he driver of a Strand South African
PoliceService(SAPS)vehicleisfacing
a charge of culpable homicide after a
pedestrian was struck down and killed in
the Strand on Friday 14 December.
ASomersetWest couple,whowitnessed the
accident whilst driving to the beach with a
friend, related the incident to DistrictMail
this week.
The incident occurredaround17:45 inMain
Road.
We saw a young woman, probably in her
late twenties or early thirties, stop in themid-
dleof theroad (onthewhite line) inanattempt
to get to the other side. Suddenly I heard a
siren, and as I looked into my rear view mir-
ror, I sawaspeedingpolicevanapproaching,
said oneof thewitnesses anddriver of the car.
The driver said the police vehicle was ap-
proaching at a very high speed in the middle
of the road.
I slowed down and moved as far left as I
could in order for police van to pass us. Still
speeding, the van passed us, but we all knew
what was about to happen, he says.
The drivers wife added the pedestrians
fate was clear and it seemed she knew it.
When she saw the police van coming her
way, I could see the fear in her eyes and she
didnt know what to do.
She brieflymovedback and then forth, not
knowingwhere to turn towith the twooncom-
ing vehicles approaching her.
The next minute, she was hit by the van
and flunghigh into theair likea ragdoll, land-
ing face down on the tar road.
The witnesses said the police vehicle
stopped and the two policemen got out and
stood staring at the scene.
I understand that they were in shock, but
its human nature to rush to someones aid
when they have been hurt, but they just stood
there, said one of the witnesses.
Traumatised by the horrific incident and
infuriated that something like this could hap-
pen, the driver of the car hooted profusely to
get the attention of the policemen, but they
just ignored him.
He says that initially they also stopped at
the scene to ask the policemenwhy theywere
driving so recklessly, but decided against it
as the incident was too traumatising to ex-
change words.
Seeing that theyare thepoliceweassumed
the incident would be attended to, so we left,
says the driver.
The couple says they passed the scene on
their way home from the beach about 40 min-
utes later and the police were still there. The
body, however, had been removed.
The couple reported the incident to the
Strand police station the next morning
around 10:45. Theywanted to act aswitnesses
for the girl in case the police decided to try
and cover up what had happened.
This was a senseless accident and we like
to see justice take its course and see to it that
the family of the dead woman receives com-
pensation.
It wasnt dark and the road was clear of
any obscurity. How the policemen did not see
this girl or give way, is beyond me.
The Strand police confirmed that a case of
culpable homicide had been opened against
the driver of the SAPS vehicle and the case
is being investigated by the Independent Po-
lice Investigating Directorate (IPID).

Gordons Bay was recently includ-
ed as a pit stop for a seaside stroll
with a difference.
OnThursday10January,Robyn(18)
and Angus Moore (49) from Darling
started their two-week journeyon foot
fromMuizenberg to Mossel Bay in an
attempt to raise awareness of autism.
On completion of their first 49,2 km
of their 600 km charity walk, a rest
stop at the Villa Via Hotel for the
evening was in order.
The first time I did this route was
for the very same cause back in 1987.
Then Iwas fitter, but now its definite-
ly more strenuous on the body,
laughs Angus.
According to Robyn the walk is
tougher than she had expected. Your
feetaresoreandhaveblistersonthem,
but it is an amazing experience.
On average this father-and-daugh-
ter duo will cover about 35 km a day,
carrying back-packs weighing 15 kg
each.
The contents of the back-packs in-
clude little stoves, crockery and cut-
lery, and the bare essentials such as
toiletriesandtwoorthreesetsofcloth-
ing.
And as if the trip was not difficult
enough, the team will be completing
thewalkwithnoassistancewhatsoev-
er. We have our cellphones on us in case of
an emergency, says Angus.
He also says that the only stops along the
road are for quick lunch breaks.
We will pop in at a convenience store and
purchase the food one would usually pur-
chase when camping and cook it in our
stoves.
Angus says that extensive planning went
into this event. The accommodation mostly
hotels, private houses and lodges was spon-
sored and had to be organised before their
adventure could start.
Although we have accommodation, we
will be sleeping on some of the beaches at
least for four nights, he says.
Angus is the founder of Charity-on-the-Go
which aims to help organisations to raise
funds by means of collection tins, walks and
other events or activities. According to him
the initiativewas sparked by the fact that au-
tism is the fastest growing disorder in the
country,andhisyearsof involvement inrais-
ing funds for autism.
With this walk we would not only like to
raise awareness on the issue, but also im-
plorepeople torendersomeassistance topeo-
ple with autism in your community, ex-
plains Angus.

