The court, which is hearing the case on directions of the Supreme Court, had issued summons to some of the prosecution witnesses who failed to appear on Friday as it was served late. Jalla, who headed the investigation, along with three other witnesses will be appearing before the court tomorrow after the district and sessions judge had expressed his displeasure over absence of witnesses on Friday and had issued directions to him for his personal appearance on Monday. The parents of the victim were likely to be produced before the court on Tuesday as locating them and serving them summons took some time, the officials said. The court had on Thursday framed charges of rape and murder against seven of the eight accused, paving way for beginning of trial against them. The accused against whom charges were framed were Sanji Ram, his son Vishal, special police officers Deepak Khajuria alias Deepu and Surinder Verma, Parvesh Kumar alias Mannu, head constable Tilak Raj, and sub-inspector Arvind Datta, officials had said. The 62-year-old Kumar, a 1979-batch IPS officer of the Haryana cadre, retired in September last year after heading the National Investigation Agency, an anti-terror probe organisation, for over four years. According to an official order, Kumar has been appointed vigilance commissioner in the Central Vigilance Commission for a term of four years or till he attains the age of 65. The post was lying vacant since February. According to the rules, Kumar's tenure will come to an end in October 2020. The P2 Ex-NIA Chief appointed CVC Commissioner NL CORRESPONDENT NEW DELHI, JUNE 10 The government has opened up senior-level bureaucratic posts in several departments to people, even from the private sector, who are "talented and motivated", and willing to contribute towards nation building. According to an advertisement published in leading newspapers, the government is looking for 10 "outstanding individuals", even from the private sector, with expertise in the areas of revenue, financial services, economic affairs, agriculture, cooperation and farmers' welfare, road transport and highway, shipping, environment, forests and climate change, new and renewable energy, civil aviation and commerce. A Government circular said, "The Government of India invites talented and motivated Indian nationals willing to contribute towards nation building to join the government at the level of joint secretary." The initiative is being called lateral recruitment to senior positions in the government. The period of contract will be for three years from the date of commencement of service, extendable up to five years depending upon performance. Joint Secretaries are at a crucial level of senior management in the government of India and lead policy-making as well as the implementation of various programmes and schemes of the department assigned to them. They report to the secretary/additional secretary in the ministry or department and are normally appointed from all India services like the IAS, IPS, IFS and other allied services. The criteria for applicants include minimum age of 40 years as on July 1, 2018, graduate from a recognised university or institute. Higher qualifications would be an added advantage. Those who are eligible to apply are officers of any state or Union Territories government who are already working at an equivalent level or are eligible for appointment to an equivalent level in their cadre, with relevant experience. While there were reports initially that three terrorists had been killed, a defence spokesman confirmed that more terrorists have been killed while trying to infiltrate along the Line of Control (LoC). An infiltration bid has been eliminated along the LoC in Karen Sector (Kupwara district), the defence spokesman said. Troops noticed suspicious movement along the LoC in Keran sector in Kupwara district and challenged the infiltrators, an Army official said. The combing operation is in progress. In another incident in Jammu, two Army personnel P2 6 terrorists killed, infiltration bid foiled NL CORRESPONDENT PAHALGAM, JUNE 10 Taking a cue from last year's deadly bus attack, the security has been beefed up along the entire route of the Amarnath yatra, which commences on June 28. "Amarnath Yatra is sensitive, taking a cue from last year's incident; we are gearing up the security forces. We will ensure a safe Yatra," said Mohsin Shehadi, DIG CRPF in Kashmir. The jawans of Central Reserve Police Force (CRPF) are also being deployed at the vital places for the security of the pilgrims. The Jammu and Kashmir government along with Shrine Board has started the preparations for the smooth pilgrimage this year and in this process, the government along with Pahalgam Development Authority (PDA) has started clearance of snow from tracks and installing other logistical infrastructure for pilgrims who will undertake Yatra from Pahalgam side. The National Conference President also said that the central government was not sincere while speaking of a dialogue with the separatists. "It is simply a fill in the blanks exercise. There is pressure on India from the world that Kashmir must be normalized. It is a trap. Don't fall into it. Talk only when India comes up with a concrete proposal," Farooq Abdullah said in his message to the separatists. "Don't talk for the sake of talks. I don't think they (BJP) are ready to give you (separatist) anything. They are not sincere in their intentions. They want to drag them to the table only to discredit them," he cautioned the separatists, some of those top leaders are either in jail or are confined to their homes in Srinagar. The separatists have so far not come up with any positive indication that they would be engaging in a dialogue process with New Delhi. Satisfying for me is the appreciation of the chief minister and PDP Vice President for the work I did as a Minister for three years." "He was a jeweller in the court of Maharaja Hari Singh, the last Dogra ruler, and collected many of these items. My father sought only one thing in inheritance - these ancient manuscripts and other collections. We consider them our real inheritance," he says. The exhibition, "Shireen Qalam", has been organised by the J-K Academy of Art, Culture and Languages in association with the Department of Tourism and the Indian National Trust for Art and Cultural Heritage at the Tourist Reception Centre building here. The arrangements for Eid-Ul- Fitr were finalized heretoday at a meeting ofDistrict Officers andprominent citizens heldunder the chairmanship ofDistrict DevelopmentCommissioner RavinderKumar. Various issues related to thecelebration of Eid-ul-Fitrespecially the availability ofwater supply at thedesignated places for Eidprayers, uninterruptedpower supply, adequatesupply of ration, quality andrates checking of eatables,security and sanitationarrangements during thecelebration were discussedin the meeting.

