What is Transportation Programming?Transportation Programming is the public

decision making process which sets priorities and funds projects envisioned in long-range transportation plans. It commits expected revenues over a multi-year period to transportation projects.

The California Transportation Commission (CTC) is responsible for the programming and allocation of funds for the highway and transit improvements through California.

STIP – State Transportation Improvement Program

The STIP is a Five Year Program of Projects, which are nominated by the Department for funding in either the Interregional Transportation Improvement Program (ITIP) or by the regions for funding in the Regional Transportation Improvement Program (RTIP)

Most of the projects result in transportation improvements that result in increased system capacity or significant operational improvements.

SHOPP - State Highway Operation and Protection Program

4 year Transportation Programming Document updated every 2 years.

Projects are designed to maintain safety and integrity of the state highway system i.e. pavement, road and bridge rehabilitation, traffic safety improvements and improvements to road side rest areas.

Generally SHOPP Projects make the state highways safe and do not increase capacity of highway.

TCRP- Traffic Congestion Relief Program

• AB 2928 and SB 1662 -Legislation approved in 2000

• Approved $5.3 Billion for a specific group of 148 projects

• Funded from Sales tax on gasoline until 2008/2009

The Division of Programming develops and manages the Departments multi-year capital programs and provides liaison with the California Transportation Commission (CTC).

Most of the Division’s activities are directed by State statutes or by Federal regulation.

Federal Transportation Improvement Program (FTIP)

Each MPO Prepares its own FTIPEach FTIP must include all projects with

Federal Funding, or the project is considered “Regionally Significant.”

Each MPO’s FTIP must demonstrate “Financial Constraint.”

Each MPO that is designated air quality standard “Non-Attainment or Maintenance” must have their FTIP demonstrate Air Quality Conformity, approved by FHWA/FTA.

Federal Statewide Transportation Improvement Program (FSTIP)

Caltrans Prepares the FSTIP and submits it for approval to FHWA/FTA

The FSTIP includes all the MPO’s FTIPsCaltrans acts as MPO for Rural Areas of the

State (areas that are not part of an MPO)Caltrans includes rural projects that are

Federally funded or considered Regionally Significant into the FSTIP

The FSTIP must be financially constrained, but is not subject to an Air Quality Conformity Finding