Lucas Pretorius, eienaar van die bekende
Old Bridge Tavern in Somerset-Wes, is Dins-
dagoggend met di woorde begroet toe hy by
die kroeg aangekom het.
Pretorius, wat die kroeg sedert Julie 2006
het, het ges dat hy op die betrokke oggend
om 07:00 daar aangekom het. Hy het soos ge-
woonlik in die parkeerarea agter die gebou
parkeer en na die kroeg se agterdeur gestap.
Toe ek so 3 m van die deur af is, het n
manmet n pistool vanuit n inham langs die
deur gekom en geld geis, het hy ges.
Dimanhet duidelike instruksies aanPre-
torius deurgegee omdie deur oop te sluit, die
alarm af te skakel en die geld uit die kluis
te gaanhaal. Die nagwagwat daar naby gesit
het, is ook saam met Pretorius in die kroeg
forseer.
Ons vermoed dat dit n inside job was,
want die dief het presies geweet waar alles
is. Hy kon presies vir my s om die alarm
af te sit en om nie die paniekknoppie te druk
nie. Hy het ook geweet van ons kameras en
het gevra ek moet die beeldmateriaal aan
hom oorhandig.
Pretorius het aan die dief verduidelik dat
die beeldmateriaal nie op n CD gelaai is nie,
waarnahydierekenaarstelselontkoppelhet.
Behalwe vir die onbekende bedrag geld in
die kluis waarmee die man gevlug het, het
hy ook Pretorius se selfoon, twee skootreke-
naars, identiteitsdokument en bestuurders-
lisensie,wat in die skootrekenaarsakwas, in
Pretorius se motor gevlug.
Op pad uit het die man met Pretorius se
donkergroenAudiA4met diekroeg-bestuur-
der se voertuig gebots. Die man se medeplig-
tiges het hier die bestuurder van sy selfoon,
iPad en horlosie beroof.
Nadat die mans gevlug het, het die kroeg-
bestuurder vir Pretorius en die nagwag ge-
vind waar hulle in die kantoor toegesluit
was.Hullehet toediepaniek-knoppiegedruk
en die polisie ontbied.
Volgens konstabel Suzan Jantjies, woord-
voerder van die Somerset-Wes-polisie, het
vier mans in Pretorius se voertuig, met regi-
strasie-nommer CEY 15843, ontsnap. n Saak
van besigheidsroof asook die diefstal van n
motorvoertuig word ondersoek.
Indien iemanddiekarherken,wordhulle
gevra om nie die mans te nader nie, maar
om eerder die polisie in kennis te stel, het
sy ges.
Mense met inligting kan die ondersoekbe-
ampte, speur-adjudant offisier Hannes Nie-
mand, by 021 850 1344 bel.
As ek terugdink moes ek agterdogtig ge-
raak het toe ek twee mans by die ingang van
die sentrumsien staanhet. Eenvanhulle het
op n selfoon gepraat. nMens raak somaklik
gerus, so ons sal noumeer paraatmoetwees.
Ek is net bly niemand is beseer nie, het Pre-
torius ges.