The DDC issued directionsto the concerneddepartments to ensure un-interrupted water andpower supply. Extension to Halt-in-Operations

The Union Home Minister, Mr. Rajnath Singh’s,while summing up his two days whirlwind tourto Jammu and Kashmir, has said that the

extension if any, to suspension of the securityoperations in Kashmir would depend over the finalreview of the situation in the valley. Followingpersistent pressure exerted by the Kashmirpoliticians, including the Chief Minister, MehboobaMufti, the BJP led NDA Government find itself in adilemma over the issue of extension to unilateral haltin operations.There is a bigger confusion among the top BJPleaders as far as the issue of reopening of channels ofdialogue with the separatists in Kashmir isconcerned. After the Union Home Minister, RajnathSingh, blamed the Hurriyat leaders for raising thelevel of violence in Kashmir, possibilities ofseparatists accepting Government's offer for talksseem bleak.Rajnath Singh has blamed Pakistan for escalating thelevel of violence and has held Pakistan, separatistsand militants responsible for not reciprocating theGovernment's decision on declaration of unilateral‘ceasefire’. The Government had expected level ofviolence to have witnessed marked drop during theceasefire but the case was different.The security scenario since the unilateral halt insecurity operations against the militants would bereviewed and after receiving nod from varioussecurity and intelligence agencies, it may beextended. It is not a day's job and the Governmentwants to be fully satisfied that ceasefire has provedresulted oriented and then alone the Governmentmay extend ceasefire.The case is similar to the reopening of channels ofdialogue with separatists. First of all the Governmenthas to probe whether the Hurriyat leaders werewilling to hold talks and if the talks could beproductive. Without getting some feedback from theseparatists the Government may cut a sorry figure ifit invites separatists to talks and the Hurriyat leadersrefuse to accept the offer.

China and India arecivilisational states havingsome similarities but they

adopted different ways in the lastseven decades. China vehementlyrejects religion and categoricallyterms it as an evil thing.On the other hand, religion has gotsympathetic treatment in theindependent secular India. Theway of life in India has remaineddeeply embedded in religion.Indian system has neversuppressed any faith.Multicultural underpinning is itsUSP.The Communist Party in Chinapenalised people for practicingreligion. The case in point isrecent instructions by Xi Jinpingvis-a-vis Saka Dawa festival,considered to be the holiestfestival of Tibetan Buddhism.China has imposed a series ofmeasures prohibiting Tibetanschoolchildren from participatingin the festival that began lastweek. People have been barredfrom performing Buddhistpractices.The notification is similar to oneissued by China's educationbureau in the predominantlyMuslim Xinjiang UyghurAutonomous Region in thecountry's northwest. China hasbanned Muslim civil servants,students and teachers fromobserving fast during Ramzan.Though China is officially anatheist state as a surveyconducted in 2014 and 2015proved that more than 61 per centof Chinese are atheist, action byChinese rulers to suppressreligious practices facesdisapproval even from the HanChinese.Fundamental questions are beingraised: What is beyond materialcomforts? What is the meaning ofgood life? How could we achieveit? These basic questions haverattled the Communist Party ofChina which still holds thedoctrine that "religion is poison".Father of Xi Jinping was aprominent leader of theCommunist Party of China. Hechallenged the Communist Party'sapproach to the religion. In 1980s,he drafted a 20-page report andadvocated for acceptance of faithof different religions especially

