DOUGLAS COUNTY Office of the County Manager AGENDA ITEM TO: Board of County Commissioners THROUGH: Doug DeBord FROM: Cheryl Matthews, Director, Open Space & Natural Resources DATE: July 7, 2015 ITEM: Iron Horse Trailhead Location & Extent 1.4 Natural Resources Open Space & Natural Resources obtained approval of a Location & Extent for the Colorado Front Range Trail (CFRT) in April 2014. The L&E was just for construction of the 8.6-mile segment of the CFRT to connect Columbine Open Space, through the Town of Larkspur, to Greenland Open Space. A trailhead on Iron Horse Open Space was planned at that time to be a future amenity and not included in the trail L&E. Since approval of the trail L&E, the 3,800 s.f. house on the Martinez Open Space was demolished, the mobile home and outbuildings on Snortland Open Space were demolished, a major riparian restoration project was completed on Iron Horse Open Space, the Martinez bridge is being re-decked to allow for the weight of a fire truck, and Iron Horse was determined to be suitable for a livestock evacuation/sheltering site following the Black Forest fire where 40 head of horses were sheltered. In addition, the two neighbors that must access their private properties to the east of the Columbine trailhead have expressed concern about the amount of new use that may be generated by the addition of the 8.6-miles of the CFRT terminating at Columbine. Constructing a trailhead on Iron Horse will provide a larger area for equestrian parking and for special events, and would better facilitate access to the property for the emergency livestock sheltering. A $17,110 grant was recently awarded to the County to fund the outdoor arena for the trailhead. The Architerra Group was contracted in 2014 to provide the required studies, permits, and construction documents for the trail, and in 2015 to provide the plans for the trailhead at Iron Horse, and picnic facilities at Martinez. It is hoped to begin construction in late 2015 to be completed in spring of 2016 and open to the public. Funds have been appropriated in the 2015 budget to begin the project. The L&E for the trailhead will go to the Planning Commission in August 2015. Attached is a conceptual drawing of the trailhead plan for Iron Horse and Martinez Open Space properties and the overall map of the CFRT. Completion of the trailhead and trail will provide 57 contiguous miles of the Colorado Front Range Trail and provide public access to a significant amount of additional open space. Attachments