Die saak van Zelbia Rossi is op Donderdag 6 De-
sember in die Somerset-Wes-landdroshof ver-
hoor.
Rossi (20)het op30Maart 2011 in nmotoronge-
luk in Macassar gesterf.
Dylan Pietersen (24), ook van Macassar, wat
die aand saammet haar in die motor was, staan
tereg op n klag van strafbare manslag.
Rossi, n tweedejaar onderwysstudent, is op
die toneel dood nadat die motor waarin sy en
Pietersen gery het omstreeks 23:45met n grens-
muur op die hoek vanMusicalaan- en Sohstraat
gebots het.
Die polisie kon destyds nie bepaal wie diemo-
tor bestuur het nie. Die saak is tot 30 Januarie
uitgestel om n streekshof-datum te bekom.

dents can now breathe easy.
This followsaftera firebrokeout
near the Macassar wastewater
treatment works plant on Tuesday
(8 January), which left firefighters
battling to extinguish the blaze for
four days.
According to Theo Layne,
spokesperson for the City of Cape
Towns Fire and Rescue Services,
22 fire fighters responded to the
blaze on Tuesday afternoon.
Initially the suspected cause of
the fire was spontaneous combus-
tion of large heaps of dried sewage
material in one of the sewerage
drying pans at the plant, spreading to sur-
rounding vegetation.
Layne explained this could occur when
heaps of sewagewere laid out in a pan to dry.
When naturally dried, the sewage emits
methane gas, causing heat at the bottom of
the material and sometimes resulting in
spontaneous combustion.
However, Philemon Mashoko, director of
theCityofCapeTownsWaterandSanitation
Department, said the fire began as a result
of a veld fire starting a few metres from a
sludge lagoon outside the plant, and was
fanned toward the lagoon by southerly
winds.
The dry sludge bed, which caught alight
and is currently smouldering, is an old dis-
used sludge pond that has been out of opera-
tion forover tenyears. It is thereforewell-sta-
bilised sludge and is not to be confused with
raw sewage, which is of a completely differ-
ent nature and more offensive in terms of
odour and smell, says Mashoko.
He further explained that the presence of
the lagoon in the area can be attributed to
the dewatering system which was installed
in 1983, which entails dewatering the sludge
and thereafter removing it to agricultural
land.
Front-end loadersandexcavatorswere ini-
tially used to break open the dried sludge in
sections in order to dampen the burningma-
terial, but according to Layne the plan of at-
tack changed.
The sludge was too deep to open up and
dampen down. It was then decided to cover
the entire area in sand in order to smother
thefire.Heisof the opinionthatthisprocess
was the cause of a constant cloud of smoke
hanging in the air.
Theprocesswascompleted lastweekwhen
the last fire and rescue service vehicle left
the site at 20:30 on Friday (11 January).
The site was sufficiently covered with
sand and no further intervention is required
from the fire services, said Layne.
According toMashokothesitewas inspect-
ed on Saturday and Sunday to ensure that
the status quo remained.
The air quality is being monitored by the
air quality monitoring unit of the Citys sci-
entific services branch, and once the fire has
been completely doused, it is the intention
to use the sludge as compost.
The smoke/fire is well under control and
any further queries must be directed to the
management of the Macassar Wastewater
Treatment Works Plant.
Personnel at the Macassar clinic and vari-
ousSomersetWest pharmacies said theyhad
no influx of people wanting treatment for
side-effects related to smoke inhalation.
However, the City urges people suffering
from such side-effects to visit their nearest
clinic or contact their local medical practi-
tioner.

pen kon nie gevind word nie.
Die twee mans wat deur die polisievrou
wat die oproep gemaak het as verdagte per-
sone beskryf is, is na die polisiestasie ge-
neem.Hulle is daar ondervra enhul vinger-
afdrukke is geneem om te bepaal of hulle
by ander rooftogte betrokke was.
Hough s die twee mans het n halfuur
later teruggekom en items gekoop.
Ek verstaan dat die polisie net hul werk
doen,maarekwasnie tevredemethoehulle
die saak hanteer het nie. Die ander klante
is gentimideer en ek dink dis die rede hoe-
kom ons die afgelope naweek so stil was,
het Hough ges.
Konstabel Suzan Jantjies, woordvoerder
van die Somerset-Wes polisie, het ges dat
diepolisie nklagvan nmoontlike roof ont-
vang het.
Omdat die betrokke winkel reeds n tei-
kenwas,hetdiepolisiedadelikopgetreeom
te verhoed en te verseker dat niemand seer
kry nie. Ons plig is ook om die persone te
in hegtenis te neemwatmet hierdie misda-
de verbind word.
Omdat die twee verdagtes geen vuurwa-
pens op hulle gehad het nie, soos die inlig-
ting aan ons deurgegee is, is ons genood-
saak om die twee vry te laat.
Jantjies het bygevoeg klante wat meen
dat hulle op die betrokke dag gentimideer
is, dit by die polisiekantoor moet aanmeld.