three religions which arehistorically connected to China:Buddhism, Taoism andConfucianism.This document is known asDocument -19. In fact, one ofsignature lines of Xi's father issaid to have been "If the peoplehave faith, the nation has hopeand the country has strength". Butthe current President is relentlessin suppressing the religiousbeliefs and faiths not merely inTibet and Xinjiang but throughoutChina. The desperation among thepeople is equally high. At a similaror even stronger move towardsspiritualism is emerging amongthe Han Chinese, the ethnic groupthat makes up 91 per cent of thecountry's population.China is undergoing a spiritualrevival similar to the GreatAwakening that took place in theUnited States in the nineteenthcentury. The burst of religiousand spiritual activity poses risksfor the Chinese Communist Party.Across China, hundreds oftemples, churches and mosquesopen every year, attractingmillions of new followers. Thefaith and values are returning tothe centre of a national discussionover how to organise Chinese life.China's ethnic minorities,especially Tibetan Buddhists andUighur Muslims, have long valuedreligion as a form of resistanceagainst an oppressive centralstate.The two different things arehappening in today's prosperousChina. One is the common peoplewho are exploring their lostspiritual thrusts which had beensuppressed by the successiveregimes. Second, the Communistregime is more determined not toallow any kind of liberal approachwhich will may challenge theCommunist regime. The tussle isset to create problems in theforeseeable future in China.The history of religious repressionin China has a long history. Thefirst phase began in 1912 with SunYat-Sen when he starteddemolishing local temples.Nationalist party chief Chiang KaiShek who followed him in 1926started the New Life Movement tocleanse China of its old ways. Onthe name of destroyingsuperstitions, he attacked ritualsand demolished temples. The rest

was done by the Communist Partyof China.In the late 1950s, Mao Zedongbegan to suppress most religiousactivities. During the CulturalRevolution in 1966 began the mostfurious attack on religion.Virtually every place of worshipwas closed, and almost allclergies were driven out. Priestsand nuns were put behind bars.China's good number of Christianfollowers went undergroundduring the Cultural Revolution.Christianity began to spread inChina's economic heartland andamong its most influentialclasses. But the major uprisingsare from Tibet and Xinjiang. Thereasons are very simple. In thelast 65 years of suppressive ruleof the Communist Party, China hasfailed to trample Tibetan voice. Ithas miserably failed to win heartsand minds of Buddhist lamas.China claims that the Tibetanculture and people have beenmuch better off since itsoccupation rule began in 1959. Itclaims, "Tibet's traditional cultureis well protected and promoted,and freedom of religious belief inthe region is respected, while itsecological environment isprotected. The White Paper alsopresents data to justify its ruleover the last 59 years. It claims:earlier Tibet did not have a singleschool in the modern sense; itsilliteracy rate was as high as 95per cent among the young andmiddle aged; there was nomodern medical service, andpraying to the Buddha for succourwas the main resort for mostpeople if they fell ill; their averagelife expectancy was 35.5 years.Beijing compares these to therapid development andmodernisation that has occurredin the last 65 years."The fact of the matter is that theTibetan community has beenbutchered and subjugated toreduce them to slavery. Their twinidentities of faith and pastorallives were forcefully destroyed bythe Communist regime. Tibet hadbeen strategically divided into twoparts.The Tibet Autonomous Region(TAR) has been converted into anuclear dustbin, spreading deadlydiseases such as cancer.Thousands of Tibetans are behindbars. Their economic status is

