Vocabulary

Hate speech – Speech that is meant to hurt an individual or group and that is based on discrimination and bias.

Can government outlaw hate speech?

No. The Supreme Court has not allowed government to pass laws banning hate speech. It would violate the First Amendment.

The only exception is “fighting words” or words meant to incite immediate violence or illegal action.