NoorSalie, businessman
and friend,will bemissed
NoorSalie, ownerofNoors
Barber shop in Strand,
passed away last Wednes-
day, after suffering a
stroke.
But to many in the Helder-
berg, Noor was not simply a
barber, he was also a friend.
He was a very good man.
Healwaysdidthings forother
people. He always put other
people first, says Noors
daughter Shameez.
Noor was born in Strand,
and grew up in 6th street. He
moved to his house in
Gustrouw after marrying his
late wife, Shamila, in 1983.
Shameez tells the story of
howtheymet: Myfatherwasvisiting friends
in Wellington, and my mother was visiting
her friend who lived in the same street. My
fathersawherandwaslovestruck.Hestarted
asking for her number, and eventually she
must have fallen for his charm. Althoughmy
father would have said that my mother fell
for him because he was so handsome.
Noor and Shamila had three daughters,
Nazeema, Shameez and Farghana. Noor also
had two children, Kevin and Chantelle, from
a previous relationship.
Shamila passed away in 2011.
Noors familyandfriendsre-
member him as being a devot-
ed family man,
He alwayswoke up early to
go to work. But he cared a lot
about his family. When he
camehomefromworkonaSat-
urday, he used to take themon
family outings, says his
neighbour of almost 30 years,
Maria Jansen.
Noor completedhis training
at Salon Emile, andwent on to
open a barber shop with his
brother, Kosain, 34 years ago.
Its something he always
wanted to do, says Shameez.
His love for his clients went
as far as working late hours, or fitting in a
special appointment for regular customers.
And Noors customers stayed regulars, with
two or three generations visiting his shop.
The community has been so supportive,
says Shameez. It shows me how much the
community loved him. People have come to
our house crying and asking where are they
going to get a Noor cut now.
It will certainly not just be Noors haircuts
that will be missed in the Helderberg.

Dawid Matinka died on
Monday (14 January) at
the age of 73. Dawid
was born in Bot River on
11 March 1939. He later
moved to Somerset West
where he was employed
as a painter by the City
of Cape Town for 27
years. Matinka was also
a member of the HH
Brass Band for 35 years.
He will be sorely missed
by his fellow musicians,
especially at functions.

needs financial assistance
with a project which is
aimed at rewarding police-
menandwomenforgoingbe-
yond the call of duty.
The project was started in
2010 but came to an abrupt
end due to a lack of financ-
es.The police are imploring
the public to make a differ-
ence in the lives of the men
and women in blue that self-
lessly risk their lives for the
Helderberg community.
Every month a member of
the police will be nominated
and rewarded for their out-
standing work done.

To foot the school-feebill
As if the financial hangover caused by
the festive season wasnt enough, par-
ents in theHelderberg nowneed to pay
betweenR550andR50 000per child for
this years school fees.
Martin Leukes, principal at Dr GJ Jou-
bert Primary School in Strand, says their
fees have stayed at a constant amount of
R550 the last three years.
Wefoundthatparentsonlypayroughly
about half of that amount per child, so in-
creasingthefeeswouldntbeofmuchuse.
He added that the school now has a re-
sponsibility to educate parents who cant
afford school fees to come forward.
Parents need to come to school and ob-
tain a form to apply for the quittance of
fees. When its approved by the depart-
ment of education, the school at least gets
some formof compensation, saidLeukes.
Principal at Methodist Primary School
in Somerset West, Wilbur Hindley, says
their feeshave increased fromR880 in2012
to R920 this year. Hindley also corroborat-
ed Leukes statement, urging parents to
come forward with proof of their income
if they cant afford school fees.
According to Kobus van Schalkwyk,
headmaster of Somerset West Primary
School, theirschool feeshave increasedby
more or less 10% this year. Therefore,
school fees for the year amounts to R9 260
per child.
The increase in school fees is brought
about by a number of reasons such as,
whether the school has a swimming pool
tomaintain,makesuseof educationalaids
or makes use of special computer pro-
grammes, said Van Schalkwyk.
He further said that the fact that the de-
partment is responsible for paying the sal-
aries of only a certain number of teachers
at the school also plays a role in the in-
crease of school fees.
The other salaries have to be paid by
the schools governing body.
Headmaster of Hendrik Louw Primary
inStrand,LewellinBrown, said that their
annual school fees amount to R9 270. He
says his concern is whether parents will
be able to pay school fees in the long run
with fees increasing annually.
School fees get more expensive each
year and every year parents find it more
difficult to come upwith themoney, said
Brown.
Parentswhoearnahigh incomeandcan
afford the quality education provided by
private schools, would have to fork out be-
tween R23 976 to R49 656.
According toTimNuttall, SomersetCol-
lege headmaster, their fee increase is
broadly in line with the Education Price
Index and the schedule of fees is available
on their website (www.somersetcol-
lege.org).
In addition to a limited number of
scholarships, which are advertised in the
local press and on our website, the college
has a small financial assistance fund,
said Nuttall.