very low. The policy oftransferring the Han Chinese intoTAR is making the Tibetans aminority community in their ownregion.There was further disappointmentfor the Tibetans and supportersacross the world at the beginningof 2015 when China announcedplans to increase the Han-Chinese population of Tibet by 30per cent by 2020, a total ofapproximately 2,80,000 arrivals.Difference between Modi and XiGetting June 21 declared asInternational Yoga Day is asuccess of Prime MinisterNarendra Modi's culturaldiplomacy. Indian heritage ofculture is based on 'VasudhaivaKutumbakam': The world is one.Whereas Chinese culturalbaggage is driven by economicconfabulation.The recent attempt of Xi to playthe Buddhist card is stirred byforce and coercion. All Buddhistcountries from South Asia toSouth East Asia were lured andthreatened to expand thesignature campaign of One BeltOne Road of Xi.However, Modi's approach iscompletely different from theChinese. During his first Nepalvisit, Modi talked about Buddhaand Yuddha. Both cannot movetogether. India is connecting tothe Buddhist countries withoutignoring or skipping any one. Howis it possible to build the BuddhistCircuit by ignoring the DalaiLama?India believes that the worldpeace and fraternity are onlypossible through the spirit ofspiritualism. The Yogic philosophyis the reassertion of mentalfitness and thinking beyond yourown self-interests. China isamassing economic capital byusing Buddhism as a tool. That iswhy China is desperate to bringthe Dalai Lama back to Tibetbefore he dies.If his Holiness does not go thereduring his life time, the legitimacyof Tibet and supremacy ofBuddhism will remain disputedfor China.

Spiritual India vs godless China: Article of faith

For over two decadesnow, the Pakistanisand their advocates

in India have successfullypeddled the half-truth thatIndia isn't an issue inPakistani elections. Thefirst time this lemon wassold was after the 1997elections in Pakistan.Nawaz Sharif swept thosepolls hardly evermentioning India duringthe entire campaign.Since then, Pakistani spindoctors and apologistshave constantly harpedthe line that whilePakistan is inevitablydragged in as an issue inIndian elections, Indiabarely figures as a votegetting issue in Pakistanielections.But this proposition is atbest erroneous and atworst mendacious. Thereality is that India loomslarge on the political scenein Pakistan, even if itdoesn't figure as a centralpoint during electioncampaigns; conversely,even though Pakistan isbecoming a political issuein Indian elections, it is atbest one of the manyissues raised during thecampaign and has neverbeen the central issuearound whichcampaigning is done.Spin doctorsThere is often a tendencyto dumb down electionresults and analyse themnot objectively butaccording to the

predilection or prejudiceof the analyst. Thepolitical setting andbackdrop in which anelection happens oftendecides the issues thatwill rule the politicalcampaigns of the variousplayers.In Pakistan, the 1988 pollswere for the restoration ofdemocracy after the darkdictatorship of Gen Zia-ul-Haq. The 1990 electionswere about BenazirBhutto's fecklessgovernance and the civil-military tensions whichled to facilitating a right-wing coalition led byNawaz Sharif to win thepolls. India was very mucha factor in these electionsbecause Benazir wasaccused of selling out theKhalistani terrorists toIndia.By 1993, Nawaz Sharif hadfallen out of favour andBenazir ingratiated herselfto the "deep state" andwon the elections, with alittle help from the men inkhaki. Her second tenurewas one in which she tooka strident stand onKashmir and refused alldialogue with India.That, of course, didn't saveher when theestablishment decidedthat they had enough ofthe Bonnie and Clydemodel of governance ofBenazir and Asif Zardari.The 1997 elections werefought almost entirelycentred on this one issue;everything else, includingIndia, was irrelevant atthe hustings.After winning, Nawaz, of

course, played along withthe spin that India was nolonger an issue inPakistani politics. The2002 polls were moreabout Afghanistan thanabout India, and in anycase were engineered toserve the politicalinterests of the thendictator, General PervezMusharraf; 2008 wasabout restoration ofdemocracy and Benazir'sassassination; 2013 wasalmost entirely about badgovernance by the PPP andthe crippling energy crisis;and 2018 will be mostlyabout Nawaz Sharif'souster.Here is the thing: thereare broadly only twoscenarios in which thereis no purchase in agitatingan issue at the hustings -one, if the issue isredundant and has notraction among theelectorate; two, ifeveryone is saying thesame thing and there islittle to distinguish theposition of one party fromthat of another. India fitsinto the latter category.The fact of the matter isthat while India might nothave figured prominentlyin Pakistani elections, nopolitical party in Pakistanever sought votes on aplatform of wanting toimprove and normaliserelations with India. It issheer bunkum whenPakistanis say that thereis political consensus onimproving relations withIndia. What they invariablysidestep is that thisconsensus is based on the

