searching for potential food manufacturing sites available for sale or lease. The minimum size needed is 50,000 SF. The Reedsport Commerce and Technology Campus and three mixed use properties for sale in Sutherlin were submitted to Business Oregon and approved. Project LeMans (July) – Business Oregon is working with an Asian corporation looking to establish a facility in the Pacific Northwest. They are looking for a 3 to 8-acre light industrial use green field site within Oregon to fit their needs of a vertical agricultural farm with an Agri-Tourism component (retail and restaurant facility). They prefer to be within a 1.5 hour driving distance of Portland. No sites have been submitted at this time. PROJECT REPORTS: New Truck Driving School: Working now with Jess from UCC and Alex Palm on site plan. Sutherlin Sewer Line to Support New Development: Was approved by DCIDB and is now being worked on by the City of Sutherlin. Southern Oregon Allied & Mental Health University:

a. We have chosen a site and have a verbal agreement in place. b. ECONW Economic Assessment report has been finalized and handed out at July

Board meeting. c. Legislative $10M ask was approved in July. Governor signed off in August.

Boutique Hotel: Based on a new site offered we have invited the builder back to town. Executive Housing: Still in discussion on timing for this project. Food Hub/Agriculture Distribution Center: Looking for a location. K-12:

a. Backpack/Allied Health Certificate: Over 440 students now enrolled in program its first year.

b. Career Path Baseball Cards: The new packs went to print in July and are in route to Douglas ESD. We will be distributing new Jr. High and Sr. High cards to all public, private and Charter Schools in Douglas County.

c. Growourown.org: Website development is underway. d. South County CTE Center: Funding opportunities are underway now for new

building on gifted site.

The Great Umpqua Events: a. 2019 3rd Annual 4th of July Food Truck Competition: Bigger, better and more

fun than ever before! b. 2019 2nd Annual Outdoor Days over Labor Day Weekend:

1. NUTcracker Mountain Bike Race on Saturday: Report to come. 2. Bash on Saturday night: Report to come.

c. Food Trail: Working with Travel Oregon to fund this another year. South Umpqua Valley Industrial Park rezoning:

a) The requested relocation and zone change for the 1.35-acre unit of land has been granted with a new business already found for this location.

b) The 8.00-acre amendment and zone change are now slated for September hearing. Funding was secured for traffic signal improvement. Traffic engineer is revisiting TIS to answer additional questions asked by ODOT.

Back 9: Coca Cola building underway. Other possible companies now interested in moving to this Industrial Park. UBEA: On hold for now until we have more time to work on. The Partnership Radio Show: I have dropped this project due to conflicts. RAIN: Working now on a plan to merge all entrepreneurial efforts into a clear pathway. Umpqua Pub Talk: The Partnership took over Umpqua Pub Talks from UBC. We hosted the June and July Pub Talks. July’s event included The Partnership’s first ever Pre-Seed Fund Pitch Fest. August Pub Talk was sponsored by Business Oregon. UEDP Website: Redesigning our website to include more Douglas County assets.

Douglas County’s Age and RacePopulation DistributionsAugust 20, 2019

Douglas County’s age and race population distributions are similar to the statewide distributions,although the county is somewhat older and less diverse.

The statewide and county age distributions have two distinct high points, the age groups thatinclude 55 to 69 year olds and the age groups that include 25 to 39 year olds. The formerrepresents the baby-boom generation and the latter, the millennial generation. While boomers arereaching retirement age, the millennials are reaching prime working age. The result may be atemporary skill shortage as more people retire than there are skilled people to replace them. Howserious this skill gap will become is uncertain, but the aging of the baby boomers should createopportunities for younger people who develop the right skills.

The age distribution of Douglas County’s population is somewhat different from the statewide witha smaller share of the population in the younger age cohorts and a larger share in the oldercohorts. Some of this is due to Douglas County’s popularity with retirees. Abundant outdooractivities and an extensive health care system, including a Veteran’s Hospital, explain some ofthe attraction.

Although Douglas County is slightly less diverse than the state, its racial and ethnic proportionsare similar to statewide proportions. Douglas County is 92.6 percent white, compared with 86.8percent statewide. The next highest racial category in the county is American Indian at 2.1percent. The reported Hispanic ethnicity is 6.0 percent in Douglas County, compared with 13.3percent statewide.

Regional economist Guy Tauer’s recent article examines education’s effect on

earnings in the South Coast region of Coos and Curry counties. According to data

from the Census Bureau’s Local Employment Dynamics, wages in the South Coast

are higher on average with greater levels of education. Although the wage premium

for bachelor’s degree holders compared with those with high school diplomas has

declined from its 2001 peak of 70 percent higher wages, bachelor’s degree holders

in 2018 still earned average wages roughly 46 percent higher than those with a high

school diploma. However, with the ballooning cost of four-year degrees, students

should think carefully about how they invest their education dollars.