biggest concern.

form alone cost him around R2 000. And
thats just for the basics. On top of that,
youre paying almost R2 000 for school fees
and transport costs each month.
Rosina Leewarden says her great
est expense has been textbooks for
daughter and Helderberg college
pupil, Savannah. The textbooks
have cost R1 400, and thats sec
ond hand. We also had to buy a
new uniform. The blazer alone
costs around R500, but at least
there are items which you can buy
at shops like Ackermans to bring
the cost down.

On Friday afternoon 10 January,
two low lives in a bakkie in Bright
Street, Somerset West were seen
throwing a black dog, possibly a
cross between a labrador and a
border collie, into the street before
racing off in the direction of the
golf course, with their distraught
dog running after them.
If these sub-humans no longer
wanted their dog, at the very least
they could have left him/her at a
vet (there is one around the corner
or at the Animal Welfare Society
just a bit further down the road.
This is written in the hope that
these perpetrators will get their
just deserts somewhere along the
way. What goes around comes

I feel that I have to honour and
show appreciation and gratitude
to a friend, barber and a man who
went the extramile for his clients.
I knew Noortjie, as we all
calledhim, forover20years formy
twice-weekly haircut. His death
leaves a huge gap in the Helder-
berg.
My job requires me to travel all
over the country and abroad. One
of the challenges I faced was when
to go formy regular haircuts. I dis-
cussed this with Noor and he said
this should not be a problem, you
can call me anytime and Ill cut
your hair.
At first I went for my haircut af-
terhours, atareasonabletime,but
as my travel schedule became
more hectic, after hours became
22:00 and later.
Sometimes I felt too bad to call
whenIarrivedhome lateandNoor
wouldcallandaskwhenIwascom-
ing for a hair cut. These after-
hours sessions had us chatting
about the news of the day and the
goings on in the Helderberg.
As if late at night was not bad
enough I sometimes went for a
haircut just after 04:00 on my way
to the airport.
Noor also became the barber for
my friends from the USA and UK
on their visits to me.
I jokingly said to a friend yester-
day that Ill most probably have to
grow an afro now.
I developed respect for Noor in
many ways and one of the charac-
teristics I admired about him was
the unconditional love he had for
his children and he we would do
anything for them. His children
losta father, friendandrolemodel.
He was truly committed to his
job and the thousands of people
whose hair he cut over the years.
I dont think he ever took a holi-
day, because he was always there.
I am thankful that I had the op-
portunitytomeet thisremarkable,
humble man who was an absolute
master at what he did. It was al-
ways service with a smile.