caveat that disputes(particularly Kashmir) willbe resolved according toPakistan's wishes.Deep stateEven more important isthe fact that before theelection campaigning evenstarts in Pakistan, theIndia factor has alreadybeen used to target one orthe other contenders as atraitor, an Indian"influence agent", soft onIndia, etc.For instance, even thoughIndia is unlikely to featureforthcoming elections, the"deep state" along with itscamp-followers in otherparties as well as themedia mujahideen, havecarried out a sustainedpropaganda againstNawaz Sharif and hisIndia-friendly policies.Bilawal Zardari refers toNawaz as "Modi ka yaar(friend)", Imran Khan andhis cohort have calledNawaz Sharif a "securityrisk" - a term NawazSharif and his cohort usedto use for Benazir Bhutto.Nawaz Sharif has beencalled a traitor for aninterview in which he

questioned the handlingof the 26/11 case, he hasbeen pilloried for beingfriends with an Indianindustrialist, forwelcoming the Indian PMto his house in Lahore,and for not referring toKulbhusan Jadhav ininternational forums topaint India in luridcolours.In other words, anyassociation with India isstill seen as a kiss ofdeath in Pakistanipolitics. If therefore,India is not mentioned inelections, it doesn't meanIndia is not an issue inPakistani politics.Pakistan lobbyIt may seem strange butis perhaps notsurprising, that while thePakistan lobby in Indiablithely ignores the anti-India rants that precedean election in Pakistan,they overblow andoverplay any reference toPakistan during Indianelections. No election inIndia is fought on a singleissue, certainly not anissue like Pakistan. Tothe extent that Pakistan

Come summer and as soon as the shout of 'Kulfi le lo' fills the air, children as well as adults rush to buy this delicious chilled delight. Kulfi is a traditional cold dessert native to India, which kulfiwalas sell in huge earthenware pots. These are also known as matkas which are covered with a damp maroon cloth. These vendors go door to door with the kulfi, which is frozen by placing the moulds inside the pot that is filled with ice and salt. They sell the kulfi on a stick, in a terracotta cup or cut them into bite-sized pieces and serve these on a huge green leaf. Even now these kulfiwalas do the rounds of residential areas and are a common sight on the crowded beaches of Mumbai.

Origins of kulfiThe process of evaporating milk to make it dense was already popular in India as the sweet dish rabri. Later, during the Mughal period, this mixture was flavoured with pistachios and saffron, packed and sealed into metal cones and immersed in slurry ice, resulting in the invention of kulfi as we know it today. The recipe also finds a mention in the Ain-i-Akbari, a document recording the administration of Emperor Akbar since it was a popular item prepared in the royal kitchens.

The traditional kulfiKulfi is traditionally prepared by evaporating sweetened and flavoured milk by slow cooking, while continuously stirring to keep the milk from sticking to the bottom of the vessel. When its volume lessens and the mixture thickens, it is kept aside to cool and is garnished with cardamom, saffron, or pistachio nuts. This mix is then frozen in tightly-sealed clay khulars, which are submerged in ice mixed with salt to speed up the freezing process. While this process is still followed, nowadays there are individual kulfi moulds available that are refrigerated for six to seven hours after which they are ready to eat. However, the slow freezing process in a khular ensures a smooth kulfi without any ice crystals while also giving an earthy flavour to the dessert.

Bhubaneswar, Jun 10The Odisha police haveinitiated a major reform bydeciding to segregatecrime investigation fromlaw and order functions in115 police stations of thestate to improve theconviction rate in criminalcases, among the lowest inthe country.“The existing sanctionedstrength was far less thanrequired. As policing is a24-hour job, we needseparate manpower forinvestigation and law andorder,” said Odishadirector general of policeRP Sharma.The DGP said a proposalhas been submitted to thehome department last

week seekingaugmentation of the policemanpower so thatinspectors in 115 of the523 police stations canfocus only on theinvestigation of crimes.The chosen police stationswere picked after a month-long exercise to categorisethem on the basis ofnumber of cases they

handled annually,urbanisation, population,communal sensitivity andindustrialisation.“Growing urbanisation andrapid increase inpopulation as well asindustrialisation haveadded multifarious jobs toa police station, makingpolicing very challenging,”Sharma said.

