Mission: Double Farmers’ Income by 2022How has the paradigm shifted to focus on income security for

farmers?

Budget 2016-17 drew attention to the severe underdevelopment of the backbone of India's economy – the farmer community.

Food SecurityOutcome: Ensure adequate food supply for the country’s population

Farmers’ Income SecurityOutcome: Sustainably double farmers’ income by 2022

Shifting its focus from food security, the Central Government established farmers' income security as a pan-India priority.

Doubling Farmers’ Income by 2022How can we create convergent action to double farmers’ income by

2022?

1Policy Makers Agricultural

BusinessesFarming Community

To help all stakeholders work together effectively, they need to be empowered with high quality, real time data. This will help them make better decisions and create a virtuous cycle of integration, impact and positive action.

Key stakeholders are:

How can we improve farmers’ access to sources

of credit?

Where do we deploy irrigation facilities to aid

maximum no. of small and marginal farmers?

How can we eliminate agencies involved in taking

crops to market?

How can we identify untapped market potential for mandis/

local markets for farm produce?

Where should we establish processing centers?

Which crops should we grow based on

water availability, soil health and other

inputs?

How can we provide access to credit at minimum interest

rates?

How can we help drive the most critical decisions for agrarian reform?

There is a lot of data in our systems...

...but all this data lies in silos — unstructured,

incompatible and inaccessible.

SocialCops’ Data Intelligence

Platform

Can we create a decision tool to facilitate strategic planning and real-

time tracking for schemes, programmes and interventions?

Page 7: Doubling Farmers' Income by 2022 through Data Intelligence

SocialCops’ Data Intelligence PlatformUnifies public data, scheme-level data and primary data in a single platform

• Query geographies based on identified parameters

• Understand interventions required by geography by exploring parameters

• Keep a pulse of the real time data from the ground, or existing sources to understand how the projects are progressing

• Understand the increase in net sown area, better crop rotation, or improved soil quality because of any intervention

1. Planning

Interventions

In which districts should the next 5,000 Soil Health Centers be set up?

Where should farmers sow water-intensive crops in the next season?

Which crops should be sown to ensure a good harvest?

Page 10: Doubling Farmers' Income by 2022 through Data Intelligence

Planning InterventionsWhere should various interventions be targeted?

1 2

3 4

Choose multiple parameters to filter down to areas of intervention.

Understand which districts to target.

Drill down to identify which sub-districts to target. Drill down further to identify which belts to target.

Page 11: Doubling Farmers' Income by 2022 through Data Intelligence

Planning InterventionsWhich are the best locations to deploy specific interventions?

For example, we want to identify intervention areas to open new Soil Testing Centres. We geo-query existing centres and target villages which do not have a Soil Testing Centre as of now.

Use case: Finding the best locations to open new soil testing centres

Villages without a Soil Testing Centres

2. Monitoring and

Tracking InterventionsHow have government schemes improved access to irrigation facilities? How many small and marginal farmers have been given access to credit facilities over the past 6 months?

Case StudyData-Driven Investments

Using data intelligence to invest $8 million in agriculture in

India

In partnership with

Page 19: Doubling Farmers' Income by 2022 through Data Intelligence

The Bill & Melinda Gates Foundation, created an $8 million fund to help reduce extreme poverty for small and marginal farmers in Bihar, Odisha and Uttar Pradesh in India. They wanted to use data to identify where they should invest to maximize their impact and focus on internal priorities. However, Indian agriculture data is scattered, inconsistent and difficult to work with.

*Map is for illustration purposes only

Page 20: Doubling Farmers' Income by 2022 through Data Intelligence

Data from 31 sources was aggregated. The data covered 209 indicators in 9 indices:

✓ Economic and agricultural profile

✓ ICT and infrastructure

✓ Crop productivity and coverage

✓ Horticulture productivity and coverage

✓ Financial services

✓ Livestock services

✓ Nutrition

✓ Women’s empowerment and services

✓ Policy and advocacy

Page 21: Doubling Farmers' Income by 2022 through Data Intelligence

Use CaseCan we resolve India’s nutrition problem by addressing its low crop

productivity?

Undernourishment is characterized by high

mortality rates, stunting and wasting.

India has a nutrition problem. Eating pulses improves nourishment as it’s more

nutrient-rich than rice or wheat.1 2

4Pulse cultivation is water intensive. Pulse production in

India has severely stagnated, mainly due to scarcity of

adequate water resources.

3

Can we solve India’s nutrition and crop productivity problem through targeted agricultural investments?

India has 39% of all malnourished

children of the world.

Economic losses associated with malnutrition

are estimated at 3% of India’s GDP annually.

Beta, dal khao!15% of India’s population is

under-nourished.

Key indicators include:

• Infant mortality rate

• Under 5 mortality rate

• % of children under 5 who are stunted

• % of children under 5 who are wasted

Page 22: Doubling Farmers' Income by 2022 through Data Intelligence

The takeaway:

the best places to invest to

improve nutrition

most efficiently and quickly

are the places with…

Poor nutrition indicators

low pulse productivity

good irrigation system