Motorists speeding inOldenlandRoadareadisgrace

into Oldenland Road, thinking it
would be a quiet and peaceful
neighbourhood.Howwrong Iwas.
From around 05:00 every day
speeding cars wake me up, and I
am quite sure many other resi-
dents as well. There are three to
four cars which race down Olden-
land Road at speeds which I esti-
mate to be anything between 100
to 120 km, and sometimes exceed-
ing this speed, normally before
07:00 during weekdays.
As this is a residential area, the
speed limit is 60 km. My guess is
that 60 to 70% of motorists using
this road exceed the speed limit.
This is a disgrace!
In light of the above, I propose
that themunicipality install speed
bumps similar to those on Paarl
Valley Road near the Parel Vallei
High School, which force motor-
ists to slow down.
Alternatively, if any traffic offi-
cial would like to bank a fortune
inspeeding fines for themunicipal
coffers, Oldenland Road is the
place to be.
In the interim, I shall start col-
lecting car registration numbers
from those vehicles who continue
to speed,with a view to publishing
them.

Back to school blues
or sheerbliss ?
There isnodoubt thatmanyaparent
of a school-going child breathed a
huge sigh of relief when their chil-
drenwentback to school onWednes-
day.
There were also many parents,
taking their grade one children to
school for the first time, who proba-
bly felt nervous about taking their
little ones to school for the first time.
Whatever the emotions experi-
enced by parents, one thing is clear
and that is getting a child off to
school is not cheap. (See story and
more photos on pages 6 and 7).
The other concern some of these
parents will have is whether the
education their children will be re-
ceiving will be of a high enough
standard for future tertiary studies.
However, theHelderberg is gener-
ally known for its good schools,
teachers and principals and for the
highstandardof educationprovided
in the area.
Just a glance at the many out-
standing results achieved by the pu-
pils whowrote the senior certificate
examinations last year is clearproof
of this.

Night shelter needs donations to upgrade
The Somerset West night shelter
needs thepublicsassistancewithdo-
nations to create an office space.
According to Paddy Judd, on be-
half of the shelters fundraising and
marketing team, they are in need of
about R36 000, skilled labour and as-
sistance with the building process.
The items needed include paint,
tiles, grouting, window glass, wood,
fans, light fittings, doors and han-
dles, cement, kitchen sink, taps, cup-
boards, counter tops, a microwave
and a fridge.
They also need office appliances
such as a printer, fax machine, pho-
tocopier, scanner, filing cabinets,
desks, chairs, telephonesandblinds.
The shelter clients had an amaz-
ingChristmas thanks to the commu-
nity who sponsored gifts and donat-
ed wonderful food.

Road-tripping is something of a
lifestyle forHeatherWaters.Since
thebeginningofhercareershehas
notstoodstill,performingherfolk
rock guitar tunes in villages,
towns and cities from Cape Town
to Corsica.
Alone or with a band, Waters ex-
pressive guitar rhythms, honest lyr-
ics, and passionate energy draw you
into her performances.
Since2004,BritishbornWatershas
been writing and creating a definite
style and sound to her work which is
lending to the musical success that
she has today. After many years of
regularly travelling with her music
betweentheUKandSouthAfrica,she
returned in 2006, for a longer visit to
Cape Town, with bundles of new
songs and an evenmore richly devel-
oped style. Here she recorded and re-
leased her first full album Lyrics in
My Pocket in March 2007.
Heather Waters and her band left
Cape Town, and travelled on a series
of tours along the East Coast of South
Africa, performing at backpackers,
festivals and live music venues, re-
leasing her EP Hope you are Happy.
The year 2009 saw Waters travel-
ling theMediterranean toenjoyasea-
son of busking in the famous plazas,
and performing in restaurants and
music clubs, wherever she went. On
returning to Cape Town at the end of
that year, two of Waters songs Rain-
bows and Being on a Boat were fea-
tured on the Billabong Girls Get Out
There TV Series in SA.
The following year, Waters re-
leased her second EP The Money
Came In Today and soon after was se-
lected by PANSA (Performing Arts
Network of South Africa), to perform
at the FIFA 2010 World Cup Football
celebrations in Cape Town. 2011 and
parts of 2012 saw Waters more often
in studio thanon stage,with prepara-
tions for her next album, which was
recorded at Farmyard Studios in the
Helderberg.
Although always on the move, Wa-
ters has spent most of the last three
years settled in the Helderberg and
subsequently she will be performing
a few free entry gigs in the area.

Authorities, including SAPS and the depart-

ings for prospective students to steer clear
of bogus colleges and educational scams.