As per the proposal, thepolice stations have beendivided into threecategories depending onthe population they caterto. The Category A policestations will have aninspector and 34subordinate staff,Category B stations willhave one inspector and 24junior officials andCategory C will compriseof an inspector only 18sub-inspectors and othersto investigate crimes.The proposal also seeks tohave another inspectorwith over two dozen beatconstables to maintain lawand order and preventcrimes. An official familiarwith the matter saidimplementation of theproposal will requirehiring of personnel at alllevels.

office on May 22 and“threatened” her.“He questioned me why Iwrite on files the wrongsthe department has done,”she wrote.The senior officerallegedly threatened to filea complaint and “spoil herAnnual Confidential Report(ACR) if she did not stopwriting adverse commentson the official files”.The senior officersummoned her on May 31“and instructed his staffthat no other personshould enter the room”.“He asked me to tell whattype of work I wanted todo, whether I wantdepartmental work ortime-pass work... And thenhe asked me to stopwriting adverse commentson the files.

“He told me that like anewly wed bride, she hasto be explained everything,and he was explaining tome in the same manner.His behaviour seemedimmoral,” she alleged.On June 6, the seniorofficer called her in hisoffice at 5pm and askedher to stay there till7.39pm, she claimed.“I was sitting on the otherside of the table in front ofhim. He asked me to getup and come closer to hischair. When I reached theother side of the table, hepretended to teach mehow to operate acomputer. I rushed back tomy chair... After sometime, he got up. Pretendingto find a paper, he cameclose to my chair andpushed it,” she wrote.

off that took place duringthe peak monsoon period.The sharing of hydrologicaldata also coincides with thetwo sides agreeing toresume the annual exercisebetween their armies. The country’s largest lender SBI willconduct auction of 12 non-performingaccounts (NPAs) later this month torecover dues of over Rs 1,325 crore.The e-auction of these accounts willtake place on June 25, according to anSBI notice.The NPA accounts that have been putunder the hammer include Ankit Metal& Power Ltd (Rs 690.08 crore), ModernSteels Ltd (Rs 122.61 crore), GoodHealth Agrotech Pvt Ltd (Rs 109.14crore), Amit Cottons Pvt Ltd (Rs 84.70crore), and Ind-Swift Ltd (Rs 80.49crore).The remaining are Nikhil Refineries(Rs 52.85 crore), Bhaskar ShrachiAlloys (Rs 51.48 crore), Sri GaneshSponge Iron Pvt Ltd (Rs 38.96 crore),Asmita Papers (Rs 37.23 crore), ForelLabs (Rs 22.86 crore), Karthik Agro

Industries (Rs 20.82 crore) andAbhinandan Interexim (Rs 14.15crore).State Bank of India (SBI) saidinterested bidders can conduct duediligence of these assets withimmediate effect after submitting theexpression of interest and executing anon-disclosure agreement with thebank.The lender’s gross non-performingassets or bad loans as on March 31,2018, reached Rs 2.23 lakh crore,which was 10.91 per cent of grossadvances by the end of 2017-18.SBI reported a record net loss of Rs7,718 crore in the fourth quarter endedMarch, and of Rs 6,547 crore for 2017-18 due to higher provisioning for badloans.The net NPAs were Rs 1,10,855 crore(5.73 per cent of net loans) by end ofMarch, 2018.

SBI said that the recovery in itswritten-off accounts improved to 21.18per cent in March quarter and thelosses during the past fiscal weremainly because it was required tomake provisions at a higher rates inrespect of advances to stressedsectors of the economy.The Reserve Bank’s revisedframework has earmarked specifiednorms for early identification ofstressed assets, timeline forimplementation of resolution plansand a penalty on banks for failing toadhere to the prescribed timeline.These guidelines came after thebanking sector regulator scrapped theprevious mechanisms such as theCorporate Debt RestructuringScheme, Strategic Debt RestructuringScheme (SDR) and Scheme forSustainable Structuring of StressedAssets (S4A).

Losses of public sectorbanks crossed a whoppingRs 87,300 crore in 2017-18fiscal, topped by scam-tainted Punjab NationalBank which took a hit ofnearly Rs 12,283 crore.Of the 21 state-owned banks,only two banks, Indian Bankand Vijaya Bank, postedprofits during 2017-18.Indian Bank posted thehighest profit of Rs 1,258.99crore and Vijaya Bank’sprofit was Rs 727.02 crore inthe fiscal.So, the net loss posted bystate-owned banks wasabout Rs 85,370 crore in2017-18 as against a net

profit of Rs 473.72 crore inthe previous fiscal.The 19 government-runbanks collectively posted anet loss of Rs 87,357 croreduring the fiscal, accordingto the latest quarterlynumbers posted by theselenders.Punjab National Bank, which

is reeling under more thanRs 14,000-crore scamallegedly perpetrated byNirav Modi and associates,posted a net loss of Rs12,282.82 crore last fiscal. In2016-17, the Delhi-headquartered bank hadposted a profit of Rs 1,324.8crore.

PNB was followed by IDBIBank, whose net losswidened to Rs 8,237.93 crorein the fiscal ended March2018 from Rs 5,158.14 crorein the previous year.India’s largest bank StateBank of India too addedhugely to the combinedlosses of PSBs. SBI’s net loss

in 2017-18 stood at Rs6,547.45 crore as against anet profit of Rs 10,484.1crore in 2016-17.Indian banking sector isgrappling with mountingnon-performing assets(NPAs) and host of scamsand frauds.The NPA in the bankingsector stood at Rs 8.31 lakhcrore as of December 2017.Weak financials due tomounting bad loans havealready pushed 11 banks,out of 21 state-owned banks,under the Prompt CorrectiveAction (PCA) framework ofthe Reserve Bank.The recent tight prudentialnorms released by the RBIon February 12 have addedto the NPA woes.Interim Finance MinisterPiyush Goyal has announcedsetting up of a committee to

PSU banks suffer whopping Rs 87,000 cr loss in FY18

The cumulative loss of public sector bankscrossed Rs 87,357 crore in the 2017-18fiscal, with scam-tainted Punjab NationalBank topping the chart with a hit of nearlyRs 12,283 crore followed by IDBI Bank.Out of 21 state-owned banks, only two --Indian Bank and Vijaya Bank -- postedprofits during 2017-18. Indian Bank postedhighest profit of Rs 1,258.99 crore and theVijaya Bank’s profit worked out to be Rs727.02 crore.The remaining 19 government-run bankscollectively posted a net loss of Rs 87,357crore during the fiscal, as per the latestquarterly numbers posted by these lenders.All 21 banks had together posted a net profitof Rs 473.72 crore in the 2016-17 fiscal.Punjab National Bank, which is reelingunder over Rs 14,000-crore scam allegedlyperpetrated by Nirav Modi and associates,posted a net loss of Rs 12,282.82 crore lastfiscal. In 2016-17, the Delhi-headquarteredbank had posted a profit of Rs 1,324.8 crore.

PNB was followed by IDBI Bank, whose net

loss widened to Rs 8,237.93 crore in thefiscal ended March 2018 from Rs 5,158.14crore in the previous year.India’s largest bank State Bank of India tooadded hugely to the combined losses ofPSBs. The bank hasalready instituted anindependent enquiry intoallegations of 'conflict ofinterest' and 'quid pro quo'in Kochhar's dealing withcertain borrowers.Earlier in March, when thereports first surfaced inthis regard, the bank hadsaid that its board has "fullconfidence and reposesfull faith" in Kochhar.Sources said the SEC isactively looking into thematter as ICICI Bank islisted in the US also and itmay seek further detailsfrom its Indian counterpartthe Securities andExchange Board of India(SEBI), which has alreadyissued show-cause noticesto ICICI Bank and Kochharas part of its probe.Officials said the SEBI hasbeen approached for someclarification that would beprovided to the bank andits CEO, among others.Those looking into thematter also include thebanking regulator RBI and

the Corporate AffairsMinistry, while the CBI hadearlier registered apreliminary enquiryagainst Kochhar's husband,among others, andextensively questioned herbrother-in-law in April.The cases under scannerinclude the bank's Rs 3,250crore loan to VideoconGroup in 2012 and theinvolvement of Kochharfamily members inrestructuring of the loan.Last week, Interim FinanceMinister Piyush Goyal saidthe law would take its owncourse in the alleged caseof nepotism at ICICI Bank,even though it is a goodbank with "very robustprocesses" and there wasno cause for concern forany of the stakeholders ofICICI Bank per se.There are allegations ofimpropriety in ICICI Bankextending loans to somecompanies and enjoyingreciprocal benefits.It has been alleged thatfamily members of thebank's chief, including her

husband Deepak Kochhar,got financial favours fromthe borrowers against theloans sanctioned by thebank.It was also alleged thatVideocon Group pumpedmoney into NuPowerRenewables, a firm ownedby Deepak Kochhar.SEBI has issued a notice toKochhar over the bank’sdealings with VideoconGroup and Nupower.There are also allegationsthat NuPower gotinvestments of Rs 325crore from Mauritius-based Firstland Holdings, acompany owned byNishant Kanodia, son-in-law of Essar Group co-founder Ravi Ruia.An independent probe wasordered by ICICI Bankboard after freshallegations of quid pro quowere levelled by activistand whistle-blower ArvindGupta, who also accusedRuia brothers of Essargroup of having got unduefavours from the bank for"round-tripping"

A panel headed by aformer Kerala High CourtJudge has indicted theNational University ofAdvanced Legal Studies(NUALS), Kochi, forvarious "defects" and"imperfections" inconducting CLAT-2018 butrecommended againstholding the test afresh.In its report submitted tothe court, the GrievanceRedressal Committeeheaded by Justice MRHariharan Nair saidmajority of complaintsrelated to failure of initiallogin which "must havearisen from the hardware,software and networkdeficiencies".The Supreme Court, whichhad earlier allowedpublication of results ofCLAT-2018 and refused tostay the counsellingprocess, will consider thereport on Monday.The panel indicted theorganisers of CLAT-2018(NUALS, Kochi), saying,"Conduct of a test of thismagnitude withoutproviding efficientsoftware and computers tothe candidates hasresulted in avoidableinterruptions in answeringquestions."It said, "Power failurewhich affected manycentres has resulted inloss of time anddisturbance to theconcentration of mindrequired for smoothperformance in acompetitive test."However, the committeedid not recommendcancellation of CLAT-2018and re-conducting theentire test, "consideringthe magnitude of therequirements and theneed to ensure smootheducation of thesuccessful candidatesduring the currentacademic year".Instead, it suggested that

the candidates whosuffered due to technicalglitches andmismanagement should becompensated."When the list is re-drawnafter provingcompensation as above, ithas to be ensured that therank of candidates in theexisting list are notaffectedThis will ensurethat no heart burn iscaused to candidates whohave already ensuredtheir berth in the ranklist," the panel said in itsreport.With regard to conduct offuture examinations, itsuggested that "availabilityof UPS and air conditionfacility of efficiency mustbe ensured."Around 54,000 candidateshad undertaken theCommon Law AdmissionTest (CLAT) 2018conducted by NationalUniversity of AdvancedLegal Studies, Kochi, onMay 13 with the help ofM/s Sify Technologies Ltdfor admission to LLBcourses in 19 national lawuniversities.Several law aspirants hadmoved the top courtseeking cancellation ofCLAT-2018, alleging grossmismanagement andtechnical glitches.Contending that CLAT wasa merit-based competitiveexamination, thepetitioners had submittedthat their rank woulddrastically vary evenbased on a score gap ofone or two marks. In sucha test with a limited timeframe of 120 minutes, lossof time due to technicalissues may render theentire effort of thepetitioners futile.The petitioners allegedthat some candidateswere given extra time onaccount of technicalglitches, which amountedto violation of their right toequality and vitiated theidea of merit.

CLAT-2018 has beenhitting headlines sinceMay 13 with severalpetitions being filedagainst it in various highcourts and the top courtseeking its cancellation.

A woman IAS officer ofHaryana cadre hasaccused her superior — abureaucrat of the rank ofadditional chief secretary— of sexual harassment.The woman, an officer ofthe 2014 batch, said in aFacebook post today thatthe senior officer wouldmake her stay late at work— until 7 or 8 pm, makeunwanted advances, andeven tried to threaten herinto not putting on recorddissenting commentsabout work because itwould reflect poorly on thedepartment.She went on to allege thatthe officer has alsothreatened to "spoil" herACR.The IAS officer againstwhom the woman hasmade the allegations,however, termed these as"false and baseless".
